The article constitutes an analysis of the gas relationship between the Russian Federation and the Republic of Poland in terms of the current geopolitical and economic determinants affecting the nature of the bilateral cooperation in the scope of energy policy. The paper shows the existence of a dependence, as well as the characteristics of the natural gas sector and energy policy of the Russian Federation in relation to Poland and also answers the question about the reason for such actions as are taken. The aim of the work is also the analysis of the natural gas sector of the Republic of Poland and internal conditions in Poland, which influence the foreign policy of Russia in the export of natural gas.

In July 2021, Russia submitted its first inter-state complaint against Ukraine to the European Court of Human Rights. It was an unexpected and intriguing step of the Russian government, especially since many of the presented allegations are linked to the events that initiated the Russian-Ukrainian conflict. Referring to the hostilities that began in 2014, the international community was, in principle, unanimous in assessing who the aggressor was. The focus of this research is the strategy of the Russian Federation in its recently initiated legal battle before the Strasbourg Court. This paper presents an attempt to outline the possible motives for taking such a step. Moscow's position on this case is particularly puzzling, as some of the allegations concern the Crimean Peninsula, widely recognized under international law as territory occupied by Russia. In spite of that, doubt arises about the strategic objectives of the Russian authorities in the conflict with Ukraine; the question is whether the actions taken by Russia fall within the scope of its previous strategy or if there has been a new turn in the matter. The first part of this paper outlines the background of the given conflict, the second details Russian policy after the annexation of Crimea, and the third, which is crucial for the formulating of conclusions, presents considerations on Russia's possible motivation and goals in filing a complaint to the European Court Human Rights. The research was conducted mainly based on the merits of the complaint, the statements of the representatives of Russia and Ukraine in the matter, the author's observations, and practitioners' considerations.

Imperialna polityka zagraniczna Federacji Rosyjskiej spowodowała poważne zmiany w architekturze bezpieczeństwa Europy Środkowo-Wschodniej. W artykule zostały przytoczone wyniki badań zrealizowanych w latach 2019-2020 metodą sondażu diagnostycznego za pomocą techniki wywiadu eksperckiego. Wzięło w nich udział 11 ekspertów w dziedzinie bezpieczeństwa i obronności. Przedmiotem badań były zagrożenia generowane przez Rosję w związku z jej ekspansywną polityką zagraniczną wobec Ukrainy i państw bałtyckich, a także ich wpływ na bezpieczeństwo Polski w perspektywie strategicznej. Na podstawie wyników tych badań oraz analizy literatury zostały opracowane trzy scenariusze (destabilizacyjny, poszerzania strefy wpływów i izolacyjny) dotyczące możliwych działań podejmowanych przez Federację Rosyjską w Polsce i wobec Polski.
The imperial foreign policy of the Russian Federation has led to extensive changes in the security architecture of Central and Eastern Europe. In the article the results of studies were cited. Studies were carried out in the years 2019-2020, by the method of a diagnostic survey using the technique of expert interview. Eleven experts in the field of security and defense participated in the research. The threats generated by Russia in connection with its expansive foreign policy towards Ukraine and Baltic states and their impact on the security of Poland were the subject of the research. On the basis of the results of these studies and literature review, three scenarios were developed (destabilizing, expanding the sphere of influence and isolation) which concern possible actions taken by the Russian Federation in Poland and towards Poland.

