Background The competencies of medical staff in the public health emergency system and evaluated the effects of system-based professional training were investigated. Material and Methods A competency model for individuals in a public health emergency management system was developed, which contained 33 items with 5 domains. A competency-based intervention was performed. A total of 68 participants from 4 health emergency teams in Xinjiang, China were recruited and randomly divided into 2 groups: the intervention (N = 38) and control groups (N = 30). Participants in the intervention group received competency-based training, while those in the control group received no training. All participants responded to the COVID-19 activities. The competencies of medical staff in the 5 domains were then analyzed in the pre-intervention, post-first training, and post-COVID-19 intervention using a self-designed questionnaire. Results Participants’ competencies were at the middle level at baseline. After the first training, competencies in the 5 domains significantly improved in the intervention group; in the control group, there was a significant increase in professional quality compared in the pre-training. After the response to COVID-19, the mean scores of competencies in the 5 domains significantly increased in both the intervention and control groups compared with those in the post-first training. Psychological resilience scores were higher in the intervention group than in the control group, whereas no significant differences in competencies were found in other domains. Conclusions Competency-based interventions provided practice and showed a positive effect on improving the competencies of medical staff in public health teams. Med Pr. 2023;74(1)

This article presents and evaluates Polish normative solutions regarding the training pension as a benefit from the general social insurance system, intended to support the implementation of the vocational rehabilitation process. The essence and purpose of vocational rehabilitation in terms of international documents and Polish law were presented, and the role assigned to the training pension in the process of implementation of this rehabilitation was indicated. It also shows the shortcomings of the legal provisions in force in Poland and the adopted organizational and financial solutions, which meant that, contrary to expectations, the role of the indicated cash benefit from social insurance in supporting the implementation of the vocational rehabilitation process is negligible.
W niniejszym artykule dokonano prezentacji i oceny polskich rozwiązań normatywnych dotyczących renty szkoleniowej jako świadczenia z powszechnego systemu ubezpieczeń społecznych, mającego wspierać realizację procesu rehabilitacji zawodowej. Przedstawiono istotę i cel rehabilitacji zawodowej w ujęciu dokumentów międzynarodowych oraz prawa polskiego oraz wskazano rolę, jaką w procesie realizacji tej rehabilitacji przypisuje się rencie szkoleniowej. Ukazano także mankamenty obowiązujących w Polsce w tym zakresie przepisów prawa oraz przyjętych rozwiązań organizacyjnych i finansowych, które sprawiły, iż wbrew oczekiwaniom rola wskazanego świadczenia pieniężnego z ubezpieczenia społecznego w zakresie wspierania realizacji procesu rehabilitacji zawodowej jest znikoma.

This quasi-experimental study aimed at looking into the effectiveness of blended learning approach in improving the performance in Information, Communication, and Technology (ICT) Course of Bachelor of Science in Marine Transportation (BSMT) first year students at JBLFMU-Arevalo during the second semester of school year 2018-2019. The respondents of this research were the two sections comparable with each other who were enrolled in the subject ICT. There were 40 student respondents composed of 20 in the experimental group and 20 in the control group. A validated and reliability-tested 45 item researcher-made multiple choice test was used as an instrument with a Cronbach index of 0.88. The statistical tools used were mean, standard deviation, Mann-Whitney test, and Wilcoxon-Signed ranks test set at .05 level of significance. The effect size was computed to determine the effectiveness of the blended learning approach in terms of students’ performance in ICT. Results showed that in the pretest, though the experimental group had a higher mean score than the control group, the Mann-Whitney test showed that the mean scores of the two groups were comparable because the significant value was greater than .05. When the treatment was introduced, findings showed that there were significant differences in the ICT performance in the pretest and posttest of experimental and control groups as well as in the posttests of both groups. Results inferred that blended learning approach was more than a hundred percent effective showing significant results on the experimental group. It could also be inferred that the better performance of the control group could be attributed to the traditional method of teaching, the lecture method.

