    Since occupation is a major determinant of health, traffic police personnel face multiple occupational hazards. They are continuously exposed to vehicular emissions and work in a noisy and polluted environment. The objective of the present review is to explore the impact of occupational health hazards on the health of traffic police personnel. Published research papers on traffic police reporting occupational health issues were accessed and reviewed. Attempts were made to access papers that reported negative associations in order to present a balanced review. The majority of the studies have reported a decrease in the lung function and increased respiratory morbidity. The research on the cytogenetic abnormalities or genotoxic effect of vehicular emissions arising due to long-term exposure to benzene and other polyaromatic hydrocarbons has provided conflicting results, since more or less equal numbers of studies have given evidence for and against the causal association. There is a vast accumulation of epidemiological evidence on the casual association between vehicular pollution and its carcinogenic effect. Multiple studies have concluded that traffic police are highly stressed. A number of occupational factors have been attributed to stress among traffic police. Occupational health studies help us to understand the effects of vehicular pollution and its adverse influence on workers. They also provide opportunity for defined exposures measurements and precise risk assessment. The findings from these studies are easily generalizable and can help us understand the impact of air pollution on the general population.

    In the publication, the authors refer to the study carried out as a part of the research project: “Classification of the Police vehicles according to their destination, taking into account their purpose and standardization of the vehicle central console, in the field of arrangement and installation of ICT systems and the devices controlling special purpose signals”, implemented by a scientific consortium, funded by the National Centre for Research and Development. The described research involved the determination of the optimal location for the central console of the Police service vehicle. The first part of the publication contains partial results of the questionnaire surveys that were carried out among the users of Police vehicles. The second part discusses the research carried out with the participation of the Police officers driving the vehicles. The simulator was used to test vehicles in typical and extreme conditions, located at the Police Academy in Szczytno. The research consisted in the use of an oculometer, installed in the simulator. Conclusions from the conducted research allowed to propose an optimal location of the vehicle central console. The indicated location in the assessment of the research team allows to minimize the risk of the occurrence of hazards, related to the need to take the business vehicle away from the road, and is therefore appropriate to ensure the optimal level of safety for the driver and other road users. The results of the research carried out, after their confrontation with the results of the study conducted by other participants of the research consortium, will allow to propose a solution that can significantly improve safety, ergonomics and comfort of official duties performed by the drivers of the serivice vehicles.

    In many cases, the effects of road accidents have significant impact on human health. This translates directly into society, in both material and emotional terms. The severity of the injury in a road event depends largely on the speed of the vehicles. Excessive vehicle speed is of particular concern in incidents involving vulnerable road users. As confirmed by literature analysis and research, in most cases drivers do not respect the speed limits introduced by the road signs. Existing solutions allow to introduce permanent or temporary speed control. This paper investigates speeding and driver behaviour in built-up areas near schools and pedestrian crossings. The aim of the research described in the paper is to determine the influence of the effectiveness of police actions on speed reduction and improvement of road safety.

    The article presents the process of handling participants in road traffic accidents by the police privileged vehicles. The following research tools were used to conduct the study: theoretical (analysis, synthesis, generalization, comparison) and practical (method of ordering, observation, direct interview). The analysis of the number of road accidents in the Opole Voivodship between 2010 and July 2016 with particular focus on the handling of road accidents under the current research was conducted. The improvements to this process have been proposed as a result of the analysis.

