In this paper, we use Markov models for studying the reliability of series systems with redundancy and repair facilities. We suppose that the units’ time to failure and recovery times are exponentially distributed. We consider the cases when 1≤ c ≤ m and m + 1 ≤ c ≤ m + n, for the system of n operating units, m unloaded redundant units and c repair facilities. Using the exponential distributions properties, we obtain stationary reliability indices of the series systems: steady-state probabilities, a stationary availability coefficient, mean time to failure, mean time between failures and mean downtime.

For parallel system reliability, the mean time to failure of parallel system under common cause failure (load-sharing failure) is shorter than that of the system without common cause failure (load-sharing failure). The traditional calculation approaches of mean time to failure of parallel systems do not consider the possible effect of common cause and load-sharing failure. However, it may result in the poor accuracy of mean time to failure of parallel system and pose a threat to system reliability. This paper not only considers the effect of common cause failure with stress strength, but also investigates the joint effect of the load-sharing and common cause failures. Besides, the joint failure model of three-dependent-component parallel system are established, and the corresponding properties are analyzed. Finally, a numerical example is used to illustrate the proposed method.
Gdy mowa o niezawodności systemu równoległego, średni czas do uszkodzenia, w przypadku uszkodzenia wywołanego wspólną przyczyną (lub uszkodzenia elementów dzielących obciążenie) jest krótszy niż dla systemu, w którym nie występują tego typu uszkodzenia. Tradycyjne metody obliczania średniego czasu do uszkodzenia systemów równoległych nie uwzględniają potencjalnego wpływu uszkodzeń wywołanych wspólną przyczyną oraz uszkodzeń komponentów dzielących obciążenie. Może to skutkować małą dokładnością tak obliczanego średniego czasu do uszkodzenia systemu równoległego i stanowić zagrożenie dla jego niezawodności. W prezentowanej pracy rozważano nie tylko wpływ uszkodzenia wywołanego wspólną przyczyną dla modelu typu wytrzymałość-obciążenie, ale również wpływ jednocześnie występujących uszkodzeń wywołanych wspólną przyczyną i uszkodzeń elementów dzielących obciążenie. Poza tym opracowano model, w którym omawiane dwa typy uszkodzeń występują jednocześnie w systemie równoległym składającym się z trzech zależnych elementów oraz przeanalizowano właściwości takiego systemu. W artykule przedstawiono przykład numeryczny, który ilustruje zastosowanie proponowanej metody.

During execution of a schedule some uncertain events may take place for example: resources may become unavailable, machine can be broken. Uncertainty should be included in the process of job scheduling. In the paper the problem to generate a workable, proactive baseline schedule under production constraints and unexpected event occurrence conditions is considered. The proactive baseline schedule protects against anticipated occurrences that may appear during the schedule execution. The machine breaking time is searched and the information is used to generate a robust schedule. In the paper the method of data acquisition basing on probability theory is proposed. The time of machine breaking is acquired from historical data of frequency of machine failure. A numerical example of building a hypothesis H:{the cumulative distribution function of the failure time is a normal distribution}, verification of the hypothesis, and predictive scheduling is presented. The normal distribution is proposed to describe failure time of machine as it gives consideration to a gradual wear process of the machine. The paper is proposition of improving simulation systems such as the Enterprise Dynamics or Taylor and scheduling systems such as Knowledge based Rescheduling System and Multi Objective Immune Scheduling Algorithm.

The paper is concerned with the determination of the Mean Time To Failure (MTTF) in configurations where the failure rate is periodical. After solving two configurations exactly, we show that when the period of the failure rate oscillations is small with respect to the average failure rate, the MTTF is essentially given by the inverse of the average failure rate, give or take corrections that can be expressed analytically. This could be helpful in the description of systems the environment of which is subject to changes.