Current vision-based roughness measurement methods are classified into two main types: index design and deep learning. Among them, the computation procedure for constructing a roughness correlation index based on image data is relatively difficult, and the imaging environment criteria are stringent and not universally applicable. The roughness measurement method based on deep learning takes a long time to train the model, which is not conducive to achieving rapid online roughness measurement. To tackle with the problems mentioned above, a visual measurement method for surface roughness of milling workpieces based on broad learning system was proposed in this paper. The process began by capturing photos of the milling workpiece using a CCD camera in a normal lighting setting. Then, the train set was augmented with additional data to lower the quantity of data required by the model. Finally, the broad learning system was utilized to achieve the classification prediction of roughness. The experimental results showed that the roughness measurement method in this paper not only had a training speed incomparable to deep learning models, but also could automatically extract features and exhibited high recognition accuracy.

This study aimed to determine the concepts learned in Navigation and Seamanship as well as the level of satisfaction of students’ in using the training ship in terms of food, accommodation, readiness of venue, quantity of equipment, activities, speakers, and ships’ crew. The respondents of this study were the 129 students of JBLFMU-Arevalo. They were selected through stratified and cluster sampling. A questionnaire was sent to the respondents through e-mail and Facebook messenger to gather the data. The comments of the students were classified according to themes. For BSMT 1 – Familiarization and Ship Tour, in Navigation, the themes are learning the ship nomenclature and manipulating the different navigational equipment onboard, inculcating skills to plan and manage a ship for safety voyage, employing the concepts learned about the various ship positioning to arrive at the port or point of destination, and refining the importance of learning the qualities of a competent navigator. In Seamanship, the themes are enhancing concepts learned about the importance of prioritizing safety on board and learning the International Maritime Law, learning the important purposes and uses of the different navigational equipment on board, improving skills on proper operation of the ship, and uplifting the duties and responsibilities of officers and crew members on board. For BSMT 2, Port and Anchor Watch, in Navigation, the themes are, learning the uses and importance of the different navigational equipment on board, different types of navigation use to navigate accurately, employing the concepts learned about the various ship positioning to arrive at the port or point of destination, uplifting the duties and responsibilities of officers and crew members on board, and defining navigation for watercraft. In Seamanship, the themes are learning about anchor operations, familiarizing different parts of the ship, integrating seamanship skills in navigation, enhancing concepts learned about the importance of prioritizing safety on board, learning mooring operation, and definition of seamanship. For BSMT 3, Navigational Trip, in Navigation, the theme is learning the different navigational equipment on board and for Seamanship, improving seamanship skills. Having different themes for every year level indicates that the students have actually learned various knowledge about Navigation and Seamanship during their stay onboard the training ship. For the students’ level of satisfaction, the grand mean is described as “High”. This means that some aspects are good in terms of food, accommodation, venue, quantity of equipment, activities, speakers, and ships’ crew. This study concludes that the concepts learned by students’ in Navigation and Seamanship varies in each activity. Furthermore, the students were highly satisfied in using the training ship’s amenities in terms of food, accommodation, readiness of venue, quantity of equipment, activities, speakers, and ships’ crew. The researchers recommend another follow-up study to include respondents from other units as well and some other non - JBLFMU/JBLCF students utilizing the training ship to further validate the results, reduce the number of students participating in every activity to optimum to maximize the outcome intended for each activity, and finally, create a multiple choice questionnaire to assess better the concepts learned and to be given personally to the respondents.

The Merchant Shipping (Training and Certification) Regulations of Kenya adapt The International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW Convention) and the Standard Training, Certification, and Watchkeeping (STCW Code) for Seafarers. The STCW Convention and Code defines the quality standards at a minimum requirement as the harmonized threshold for contracting parties, which includes Kenya. Educational Institutions in Kenya primarily uses Quality Management Systems in application of quality to education and training. This is however contrary to the requirements of the STCW Convention and Code for institutions engaged in Maritime Education and Training. The paper focusses in assessing the extent of non-compliance, the circumstantial challenges and thereafter proposes a framework to address challenges in implementing Quality Standard Systems.

