Bezpieczeństwo ekologiczne jest pojęciem złożonym i wieloznacznym, zależnym od sposobu podejścia do problemu. W procesie zapewniania bezpieczeństwa ekologicznego szczególną rolę odgrywa Minister Środowiska, który opracowuje projekt Polityki Ekologicznej Państwa oraz odpowiada za monitoring środowiska. Poprzez proces zarządzania bezpieczeństwem ekologicznym można wpływać na takie stymulowanie procesami rozwoju kraju, aby w jak najmniejszym stopniu zagrażały one środowisku i jego zasobom naturalnym, a jednocześnie gwarantowały warunki do stabilnego rozwoju inwestycyjnego.
The article presents the author’s reflections on the cause and effect relationship between environmental safety and the development of investment in Poland. Ecological safety is acomplex and ambiguous concept. It depends on the approach to this problem. The Minister of Environment plays a very important role in the process of providing the ecological safety.He prepares a draft of the National Environmental Policy and is responsible for monitoring the environment. By using ecological safety management we can make the development of thecountry processes as little harmful to the environment and natural resources as possible, and at the same time those processes would guarantee stable conditions for the development ofinvestment.

Opis:: The article presents the names of housing development in one of the most attractive and beautiful regions of Poland which Tricity is. The onomastic material was collected from the catalogue of houses Katalog mieszkaniowy (Trójmiasto i okolice, jesień 2012) and the web site http://dom.trojmiasto.pl/inwestycje. The presented names show us semantic groups, which are exist among these nominations. Most of all gathered names use to theirs nominations existing street names. Expressions referring to nature and relaxations, seaside character as well as expressions encouraging people to buy a flat in a choseninvestment are another very popular groups.

Opis:: Subject and purpose of work: The paper presents an analysis of investment activity in Biała Podlaska in 2008-2015 and evaluation of this activity by the local community. Main directions of investments, including funds from the European Union have been presented. Materials and methods: The paper has been prepared on the basis of the literature, programming documents of the city and own research based on the sample of 100 residents. Descriptive method, statistical analysis and graphical presentation of the results of research have been used. Results: The paper has confirmed that investments are a key factor in the development of every city and the use of this factor by means of the inflow of funds from the outside depends on the attractiveness of the city and the surrounding region and activity of the municipalities. The city of Biała Podlaska has undergone a deep restructuring and changed in the functional structure. Investments have been integrated into strategic and operational development objectives of the city. The level of investment in Biała Podlaska puts the city at the forefront of towns in the Lublin region and ensures stability of development. Conclusions: The research has confirmed the role of investments in urban development and the role of European funds in the investment process. In addition to the cognitive results the research has revealed the need to develop marketing activities and coordination, providing the possibility of better use of resources and geographical position to re-industrialization of the economy. The support of local authorities is needed to develop academic, industrial, transportation and logistics functions.
Przedmiot i cel pracy: W pracy przedstawiono analizę działalności inwestycyjnej w mieście Biała Podlaska w latach 2008-2015 oraz ocenę tej działalności przez społeczność lokalną. Przedstawiono główne kierunki inwestowania, w tym także przy użyciu środków z funduszy Unii Europejskiej. Materiały i metody: Opracowanie przygotowano w oparciu o literaturę przedmiotu, dokumenty programowe miasta oraz badania własne na 100 osobowej próbie mieszkańców. Wykorzystano metodę opisową, analizę statystyczną i prezentację graficzną wyników badań. Wyniki: W pracy potwierdzono, że inwestycje stanowią kluczowy czynnik rozwoju każdego miasta a wykorzystanie tego czynnika przez dopływ środków z zewnątrz uzależnione jest od atrakcyjności miasta i otaczającego regionu oraz aktywności władz miejskich. Miasto Biała Podlaska przeszło głęboki proces restrukturyzacji i zmiany struktury funkcjonalnej. Inwestycje zostały włączone w strategiczne i operacyjne cele rozwoju miasta. Poziom inwestycji stawia miasto w czołówce miast regionu lubelskiego i zapewnia mu stabilność rozwojową. Wnioski: Badania potwierdziły rolę inwestycji w rozwoju miast i rolę funduszy europejskich w procesie inwestowania. Obok wyników natury poznawczej badania wykazały potrzebę rozwijania działalności marketingowej i koordynacyjnej, zapewniającej możliwość lepszego wykorzystania posiadanych zasobów i położenia geograficznego do reindustrializacji gospodarki. Wsparcia władz lokalnych wymaga rozwijanie funkcji akademickich, przemysłowych oraz transportowo-logistycznych.

