Opis:
It is becoming standard practice for many departments of transportation (DOTs) to use incentive/disincentive clauses (also known as road user costs) with contractors to stay on or ahead of schedule. These road user costs are clauses that DOTs use to calculate a monetary amount to encourage contractors to complete work prior to milestone dates and/or limit the time specified on the contract. The monetary amounts are typically vehicle operating costs and vehicle delay costs encumbered by highway users resulting from construction, maintenance, or rehabilitation activity. In this paper, we propose an innovative way of calculating these costs using varied values of time based on trip purpose and departure time. In addition, we use advanced pre-trip and en route traveler information to determine the influence it has on route choice. Several scenarios are modeled using an advanced, simulation-based dynamic traffic assignment model. The goal of this paper is to identify the governing factors that contribute to road use costs by determining different approaches to derive the value one places on a trip. The approach to this study is twofold: first several research methods were used to derive the value of time. Second, the use of advanced traveler information is introduced to determine if it plays a critical role in route choice. The proposed methodology shows differences in road user cost calculations. Which approach would be more receptive to a contractor while proposing roadway construction? A case study of a roadway construction project in El Paso, Texas, is used to compare different approaches to calculate road user costs.

In cellular networks, cells are grouped more densely around highly populated areas to provide more capacity. Antennas are pointed in accordance with local terrain and clutter to reduce signal shadows and interference. Hardware parameters are easily set during installation but difficult to change thereafter. In a dynamic environment of population migration, there is need to continuously tune network parameters to adapt the network performance. Modern mobile equipment logs network usage patterns and statistics over time. This information can be used to tune soft parameters of the network. These parameters may include frequency channel assignment or reuse, and transmitter radiation power assignment to provide more capacity on demand. The paper proposes that by combining the frequency and power assignments, further optimisation in resource allocation can be achieved over a traditional frequency assignment. The solution considers the interference, traffic intensity and use of priority flags to bias some edges. An Edge Weight Power and Frequency Assignment Algorithm is presented to solve the resource allocation problem in cellular networks. The paper also analyses the performance improvements obtained over that of the Edge Weight Frequency Assignment Algorithm. The results show that the proposed algorithm improves the performance of the Edge Weight Frequency Assignment Algorithm depending on the initial structure of the graph.

This paper constructs and settles a charging facility location problem with the link capacity constraint over a mixed traffic network. The reason for studying this problem is that link capacity constraint is mostly insufficient or missing in the studies of traditional user equilibrium models, thereby resulting in the ambiguous of the definition of road traffic network status. Adding capacity constraints to the road network is a compromise to enhance the reality of the traditional equilibrium model. In this paper, we provide a two-layer model for evaluating the efficiency of the charging facilities under the condition of considering the link capacity constraint. The upper level model in the proposed bi-level model is a nonlinear integer programming formulation, which aims to maximize the captured link flows of the battery electric vehicles. Moreover, the lower level model is a typical traffic equilibrium assignment model except that it contains the link capacity constraint and driving distance constraint of the electric vehicles over the mixed road network. Based on the Frank-Wolfe algorithm, a modified algorithm framework is adopted for solving the constructed problem, and finally, a numerical example is presented to verify the proposed model and solution algorithm.

In this paper we propose how available dataset can be used to estimate rerouting phenomena in traffic networks. We show how to look at set of paths observed during unexpected events to understand the rerouting phenomena. We use the information comply model [1] and propose its estimation method. We propose the likelihood formula and show how the theoretical and observed rerouting probabilities can be obtained. We conclude with illustrative example showing how a single observed path can be processes and what information it provides. Contrary to parallel paper [2] where rerouting phenomena is estimated using real traffic flow measures from Warsaw, here we use only synthetic data. The paper is organized as follows. First we elaborate on rerouting phenomena and define the traffic network, then we summarize the literature behind rerouting phenomena. We follow with a synthetic definition of dynamic traffic assignment needed to introduce ICM model in subsequent section. Based on that introduction we define the observations and propose estimation method based on them followed by illustrative example. Paper is summarized with conclusions and pointing of future directions.

