    W artykule poruszono kwestie związane ze zmianami struktury handlu i usług Starego Miasta w Toruniu w kontekście dostrzegalnego współcześnie zaniku tradycyjnych funkcji śródmiejskich w polskich miastach. Tendencją charakterystyczną dla Starego Miasta w Toruniu jest zanik handlu i usług podstawowych uzupełniających funkcję rezydencjalną. Znamienne jest natomiast pojawianie się usług ponadpodstawowych, określanych także mianem „usług nowych”, których rozwój jest symptomatyczny dla obszarów współczesnych centrów dużych miast. Analizie poddano wszystkie ulice toruńskiego Starego Miasta celem określenia kierunków zmian użytkowania lokali w centrum. Wybór obszaru badań pozwolił nawiązać do wcześniejszych opracowań, dzięki czemu możliwe stało się ukazanie zmian funkcjonalnych z dwudziestoletniej perspektywy.
    The article addresses the issues of retail and service structure in Torun’s Old Town in the context of contemporary decline in traditional city centre functions in Polish cities. Torun’s Old Town is experiencing a disappearance of retail and basic services connected to residential function. Non-basic services appear, called “new services”, appear, and their development is characteristic for the contemporary city centres. All streets of Torun’s Old Town were subject to analysis that aimed to identify directions of changes in property use in the centre. The choice of research area enabled reference to earlier studies to show the functional changes in twenty-year perspective.

    Opis:
    The fundamental differences between the suburbs and the city centre that I would like to point out concern the pace of life and the intensity of urban development. Certainly, these differences are not absolute but are rather relative, as they are defined in relation to the surrounding neighbourhood that serves as a reference for self-determination. A suburb has some small‑ ‑town traits, but its close location to the city prevents it from becoming a local centre. The same concerns the architecture whose intensity is, after all, a consequence of the increasing intensity in other aspects of life, the differentiation of sources of people’s income, the demand for services, trade contacts, etc. Its incompleteness, imperfection, slower pace and focus on an unattained and unattainable ideal can make one see in the suburb as a theoretically extremely promising area. Indeed, its promise lies in this aspect of failure, incompleteness and fragmentation — which is long lasting and relatively permanent. Many traits of suburban architecture are conservative; whereas others, such as its impermanence and improvisational qualities, are experimental and are characterised by an almost guerrilla ‑like aspect. However, present day advanced postmodern thinking at times achieves an ability to take contradictory spatial, visual, artistic and functional characteristics and, through a theoretical analysis, make them into a complex ‘difficult whole’. Here, the combination itself is probably not so much harmonious but rather contains certain internal tensions, imbalances and longings of one opposite towards another. Anyway, this combination does take place and — in line with the direction of many diagnoses of contemporaneity — instead of creating abstract constructs, we must register the facts and try to conceptualise them.

    W artykule przedstawiono doświadczenia zebrane na przestrzeni 14 lat funkcjonowania strefy parkowania płatnego niestrzeżonego SPPN w Warszawie. Funkcjonowanie SPPN pomimo występowania wielu pozytywnych efektów rodzi również problemy, które częściowo wynikają z obowiązujących przepisów i są dość typowe, spotykane także w innych polskich miastach. W artykule omówiono zagadnienia związane z: wyznaczeniem granic obszaru objętego płatnym parkowaniem, wysokością opłat, skutecznością kontroli i egzekwowania opłat parkingowych oraz zachowaniami użytkowników strefy.
    The article presents some experiences gained over 14 years operation of unguarded paid parking zones in Warsaw (SPPN). The SPPN functioning despite the occurrence of many positive effects also raises problems that are due partly to the applicable regulations and are quite common, and are often met in other Polish cities. The paper discusses some issues related to: delimitation area covered by the paid parking, the amount of fees, the effectiveness of monitoring and enforcement of parking fees and the behaviour of members in the zone.