This paper emphasizes on analysing and predicting the reliability of an automobile crankshaft by analysing the time to failure (TTF) through the parametric distribution function. The TTF was modelled to predict the likelihood of failure for crankshaft during its operational condition over a given time interval through the development of the stochastic algorithm. The developed stochastic algorithm has the capability to measure the parametric distribution function and validate the predict the reliability rate, mean time to failure and hazard rate. T, the algorithm has the capability to statistically validate the algorithm to obtain the optimal parametric model to represent the failure of the component against the actual time to failure data from the local automobile industry. Hence, the validated results showed that the three parameter Weibull distribution provided an accurate and efficient foundation in modelling the reliability rate when compared with the actual sampling data. The suggested parametric distribution function can be used to improve the design and the life cycle due to its capability in accelerating and decelerating the mechanism of failure based on time without adjusting the level of stress. Therefore, an understanding of the parametric distribution posed by the reliability and hazard rate onto the component can be used to improve the design and increase the life cycle based on the dependability of the component over a given period of time. The proposed reliability assessment through the developed stochastic algorithm provides an accurate, efficient, fast and cost effective reliability analysis in contrast to costly and lengthy experimental techniques.
W prezentowanej pracy przedstawiono metodę analizy oraz predykcji niezawodności wału korbowego pojazdu samochodowego opartą na analizie czasu do uszkodzenia (TTF) z wykorzystaniem funkcji rozkładu parametrycznego. W artykule, stworzono model TTF pozwalający na przewidywanie prawdopodobieństwa uszkodzenia wału korbowego w stanie pracy w danym przedziale czasu za pomocą nowo opracowanego algorytmu stochastycznego. Opracowany algorytm stochastyczny umożliwia mierzenie funkcji rozkładu parametrycznego oraz weryfikację przewidywanego współczynnika niezawodności, średniego czasu do uszkodzenia oraz współczynnika zagrożenia. Algorytm daje możliwość statystycznej weryfikacji modelu w odniesieniu do rzeczywistych danych dotyczących czasu do uszkodzenia pochodzących z lokalnego przemysłu samochodowego. Weryfikacja taka pozwala na otrzymanie optymalnego modelu parametrycznego reprezentującego uszkodzenie części składowej. Zweryfikowane wyniki wykazały, że trójparametrowy rozkład Weibulla stanowi dokładne i wydajne narzędzie do modelowania współczynnika niezawodności w zestawieniu z rzeczywistymi danymi z próby. Proponowaną dystrybuantę parametryczną można wykorzystywać do doskonalenia konstrukcji oraz cyklu życia wału korbowego ponieważ daje ona możliwość przyspieszania i zwalniania mechanizmu uszkodzenia, na podstawie czasu, bez potrzeby regulacji poziomu naprężenia. Zatem, znajomość rozkładu parametrycznego oraz obliczonych na jego podstawie współczynników niezawodności i zagrożenia omawianego elementu mechanizmu korbowego, pozwala na doskonalenie konstrukcji oraz wydłużenie cyklu życia wału korbowego w oparciu o dane dotyczące jego niezawodności w danym okresie czasu. Proponowana metoda oceny niezawodności z wykorzystaniem opracowanego w artykule algorytmu stochastycznego umożliwia dokładną, wydajną, szybką i tanią analizę niezawodności w odróżnieniu od kosztownych i czasochłonnych technik eksperymentalnych.

