Opis:
The article deals with the main elements of the modern system of civil servant professional training, taking into account changes in the legal field as a result of the implementation of public administration reforms. The purpose of this article is to highlight the current state of the of civil servant professional training system in Ukraine, taking into account the updated legal framework.It is established that the main subjects of the modern system of civil servant profes-sional training in Ukraine are: The National Agency of Ukraine on Civil Service (Natsderzhsluzhba), The National Academy and its regional institutions of public administra-tion, higher education institutions, providing training for educational program of the specialty “Public management and administration”. The main legal documents adopted over the past three years have identified strategic directions, mechanisms, funding sources and the time frame for the formation of an effective and efficient system of civil servant training. The lack of professional standards in the field of public service and educational-professional program standard of master training in specialty “Public management and administration” make it impossible to unify training programs for quality training of future civil servants and pass the unified state qualification examination upon completion of the master training program in specialty “Public management and administration”.
Artykuł dotyczy głównych elementów nowoczesnego systemu kształcenia zawodowego dla urzędników służby cywilnej, biorąc pod uwagę zmiany w zakresie regulacji w wyniku reform w administracji publicznej. Celem tego artykułu jest podkreślenie obecnego stanu systemu kształcenia zawodowego dla urzędników służby cywilnej Ukrainy, z uwzględnieniem zaktualizowanych ram prawnych i regulacyjnych. Ustalono, że głównymi przedmiotami nowoczesnego systemu kształcenia zawodowego dla urzędników służby cywilnej na Ukrainie są: Służba Bezpieczeństwa Narodowego, Akademia Narodowa i jej regionalne instytuty administracji publicznej, uczelnie prowadzają kształcenia według Programu kształcenia na kierunku "Zarządzanie Publiczne i Administracja". Najważniejsze dokumenty regulacyjne, które zostały przyjęte w ciągu ostatnich trzech lat, określiły strategiczne kierunki, mechanizmy, źródła finansowania i harmonogram formowania systemu kształcenia zawodowego dla urzędników służby cywilnej. Brak profesjonalnych standardów w dziedzinie służby cywilnej, Standardu edukacyjnego i zawodowego Programu kształcenia dla studiów magisterskich na kierunku "Zarządzanie Publiczne i Administracja" sprawia, że niemożliwe unifikację Programów kształcenia dla jakościowego kształcenia dla przyszłych urzędników służby cywilnej oraz sporządzenie jednolitego egzaminu państwowego (egzaminu dyplomowego) po ukończeniu Programu studiów magisterskich na kierunku "Zarządzanie Publiczne i Administracja".

Opis:
The conceptual foundations of the theory and practice of the professional formation of the personality in the system of special education are substantiated. The essence of the given training is considered in various ways, on the basis of which its qualitative and classification characteristics, levels and systemic and structural components are determined; the content, organizational and pedagogical conditions and criteria for assessing the levels of formation of these components aredefined.The following components of professional training are defined: professional and motivational, cognitive and competence, operational and active, productive and reflexive. It is indicated that the given structural components are interrelated, interdependent and complementary to each other. Theoretical paradigm is scientifically substantiated, the structural-functional, organizational-didactic model of the system of professional training in the field of special education is developed and tested and the dynamics of the formation of its components according to the results of the implementation of this system is highlighted. Particular attention is paid to finding and developing of the optimal set of methods of its providing, developing programs and definition of developed program’s efficiency. The practical results of scientists’ work in defining spheres are analyzed. The results of the experimental study of the components of the professional readiness to work on a specialty are highlighted. The prospects for further research in the context of improving professional training in the field of special education are outlined.

In this paper an evaluation of the professional situation of property assessors in Poland in the field of acquiring professional authorization, type of services rendered and satisfaction gained from the occupation performed has been carried out on the basis of surveys in the form of interviews. The factors influencing the choice of profession of a property assessor, such as the training process, the system of granting professional authorization, the scope of services rendered and the frequency of performing particular services have all been placed under review.