    Aim: A simulator supporting the training of police officers who process traffic incident scenes is a tool with which we will be able to train traffic police officers in processing traffic incident scenes. The essence of the research and development project presented in this article is providing the trainee with a simulated experience of being at both typical and unusual traffic incident scenes, including those involving mass-casualty incidents, major traffic accidents, or other crisis situations. The simulator will connect the virtual world with the real world, taking the trained person into the virtual world (visualisation of the scene), and allowing he or she to process the scene (visual inspection of the scene, producing reports, providing first aid to victims, etc.). Currently, there are no comprehensive solutions supporting the training process in the proposed way. The implementation of such a tool in the Police training system will allow to improve the quality of traffic-police training, and increase the effectiveness of scene processing. Methodology: The review was prepared on the basis of project documentation and current statistical data on traffic incidents, and selected literature on the subject. We analysed traffic incidents in the last ten years, with particular attention devoted to the number of fatalities and the number of traffic incidents. We demonstrated the complexity of the processing effort by Police officers at the scene, as well as the need to use new technologies for the purposes of training policemen, including in particular simulation systems. Conclusions: The article addresses one of the most important tasks of the Police – which is ensuring road safety – by proving the need to use training simulators in training traffic policemen. By commissioning the construction of the simulator described in the article, the Police confirmed the need to develop the training space using the described tool. Based on the synthetic review of project documentation, we were able to confirm that the implementation of the simulator in the Police education system would allow to improve the quality of training traffic police officers, and could have a positive impact on their work environment. Training people with the use of simulation systems eliminates property damage, and reduces the risk of loss of life and health.
    Cel: Symulator wspomagający szkolenie funkcjonariuszy Policji w zakresie realizacji działań w miejscu wypadku drogowego to narzędzie, dzięki któremu będzie możliwe przygotowanie funkcjonariuszy Policji do wykonywania czynności na miejscu zdarzenia drogowego. Istotą projektu badawczo-rozwojowego przedstawionego w artykule jest możliwość „przeniesienia” osoby szkolonej do miejsca typowego i nietypowego wypadku drogowego, takiego jak masowe wypadki komunikacyjne, katastrofy w ruchu lądowym lub inne sytuacje kryzysowe. Symulator połączy świat wirtualny ze światem rzeczywistym, tj. umożliwi przeniesienie szkolonej osoby do świata wirtualnego (wizualizacja miejsca zdarzenia), umożliwiając jednocześnie wykonywanie czynności w miejscu zdarzenia (inspekcja wizualna miejsca zdarzenia, opracowanie dokumentacji z przeprowadzonych czynności, udzielanie pierwszej pomocy ofiarom wypadku drogowego, itp.). Obecnie nie ma kompleksowych rozwiązań wspierających proces szkolenia w proponowany sposób. Implementacja takiego narzędzia do systemu szkolenia Policji pozwoli na podniesienie poziomu i jakości szkolenia funkcjonariuszy policji drogowej oraz zwiększenie efektywności działań podejmowanych na miejscu zdarzenia drogowego. Projekt i metody: Artykuł został przygotowany na podstawie dokumentacji projektu i aktualnych danych statystycznych dotyczących wypadków drogowych oraz wybranej literatury przedmiotu. Przeanalizowano wypadki drogowe w ciągu ostatnich dziesięciu lat, ze szczególnym uwzględnieniem liczby ofiar śmiertelnych i liczby wypadków drogowych. Wykazano złożoność działań podejmowanych przez funkcjonariuszy Policji w miejscu zdarzenia drogowego, a także potrzebę zastosowania nowych technologii – zwłaszcza systemów symulacyjnych w procesie szkolenia policjantów. Wnioski: W artykule autorzy odwołują się do jednego z najważniejszych działań Policji, jakim jest bezpieczeństwo ruchu drogowego, dowodząc konieczności użycia symulatorów szkoleniowych w szkoleniu policjantów ruchu drogowego. Policja, przyjmując rolę gestora i ubiegając się o budowę symulatora opisanego w artykule, potwierdziła potrzebę opracowania przestrzeni szkoleniowej przy użyciu wspomnianego narzędzia. Na podstawie syntetycznego przeglądu dokumentacji projektowej potwierdzono, że wdrożenie symulatora w systemie edukacji Policji pozwoli poprawić jakość szkolenia funkcjonariuszy policji drogowej i może pozytywnie wpłynąć na środowisko pracy tej formacji.