Pojęcie propagandy historycznej łączy w sobie elementy terminów propaganda i polityka historyczna. Propaganda jest systematycznym wysiłkiem sprowadzającym się do kształtowania opinii społecznej w celu wpływania na jej postawy wobec określonej idei lub grupy. Z kolei polityka historyczna łączy wydarzenia z przeszłości z celami politycznymi, starając się wpłynąć na percepcję historii. Polityka historyczna jest więc interpretacją przeszłości w celach politycznych, niedążącą do obiektywizmu czy prawdy historycznej. Pozostaje częścią działań wielu państw, w tym Federacji Rosyjskiej w ramach prowadzonej przez Kreml wojny informacyjnej. Wojna informacyjna nie posiada jednej powszechnie akceptowanej definicji, będąc interpretowana różnie przez badaczy w Rosji oraz na Zachodzie. Zachodnie definicje skupiają się na militarnym, strategicznym, operacyjnym i taktycznym wykorzystaniu informacji, podczas gdy Rosja traktuje wojnę informacyjną jako wszechstronną kampanię wywierania wpływu, nieograniczoną tylko do czasu wojny. Rosyjska strategia skupia się więc na dezorientacji i paraliżu przeciwnika w znaczeniu sensu largo, w przeciwieństwie do zachodniego modelu opartego na przekonywaniu do danych treści. Rosyjskie działania w obszarze informacyjnym, takie jak rozpowszechnianie dezinformacji za pomocą różnych mediów, mają na celu realizację konkretnych interesów politycznych, często poprzez fałszowanie historii i manipulowanie opinią publiczną. Historia w stosunkach polsko-rosyjskich jest jednym z kluczowych problemów. Rosyjska perspektywa skupia się na takich kwestiach jak brak wdzięczności Polski za wyzwolenie przez Armię Czerwoną oraz ważnych wydarzeniach historycznych, takich jak wojna polsko-bolszewicka. W relacjach bilateralnych zarysowuje się również spór dotyczący II wojny światowej, w którym Rosja dąży do minimalizacji odpowiedzialności Związku Radzieckiego za wybuch wojny i podkreślania swojej roli jako wyzwoliciela Europy. Jednocześnie lansowana jest teza o kluczowej roli Polski jako państwa odpowiedzialnego za rozpoczęcie konfliktu. Kreml prowadzi politykę historyczną w wymiarze międzynarodowym, kształtując w tym kontekście negatywny obraz Polski. Działania te mają na celu ideologiczną konsolidację społeczeństwa rosyjskiego oraz wzmacnianie pozycji międzynarodowej Rosji.
The objective of this article is to identify the determinants, nature and implications of historical policy as a foreign policy tool of the Russian Federation. Furthermore, it is to understand the role of historical propaganda as an instrument of Russia’s foreign policy towards Poland and to identify its impact on bilateral relations. According to the adopted research hypothesis, Russia uses historical events to realise its interests towards Poland, which boils down to controlling the historical narrative on a global scale, affirming the role of the superpower as the victor of World War II and shaping national identity. The article uses the method of content analysis and political discourse analysis to understand and show how historical propaganda is created, disseminated and how it affects Polish-Russian relations. The study was based on an analysis of source materials, including media messages, official statements by politicians and academic publications.
Le terme de propagande historique combine des éléments des termes propagande et politique historique. La propagande est un effort systématique de formation de l’opinion publique, dans le but d’influencer les attitudes du public à l’égard d’une idée ou d’un groupe particulier. La politique historique, quant à elle, associe des événements passés à des objectifs politiques dans le but d’influencer la perception de l’histoire. La politique historique est donc une interprétation du passé à des fins politiques, sans viser l’objectivité ou la vérité historique. Elle fait toujours partie des activités de nombreux états, dont la Fédération de Russie, dans le cadre de la guerre de l’information menée par le Kremlin. La guerre de l’information n’a pas de définition unique et universellement acceptée, étant interprétée différemment par les chercheurs russes et occidentaux. Les définitions occidentales se concentrent sur l’utilisation militaire, stratégique, opérationnelle et tactique de l’information, tandis que la Russie considère la guerre de l’information comme une campagne d’influence globale, qui ne se limite pas à la période de guerre. La stratégie russe se concentre donc sur la confusion et la paralysie de l’adversaire au sens large, par opposition au modèle occidental fondé sur la persuasion d’un contenu donné. Les activités russes dans le domaine de l’information, telles que la diffusion de la désinformation par le biais de divers médias, visent à poursuivre des intérêts politiques spécifiques, souvent en falsifiant l’histoire et en manipulant l’opinion publique. L’histoire dans les relations russo-polonaises est l’une des questions clés. Le point de vue russe se concentre sur des sujets tels que le manque de gratitude de la Pologne pour la libération par l’Armée rouge et des événements historiques importants tels que la guerre polono-bolchévique. Les relations bilatérales sont également marquées par un différend sur la Seconde Guerre mondiale, dans lequel la Russie cherche à minimiser la responsabilité soviétique dans le déclenchement de la guerre et à mettre l’accent sur son rôle de libérateur de l’Europe. Dans le même temps, la thèse du rôle clé de la Pologne en tant qu’État responsable du déclenchement du conflit est mise en avant. Le Kremlin poursuit une politique historique internationale, façonnant une image négative de la Pologne dans ce contexte. Ces actions visent à consolider idéologiquement la société russe et à renforcer la position internationale de la Russie.