Strength of educational system depends upon the quality pf teachers. Teachers have always been considered as one of the noblest professions. (Naz, 2016). Students are generally influenced by their teachers because they spend most of their time at school (Rahaman, 2010; Rosen, 2010). To teach students according to today’s standards, teachers need to understand subject matter deeply and flexibly so that they can help students create useful cognitive maps, relate one idea to another, and address misconceptions. Teachers need to see how ideas connect across fields and to everyday life. Teachers use suitable strategies and resources to follow instructions according to the needs of the needs of individuals and groups of students. Teachers should guide pupils learning in analyzing. Teachers should provide manifold models and explanations of concepts behaviors and skills. Teachers provide creative and critical thinking, problem solving ability, curiosity. They should know how to use various technological and communication. They should believe in change and flexibility in teaching learning process (Rahaman, 2010; Rosen, 2010).

Opis:
The aim of the article is to discuss the main Polish educational legislation aimed at promoting diversity and individualization in the the process of schooling. The focus is on dealing with heterogeneity, which has become frequent in Polish schools and kindergartens. This includes various aspects concerning differentiation in children and young people, such as individual developmentental characteristics, gender, socio-cultural environment, special educational needs or giftedness. Heterogeneity requires individualization of the educational process, which also applies to the teaching of foreign languages. This poses a challenge for many teachers, including foreign language teachers. In many respects Polish legislation regulates how to deal with heterogeneity and individualization in the educational context.

The article describes the results of the research on the current state of professional training to ensure the successful implementation of family (home) form of secondary education in Ukraine and other countries. The target audience of the study are scientists, teachers and other professionals whose activities are aimed at supporting families with children in home schooling. The issue is urgent because the family form of education is a recent innovative introduction into the practice of secondary education in Ukraine, whereas the process of training specialists to work in this alternative form of education appeared to be imperfect. That is why the purpose of the article is to study the worldwide experience in the training of specialists to work with children in home schooling to identify the possibility of implementing the experience of leading countries in domestic practice. To achieve this purpose, the following tasks were formulated: 1) to conduct a survey of parents of secondary school students in order to determine their attitude to the family form of education; 2) to find out whether there is a need for professional support when a family homeschool a child; 3) to analyze the current state of teacher training for family education all around the world, and in Canada in particular; 4) to compare the state of the problem in Ukraine and the world and determine the possibility of implementing the experience with positive results in the system of training in Ukraine. To solve all the problems mentioned above such general research methods were used as namely empirical methods of comparison and systems analysis; and theoretical methods, like continuous sampling methods and analogies. The study identified the need for curricula and additional training courses for working with families in which children receive home-based secondary education. The experience of foreign countries on the introduction of family education and training must be taken into account when organizing the educational process in Ukraine. It should also be noted that the interest is both positive and negative world experience. The results of the study are important for further theoretical research on the identified problem and important practical importance for the organization of a successful process of training to provide family education as an innovative alternative form of secondary education in Ukraine.
У статті викладено опис результатів досліджень сучасного стану професійної підготовки фахівців для забезпечення успішної реалізації сімейної (домашньої) форми здобуття середньої освіти в Україні та в інших країнах світу. Цільовою аудиторією дослідження є науковці, викладачі та інші фахівці, діяльність яких направлена на супровід сімей із дітьми на домашньому навчанні. Проблематика статті є актуальною, оскільки сімейна форма здобуття освіти є нещодавнім інноваційним впровадженням у практику середньої освіти в Україні, проте процес підготовки фахівців для роботи в умовах цієї альтернативної форми навчання виявився недосконалим. Саме тому метою статті вважаємо вивчення світового досвіду в професійній підготовці фахівців для роботи з дітьми на домашньому навчанні для виявлення можливості впровадження досвіду провідних країн у вітчизняну практику. Для досягнення мети було сформульовано наступні завдання: 1) провести опитування батьків учнів загальноосвітніх шкіл з метою визначення їх ставлення щодо сімейної форми здобуття освіти; 2) вияснити, чи є потреба у професійному супроводі, коли в сім’ї є дитина на домашньому навчанні; 3) провести аналіз сучасного стану підготовки фахівців для сімейної освіти в світі, зокрема в Канаді; 4) порівняти стан проблеми в Україні та світі та визначити можливість впровадження досвіду з позитивними результатами в систему підготовки фахівців в Україні. Для вирішення вищезазначених завдань було використано загальні методи досліджень, а саме емпіричні методи порівняння і системного аналізу; та теоретичні методи, наприклад, методи суцільної вибірки та аналогії. У результаті дослідження було визначено необхідність впровадження навчальних програм та додаткових курсів для професійної підготовки фахівців до умов роботи з сім’ями, у яких діти здобувають середню освіту за домашньою формою навчання. Досвід країн світу з впровадження сімейної освіти та з підготовки фахівців необхідно враховувати при організації освітнього процесу в Україні. Слід також зауважити, що інтерес становить як позитивний, так і негативний світовий досвід. Результати дослідження мають важливе значення для подальших теоретичних наукових досліджень стосовно визначеної проблеми та вагоме практичне значення для організації успішного процесу підготовки фахівців для забезпечення сімейного навчання як інноваційної альтернативної форми здобуття середньої освіти в Україні.

