    At rest, the transport is a factor that significantly affects the life of the city and limits its further development. The expansion of the motorization brings the need to solve the static transport. The number of cars is still rising and the car is parked 90% of its lifecycle time. Motorization is evolving faster than urban centres that just missed the trend for such a short time to respond. Nowadays, the quality requirements are still growing and therefore facilities and mechanisms, which operate in these transport systems, should be improved. The telematic systems in this area are mainly applied in parking guidance systems with connection to the Control Centre, systems of parking automats and their connection to the Control Centre, information systems in parking garages and also to the technological equipment in the car parks. There is a need to be aware of the affecting practically all the people who live in the city territory with the parking and solutions of the parking systems are highly critical monitored and evaluated by the public. Automated parking systems are solutions, which offer effective solutions in congested urban areas and the historic city centre. Parking places, which are using automated parking systems, cover approximately a half of the volume compared to conventional parking houses. From an operational point of view, they are less difficult for maintaining, offering the comfort of parking for each car, fully using the parking capacity and providing a high security. In our paper, we would like to describe a possibility of intelligent static transport solution in the cities especially that provided to automated parking systems, which have a high priority in congested cities.

    Opis:
    In this paper, we consider a regulation problem of an urban transportation network. From a given timetable, we aim to find a new schedule of multiple vehicles after the detection of a disturbance at a given time. The main objective is to find a solution maximizing the level of service for all passengers. This problem was intensively studied with evolutionary approaches and multi-agent techniques, but without identifying its type before. In this paper, we formulate the problem as a classical one in the case of an unlimited vehicle capacity. In the case of a limited capacity and an integrity constraint, the problem becomes difficult to solve. Then, a new coding and well-adapted operators are proposed for such a problem and integrated in a new evolutionary approach.

    Opis:
    In the work we performed a review of studies of foreign scholars on changing the reaction time of the driver depending on various road conditions, namely the change in the response time when using the traffic light regulation. Earlier by the authors of this article have already been carried out research in the field of throughput of a site of a highway with traffic regulation, which showed that this value depends on the time of reaction of the driver. In this article the estimation of how much bandwidth the highway using different result obtained in the course of analysis, time value of reaction of the driver and is a direct correlation bandwidth from the time of reaction of the driver. The values obtained allow to conclude that taking into account the psycho-physiological characteristics of drivers (response time) will have a significant impact on the throughput and the various methods of organization and reorganization of sections of the road network, implementation of which is used investigated the amount of bandwidth.
    В работе выполнен обзор исследований зарубежных ученых по изменению времени реакции водителя в зависимости от различных дорожных условий, а именно изменение времени реакции при использовании светофорного регулирования. Ранее авторами данной статьи уже были проведены исследования в области пропускной способности участка автотрассы при светофорном регулировании, которые показали, что данная величина зависит от времени реакции водителя. В данной статье проведен расчет величины пропускной способности автотрассы при использовании различных, полученных в ходе анализа, значений времени реакции водителя и установлена прямая зависимость пропускной способности от времени реакции водителя. Полученные значения, позволяют сделать вывод о том, что учет психофизиологических характеристик водителей (время реакции) будет оказывать значительное влияние на пропускную способность и различные методы организации и реорганизации участков улично-дорожной сети, при реализации которых используется исследуемая величина пропускной способности.

    The purpose of the paper is to determine the scope of application of Article 4(1), which con- stitutes the general rule of the Rome II Regulation concerning the law applicable to non- contractual obligations. Article 4(1) says that: unless otherwise provided for in this Regula¬tion, the law applicable to a non-contractual obligation arising out of a tort/delict shall be the law of the country in which the damage occurs. However, this rule is subject to numerous exceptions, which the author divided into three groups: 1) exceptions resulting from the structure of Article 4 (Article 4(2) - common habitual residence in the same country, and Article 4(3) - escape clause), 2) exceptions resulting from the whole Regulation (Articles 5 to 9 - separate regulations for different types of tort, Articles 10 to 12 - separate regulations for non-contractual obligations, Article 14 - freedom of choice, Article 16 - overriding man- datory provisions, Article 17 - rules of safety and conduct), 3) restrictions resulting from other acts of EU and international law (the Hague Convention of 4 May 1971 on the Law Applicable to Traffic Accidents). The analysis resulted is the thesis that Article 4(1) of the Regulation applies to a few types of cases (mainly traffic accidents), which, however, happen quite frequently. The author of the paper refers to the provisions of law (analysis of existing legal regulations), as well as to literature based on these provisions, and therefore uses the dogmatic and legal methods of scientific research.