Tekst przedstawia politykę historyczną Rosji w kontekście syryjskiego sekularyzmu – ukazuje nową rundę zmagań pomiędzy anglosaskim optymizmem dotyczącym islamu na Bliskim Wschodzie a historycznym rosyjskim realizmem. Po pierwsze, wspierana przez Rosję świecka partia Baas zapewniła trwałą integrację mniejszości Syrii w pewien typ społeczeństwa i systemu politycznego gwarantującego wolność religijną w przeciwieństwie do systemów radykalnego islamu. Po drugie, Rosja wykorzystuje pamięć zbiorową alawitów i chrześcijan odnoszącą się do sunnickich prześladowań oraz kontrowersyjne alianse USA, utwierdzając swe wpływy zagraniczne, głównie w regionach związanych z prawosławiem. Po trzecie, Stany Zjednoczone i niektóre kraje UE osądzają działalność al-Assada według własnej perspektywy po 1990 r., tzn. eksperymentu wdrażania standardów wielokulturowego społeczeństwa. Z kolei Rosja ocenia sytuację w regionie z perspektywy co najmniej 200 lat, które obfi towały w wiele dramatycznych wydarzeń, z najbardziej bolesnym: ludobójstwem Ormian. Problemem jest to, że w przypadku ewentualnego upadku rządów Baszara al-Asada Zachód nie będzie w stanie zapewnić mniejszościom długoterminowego bezpieczeństwa według swoich demokratycznych standardów. W tej sytuacji alawici i chrześcijanie upatrują w Rosji gwaranta bezpieczeństwa i wolności religijnej. Zachodnie wsparcie dla „demokracji” na Bliskim Wschodzie i Azji Centralnej przerodziło się w pasmo konfl iktów i zaowocowało niebywałym rozwojem radykalnego islamu.
This article presents an overview of the principal results of research on the historically-oriented policy of Russia’s activity in the Middle East in the context of the case of Syrian- Ba’thist secularism. Firstly, supported by Russia the secular approach of the Syrian Baath Party has provided integration of the Alawites, Christians and other minorities into the political system and society. Secondly, Russia has used memories of many religious warfare and Islamic (Sunni) persecution of Alawites and Orthodox Christians. Using this kind of collective memories, Russian policy has linked many Christian nations. Thirdly, one of the misunderstandings is that the United States and some EU countries judge Assad and Syria by the modern standards of post 1990 Western Europe; Putin and Russia are judging matters in the context of over two hundred years of confl icts and persecutions. Probably, it is a new round of competition between the Anglo-Saxon liberal optimism and historical Russian pessimism. The problem is that in the case of Assad’s fall Washington and none of its Western allies are able to provide long-term security for Syrian minorities according to their democratic standards. Paradoxically, the Alawites and Christians automatically see Russia as a natural protector of human rights at least in terms of religious freedom. Unfortunately, today’s western support for ‘democracies’ in the Middle East (Afghanistan, Iraq, Syria, and Libya) has been unsuccessful.