Rapid changes in technologies and digitalization challenges caused by Industry 4.0 with the integration of the AI, machine learning algorithms, internet of things’ technologies, introduction of maritime autonomous surface ships and the development of digital shipping and logistics processes require proper education and training of specialists working in maritime industry to ensure safety and security of people, oceans, goods and environment. The shipping and logistic processes and operations, including the decision-making processes, on the global scale and on the scale of whole-organisation ecosystems become more dependent on the manipulation of data from different unstructured open sources and private data sets, increased amount of data stream from sensorial systems. The specialists working with automated systems need competences to use and interpret special data, engineering and analysis algorithms, and skills in using modelling tools of optimised solutions in shipping and logistics. Educational institutions have to be ready to present effective solutions to educate quickly adaptable specialists able to meet volatile labour market needs able to meet digitalization challenges. The case study of the Lithuanian Maritime Academy (LMA) presented in the paper is based on the use of an integrative approach and work integrated learning with the aim of enabling the educational environment to develop proper competencies of the specialists of shipping and logistics information systems.

As an island nation, the topic of training and sending out seafarers is a present challenge in Japan. Awareness activities for elementary, junior high, and senior high school students are essential for securing future mariner job candidates. In this study, we conducted maritime and marine educational methods using various procedures to raise awareness about previous maritime industries. We also brought in maritime specialists for junior high school students who will be continuing to maritime educational institutions, and conducted a comparative study of the results. In this study, we compared three types of educational content: lectures on leadership techniques, observational field trips, and hands-on lessons. The results showed that students had the highest interest in the hands-on lessons, followed by observational field trips, then finally the lectures. These results demonstrated that when creating class content for maritime and marine education, this should be adapted to the identity of the young people who are to receive that education.

In order to improve the operational reliability and service life of the main systems, components and assemblies (SCA) of railway transport (RT), it is necessary to timely detect (diagnose) their defects, including the use of the methods of intellectual analysis and data processing. One of the promising approaches to the synthesis of the SCA functional control system is the use of intelligent technology (INTECH) methods. This technology is based on maximizing the information capacity of an automated decision support system for detecting faults during its training.

