The aim of this article is to analyze the concept of Russian foreign and security policy by Eugene Primakov, one of the most eminent Russian politicians of the twentieth century. The article applies research methods and techniques appropriate to science about politics. These include a comparative analysis and a method of historical analysis that enabled the presentation of political events and factors shaping the foreign and security policy of the Russian Federation. In 1996, President Boris Yeltsin appointed Primakov to the post of the Minister of Foreign Affairs of the Russian Federation. The goals and assumptions of foreign and security policy have undergone a thorough redefinition, related to the tendencies noticeable in Russia in 1993–1995. Before, foreign policy had been dominated by neoliberal and Euro-Atlantic options, whose representative was predominantly Primakov’s predecessor as the minister of foreign affairs, Andrei Kozyrev. After the fall of Sergei Kirijenka’s government, Primakov assumed the office of Prime Minister on September 11, 1998 and held it until May 12, 1999. It was a cabinet of political compromise, which was supposed to facilitate agreement with the opposition and the continuation of reforms, although not on the same principles as before. Primakov criticized his predecessors for the wrong political line, the lack of effectiveness of the stabilization policy, which resulted in a fall in production. He stressed that his government did not give up market reform, but called for the state’s participation to be increased. Yevgeny Primakov claimed that Russia should strive to formulate a multipolar system of international relations that truly reflects the multifaceted nature of the present world with the diversity of its interests. Primakov exerted a huge influence on the Russian foreign and security policy of Putin’s day. His political line was carried out by his successors, and above all Igor Ivanov and Sergey Lavrov. The main directions and assumptions of his concepts are still repeated in official documents articulating the Russian doctrine of security and defense, and nothing indicates that this state of affairs has changed, and this in turn carries the threat of destabilization in Central and Eastern Europe.

Russian policy in South Caucasus is not a fully effective policy, as Russia’s actions towards Armenia, Azerbaijan and Georgia are dominated by bilateral relations rather than a single, coherent strategy towards the region. The policy towards these countries also bears the hallmarks of an imperial policy, since it boils down to rewards (in the political, economic or military sphere) for cooperation, or punishments for any action against Russian interests. In addition to enhancing bilateral relations, Russia makes efforts (in accordance with documents issued by official bodies) to integrate the CIS area, of course including the Trans-Caucasus, under its leadership. But it comes up short in these efforts, because not all the Caucasus countries are interested in Russian-led economic integration (within the Eurasian Economic Union), or political and military integration (within CIS, CSTO).

It seems obvious that Vladimir Putin will leave for political activities, resource and information-ideological support of separatist entities of South-East of Ukraine and will use any mistakes and failures of the Ukrainian political and military leadership.

Аннотация. Украина расположена на ключевой для европейских государств территории. Специфика геополитической позиции Украины состоит в т.н. ее «срединном» положении: между Европой и Россией. Официальные заявления российского руководства свидетельствуют о крайне негативном восприятии событий в Украине. Представляется очевидным, что В. Путин не оставит действия по политической, ресурсной и информационно-идеологической поддержке сепаратистских образований юго-востока Украины и будет использовать любые ошибки и промахи украинского политического и военного руководства.

Article is devoted to theoretical and methodological aspects of the foreign policy of the European Union. These refl ections come from the basic assumption that the EU, as a unique participant of international relations, has developed a specific sphere of regulating its relations with the outside world, which essentially corresponds to the foreign policy of the state. This sphere, as an unprecedented phenomenon in the international arena, however, is characterized by great indefi niteness in terms of both theoretical and methodological, as well as political practice, which include, inter alia, such basic issues as the scope and conceptual definition of this policy. The article attempts to explore the most important issues related to the specificity of EU foreign policy (in particular the relationship between the EU institutions and Member States) and proposes a definition of this policy, treated as so-called European Union’s external policy.

Relations between Russia and Central European countries at the background of domestic transformations and global crisis have passed several stages of development: their almost complete breakdown in the mid 1990-ies, had improved during the 2000-ies, but after the crisis in Ukraine has returned back towards the lowest point of the last 25 years. If in 1990-ies the state of relations had been largely determined by the countries themselves, now, in the absence of subjective reasons for their decline, they are forced to obey the new commitments dictated from Brussels. Against this background, the bilateral relations continue to influence the circumstances that can be associated rather with the formation of the foundations of the new policy and its ideological basis. The current situation, and mainly the crisis in Ukraine, as the country situated between us, had put a real call to our relationship. The ability to give an adequate answer to it would prove the maturity of our relations.
Отношения России и стран Центральной Европы на фоне внутренних трансформаций и глобального кризиса прошли несколько этапов: от их практически полного разрыва в середине 90-х годов, до улучшения в пер- вом десятилетии 2000-ых, но после кризиса на Украине вновь вернулись на низший за 25 лет уровень. Если в 90-е годы состояние отношений опре- деляли сами страны, то ныне, при отсутствии субъективных причин к их снижению, они вынуждены подчиняться новым союзническим обязатель- ствам, диктуемым из Брюсселя. К тому же, на двусторонние отношения продолжают влиять обстоятельства, которые можно связать скорее с раз- работкой самой формулы новой внешней политики, ее идеологических составляющих. Нынешняя ситуация, кризис в находящейся между нами Украине, ставят наши отношения перед реальным вызовом времени. Возможность совместными усилиями найти выход из этой ситуации будетсвидетельствовать о зрелости взаимоотношений России и стран Центральной Европы.