Opis:: This study aims to show how the polarisation of the economic space can modify the investment attractiveness of the regional space. A thesis has been put forward that the polarisation of the economic space affects the investment attractiveness of the regional space by strengthening the polarising power of the regions with the highest investment attractiveness. This study uses the results of the parameterisation of investment attractiveness of Polish regions for 2015 by gmina; it also identifies growth poles in four five-year time periods: 2008–2012, 2009–2013, 2010–2014, and 2011–2015. The study shows that the permanent growth poles are created at a distance of several dozen kilometres from large cities. It indicates the depletion of development reserves of large and medium-sized cities, especially those with extensive space management. Smaller centres are gaining location attractiveness, especially those located in the vicinity of communication routes, where access to investment areas and lower costs of running a business attract investors. Special economic zones are also located in such places. The poles and their clusters usually form large agglomerations and industrial centres in the development phase. They are usually places with high investment attractiveness, adjusted by management decisions of large enterprises, local government units and the state government. The polarisation of the economic space affects the increase of the investment attractiveness of the regions, strengthening the succession of economic production and service functions in special economic zones. Investments in road infrastructure and revitalisation processes supported by special economic zones are essential.

Opis:: The article deals with the formation of programs for cultural development, as well as the ways to attract investment in the implementation of these programs, depending on the characteristics of the historical and cultural development of the territory. It is proved that along with economic and political concepts the idea of development and preservation of culture should be appear. Using the example of Odessa and the Odessa region, the extent to which historical and cultural characteristics can become an element of attracting investment through the development of tourism business is explored, and the presence of an independent program could become a means for determining priorities, coordinating and prioritizing the necessary changes in the cultural sphere regional levels. The article also analyzes the world experience in financing, supporting and developing the cultural sphere, and identifies three main types of cultural economics, depending on the mechanism of its investment, namely: “Romance” type, “German” type and “Anglo-American” type, is carried out. Тhe possibility of transforming foreign experience in financing cultural programs in terms of the ratio of budgetary and non-budgetary funds is being considered. Based on the results of this study, conclusions were drawn on the need to identify real sources of funding for cultural programs at the regional and municipal levels, calculate the necessary balance between budget and non-budgetary funding for cultural activities, prioritize budget funding and accumulate funds for these purposes from possible sources, which is especially important for regions that have a tourist specialization.

Opis:: Gminy mają szeroki zestaw instrumentów stymulowania rozwoju przedsiębiorczości, jednak bardzo rzadko instrumenty te są wykorzystywane w formie kompleksowej i przemyślanej strategii, o wielopłaszczyznowej sile oddziaływania. Instrumenty wspierania rozwoju przedsiębiorczości przez gminy można podzielić na dwie główne kategorie: finansowe i pozafinansowe. Jednym z czynników mogących skłonić potencjalnych inwestorów do wyboru danej gminy jako miejsca inwestycji może być planowa i długookresowa polityka finansowa wyrażająca się w stabilnym systemie preferencji podatkowych w podatkach i opłatach lokalnych oraz aktywna strategia w zakresie gminnych wydatków inwestycyjnych. Tworzenie dobrych warunków dla powstawania nowych przedsiębiorstw jest najlepszym sposobem aktywizacji społeczno-gospodarczej lokalnej społeczności.
Parishes possess a wide selection of instruments for stimulating the development of entrepreneurship, unfortunately the instruments are rarely used as part of a complex, well thought-out strategy that brings about multi-level results. The instruments for entrepreneurship stimulation belong to two major categories: financial and non-financial. One of the primary reasons for investors to select a particular parish can be the existence of a planned and long-term fiscal policy, connected to a stable system of tax preferences in taxes and local fees, and an active strategy for parish investment expenditures. Creating positive conditions for the emergence of new enterprises is the best source of social-economical activation of the local population.

Opis:: Artykuł dotyczy zaprezentowanego przez Rząd w maju 2021 r. dokumentu pt. „Polski Ład” oraz dokumentów pt. „Założenia reformy systemu planowania i zagospodarowania przestrzennego”, w których zaproponowano zmiany w systemie planowania i gospodarowania przestrzenią, takie jak wprowadzenie planów ogólnych, planów zabudowy, zintegrowanych projektów inwestycyjnych oraz katalogu standardów urbanistycznych. Porównanie obecnego systemu z powyższymi dokumentami budzi wątpliwości, czy proponowane zmiany to rzeczywiście jakościowa rewolucja w polskim prawie oraz czy przyczynią się do poprawy jakości przestrzeni. Zmiana studium uwarunkowań i kierunków zagospodarowania przestrzennego gminy na plan ogólny, a planu miejscowego na plan zabudowy, wydaje się dotyczyć przede wszystkim ich nazw. Dla zachowania precyzji wypowiedzi posłużono się cytatami z omawianych dokumentów oraz aktów prawa.
The article refers to the document presented by the Government in May 2021 entitled "Polish Deal" and the documents entitled "Assumptions of the reform of the spatial planning and development system", which propose changes to the spatial planning and spatial management system, such as the introduction of master plans, development plans, integrated investment projects and a catalogue of urban planning standards. The comparison of the current system with the above-mentioned documents raises doubts whether the proposed changes are indeed a qualitative revolution in Polish law and whether they will improve the quality of space. Changing a municipality's study of conditions and directions of spatial development into a general plan, and a local plan into a development plan, seems to concern primarily their designations. In order to maintain the precision of the statement, quotations from the discussed documents and legal acts have been used.