Na przestrzeni lat politycy Stanów Zjednoczonych Ameryki i Federacji Rosyjskiej prezentowali odmienne opinie dotyczące wzrostu potencjału militarnego Rzeczypospolitej Polskiej. Dla decydentów Federacji Rosyjskiej działania Polski w zakresie bezpieczeństwa stanowiły realne zagrożenia dla żywotnych interesów mocarstwa i oddziaływania na politykę państw w Europie Środkowej i Wschodniej. W Stanach Zjednoczonych Ameryki postrzeganie polityki bezpieczeństwa, prowadzonej przez polskich polityków, wynikało z przyjętej koncepcji polityki zagranicznej i bezpieczeństwa przez amerykańskich polityków. Kandydaci na stanowisko prezydenta Stanów Zjednoczonych Ameryki przedstawiali własne poglądy dotyczące polityki zapewniającej globalne bezpieczeństwo. Donald Trump negował rolę Stanów Zjednoczonych Ameryki, jako protektora państw Europy Środkowej i Wschodniej w zakresie bezpieczeństwa, równocześnie dostrzegając korzyści wynikające z partnerstwa z Federacją Rosyjską. Kontrkandydatka Hillary Clinton zapowiedziała kontynuację dotychczasowej polityki państwa oraz stworzenie koalicji przeciwko Państwu Islamskiemu. Pomimo różnic w odbiorze pozycji Rzeczypospolitej Polskiej w zakresie bezpieczeństwa, Wojska Specjalne rozwijają swoje zdolności do prowadzenia operacji obronnych państwa oraz uczestniczenia w międzynarodowych działaniach, np. dowodzenie siłami specjalnymi podczas dyżuru w ramach Sił Odpowiedzi NATO.
Over the years, the politicians of the United States of America and the Russian Federation presented different opinions on the growth of the military potential of the Republic of Poland. For the decision makers of the Russian Federation the Polish activities regarding security constituted a real threat to the vital interests of the superpower and impact on the policies of countries in Central and Eastern Europe. In the United States the perception of security policy pursued by Polish politicians resulted from the concept of the foreign policy and security adopted by American politicians. Candidates for the position of the President of the United States of America presented their own views on the policy ensuring global security. Donald Trump denied the role of the United States of America as a protector of the countries of Central and Eastern Europe in terms of security, while recognizing the benefits of the partnership with the Russian Federation. Opponent Hillary Clinton announced the continuation of the current state policy and the creation of a coalition against the Islamic State. Despite the differences in the perception of the status of the Polish Republic regarding security in the international arena, Polish Special Forces are developing the capacities to conduct defence operations and participate in international activities e.g. command special forces in the framework of the NATO Response Force.

The following article deals with the issue of the influence of the Russian Federation on countries located in the European part of the post-Soviet area. Due to the diversity of vectors of Russia’s influence, from which article indicates the four most important: economic, military, related to the Russian minority and frozen conflicts. The article answers the question about the omnipotence of the Russian Federation in the European part of the post-Soviet area, which subsequent stages of the evolution of internal and external policy led to the stabilization and in consequents rebirth of neo-imperial tendencies towards the so-called „Close abroad”. It draw the genesis of the argument from the historical premises of the USSR and the 1990s, as well as the existing links between the former republics of the USSR and Moscow as the center. The article was created using the research desk method on the basis of government documents, the latest studies of that topic, analyzes of leading think-thanks, as well as documents and press releases.

