    Opis:
    Population Based Algorithms (PBAs) are excellent search tools that allow searching space of parameters defined by problems under consideration. They are especially useful when it is difficult to define a differentiable evaluation criterion. This applies, for example, to problems that are a combination of continuous and discrete (combinatorial) problems. In such problems, it is often necessary to select a certain structure of the solution (e.g. a neural network or other systems with a structure usually selected by the trial and error method) and to determine the parameters of such structure. As PBAs have great application possibilities, the aim is to develop more and more effective search formulas used in them. An interesting approach is to use multiple populations and process them with separate PBAs (in a different way). In this paper, we propose a new multi-population-based algorithm with: (a) subpopulation evaluation and (b) replacement of the associated PBAs subpopulation formulas used for their processing. In the simulations, we used a set of typical CEC2013 benchmark functions. The obtained results confirm the validity of the proposed concept.

    W artykule podjęto kontynuację tematyki poruszonej we wcześniejszej publikacji („BP" nr 3/2014) dotyczącej profilaktyki dolegliwości mięśniowo-szkieletowych w zakresie prowadzonych w miejscu pracy działań promujących aktywność fizyczną. Omówiono korzyści wynikające z podejmowania aktywności fizycznej, doniesienia dotyczące wysiłku fizycznego w pracy zawodowej oraz wskazówki i zalecenia dotyczące podejmowania takiej aktywności Szczególną uwagę zwrócono na stronę praktyczną - możliwą do podejmowania na poziomie indywidualnym. W tym celu przedstawiono tygodniowy plan treningowy oraz przykłady prostych ćwiczeń fizycznych możliwych do wykonania w miejscu pracy.
    In reference to the earlier publication ("BP" no 3/20141. which described the problem of musculoskeletal disorders associated with work, in this article describe same recommendations regarding the prevention of these diseases in physical activity. Therefore presents examples of simple exercise that can be taken in the workplace. Exercises have been developed for employees who work in a seated position, standing up and doing physical work dynamic.

    Zawod ratownika medycznego, obok zawodu lekarza ratunkowego i pielęgniarki ratunkowej, jest kluczowym zawodem w tworzonym w Polsce systemie ratownictwa medycznego. Odpowiedzialne kształcenie w szkołach wyższych na kierunku ratownictwo medyczne ma na celu przygotowanie wyspecjalizowanej kadry medycznej, zdolnej do samodzielnych działań ratunkowych na miejscu wypadku, wypadku masowego i katastrofy, zwłaszcza w zakresie ratowania osob w stanie bezpośredniego zagrożenia życia lub zdrowia. Wiedza i umiejętności praktyczne zdobyte podczas nauki zawodu oraz sprawność ratownika medycznego w znacznym stopniu decydują o skuteczności medycznych czynności ratunkowych podejmowanych przez niego na miejscu nagłego zdarzenia. Autor omawia wyzwania i problemy kształcenia ratownikow medycznych w szkołach wyższych w Polsce, ze szczegolnym uwzględnieniem doświadczeń Uniwersytetu Medycznego w Lublinie. Przedstawiony w pracy plan i program nauczania został wyrożniony przez Ministerstwo Zdrowia i uznany za wzorcowy dokument dla innych uczelni w Polsce prowadzących kształcenie na kierunku ratownictwo medyczne.
    Alongside emergency physicians and emergency nurses, the profession of medical emergency care practitioners (paramedics) is the key occupation in the medical emergency sen/ice system which is now being developed in Poland. Responsible tertiary education in the field of medical emergency care aims to prepare specialised medical professionals who are able to undertake independent emergency care on the site of an accident, mass accident and disaster, especially when rescuing people whose health or life is at risk. Knowledge and practical skills obtained during the training and the overall skills of medical emergency personnel largely determine the effectiveness of medical emergency procedures undertaken by such staff on site. The author discusses challenges and problems related to education of medical emergency staff in Poland’s schools of tertiary education, focusing on the experience of the Medical University in Lublin. The plan and curriculum presented in the paper received a mark of distinction from the Ministry of Health in Poland as a model document for other schools in Poland which train specialists in the field of medical emergency care.