This paper presents an aggregate method of selecting a theoretical cumulative distribution function (CDF) for an empirical CDF. The method was intended to identify the time of reliable operation of a renewable technical object by applying three criteria based on the following statistics: the modified Kolmogorov–Smirnov (MK-S) statistic, the mean absolute deviation of the theoretical CDF from the empirical CDF, and a statistic calculated on the basis of a log-likelihood function. The values of these statistics were used to rank eleven probability distributions. The data for which calculations were made concerned failures of the driver’s cab lock recorded during five years of operation of a fleet of 45 trams. Before calculating the statistics, the empirical CDF of the examined component was determined using the Kaplan–Meier estimator, and then, using the method of Maximum Likelihood Estimation, the parameters of the analysed theoretical distributions were estimated. The theoretical distributions were then ranked according to the values obtained for each of the assumed criteria: the lower the value for a given criterion, the higher the ranking position, indicating a better fit according to that criterion. Then, based on the three rankings and on weights assigned to the individual criteria, an aggregate criterion (referred to as DESV) was implemented to select the best-fitting probability distribution. The method assumes that the lowest DESV value corresponds to the best-fitting theoretical distribution. In the case of the examined component, this was found to be the generalised gamma distribution. It is shown that if the final decision is based on the aggregate criterion, which takes into account the three criteria for goodness of fit, the reliability of the estimation of the time-to-failure distribution increases, and thus mistakes resulting from the use of only one of the criteria can be avoided.
W pracy przedstawiono zagregowaną metodę doboru dystrybuant hipotetycznych do dystrybuanty empirycznej. Metoda miała na celu identyfikację czasu niezawodnej pracy odnawialnego obiektu technicznego poprzez zastosowanie trzech kryteriów, w których użyto następujących statystyk: zmodyfikowanej statystyki Kołmogorowa-Smirnowa (MK-S), statystyki średniego odchylenia bezwzględnego dystrybuanty hipotetycznej od empirycznej oraz statystyki obliczanej na podstawie zlogarytmowanej funkcji wiarygodności. Wartości tych statystyk posłużyły do rangowania jedenastu rozkładów prawdopodobieństwa. Dane dla których dokonano obliczeń dotyczyły uszkodzeń zamka kabiny motorniczego jakie odnotowano w ciągu pięciu lat użytkowania floty 45 tramwajów. Przed obliczeniem statystyk wyznaczono dystrybuantę empiryczną badanego elementu przy pomocy estymatora KaplanaMeiera, a następnie przy użyciu metody największej wiarygodności oszacowano parametry uwzględnionych w badaniach rozkładów hipotetycznych. Po wyznaczaniu parametrów nastąpiło rangowanie rozkładów hipotetycznych według wartości otrzymanych dla każdego z przyjętych kryteriów, im mniejsza wartość dla danego kryterium tym wyższa pozycja w rankingu, świadcząca o lepszej jakości dopasowania według danego kryterium. Po ustaleniu rankingu według kryteriów zgodności, każdemu z kryteriów zgodności dopasowania dystrybuant modelowych do empirycznej nadano wagi. Następnie na podstawie uzyskanych trzech rankingów oraz wag nadanych poszczególnym kryteriom zgodności wyznaczana jest zagregowana miara zgodności (oznaczona DESV), która służy do wyznaczania najlepszego rozkładu prawdopodobieństwa. W prezentowanej metodzie przyjęto, że najmniejsza wartość DESV wyznacza najlepiej dopasowany rozkład hipotetyczny. W przypadku badanego elementu rozkładem tym okazał się uogólniony rozkład gamma. Pokazano, że na podstawie zagregowanego kryterium uwzględniającego trzy statystyki zgodności dopasowania zwiększa się wiarygodność estymacji rozkładu czasu pracy do uszkodzenia, unikając tym samym błędów jakie można popełnić uzależniając się tylko od jednej z nich.

The article presents a solution based on a cyber-physical system in which data collected from measuring sensors was analysed for prediction in the production process control system. The presented technology was based on intelligent sensors as part of the solution for Industry 4.0. The main purpose of the work is to reduce data and select the appropriate covariate to optimise modelling of defects using the Cox model for a specific mechanical system. The reliability of machines and devices in the production process is a condition for ensuring continuity of production. Predicting damage, especially its movement, gives the ability to monitor the current state of the machine. In a broader perspective, this enables streamlining the production process, service planning or control. This ensures production continuity and optimal performance. The presented model is a regressive survival analysis model that allows you to calculate the probability of failure occurring over a given period of time.
Artykuł przedstawia rozwiązanie oparte na systemie cyber-fizycznym, w którym analizowano dane zbierane z czujników pomiarowych do predykcji w systemie kontroli procesów produkcyjnych. Przedstawiona technologia została oparta na inteligentnych czujnikach pomiarowych jako element rozwiązania dla Przemysłu 4.0. Głównym celem pracy jest redukcja danych i wybór odpowiedniego kowariantu w celu optymalizacji modelowania usterek za pomocą modelu Coxa dla konkretnego układu mechanicznego. Niezawodność pracy maszyn i urządzeń w procesie produkcyjnym jest warunkiem zapewnienia ciągłości produkcji. Przewidywanie uszkodzenia, a zwłaszcza jego momentu daje możliwość monitorowania bieżącego stanu maszyny. W szerszej perspektywie umożliwia to usprawnienie procesu produkcji, planowania serwisu, czy kontroli. Zapewnia to utrzymanie ciągłości produkcji i optymalnej jej wydajności. Przedstawiony model jest regresywnym modelem analizy przeżycia, który pozwala na obliczanie prawdopodobieństwa wystąpienia awarii w określonym czasie.