The National Assembly of the Republic of Belarus as legislative authority representation mainly plays a legislative role. However, both Chambers of the Belarusian Parliament are also involved in the process of implementing the country foreign policy. They perform it through the activities within the framework of multilateral cooperation or bilateral cooperation. They consider legislative issues related to international agreements or the approval of foreign policy orientations. The presentation of the above issue required an analysis of the Belarusian Parliament constitutional status in the context of international relations, as well as normative acts that regulate the political and legal aspects of activities in the discussed area. Therefore, an institutional and legal analysis, as well as a comparative method were mainly used. The analysis of legal bases of the Belarusian Parliament activities within the framework of foreign policy allowed to present the aspects related to the organisation of these activities, as well as to characterise competence, and to assess the Parliament role within this area. The results of the carried-out studies showed that the position of the National Assembly in foreign policy, despite its entitled competence, is small or not fully exploited.

   The article supports the thesis that despite Cold War style oratory and criticism of the NATO's intervention against Yugoslavia, Russian policy on Kosovo armed conflict represented a realistic and pragmatic approach. It points that Russian leadership was conscious of the domestic political and economic problems as well as the unfavourable post Cold War shift of power and changes of the international system and knew that Russia could not reply to the unilateral NATO's air campaign against Yugoslavia. It argues that Moscow admittedly wanted to avoid NATO intervention at the Balkans which inevitably undermined the international position of Russia, but despite some political gestures and claims about the traditional Russo-Serbian friendship had no direct geopolitical interests at the Kosovo conflict, did not believe the Milosevic's 'truths' and actively participated at the high-level international peacemaking initiatives together with the West. It claims that Russia actually supported Western efforts aimed to stop the violence at the province and start political dialogue between Belgrade and Kosovo Albanians about the autonomy of the province. It finally argues that Russian constructive approach 'helped' the Alliance to end its war over Kosovo and stresses that peace proposals offered to Belgrade were collectively worked out and endorsed by the West and Russia.

У статті проаналізовано зовнішню політику Великої Британії щодо України у 1917-1921 рр. Показано особливості відносин між Англією та українськими урядами за доби національно-визвольних змагань. Розкрито вплив політики Великої Британії на становлення та розвиток української державності. З’ясовано міжнародні, політичні та військові передумови українсько-британського зближення у революційну добу. Зазначено, що важливим чинником зміщення орієнтації зовнішньої політики у бік Антанти була участь української делегації під керівництвом І. Коростовця у конференції країн Антанти у Яссах на початку листопада 1918 р. Встановлено, що інтерес до України та її боротьби за державність виявляли закордонні дипломати, акредитовані урядом УНР. В Україні продовжували свою діяльність консульські установи як країн Антанти (зокрема, Великої Британії), так і нейтральних держав. Показано, що Велика Британія, як і інші держави Антанти, проігнорували законне право українського народу на державну самостійність і соборність його земель.
This article analyzes the foreign policy of Great Britain to Ukraine in 1917-1921 years. Features of relations between England and the Ukrainian governments during national liberation movement are shown. The impact of Great Britain on the political formation and the development of Ukrainian statehood is revealed International, political and military background of the Ukrainian-British rapprochement in revolutionary days is clarified . It is indicated that an important factor shifted foreign policy orientation towards the Entente was the participation of the Ukrainian delegation under the leadership of I. Korostovetzin in the conference of Entente states in Iasi in early November 1918. It is established that interest in Ukraine and its struggle for statehood was shown by foreign diplomats accredited to the government of UРR. Consular offices of the Entente (including Great Britain) and neutral states continued their activities in Ukraine. It is shown that Great Britain and other Entente powers ignored the legitimate right of the Ukrainian people for national independence and the unity of its lands.

Ten years after Poland’s accession to the European Union it seems right to ask the question: is our country a subject or an object in the political game in Brussels? Is our position strong enough to effectively influence the decision-making mechanisms in the European Union? Or maybe what some say about Poland’s position in the EU is true and our country is indeed “playing out of its league? In an attempt to contribute to answering these questions, in this text the author tries to identify the factors which may have had an impact on the election of Polish Prime Minister Donald Tusk for the President of the European Council. The aim of the conducted cognitive process is also to perform an initial analysis of the visible results of this move, both for the institutional system of the European Union and for the way in which public decisions are shaped within the organization.The author also tries to identify the most significant challenges the Union has to face, as seen from the perspective of the President of the European Council. One might hope that this will be a good starting point for learning about the mechanism of forming political decisions in the EU, which will also find their place in the hereby publication as part of an extended analysis.