The article deals with foundations of modern research in the context of special education psychologists. The problem of professional training of psychologists in the field of special education is firstly comprehensively studied on the basis of humanistic, axiological, epistemological, acmeological, systemic, contextual, integrative, activity, reflexive-activity, and personality-oriented approaches. The methodological aspects of this professional training have been developed and the training itself has been presented as a holistic systemic phenomenon in the educational space of higher pedagogical education. The essence of the training has been examined in various ways and on the basis of this training its classification characteristics, levels and systemic and structural components have been determined. This article also defines the content, organizational and pedagogical conditions and criteria for assessing the levels of formation of these components. What the article aims at is to highlight and characterize the key parts of the system of the phenomenon under investigation and to describe their interactions in the functions and forms of the investigated activity. It also develops and scientifically substantiates the methodology of research of the state of formation of the components of psychologist professional training. The essence of the modern technologies in higher educational institutions is also determined. Theoretical paradigm has been scientifically substantiated, the structural and functional, organizational and didactic model of the system of psychologist professional training in the field of special education has been developed and tested and the dynamics of the formation of its components according to the results of the implementation of this system have been highlighted. Particular attention has been paid to finding and developing the optimal set of methods of providing it, developing programs and defining the efficiency of a developed program. Finally, the article outlines prospects for further research in the context of improving professional training of psychologists in the field of special education.

This article presents the relationship between the Finnish educational change in schools (the Finnish Reform Movement), selected aspects of teachers’ professional development and context of educational thinking influenced by John Dewey’s pedagogy. The successful change of schools “calls for a ‘new professionalism’ in which teachers’ work is based on research-based, outcomes-oriented, data-driven and team focused at the same time as it is globalised, localised and individualised, with lifelong professional learning the norm for the specialist in school education” (Caldwell, 2003, p. 8). In this light, the article presents an overview of in-service training of teachers, cooperative learning and teachers’ autonomy in schools in the context of teachers’ professional development.

In the context of the reorientation of modern education on human development and the need to adapt to new social conditions and challenges the objectives and content of postgraduate education vary signifi cantly. As a result educational goals become a priority in the training of teachers, in fact defi ne the meaning of this process. One of the approaches which is the most actively developed and put into practice of postgraduate education is andragogical. Th e author describes the most general principles that are universal and available in diff erent andragogical models to study the possibility of using the andragogical model as a methodological basis for forming the training programmes for teachers at In-Service Teacher Training Institutes. Th e analysis highlights the general requirements for the forming of training programmes for teachers. According to this form of education training courses allow you to alternate active stages of learning with testing methods acquired by professional activities. Preparing teachers to work in the system of developing training can be realized only in the form of learning activities through the use of diff erent learning situations. Professional tasks are the basis of learning which derived from the subject of professional activity. Based on the principles of andragogy, the main subject of training teachers is the knowledge of methods and techniques of learning tasks. Training processes involves the use of active and interactive teaching methods. Priority of abovementioned methods allows you to create a safe atmosphere for professional communication, as well as to include teachers in the various kinds of refl ective activity. In the next stage of the study is proposed to develop the principles of building the technology of developing training for primary school teachers.
В условиях переориентации современного образования на раз- витие человека, необходимости адаптации к новым социальным условиям и вызовам существенно изменяются задачи и содержание последипломного образования. Как следствие, развивающие цели становятся приоритетными в обучении педагогов, собственно, зада- ют смысл этому процессу. Одним из подходов, который наиболее активно разрабатывается и внедряется в практику последипломного образования, является андрагогический. Для обоснования возможности использования андрагогической модели в качестве методологического основания для построения учебных программ в последипломном образовании автор обра- щается к наиболее общим принципам, которые являются универ- сальными и представлены в различных андрагогических моделях. В результате анализа выделяет общие требования к построению учебных программ для подготовки педагогов. По форме обучения это тренинг-курсы, которые позволяют чередовать этапы обучения и активной апробации приобретенных способов профессиональной деятельности. Подготовка педагогов к работе в системе развивающе- го обучения может осуществляться только в форме учебной деятель- ности посредством использования различных учебных ситуаций. Основу обучения составляют учебно-профессиональные задачи, которые в своем содержании являются производными от предмета профессиональной деятельности. Исходя из принципов андрагоги- ки, основным предметом профессиональной подготовки учителя выступают не предметные знания, а методики развертывания после- довательности учебных задач. В учебном процессе предусмотрено использование активных и интерактивных методов обучения. При- оритет последних позволяет в наиболее полной мере создать безо- пасную атмосферу профессионального общения, а также включать учителей в различные виды рефлексивной деятельности. На следую- щем этапе исследования предполагается разработка принципов по- строения технологии развивающего обучения учителей начальных классов.