Neoimperialna polityka realizowana współcześnie przez Federację Rosyjską w zdecydowany sposób wpłynęła na zmianę retoryki w sferze bezpieczeństwa Europy Wschodniej. Jednym z narzędzi, które ma wspomóc operacyjność oraz skuteczność regularnych formacji wojskowych, są oddziały obrony terytorialnej. Niniejszy artykuł przedstawia zatem proces formowania się obrony terytorialnej na Ukrainie, bowiem właśnie to państwo dzisiaj zmaga się z bezpośrednim przejawem destrukcyjnej polityki Federacji Rosyjskiej. Autor przedstawia formalno-strukturalną perspektywę kształtowania się ukraińskiej obrony terytorialnej. Uwzględnia przy tym proces jej transformacji od 2004 roku, biorąc pod uwagę zmiany w sferze legislacyjnej, organizacyjnej oraz aksjologicznej. Wojna w Donbasie w zasadniczy sposób wpłynęła na sposób postrzegania formacji obrony terytorialnej przez ukraińskich rządzących. Dlatego autor przedstawia również perspektywę rozwoju ukraińskiej obrony terytorialnej zgodnie z radykalnie zmienioną logiką jej działania, opartą o doświadczenia innych krajów. Artykuł podejmuje dotychczas pomijaną w polskim dyskursie naukowym przestrzeń formowania się potencjału obronnego na Ukrainie, która z perspektywy geopolitycznych interesów Polski od wielu lat jest niezwykle istotnym obszarem jej aktywności
The neo-imperial policy implemented by the Russian Federation today has significantly changed the rhetoric in the area of security in Eastern Europe. In this context, the authorities of individual countries are taking the necessary actions aimed primarily at strengthening their own defense potential. One of the tools to support the operability and effectiveness of regular military formations are territorial defense units. Therefore, this article presents the process of formation of territorial defense in Ukraine, because it is this state that today is struggling with the direct manifestation of the destructive policy of the Russian Federation. The author presents the formal and structural perspective of the formation of Ukrainian territorial defense. It takes into account the process of its transformation since 2004, taking into account changes in the legislative, organizational and axiological spheres. The war in Donbass had a fundamental impact on the perception of the territorial defense formation by the Ukrainian government. Therefore, the author also presents the perspective of the development of Ukrainian territorial defense in accordance with the radically changed logic of its operation, based on the experiences of other countries. The article deals with the area of the formation of defense potential in Ukraine, which has been so far ignored in the Polish scientific discourse, which, from the perspective of Poland's geopolitical interests, has been an extremely important area of its activity for many years.

The study analyzes the existing legislation of the Republic of Sakha (Yakutia) regarding the Representative for the Rights of Small Indigenous Peoples of the North. The analysis of legal acts makes it possible to indicate the legal framework for the status of the Representative of the Rights of Small Indigenous Peoples of the North as one of the mechanisms of nationality policy towards small indigenous ethnic groups in the Republic of Sakha (Yakutia). The analysis has been conducted considering systemic, comparative and dogmatic approaches. The study indicates good solutions, as well as the inadequacies of the mechanism for the legal protection of small indigenous ethnic groups of the North by the Representative. The author concludes that there is a need for further development of Sakha (Yakutia) legislation on the Representative for the Rights of Small Indigenous Peoples of the North.
W pracy dokonano analizy obowiązującego ustawodawstwa Republiki Sacha (Jakucja) w zakresie dotyczącym Pełnomocnika Praw Małych Rdzennych Ludów Północy. Egzegeza aktów prawnych pozwoliła wskazać ramy prawne statusu Pełnomocnika Praw Małych Rdzennych Ludów Północny jako jednego z mechanizmów polityki narodowościowej wobec małych rdzennych grup etnicznych w Republice Sacha (Jakucja). Przeprowadzona analiza uwzględnia podejście systemowe, porównawcze oraz dogmatyczne. Wskazano dobre rozwiązania, a także niedociągnięcia w mechanizmie prawnej ochrony małych rdzennych ludów Północy przez Pełnomocnika. We wnioskach wskazano na potrzebę dalszego udoskonalania ustawodawstwa Sachy (Jakucji) o Pełnomocniku Praw Małych Rdzennych Ludów Północy.

Vladimir Putin’s Russia is a country with strong aspirations to rebuild its superpower position in the world. In this process, the Kaliningrad Region and its military strength play a significant role. At the same time, this region is an important element of the foreign policy and security of the Russian Federation, and due to its geographical location, it is a key element of Russia’s political and military influence on the Western countries. The region also plays an important economic role, and the Russian Baltic Fleet oftenarried out activities supporting the economic development of the region and the country. After the takeover of power by Vladimir Putin, the significance of Kaliningrad increased even more, and the area itself plays an important role in the New Defense Doctrine of the Russian Federation. A tendency visible for years, relating to the region, is to increase the military position of the Kaliningrad Region together with increasing aspirations of imperial power by the Kremlin.