This paper presents an introduction to meso-scale transport modeling and issues of human behaviour in transport systems. Along with other examples of the human ability to learn in transport systems we look at the comparison of real life data and the prediction of modeling tools for the closure of Vienna’s inner ring road during the 2008 European Football Championship (EURO 2008). Some light is shed on the scientific question, whether currently used modeling tools are able to adequately reproduce the real-life behaviour of human beings in the transport system and should be used for transport policy decision making.

The ITS systems offers high capabilities for the implementation of advanced multi-criteria traffic control methods. The crucial problems in this area are related with adeąuate flexibility of control actions to the estimated and predicted traffic demand. Very illustrative examples in this area are demand-supply behavioral interactions visible in the operation of an urban network where network link flows are a result of such interactions. The ITS systems offering dedicated services like VMS (Variable Message Signs), v-v/v-i (vehicle to vehicle/vehicle to infrastructure) communication, RGS (Route Guidance Systems) which can influence the network users behavioral patterns but the level of these influences is to a high degree uncertain. The representative set of traffic flows are crucial inputs for area-wide traffic coordination and control problems. In the paper the proposal of real-time recognition of behavioral patterns on different layers of HITS (Hierarchical Integrated multi-layer Transportation System) system is presented especially in the context of intelligent multi-criteria users-oriented traffic control actions to be a reaction on recognized users behavioral and estimation of these behavioral patterns. The advantages of the proposed approach are illustrated by examples of real-time solutions and comparisons with the existing off-line intuitive solutions.
Inteligentne Systemy Transportowe oferują znaczne możliwości implementacji zaawansowanych wielokryterialnych systemów sterowania ruchem drogowym. Podstawowe problemy w tym obszarze związane są z odpowiednią elastycznością sterowania w reakcji na szacowany i przewidywany popyt. ITS oferujące usługi, takie jak: znaki zmiennej treści, komunikacja między pojazdami oraz infrastrukturą drogową, a także systemy wyznaczania tras, wpływają na wzorce zachowań użytkowników sieci drogowej, jednak wpływ ten jest trudny do oszacowania. Z kolei dane dotyczące natężeń ruchu są podstawowe dla problemów optymalnego sterowania i koordynacji obszarowej. W pracy przedstawiono propozycję systemu rozpoznawania wzorców zachowań na różnych poziomach Hierarchicznego Zintegrowanego Systemu Transportowego (HITS), które stanowią podstawę działania inteligentnego wielokryterialnego sterowania ruchem. Zalety proponowanej metody zilustrowano rzeczywistymi przykładami.

In this paper we extend a stochastic discrete optimization algorithm so as to tackle the signal setting problem. Signalized junctions represent critical points of an urban transportation network, and the efficiency of their traffic signal setting influences the overall network performance. Since road congestion usually takes place at or close to junction areas, an improvement in signal settings contributes to improving travel times, drivers’ comfort, fuel consumption efficiency, pollution and safety. In a traffic network, the signal control strategy affects the travel time on the roads and influences drivers’ route choice behavior. The paper presents an algorithm for signal setting optimization of signalized junctions in a congested road network. The objective function used in this work is a weighted sum of delays caused by the signalized intersections. We propose an iterative procedure to solve the problem by alternately updating signal settings based on fixed flows and traffic assignment based on fixed signal settings. To show the robustness of our method, we consider two different assignment methods: one based on user equilibrium assignment, well established in the literature as well as in practice, and the other based on a platoon simulation model with vehicular flow propagation and spill-back. Our optimization algorithm is also compared with others well known in the literature for this problem. The surrogate method (SM), particle swarm optimization (PSO) and the genetic algorithm (GA) are compared for a combined problem of global optimization of signal settings and traffic assignment (GOSSTA). Numerical experiments on a real test network are reported.