    Opis:
    At the beginning, the article briefly presents the history of countdown timers at intersections with traffic lights and their occurrence in Poland and abroad. Subsequently, the content of the Regulation of the Minister of Infrastructure and Construction of 24th of May 2017 amending the regulation on special technical conditions for signs, traffic signals and road safety devices and conditions for their placement on roads (Journal of Laws of 31st May 2017 item 1062) was assessed. On one hand, it was noticed that the character of this legal regulation was too general, on the other hand, it was sometimes too restrictive. The restrictions were discussed. It was noticed that some of the provisions may be understood differently due to errors occurring in the formulation of the regulation. The assessment carried out revealed also logical flaws and ambiguities in the discussed regulation. It was noticed that some solutions concerning installation of countdown timers were not related to the situation at intersections with traffic lights in many Polish cities before implementation of the regulation.
    Na początku w artykule przedstawiono pokrótce historie wyświetlaczy czasu nadawania sygnału na skrzyżowaniu z sygnalizacją świetlną oraz ich występowanie w Polsce, jak i za granicą. Następnie poddano ocenie treść przepisu rozporządzenia Ministra Infrastruktury i Budownictwa z dnia 24 maja 2017 r. zmieniające rozporządzenie w sprawie szczegółowych warunków technicznych dla znaków i sygnałów drogowych oraz urządzeń bezpieczeństwa ruchu drogowego i warunków ich umieszczania na drogach (Dz. U. z 31.5.2017 r. poz. 1062). Z jednej strony zauważono, miejscami zbyt ogólny charakter normy prawnej, natomiast z drugiej czasami zbyt restrykcyjny. Poddano krytyce wprowadzone ograniczenia. Odnotowano, że niektóre zapisy mogą być różnie rozumiane ze względu na występujące błędy powstałe przy formułowaniu przepisów. Przeprowadzona ocena pozwoliła ujawnić również wady logiczne oraz niejednoznaczności występujące w omawianym rozporządzeniu. Zauważono, że pewne narzucone rozwiązania dotyczące montowania wyświetlaczy czasu nie zostały odniesione do istniejącego stanu rzeczy na skrzyżowaniach ze sygnalizacją świetlną w wielu miastach Polski jeszcze przed wprowadzeniem w przepisu życie.

    There are two types of conditions relating to the provision of airport services- conditions resulting from competition law and conditions resulting from sectoral regulations. These conditions differ mainly in the nature of public intervention. Present competition law considerations of airport services in the EU and Poland derive from legislation and case law on the three major areas of application of the competition rules of (mainly) European Union: the prohibition of restrictive practices (agreements restricting competition and abuse of a dominant position) , preventive merger control and prohibition of anti-competitive practices. In all these areas could potentially occur violations of competition rules, both by airport managers and the airport users.

    Niniejszy artykuł wskazuje na obowiązujące w przewozie lotniczym ograniczenia w dostępie do rynku wynikające przede wszystkim z umów bilateralnych. Te bariery w dostępie do rynku z jednej strony ograniczają konkurencję, bo dopuszczają jedynie ograniczoną konkurencję ze strony przewoźników lotniczych, z drugiej zaś – dają przyzwolenie na zawieranie porozumień, które nie zawsze zgodne są z zasadami prawa konkurencji. Autor analizuje poszczególne restrykcje, z podziałem na ograniczenia występujące w międynarodowej regularnej i nieregularnej służbie powietrznej i wskazuje na brak kompromisu w ekonomicznej regulacji rynku, który mógłby zapewnić liberalizację przewozów lotniczych w ujęciu globalnym. Jako przykład skutecznie przeprowadzonej regulacji wskazuje na liberalizację przewozów lotniczych wewnątrz UE.
    The main purpose of this paper is to identify existing obstacles in access to the air transport market, which arise mostly from bilateral air transport agreements. The Author examines restrictions for both scheduled and non-scheduled international air services. On the one hand, these obstacles restrict competition and yet, on the other hand, they allow the conclusion of agreements which may fall under antitrust prohibitions. The analysis conducted by the Author shows the lack of a global compromise on the economic regulation of the air transport market. The Author illustrates effective liberalization on the example of the liberalization of air transport within the EU.