This paper provides a theoretical explanation of what causes historical issues to impact bilateral relations between two states. The case which was chosen for analysis – popularly known as the Katyń issue – involves changes in Polish foreign policy towards the Russian Federation due to the remembrance of the Katyń Massacre. The main assumptions are based on the concept of securitization and its analytical framework, particularly the societal portion, which is proposed by the Copenhagen School of security study. The process of European integration can be seen as the main causal factor leading to a complex of vertical and horizontal competition between Poland, the EU, and Russia over the construction of their historical identities with a referent object of securitization in Poland. The main conclusion of this paper suggests that significant differences in the understanding of various nations’ roles in WW2 between the EU and Russia have led to the securitization of the Polish historical image of WW2. The Polish audience considered it important to accept the historical truth. The Katyń issue in Polish–Russian relations has become a case that reflects the process which leads to securitization of disputes between historical victims and victimizers on a state–to–state level.

The article attempts to analyze how the European Union plays its distinctive international role as a so-called soft power. The paper takes into account the fact that the EU acts on its external environment using primarily of a political, diplomatic, economic and cultural means, and not through the use of ‘hard’ instruments of coercion (including the armed forces). The concept of the European Union as a ‘soft power’ serves as a starting point for the presentation of other theories directly related to it – in the first place the concept of the EU as a ‘civilian power’ and ‘normative power’ and other theories derivatives. They take into account various aspects of the specificity of the European Union as a unique participant in contemporary international relations, restraining from using military force and promoting democratic values.
W artykule podjęto próbę analizy tego, w jaki sposób Unia Europejska odgrywa charakterystyczną dla siebie międzynarodową rolę tzw. „łagodnej potęgi” (soft power). W rozważaniachwzięto pod uwagę fakt, że UE oddziałuje na swoje otoczenie zewnętrzne za pomocą przede wszystkim środków o charakterze politycznym, dyplomatycznym, ekonomicznym, kulturowymitp., a nie poprzez zastosowanie „twardych” (hard) instrumentów przymusu (w tym siły zbrojnej). Koncepcja Unii Europejskiej jakosoft power posłużyła jako punkt wyjścia do prezentacjiinnych teorii bezpośrednio z nią związanych, w pierwszym rzędzie koncepcji UE jako civilian power, a następnie normative poweri innych teorii pochodnych. Uwzględniają one rozmaite aspekty specyfiki Unii Europejskiej jako unikatowego uczestnika współczesnych stosunków międzynarodowych, powstrzymującego się od wykorzystywania siły militarnej i promującegowartości demokratyczne.

Taking Norway as an example and a point of departure, this article looks at the ways in which the EFTA countries tackled dilemmas connected with the necessity to safeguard their interests in foreign policy against the background of the developing integration in foreign policy between the EC and, later, the EU members. The author argues that Norway, as a non-EU European country, consistently pursued a strategy typical for a ‘small country’ of the Nordic region vis-à-vis the ongoing integration of the EC/EU in the area of foreign affairs. After the end of the Cold War, Norway faced a potential threat of declining interest of the transatlantic community and the NATO in the Northern area. The EU enlargement in 1995 considerably limited the possibilities for Norway to coordinate foreign policy with other Nordic countries. For these reasons, Norway supported the development of the EU’s CFSP/CSDP as a tool complementary to the NATO in order to enhance its security. Institutionally, it chose a pragmatic model of selected approximation to the EU’s foreign and defence policy, especially for political dialogue, declarations, sanctions, as well as the CDSP’s civilian and military operations.

The paper presents relations by Polish diplomats (Józef Lipski, Edward Raczyński, Juliusz Łukaszewicz, August Zaleski and Kazimierz Papee) related to foreging policies of the state pursued between 1926 and 1939, paying special attention to relations between Poland and France, Great Britain, the Soviet Union, and Germany. Their reports were presented before the Government Commission set up I October, 1939.

The aim of this article is to analyze Polish foreign policy, its nature and instruments of implementation under the migration crisis. The migration issue is in this case the determinant of foreign policy, which verified and actuated Polish external policies in the bilateral relations, as well as in the framework of multilateral cooperation. The migration issue has also become a determinant of European policy of Poland prejudging the extent and mechanisms of Polish involvement in the solution of the migration crisis in European institutions. It should be noted that a different approach to EU policies and its activities to prevent and mitigate the effects of the influx of people on its territory is reflected in the relations between Member States, as exemplified by the Polish-German relations. The migration issue is also reflected in the activities of the Visegrad Group. Fear of the consequences of mass migration into the EU and, above all, opposition to the obligation to accept refugees based on the quota system proposed by the European Commission intensified cooperation within the Visegrad Group. From the Polish foreign policy perspective, the Visegrad Group is seen as an important entity influencing its effects.