Besides its obvious benefits, the Electronic Chart Display and Information System (ECDIS) continues to develop as a sophisticated, complex system. With ever-growing features and the integration of external data and sources, it is nowadays normally considered as one among the compact elements forming a part of an even more complex Integrated Navigation System (INS). The ECDIS handling requires a certain level of technical knowledge and operational skills to be gained, besides the usual navigational background. In order to utilize the system efficiently and safely, the navigator has to obtain several levels of education. The Generic ECDIS Training (GT), as defined in the respective International Maritime Organization (IMO) Model Course, introduces the navigator with fundamental, required operational (however introductory) and theoretical knowledge. Apart from the GT, there is an optional, ECDIS manufacturer-approved Equipment Specific Training (EST). The latter represents a special type of training where the navigator improves its theoretical knowledge, understanding, and proficiency, together with competence demonstration on a specific approved ECDIS model. This paper elaborates the dynamics of worldwide regulations pertaining to the ECDIS Education and Training (EET) plan. The reference is given to training procedures in the Republic of Croatia, placing its educational framework in the broader context. Although it is of a non-mandatory nature, the EST is unofficially considered that way, and there is a stable and reasonable ground to consider the opinions and arguments of the navigators who prefer the EST. This is also supported by the fact that there is a large number of approved systems on the market. Apart from fulfilling the performance standards regulated by the International Maritime Organization (IMO), ECDIS models differ significantly regarding handling, interface, and interpretation of data and information, therefore biasing the required knowledge and the purposefulness of the system. The survey among navigational ranks was used to support the study and to relate the existing programs with the actual navigational situation. The motivation was the consideration of the current relationship between defined EET programs, their inequalities, and the actual user needs, referring to the systematisation of the fulfillment of the system as a basic navigation tool. The selected questions referred to the possession of ECDIS certificates and basic education and knowledge, and the navigational ranks’ opinions regarding the opportunity to enhance their knowledge during the EST. The latter considered lack of standardisation (including terminology), apart from different levels of education. As expected, the answers were not uniform, revealing differences in opinion as well as in basic system interpretation. The latter could have possible causes and relation to the particular education system in the first place. The current educational framework was discussed in terms of EET enhancements and the development of the navigation curricula. The study results have been presented and discussed systematically, leading to observations on the potential safety of navigation improvement.

The terms of soccer scoring techniques (SSTs) used in practice and research have been remaining confusing; even dramatic, we still do not know how many SSTs available for the game. This scenario hinders not only the scientific studies on some unique SSTs but also the development of novel coaching methods for learning these SSTs. The current paper aims to bridge the gap by establishing a SST terminology system. The system is built based on goal repeatability, selected anatomical & biomechanical parameters, and analyses of 579 attractive goals from international professional tournaments. The results have revealed that there are 43 SSTs existed in current soccer practice. Some SSTs can be identified by preliminary parameters (i.e. anatomical parameters, the ball vertical position at the shot and the hit-point on the ball), but most of them need additional biomechanical examination on the movement control in frontal & transverse planes, jumping control, and trunk orientation at shots in order to identify uniquely. Further, the new SST terminology has disclosed that soccer attractiveness is linked to the diversity, ingenuity and artistry of shots. The most attractive type of scoring awaited by millions of spectators is aerial shots. Lastly, the most important contribution of the new SST terminology system is to help researchers and practitioners launch target-orientated studies that would provide a practical and convincing scientific coach-method, clear definitions, and means to reevaluate and improve SSTs in practice.

Opis:
Statistics, based on grounding incident investigations, is not always sufficient for retrieving objective information and designing comprehensive solutions for improving the ECDIS training process for deck officers and development of methods aimed at reducing the grounding incident rate and improving the effectiveness of navigation. The research studies statistics on deck officers` errors made during training on bridge simulators equipped with ECDIS and provides an analysis of errors distribution among navigators of different ranks. The study shows that in event of the EPFS (Electronic Position Fixing System) failure the likelihood of grounding increases dramatically for all deck officers, irrespective of rank and experience, despite having fully functional radar and ECDIS in dead reckoning mode.