    Opis:
    The apostolic constitution Sapietnia christiana stipulates coherency and compatibility of the rules for ecclesiastical universities and other universities of the different ecclesiastical regions. The rules are fully implemented in the Pontifical University of John Paul II in Krakow. The status of the university and its program have their sources both in the canonical rules and civil laws, and also in the rich scientific tradition of Krakow. The system of career advancement of the academic teachers embodies polish law. As a result, Polish authorities recognize the scientific titles and the scientific degrees granted by the university.
    Apostolska konstytucja Sapientia christiana określa zgodność i przystawalność regulacji dotyczących kościelnych uniwersytetów i innych uniwersytetów z różnych rejonów kościelnych. Regulacje te są w pełni zastosowane do Papieskiego Uniwersytetu Jana Pawła II w Krakowie. Statut tego uniwersytetu i jego program mają swoje źródło zarówno w regulacjach kanonicznych, jak i ustawach państwowych, a także w bogatej naukowej tradycji Krakowa. System postępu kariery naukowej na tym uniwersytecie urzeczywistnia polskie prawo. W rezultacie władze polskie uznają tytuły naukowe i stopnie naukowe przyznawane przez ten uniwersytet.

    The article presents the legal basis for action and decision support systems of the Polish Maritime Search and Rescue Service. Based on the course of a selected mission, the actual actions were compared with the IAMSAR recommendations, presenting the ways of communication and the latest training techniques for saving lives. Conclusions from the conducted analysis indicate that because of the knowledge and experience of rescuers the requirements for conducting a search and rescue action according to IAMSAR differ from the actual actions of rescue services.

    In the paper the Author tries to present the background to e-Navigation and its definition, the key elements which in the vision for e-Navigation were covered and the IMO's strength as the co-ordinator of e-Navigation, including strategy implementation plan. The underlying important principles were stated, together with the need to take user needs into account. Recent presentations and comments showed just how ambiguous the term „users? can be in the context of e-Navigation. This led to a more in depth review of the components of the IMO Strategy Implementation Plan. The author tries to answer the question of whether these assumptions, decisions and actions taken were appropriate and sufficient. The author asks the simple question whether the mere adoption and introduction of the concept of e-Navigation in life will be enough to meet all the challenges of the twenty-first century.

    Poniższy artykuł stanowi analizę zmian wprowadzonych ustawą z dnia 28 lipca 2023 r. o zmianie ustawy -Kodeks rodzinny i opiekuńczy oraz niektórych innych ustaw (Dz.U. 2023 poz. 1606) oraz ocenę ich skutków. Na uwzględnienie zasługują na pewno zmiany wprowadzone w zakresie takich aspektów prawnych, jak standardy dotyczące uczestnictwa małoletnich w procedurach sądowych, w tym ustanawianie reprezentanta dziecka, wprowadzenie „instytucji” wysłuchania dziecka, wprowadzenie kwestionariusza szacowania ryzyka zagrożenia życia lub zdrowia dziecka, ustanawianie kuratorów dla „osób z niepełnosprawnością” i zawiadamianie pokrzywdzonego o opuszczeniu zakładu karnego przez skazanego. Podobnie zmiany dokonane w zakresie przepisów dotyczących przeciwdziałania zagrożeniom przestępczością na tle seksualnym, co w istotny sposób modyfikuje dotychczasowy charakter powyższego aktu, jednocześnie znacząco rozszerzając jego zakres przedmiotowy. Wprowadzenie nowych „instytucji” prawnych do wskazanej ustawy mających na celu przede wszystkim ochronę małoletnich przed przemocą stanowi istotny postęp w zakresie rozszerzenia regulacji dotyczących ochrony dzieci. Pojawia się jednak na tym tle pytanie czy z uwagi na okoliczność, że wprowadzone zmiany dotyczą problematyki doniosłej społecznie, to czy nie wymagają one większego dopracowania i uściślenia. Poniższy artykuł ma być próbą odpowiedzi na przedmiotowe pytanie.
    The following article is an analysis of the changes introduced by the Act of July 28, 2023 on Amendments to the Act – The Family and Guardianship Code and Certain Other Acts (Journal of Laws 2023 item 1606) and an assessment of their effects. The changes introduced in such legal aspects as standards for the participation of minors in court procedures, including the establishment of a child representative, the introduction of the “institution” of a child hearing, the introduction of a questionnaire for estimating the risk of danger to a child’s life or health, the establishment of guardians for “persons with disabilities,” and the notification of the victim when a convict leaves prison, are certainly worthy of consideration. Similarly, the changes made to the provisions on countering the threat of sexual crime, which significantly modifies the existing nature of the above act, while significantly expanding its material scope. The introduction of new legal “institutions” in the indicated law aimed primarily at protecting minors from violence represents a significant advance in the expansion of child protection regulations. However, this raises the question of whether, due to the fact that the changes introduced concern socially momentous issues, they do not need more refinement and clarification. The following article is intended to be an attempt to answer this question.
