    The main results of this paper are theorems which provide a solution to the open problem posed by Tassa [1]. He considers a specific family Γv of hierarchical threshold access structures and shows that two extreme members Γ∧ and Γv of Γv are realized by secret sharing schemes which are ideal and perfect. The question posed by Tassa is whether the other members of Γv can be realized by ideal and perfect schemes as well. We show that the answer in general is negative. A precise definition of secret sharing scheme introduced by Brickell and Davenport in [2] combined with a connection between schemes and matroids are crucial tools used in this paper. Brickell and Davenport describe secret sharing scheme as a matrix M with n+1 columns, where n denotes the number of participants, and define ideality and perfectness as properties of the matrix M. The auxiliary theorems presented in this paper are interesting not only because of providing the solution of the problem. For example, they provide an upper bound on the number of rows of M if the scheme is perfect and ideal.

    In this paper we present a novel two stage algorithm for improving video coding efficiency. The proposed method combines video cut detection and adaptive GOP structure. At first, we have proposed a new technique of frames' comparison for the shot cut detection. The majority of existing methods compare pairs of successive frames. We compare actual frame with its motion estimated prediction. We also present adaptive threshold. The efficiency of novel technique for video cut detection was confirmed through experiment and compared to the commonly used ones in the terms of recall and precision. The next step is to situate I frames to the positions of detected cuts during the process of video encoding. Finally the proposed method is verified by simulations and the obtained results are compared with fixed GOP structures of sizes 4, 8, 12, 16, 32, 64, 128 and GOP structure with length of entire video. Proposed method achieved the gain in bit rate from 15,33% to 50,59%, while not degrading PSNR in comparison to simulated fixed GOP structures.

    Opis:
    For a deeper understanding of the inner ear dynamics, a Finite-Element model of the human cochlea is developed. To describe the unsteady, viscous creeping flow of the liquid, a pressure-displacement-based Finite-Element formulation is used. This allows one to efficiently compute the basilar membrane vibrations resulting from the fluid-structure interaction leading to hearing nerve stimulation. The results show the formation of a traveling wave on the basilar membrane propagating with decreasing velocity towards the peaking at a frequency dependent position. This tonotopic behavior allows the brain to distinguish between sounds of different frequencies. Additionally, not only the middle ear, but also the transfer behavior of the cochlea contributes to the frequency dependence of the auditory threshold. Furthermore, the fluid velocity and pressure fields show the effect of viscous damping forces and allow us to deeper understand the formation of the pressure difference, responsible to excite the basilar membrane.

    The article presents a method of defining the required number of substitute technological objects used in the transport system, necessary for correct carrying out of the assigned transport task. The whole of the consideration was presented using the example of a chosen authentic system of the operation of transport means. On the basis of the identification of the authentic transport system and the means of transport operation process carried out in it, crucial operational states were designed as well as the possibilities of transferring between the particular states. Based on that, an event-centered model of the use of the means of transport was built, followed by a mathematical model of that process, assuming that its model is the homogenous Markov process. Then, for operational data obtained from research conducted in the authentic transport system, the values of the analyzed characteristics were defined. The presented results are a result of the research conducted as a part of a larger research project pertaining to the construction of a decision-making model of controlling transport system availability.
    W artykule przedstawiono sposób wyznaczania wymaganej liczby technicznych obiektów rezerwowych, eksploatowanych w systemie transportowym, koniecznych do prawidłowej realizacji przydzielonego zadania przewozowego. Całość rozważań przedstawiono na przykładzie wybranego rzeczywistego systemu eksploatacji środków transportu. Na podstawie identyfikacji rzeczywistego systemu transportowego i realizowanego w nim procesu eksploatacji środków transportu wyznaczono istotne stany eksploatacyjne oraz możliwe przejścia między wyróżnionymi stanami. Na tej podstawie zbudowano zdarzeniowy model procesu eksploatacji środków transportu, a następnie matematyczny model tego procesu, zakładając, że jego modelem jest jednorodny proces Markowa. Następnie dla danych eksploatacyjnych, uzyskanych z badań przeprowadzonych w rzeczywistym systemie transportowym, wyznaczono wartości analizowanych charakterystyk. Prezentowane wyniki są efektem prac realizowanych w ramach szerszego projektu badawczego, dotyczącego budowy decyzyjnego modelu sterowania gotowością systemu transportowego.

    The article presents the method of evaluation of the availability of the utilization subsystem in a transport system. The method includes the defining and comparison of the values of the availability of the utilization subsystem to the value of the required availability. The article also deals with the way of defining the minimum availability of an individual technological object (means of transport) as well as the minimum number of technological objects used in the system, in order for the obtained value of the availability of the utilization subsystem to exceed the value of the required availability determined by the parameters of transport task. The values of the availability of the utilization subsystem are defined according to the availability of an individual technological object, the number of objects used in the system as well as the structure by which the individual technological objects are linked. The availability of the individual technological object was defined on the basis of a constructed mathematical model of the utilization process realized in the tested transport system. Then, for the utilization data obtained during tests conducted in an existing transport system, the values of the analyzed characteristics were defined. The presented results are the effect of research conducted as part o f a larger research project pertaining to the creation o f a decision-making model of controlling the availability of a transport system.

    The results of field research on rigidity of track structure and subgrade within abutment and transitional zone executed under control load by locomotives moving at various speed and in different directions have been presented in the paper. The applied measurement methodology, which could be proposed for procedures of technical acceptance and for diagnostics of transitional zones for various constructional solutions taking into account volume and variability of threshold effect.
