The article presents the history of the creation and the period of over 50 years of activity of the Central Training and Publishing Centre - the economic agency and, at the same time, APEE representative at trade fairs, congresses, conferences, seminars and other events within the industry. CTPC was founded at the time when the training courses in the field of electrical entitlements began to rapidly develop in the country. This situation required the establishment of a specialized association unit, which would be focused on arranging and conducting activities aimed to upskilling and improving technical knowledge in the field of the electricity.
Artykuł przedstawia historię utworzenia i okres ponad 50. lat działalności Centralnego Ośrodka Szkolenia i Wydawnictw - agendy gospodarczej i jednocześnie reprezentanta SEP podczas targów, kongresów, konferencji, seminariów i innych wydarzeń w środowisku branżowym. COSiW został założony w czasie, kiedy w kraju zaczęły gwałtownie rozwijać się szkolenia z zakresu elektrycznych uprawnień kwalifikacyjnych. Taka sytuacja wymagała powołania wyspecjalizowanej jednostki stowarzyszeniowej, ukierunkowanej na organizowanie i prowadzenie działalności zmierzającej do podnoszenia kwalifikacji i doskonalenia wiedzy technicznej w dziedzinie elektryki.

The aim of the paper is to present and compare available standards describing requirements for quality management in training companies. Two standards were taken into consideration: international standard ISO 29990 and the Malopolska Standards for Education and Training Services (MSUES) which has been developed by the Regional Labour Office in Cracow (Poland). Studies of this type of standards are very scarce in the literature. Most of the publications about training concern the quality of training from the view of a customer, effectiveness of training methods or design of training activities, but not the quality management in training company. The study proves that this kind of standard can have a positive impact on the market of training services. The study also identifies the key similarities and differences among the analysed standards.

The main goal of education at a maritime university is to provide students with knowledge and practical skills necessary for future work on a ship. To receive the diploma of merchant navy officer, students are required to complete a 12-month maritime internship. During the internship, as well as during the entire course of studies, students' expectations regarding their future professional work are developed, related to, among others, working and living conditions on a ship, employment conditions and cooperation with the shipowner. These expectations determine the students’ subsequent choices towards a given shipowner as a potential employer, as well as their decisions about further professional development in this field. From the point of view of operational management, it is therefore important for the shipowner to know the requirements that must be met in order to have a motivated and competent staff. This article aims to classify the requirements for students relative to their future work on a ship based on assessing the impact of the requirement fulfilment level against the level of their satisfaction. The results obtained made it possible to indicate those requirements regarding working conditions, the fulfilment of which should be treated by shipowners as a priority, because they determine the students’ satisfaction to the highest degree.

This qualitative research looked into the views and opinions of the different stakeholders in the shipping/manning on the shortage of qualified and competent officers to handle modern ships of today. This shortage poses the biggest challenge shipping companies are currently facing. An in-depth interview of the participants was utilized in the data gathering for this study. It also looked into what maritime schools can do to help solve this problem. Findings showed that there are many sectors involved and have contributed to the present shortage of officers, namely: the shipping companies, the manning companies, the maritime schools, government agencies and the attitude of the seafarers themselves, not to mention the continuing demand for new vessels brought about by globalization of trade and industry.

The effectiveness of American corporate education in the knowledge economy is ensured by the diversification, variability and flexibility of forms, methods and learning technologies, the choice of which largely depends on the purpose, objectives and content of learning, individual characteristics of the learners, material base and financial support of the learning process. Our analysis shows that these methods and technologies are highly interactive, innovative and practice focused, which ensures a high quality of training and its compliance with the needs of today’s global market. Both traditional and electronic learning methods are widely used, though a tendency has been observed over the last ten years to the decrease in the percentage ratio of traditional classroom training hours and the increase in the percentage ratio of technology-based learning hours. The use of technology-based learning methods is rapidly promoted in view of the increasing mobility of employees whose learning needs cannot be met in the traditional classroom only and this process is accelerating in the context of further globalization of the economy. Internet and intranet technologies in American companies create conditions for distance learning of employees. Flexibility and accessibility of e-learning technologies also provide for extensive use of new methods of non-formal learning: mobile learning, social networks, e-coaching, corporate blogs, corporate online libraries (wikis) etc.