Autor prezentuje ideę drugiej szansy jako podstawowego wymiaru respektowania przez nauczyciela uczniowskiego prawa do błędu. Podkreśla znaczenie czasu niezbędnego dla realizacji drugiej szansy i wskazuje na jej metaforyczny charakter. Widzi w niej ideę, która powinna przenikać wszystkie szczeble edukacji. Po drugiej uczeń miałby otrzymywać trzecią, czwarta i kolejną szansę. Jest to uzasadnione sposobem rozumienia uczniowskiej porażki, która nie może być przez nauczyciela traktowana jako kres uczniowskich osiągnięć, lecz impuls do inicjowania działań wspierających. Wiąże się to z koniecznością przełamywania upowszechnionego w praktyce edukacyjnej wzorca kultury, którego cechą dominującą jest traktowanie czasu wykonywania zadań jako naczelnego kryterium oceny. Wzorzec ten ma swoje umocowanie w systemie testów szkolnych, które zdominowały proces ewaluacji osiągnięć szkolnych. Ten uczeń, który pracuje wolniej, uzyskuje gorsze oceny. W ocenie wielu nauczycieli wolniejsza praca to marnotrawienie jednej z najcenniejszych wartości, jaką stanowi czas. Dawanie uczniowi drugiej szansy jest więc dla Autora kwestią nie tyle metodyczną, ile przede wszystkim etyczną, związaną z odpowiedzialnością nauczyciela za efekty pracy jego podopiecznych.
The Author presents the idea of a second chance as a fundamental dimension of respect by the teacher for the student’s right to make mistakes. He stresses the importance of time necessary for the realization of a second chance and indicates its metaphorical character. He sees it as an idea that should permeate all levels of education. After the second chance, the student should receive the third, fourth, and another chance. The Author associates it with the understanding of student failure, which cannot be treated by the teacher as the end of student achievement, but the impulse to initiate support activities. He combines this with the necessity of overcoming the cultural pattern widespread in educational practice, the dominant feature of which is time treated as the main criterion of assessment. This pattern is anchored in the system of school tests which predominates in student evaluation. For this reason, the Author claims it is not only a methodical but first and foremost an ethical issue connected with the teacher’s responsibility for the results of his students work.

In a competitive environment, many production industries must reduce costs while maintaining asset value and reliability. In the manufacturing process, the machine is essential because downtime can inhibit and stop production. This study investigated the breakdown trend of a hard disk drive production line in the manufacturing industry to recommend applying Reliability-Centered Maintenance (RCM) for improved productivity, reliability, and availability. This study focused on breakdown analysis, identifying potential failures, and classifying the main components of screw-tightening machines. The RCM method was used based on several tools: failure mode and effects analysis (FMEA), risk priority number (RPN), mean time between failures (MTBF), and mean time to repair (MTTR). The study identified which production line had the lowest availability and productivity due to high downtime and failure rates. In addition, the top-five failures were identified that severely disrupted production These breakdowns were overcome and their occurrence reduced was by calculating and evaluating MTBF and MTTR to help manage failures and indicate the efficiency of corrective action. Thus, this industry and others can achieve better equipment availability and machine reliability using the RCM method.