    Każdego roku na polskich drogach ginie od 2,5 do 3 tys. osób, a ponad 25 tys. zostaje rannych. Koszty społeczne tych zdarzeń szacuje się na 56,6 mld zł rocznie. Pomimo tego, bezpieczeństwo ruchu drogowego (brd) nie było traktowane jako dość istotny problem, zarówno przez jego uczestników – przede wszystkim kierujących pojazdami – jak i podmioty zaangażowane w działania na rzecz poprawy sytuacji. Przyczyn można upatrywać w wielu czynnikach, najważniejsze z nich zostały zaprezentowane w dalszej części artykułu. Stanowi on próbę podsumowania głównych ustaleń kontroli NIK z ostatnich lat w tym obszarze i wypracowanych na ich podstawie rekomendacji.
    Every year, from 2,500 to 3,000 persons die on Polish roads, while over 25,000 are injured. Social costs of these accidents are estimated at PLN 56.6 billion a year. Nevertheless, road safety has not been treated as a significant problem both by road users – mainly drivers – and the entities involved in activities aimed at road safety improvements. This is due to numerous reasons, the most of which have been discussed in this article, which is an attempt to summarise the findings of NIK’s audits conducted in the area over the last years, and the recommendations developed on their basis.

    Celem niniejszego artykułu jest omówienie przesłanek i procedury w zakresie wpisu do ewidencji kierowców naruszających przepisy ruchu drogowego w świetle przepisów rozporządzenia z dnia 25 kwietnia 2012 r. Ministra Spraw Wewnętrznych w sprawie postępowania z kierowcami naruszającymi przepisy ruchu drogowego przy uwzględnieniu orzecznictwa sądów administracyjnych, zasad odnoszących się do możliwości pozyskania informacji od policji o ilości posiadanych punktów karnych i możliwości zaskarżenia do sądów administracyjnych czynności policji w zakresie dokonywanych wpisów do ewidencji.
    The aim of the article is to discuss the premises and procedures concerning registration of drivers violating traffic regulations in the light of the decree of 25th April 2012 issued by the Minister if Internal Affairs related to proceedings with drivers violating traffic regulations and including administrative courts judicature. Rules related to the possibility of acquiring information from police on the amount of endorsements and the possibility of appealing police actions related to registration with administrative courts.

    W artykule przedstawiono wyniki badań dotyczących lęku jako aktualnego stanu bądź jako cechy osobowości, poziomu odczuwanego stresu oraz sposobów radzenia sobie z nim przez policjantów Wydziału Kryminalnego oraz Prewencji i Ruchu Drogowego. Założenia dotyczące celu badania wskazywały na wyższy poziom lęku i stresu u policjantów Wydziału Kryminalnego. Hipotezy te związane były z charakterem pracy mundurowych danego oddziału. Na charakter owej specjalizacji służbowej wpływają warunki środowiskowe pracy, dynamiczność zmian, obecność czynników kryminogennych oraz waga zadań mających na celu zwalczanie przestępczości kryminalnej. Im więcej czynników zagrożenia, tym lepsze powinny być strategie zaradcze. Założenia te zostały potwierdzone. Policjanci Wydziału Kryminalnego wykazali się zadaniowym trybem rozwiązywania problemów i napięć, co zwiększa efektywność i skuteczność w wykonywanym zawodzie oraz zapobiega wypaleniu zawodowemu.
    The purpose of this study was to investigate anxiety as a status quo, either as a personality trait, a level of stress, and how to deal with it in Criminal Police and Prevention and Traffic. Assumptions about the purpose of the study indicated a higher level of anxiety and stress in Criminal Police officers. These hypotheses were based on the character of uniform work of a given Branch. The nature of this specalization is influenced by the environmental conditions of work, the dynamics of change, the presence of criminogenic factors and the responsibility of the tasks aimed at combating crime. The greater the presence of risk factors, the better should be the countermeasures. These assumptions were confirmed because Criminal Police officers showed task-oriented problem-solving and tensions. This gives you the ability to be effective and effective in your occupation and prevent burnout.
