    The aim of this article is to analyse the impact of dual executive with the president elected by popular vote on the democratic transformation of post-communist countries of Europe and Eurasia. For this purpose following hypothesis was investigated: the system of government based on dual executive is a threat to democratization. Accepting that this process consists of three parallel transitions (political, economic and social), the author examined the impact of dual executive on the results of post-communist countries of Europe and Eurasia in two indexes: Revised Polity Score and Economic Freedom of the World. Thanks to this study some conclusions could be drawn pertaining to the impact of the system based on dual executive on the effects of the democratization of selected countries in political and economic areas. This allowed following question to be an-swered: is it a fact that a system of government based on dual executive with a president elected by popular vote is a threat to democratization?

    Z okazji potrójnego jubileuszu w Politechnice Krakowskiej związanego z kształtowaniem środowiska mieszkaniowego, autor przedstawił wyniki własnych i zespołowych badań nt. historycznych uwarunkowań kształtowania środowiska mieszkaniowego w miastach europejskich. Przedstawiono obszerną podbudowę humanistyczną zjawiska ludzkiego zamieszkiwania, na podstawie analizy poglądów czołowych filozofów i przedstawicieli badań społecznych od antyku do współczesności. Na tej podstawie opracowano chronologiczną prezentację najważniejszych tendencji projektowania planistycznego, urbanistycznego i architektonicznego w dziedzinie środowiska mieszkaniowego, w aspekcie jego wzajemnego oddziaływania i sprzężenia zwrotnego z układem funkcjonalnym i strukturalnym miasta, a także z jego estetyką. Ten rys historyczny wykorzystano do krytycznej analizy i oceny sytuacji obecnej oraz do ostrożnej ekstrapolacji tendencji pozytywnych jako prognozy na bliską przyszłość, ze szczególnym uwzględnieniem sytuacji w Polsce.
    On the occasion of the triple anniversary at Cracow University of Technology, the author presents the results of his own and team research on the historical conditions of the formation of a housing environment in European cities. He puts forward a detailed humanistic basis for the phenomenon of people’s residence grounded on an analysis of the opinions of the leading philosophers and social researchers from antiquity till now. This paper includes a chronological presentation of the most important tendencies in planning, urban and architectural design in the domain of a housing environment in the aspect of its mutual impact and feedback with the functional and structural layout of a city as well as its esthetics. This historical outline is used for a critical analysis and assessment of the current situation and for a careful extrapolation of positive tendencies as a forecast for the near future with special emphasis on the situation in Poland.

    The global dimension of future security threats is of paramount importance. Whilst technological advancements will continue to be the basis of wealth for many nations, terrorism is likely to continue to be the harbinger of a pervasive sense of insecurity amongst populations. Increasingly, energy security will be the driver of many key strategic decisions, creating dynamic and unstable inter-state interactions in the process. With the international system itself experiencing a period of profound flux, some of the institutions that are charged with managing global problems may be overwhelmed. The likelihood of great power conflict escalating into total war is lower than at any time in the past century but weak governments, lagging economies, mass migration, WMD proliferation, religious extremism, and youth bulges, will align to generate the conditions for internal regional conflicts with global impact, backed by the Revolution in Military Affairs.

    Opis:
    This article contains the characteristics of privatization processes in Wrocław’s regional newspaper „Słowo Polskie”. As a case study approach it presents typical transition from a government-owned enterprise, through commercial law company to a media corporation with foreign capital. Through the interviews conducted with the editors-in-chief and CEOs of publishing houses the study raises fundamental questions on the inevitability of media concentration processes and quality of the media. The author’s long cooperation with the newspaper, direct participation in the daily editorial work and transformation of publisher’s ownership, gives the added empirical value for the study.
    Artykuł zawiera charakterystykę procesu prywatyzacji dziennika regionalnego „Słowo Polskie” we Wrocławiu od 1989 r. Stanowi studium przypadku – typowego przechodzenia od przedsiębiorstwa państwowego, przez spółdzielnię pracy, spółkę prawa handlowego, aż do koncernu medialnego z obcym kapitałem. W wywiadach z redaktorami naczelnymi i prezesami wydawnictw zostały postawione fundamentalne pytania o nieuchronność procesów koncentracji kapitału i jakość mediów. Kilkunastoletnia współpraca autorki z dziennikiem, bezpośrednie uczestnictwo w codziennej pracy redakcyjnej oraz przekształceniach własnościowych wydawcy nadają tej charakterystyce szczególnego waloru empirycznego.