W postępowaniu administracyjnym obowiązują dwa podstawowe rodzaje terminów. Pierwszy rodzaj terminów to te, które wynikają bezpośrednio z ustawy (terminy ustawowe z kolei dzieli się na zawite i instrukcyjne), drugi rodzaj terminów to terminy dodatkowe wyznaczone przez organ administracyjny prowadzący daną sprawę. Zasadnicza różnica pomiędzy terminami zawitymi i instrukcyjnymi sprowadza się do konsekwencji prawnych, które występują po ich przekroczeniu. W przypadku przekroczenia terminu zawitego przez stronę dochodzi do nieskuteczności podjętych czynności, natomiast przekroczenie terminu zawitego przez organ powoduje z kolei utratę przez niego kompetencji do rozpatrzenia danej sprawy. W przypadku przekroczenia terminu instrukcyjnego nie dochodzi do powstania tak doniosłych konsekwencji prawnych. Terminy instrukcyjne mogą być zarówno wydłużane, jak i skracane. Oznacza to, że strona nie traci definitywnie prawa do występowania z określonymi żądaniami. Warto zaznaczyć jednak że, jeżeli dojdzie do przekroczenia terminu zawitego, to istnieje jeszcze możliwość jego przywrócenia. Przywrócenie terminu następuje zawsze na wniosek strony. W myśl obowiązujących przepisów strona ma siedem dni na złożenie stosownego wniosku. Termin ten liczy się od momentu (od dnia) ustania przyczyny powstania uchybienia.
There are two basic types of terms in administrative proceedings. The first kind of terms concerns those which result directly from an act (these are in turn divided into final and instructional deadlines), the second type concerns extra periods and deadlines set by the administrative authority conducting the case. The main difference between the final and instructional terms boils down to the legal consequences that occur after non-compliance with them. In case of exceeding the limitation period by a party it comes to the ineffectiveness of the activities undertaken, while exceeding the limitation period by a body, in turn, causes a loss of its jurisdiction to rule in a matter. If you exceed the instructional term there are no such important legal consequences. Instructional deadlines can be either lengthened or shortened. This means that the party does not lose their right definitely to present specific requests. It is worth noting, however, that if you exceed the final deadline it is still possible to restore it. Restoration of term is always at the request of parties. Under binding provisions a party has seven days to present an application. This time limit begins from the moment (as of) cessation of a reason for failure.

Opis:
Mathematical models of periodically switched on and off electrical equipment operation are presented in the paper. Models of electrical devices in the initial instant of the working state, when idle (not working) at the initial instant or not having idle moments between switching are characterised. The basic defined value for these cases has been the time to failure.
Przedstawiono modele pracy urządzeń elektroenergetycznych o cyklicznych czasach załączeń i wyłączeń. Scharakteryzowano modele pracy urządzeń, gdy w chwili początkowej jest ono w stanie pracy; w stanie spoczynku (nie pracuje) lub nie posiada w czasie pracy tzw. czasów spoczynku między załączeniami. Podstawową wielkością, jaką określono dla tych przypadków, był czas pracy do uszkodzenia urządzenia.

A numerical example allowing for effective forecasting of the remaining service time for corroded steel shell of a tank used to store liquid petroleum fuels is presented. This time is interpreted here as a period of time counted from the moment of an obligatory tank shell inspection to the moment of the anticipated shell failure understood as the loss of the capacity to safely resist the loads applied to it. Reaching the limit value of failure probability, i.e. the highest probability of failure acceptable to the tank user, is in this approach a determinant of such failure. The detailed considerations pertain to a typical on-the-ground storage tank equipped with a floating roof, located in one of fuel depots in the south of Poland. The forecast has been prepared based on measurements of the random thickness of tank shell weakened by corrosion and measured after 27 years of service time. In the recommended analysis fully probabilistic computational procedures have been applied. This led to a more credible and less conservative service time assessment than the one usually determined via the traditional standard approach. For comparative purposes qualitatively different but formally corresponding safety measures have been applied to describe the obtained results.

