Opis:
Increasing of the navigation safety level, especially in difficult and heavy traffic areas, is the main reason of VTS creation. The Navi-Harbour 5000 is the one of the newest systems created for VTS system management and it fulfils requirements included in IMO Resolution A.857(20). Main system functions of the vessels traffic movement monitoring are characterized in this article. The effectiveness of the VTS operator work should be increased by proper configuration and use these functions in everyday service.

The Baltic Sea is crisscrossed by several dense vessel traffic routes. Growing shipping traffic increases the likelihood of collisions. A quantitative analysis of the impact of fishing vessel traffic streams on streams of merchant vessel traffic aims to identify areas of intense traffic of this type and to assess the potential risks. The identification of intersections of fishing vessel routes and merchant shipping traffic allows us to identify spots of potential collisions. The analysis made use of the IALA IWRAP Mk2 program and AIS data collected from April 1, 2013 to March 31, 2014.

Celem niniejszego opracowania jest ocena ilościowa oraz jakościowa ruchu turystycznego w Parku Krajobrazowym Puszczy Knyszyńskiej.
Researches on tourist traffic in landscape parks is very important, due to the level conservation level of the areas, and because of the educational and recreational functions accessible to the society, especially to the young people. The elaboration presents a qualitative and quantitative study of touristic traffic in Knyszyn Forest Landscape Park, between 1989-2010. The analysis of the data shows that this protected area was visited by 72 989 tourists over 22 years. Generally the number of visitors there is rising, and the largest group of the visitors are children. It has been noted, that there is a big quantitative variation between respective sociological segments of tourists. It follows a need to deepen research, standardize methodology of the research on tourist traffic in landscape parks.

The aim of the article was to determine the course of changes the urban space under the influence of tourism, on the example of selected areas in Cracow. A literature study, statistical data and field studies were used to explain the relationship between the growth of tourist movement and the development of the tourist space of this city. The impact of tourism on changes in public and private space use within Matejki Square and Pawia Street, in the neighbourhood of the historical zone (Old Town) and in the New Square at Kazimierz, was analysed. The conducted analysis showed three functional changes of the studied areas under the influence of the rapid tourist movement. They were transformed from residential-service to service-residential related to service of tourists (hotels, gastronomy, trade, entertainment). The urban space has been enriched with elements that increasing the tourist attractiveness of Cracow compared with other cities, for example, concerning spending free time (pubs, cafés, restaurants), and the new accommodation base near the city-centre. A lack of a zoning plan and development vision causes the helplessness of the local authorities in managing the tourist infrastructure development, which is reflected at the Kazimierz New Square.

Skrzyżowania z sygnalizacją świetlną zlokalizowane poza terenem zabudowy mają wiele wyróżniających je cech zarówno w zakresie geometrii, organizacji ruchu, jak i sterowania. Jest to konsekwencją wyższych dopuszczalnych prędkości, specyficznych charakterystyk ruchu, a także zagospodarowania otoczenia. Badania identyfikacyjne umożliwiły wyspecyfikowanie zbioru cech charakterystycznych dla takich skrzyżowań. Wskazano potrzebę podjęcia prac umożliwiających aktualizację i uzupełnienie obecnych wytycznych projektowania skrzyżowań i rozporządzeń dotyczących sygnalizacji świetlnej na skrzyżowaniach.
Intersections with traffic signals located outside urban areas have several specific geometrical and traffic control features. It is a result of higher speed limits, specific characteristics of traffic and also development of their neighborhood. Traffic studies made possible identification of a set of features characteristic for such intersections. Results of analyses have shown need for further works which can give a basis for updating and upgrading of the existing guidelines for design of intersections and rules related to use of traffic signals at intersections.

Opis:
Vessel passage speed is one of the parameters describing the vessel traffic stream on a selected waterway. Knowing the probability distribution of vessel passage speeds is essential for modeling vessel traffic streams on a waterway. This article undertakes probabilistic modeling for vessel speeds in restricted areas, where the distribution of the vessel passage time of the waterway section is known. The probabilistic procedure of the inverse random variable is used. Four different cases are considered. First, the probabilistic distribution of the vessel passage speed is given, where the vessel passage time is described by the normal distribution in certain restricted areas. The next three cases present the probabilistic distribution of vessel passage speeds on the Szczecin–Świnoujście fairway, where the vessel passage time is described by the extreme value distribution, the Frèchet distribution and the Weibull distribution.

The traffic condition has been analyzed by models that are based on Gas model and Obstacle Zone by Target (OZT) by using 1 year AIS data for Tsunami measure. By applying Gas model based method, it is possible to analyze the area in terms of ships' relative angle, size, speed and density. The OZT is originally developed to show the collision zone on the target ship's course. By using this method to the marine traffic analysis, high possibility of collision areas are estimated. Moreover, ships that courses are heading to OZT are identified and studied their position and how long they proceed course heading to OZT.