   The article supports the thesis that despite Cold War style oratory and criticism of the NATO's intervention against Yugoslavia, Russian policy on Kosovo armed conflict represented a realistic and pragmatic approach. It points that Russian leadership was conscious of the domestic political and economic problems as well as the unfavourable post Cold War shift of power and changes of the international system and knew that Russia could not reply to the unilateral NATO's air campaign against Yugoslavia. It argues that Moscow admittedly wanted to avoid NATO intervention at the Balkans which inevitably undermined the international position of Russia, but despite some political gestures and claims about the traditional Russo-Serbian friendship had no direct geopolitical interests at the Kosovo conflict, did not believe the Milosevic's 'truths' and actively participated at the high-level international peacemaking initiatives together with the West. It claims that Russia actually supported Western efforts aimed to stop the violence at the province and start political dialogue between Belgrade and Kosovo Albanians about the autonomy of the province. It finally argues that Russian constructive approach 'helped' the Alliance to end its war over Kosovo and stresses that peace proposals offered to Belgrade were collectively worked out and endorsed by the West and Russia.

The article describes cluster policy in the Russian Federation regarding industrial clusters. In the first part, the authors explain the definitions of basic concepts related to clusters that are used in Russia, the features of cluster policy in the light of European experiences, and bring closer the Russian literature on the subject. In the second part, they distinguish and describe five stages of cluster policy in Russia. In the third part, they present basic quantitative data describing clusters in Russia, including their spatial diversification, the number of entities creating clusters, employment, etc. A particular role of the state in creating clusters and subsequent cluster policy programs is described, paying attention to their low efficiency.

In the modern world of energy dependent economies, the energy component acts as a determining factor in making strategic and political decisions in the geopolitical dimensions. The article’s central interest focuses on the economic origins and financial base of the energy component of Russia’s aggressive foreign policy in the European space. It contains the qualitative and quantitative indicators of the structure of modern Russian energy market and presents the research of sources of economic basis of Russia’s military overcapacity and correlation between the size of defense spending and state budget revenues of the Russian Federation in the energy sector. Based on the findings of this study, possible ways and measures can be modeled to create an effective financial‑economic and political‑strategic system of the EU states to deter the current course of the Kremlin tight energy policy on the territory of European countries.

Polega ona na włączaniu w trakcie operacji agentury, która pozornie daje możliwość weryfikowania informacji uzyskiwanych przez ofiary od wcześniej podsuniętych agentów dezinformacyjnych i która może – w celu zdobycia zaufania ofiar – uczestniczyć w demaskowaniu i podważaniu wiarygodności agentury wykorzystanej wcześniej. Tę metodę autor określa obrazowo jako „system matrioszek”. W artykule opisano zastosowanie wyżej wspomnianego systemu na przykładzie działań sowieckiego kontrwywiadu wobec białej emigracji w 1927 r. i postawiono hipotezy oparte na założeniach opisanej metody, odniesione także do wydarzeń współczesnych (wojny w Gruzji oraz infiltracji przez służby rosyjskie ugrupowań uplasowanych na przeciwstawnych krańcach spektrum politycznego).
The author analyzes one of methods of manipulating with victims of disinformation operations carried out by the Soviet/Russian special services, consisting of the inclusion of the disinformation agents during the operation, which seemingly offer the opportunity to verify the intelligence obtained by victims of disinformation from previous disinformation agents, but who may also - to win the trust of the victims - participate in unmasking and undermining trust in the agents previously used to deceive the vitims. This method is described graphically as the “matrix system”. The article, although describes the use of the “matrix system” on the example of Soviet counterintelligence activities against the white emigration in 1927, simultaneously attempts to put forward hypotheses based on assumptions of the described method, referring to contemporary events like the war in Georgia or infiltration by Russian services of groups placed on opposing extremes of the political spectrum.