Opis:
An original simplified procedure to estimate the remaining service time of corroded shell of an on-the-ground steel tank used to store liquid fuels is presented in this paper. Current corrosion progress trend, identified a’posteriori based on the obligatory technical condition monitoring, is extrapolated to the future tank service time under the assumption that the conditions of service would not change and no renovation or modernization works would be undertaken. Failure probability understood as exhaustion of the capability to safely resist the loads applied due to the corrosion progress constitutes the measure of the sought uptime. For comparative purposes several effective inference methods have been proposed for the same input data, based on formally qualitatively different but corresponding description measures. It has been shown, that in the analysis of this type the representative values, usually expressed as quantiles of probability distributions describing random variables in use, need not be specified to verify the safety condition. The proposed algorithm is based on fully probabilistic considerations, and those, according to Authors’ opinion, by their nature lead to more reliable, and at the same time, objective estimates.
Przedstawiono uproszczoną, autorską procedurę szacowania pozostającego czasu zdatności skorodowanej powłoki naziemnego użytkowanego zbiornika stalowego wykorzystywanego do magazynowania paliw płynnych. W proponowanym algorytmie postępowania dotychczasowy trend postępu korozji, identyfikowany a posteriori na podstawie pomiarów dokonywanych w ramach obowiązkowych ocen stanu technicznego, zostaje ekstrapolowany na czas przyszłego użytkowania zbiornika, przy założeniu że sposób jego wykorzystania nie ulegnie zmianie i nie będą prowadzone jakiekolwiek prace remontowe lub modernizacyjne. Miarą oceny poszukiwanego czasu zdatności jest narastające wraz z postępem korozji prawdopodobieństwo awarii rozumianej jako wyczerpanie możliwości bezpiecznego przenoszenia obciążeń. Awaria nie oznacza przy tym natychmiastowego zniszczenia obiektu ale stan, w którym monitorowane prawdopodobieństwo osiągnęło poziom graniczny, niemożliwy do zaakceptowania przez użytkownika. Dla tych samych danych wejściowych, w celach porównawczych, zaproponowano różne sposoby efektywnego wnioskowania, oparte na formalnie jakościowo odmiennych ale odpowiadających sobie miarach opisu. Potwierdzono, że w tego typu analizie do weryfikacji warunku bezpieczeństwa nie ma potrzeby specyfikacji jakichkolwiek wartości reprezentatywnych, wyznaczanych na ogół jako kwantyle rozkładów prawdopodobieństwa opisujących poszczególne zmienne losowe, w szczególności losowe obciążenie i losową nośność rozważanej powłoki. Proponowany algorytm opiera się bowiem na wnioskowaniu w pełni probabilistycznym, a to, zdaniem autorów, ze swej natury pozwala oceniającemu na uzyskanie bardziej wiarygodnych a przy tym obiektywnych oszacowań. Prezentowana procedura została zweryfikowana numerycznie na przykładzie prognozy opracowanej dla istniejącego stalowego zbiornika paliwowego z dachem pływającym, zlokalizowanego w jednej z baz paliwowych Polski południowej.

Article 57(1) of the Fiscal Criminal Code penalises a fiscal misdemeanour that consists in a taxpayer’s persistent failure to pay tax on time. The element of ‘persistence’ is subject to assessment, giving rise to many doubts and controversies. As regards the offences described in Articles 209(1), 218(1a) and 190a(1) of the Criminal Code, an objective-subjective understanding of that element is prevalent, which takes into account the prolonged nature and repeatability of conduct in question, as well as the perpetrator’s special, negative attitude to his obligation. It is emphasised, at the same time, that the persistence element is only established when the perpetrator has an objective possibility to fulfil his obligations. However, in its order of 28 November 2013, the Supreme Court adopted a partly different interpretation of ‘persistence’, according to which it may be indicated not only by the cyclic nature of the conduct, but also by a onetime, but prolonged, omission to pay a tax that is payable on a one-time basis. That interpretation has been criticised by many legal scholars. It is, nevertheless, frequently applied in the practice of the justice system. Following amendments to the Code of Criminal Procedure, introduced by the Act of 27 September 2013 on amending the Code of Criminal Procedure and certain other acts, which came into force on 1 July 2015, evidence is taken, on principle, by the parties, after it is allowed by the division president or the court. The court may allow and take evidence exofficio only in exceptional cases justified by special circumstances. Currently, it is, therefore, the trial parties that are required to prove whether the ‘persistence’ element is present or absent. The amendment of the provisions concerned and the existing case law have induced the author to take up the issue in question.

These bounds are very useful for calculation of the mean time to failure of an item with prescribed accuracy, and to obtain refined upper bounds on the mean residual life function.