Poniższy artykuł zawiera treści związane ze znaczeniem zieleni w miastach, głównie wzdłuż ciągów komunikacyjnych. Podkreślono istotę sadzenia roślin oraz korzyści, jakie zieleń przynosi dla środowiska i człowieka. Przedstawiono wyniki badań przeprowadzonych na al. Wiśniowej we Wrocławiu, pod kątem wykorzystania dostępnej powierzchni biologicznie czynnej. Wyniki badań wykazały, że al. Wiśniowa jest mocno za- zieleniona, jednakże występuje wiele obszarów pokrytych wyłącznie trawą. Wzdłuż ulicy zaobserwowano brak zagospodarowania powierzchni biologicznie czynnej pod drzewami. Wykazano, że istotne jest wykorzystywanie każdej powierzchni biologicznie czynnej dostępnej w mieście w sposób przemyślany, w szczególności wzdłuż ciągów komunika- cyjnych będących źródłem liniowej emisji zanieczyszczeń, które wraz z emisją z pieców grzewczych i lokalnych kotłowni są główną przyczyną zanieczyszczeń powietrza w mieście.
In the age of concrete cities, it is important to manage space in sustainable way, meeting the needs of urban residents and the natural environment. Following article addresses issues associated with meaning of greenery in cities, primarily alongside traffic routes. The importance of planting crops, and benefits that greenery brings to the environment and mankind has been emphasized. Some functions of plants reduce human impact on the environment, which is important, considering necessity for cities to adapt to climate change. Removing greenery in cities is popular even though it has negative effects in the long run. Mature trees produce more oxygen than young trees and in combination with lower greenery create a barrier to noise, wind, and air pollution. Results of a research about utilization of available biologically active surfaces, carried out on Wiśniowa avenue in Wrocław have been presented. Existing development and levels of traffic noise has been researched. During site inventory, the condition of the plants was assessed. Results show that Wiśniowa avenue is highly populated by plants, nevertheless, there are many regions with just grass planted. Alongside the street a trend has been observed, biologically active surfaces under the trees weren’t landscaped properly. Sidewalks, bike paths, and parking lots are made of impervious materials, which reduce soaking of rainwater into the soil. Importance of deliberated utilization of all available biologically active regions in the city has been proven, especially alongside traffic routes, where we encounter immense air pollution. Lastly, solutions to improve the management of the biologically active area along streets including Wiśniowa avenue in Wrocław have been proposed.

The results of further research on the creation of a mathematical model of railway freight traffic carried out in a regional transport and technological system are presented. The proposed logistic approach is applied to the issues of optimizing the management of transportation directed to ports located on the southeast coast of the Baltic Sea. Built on the basis of a comprehensive assessment of the transport infrastructure of the region under consideration and the performance of the operating company, the mathematical model provides ample opportunities to address issues of regulating of transportation. The method of economic and geographical delimitation of the ≪influence areas≫ of loading stations is significantly developed both in terms of using the geometric properties of higher order algebraic curves and in terms of a deeper approach to studying the transportation process. The results of the research can serve as one of the basis for improving the economic efficiency of the functioning of international transport corridors in the framework of multimodal transport.

Safety of navigation is especially challenging and critical when a ship approaches and manoeuvres in harbour areas. Improving the safety especially in the first and last phase of a voyage is crucial and requires measures addressing both the human and technical-technological elements including support systems that shall provide human operators with information relevant for decision making. The present situation is characterized by the introduction of numerous sophisticated technical and support systems often integrated with several components becoming increasingly complex. On the users end, changes are not that obvious and not that rapid as for technology. However, new approaches are under development or already in use. They are characterized by applying and adapting solutions from other transport modes. In this way, tasks and procedures on ships, that are highly safety-relevant and containing high portions of manoeuvring activities have been changed to high back-up procedures as in air planes. For port manoeuvres e.g. the system of pilot/co-pilot was introduced on ferries in a sense that one officer is operating and the other is monitoring and checking the safe performance. In cruise shipping, new structures replacing the traditional rank-based with a flexible system based on job functions. This system creates a kind of a safety net around the person conning the vessel. Each operation is cross checked before execution by one or two other persons. The first obvious consequence is higher costs due to doubling personnel. On the other hand there is also a need for a technology appropriately supporting the checking officer by enabling her or him to monitor what the conning officer is doing. “Fast-Time Manoeuvring Simulation Technology” (FTS) developed at the Institute for Innovative Ship Simulation and Maritime Systems (ISSIMS) has huge potential to fulfil this task. FTS calculates within one second of computing time up to 1000 seconds of real manoeuvring time by a very complex ship-dynamic simulation model for rudder, engine and thruster manoeuvres. It enables prompt prediction of all manoeuvres carried out by the conning officer for the observing officer, too. Predictions of path and motion status allow all officers to see whether the manoeuvring actions have at least the correct tendency or indicating the need for corrections. This new type of support is called Simulation-Augmented Manoeuvring Design and Monitoring (SAMMON) – it allows not only overlooking the next manoeuvring segment ahead but also for the following or even for series of manoeuvring segments. This technology has been used within two research projects: COSINUS (Co-operative Ship Operation in Integrated Maritime Traffic Systems) set out for implementing FTS into integrated ship bridges and to also communicate the manoeuvre plans and display it to VTS centres. Within the European project MUNIN (Maritime Unmanned Navigation through Intelligence in Networks) this technology has been used to investigate if it is possible to steer autonomous ships, in case it would be necessary.
