    The paper attempts to determine the impact of applying new debt limits in the territorial self-governments introduced pursuant to the 2009 Act on Public Finance on the ability of territorial self-government units of the Lower Silesian Voivodeship to incur liabilities. The analyses comprised years 2007-2012. As a result, it was established that for the analysed period the new debt limit would decrease the formal ability of territorial self-government units from the Lower Silesian Voivodeship to incur liabilities. Simultaneously the poorest borrowing ability would be demonstrated by rural poviats (districts) and the highest ability by urban poviats (districts).

    Purpose: The aim of the article is to make a mid-term analysis of the progress of the implementation of EU projects in the area of research and innovative development of Silesian enterprises within the Regional Operational Programme of the Silesian Voivodeship (ROP SV) 2014-2020 and to identify factors affecting the fulfilment of the assumed objectives of the Programme. Design/methodology/approach: For the purpose of the research, an ex-post analysis as at the end of 2018, an ex-ante analysis was used as a simulation of the achievement of indicators in the period up to 2023 and a comparative analysis of output and financial indicators in 2018 and 2023 in relation to the planned execution framework. Findings: An evaluation of the implementation processes of Priority Axis I Innovative Economy under the ROP SV 2014-2020 was carried out. Priority Axis I (OP I) is designed to support research and development activities (R&D) of entities in the Silesian Voivodeship. Based on source materials, reports, observations and own experience, the causes and effects of the current state of achieved indicator levels were identified as well as in the final perspective of the Programme in 2023. The analysis and evaluation of countermeasures taken by the Managing Authorities/Intermediate Bodies [IZ/IP] is presented. Originality/value: As a result of the research, a list of recommendations was formulated in order to increase the absorption potential of the OP I and to increase the effectiveness of intervention in the area of R&D. The study conducted identified a low level of absorption capacity in the OP I, which applies to the current (2018) and projected (2023) situation. The degree of achievement of the target mid-term level of the financial indicator at the end of 2018 is 21.1%, and its forecast for the end of 2023 is 79.4%. Two key problems can be identified which affect the absorption potential of Priority Axis I. The first one concerns the low level of interest and application of beneficiaries in the area of R&D within the OP I. The basic reason for this is the limitation of the intervention to the area of regional smart specialisations [RIS] of the Silesian Voivodeship and a large amount of documentation necessary to prepare at the stage of signing the co-financing agreement and at the stage of accounting for projects. The second key problem involves the need to adjust the intervention logic, i.e. the level of allocation, and thus the target indicators, to the actual demand for support in the area of R&D activity under the CSF ROP 2014-2020.

    The phenomenon of depopulation was observed in the last two decades in regions of East-Central Europe where the economy had previously relied upon natural resource extraction throughout the socialist period. The restructuring of traditional branches of industry, such as mining and metallurgy, has had a negative impact on the demographic potential of industrial agglomerations as well as the surrounding areas. This article focuses on an analysis of population change after the year 1990 in the following affected regions: Silesian Voivodeship in Poland, Moravian-Silesian in the Czech Republic, and Donetsk Oblast and Luhansk Oblast in Ukraine. It also defines the types of demographic change and explains causal factors of observed processes. The population of regions mentioned above decreased from 14,4 to 12,6 million people in the period under consideration. The largest population decline was observed in Luhansk Oblast (-20,0 %) and Donetsk Oblast (-16,9 %). A considerably lower decline took place in Silesian Voivodeship (-5,7 %) and in Moravian-Silesian (-3,3 %). We find that differences in the rates of population decline are derived mainly from heterogeneity in the vital statistics of those regions while migration plays a more minor role in the depopulation process.

    Artykuł składa się z trzech części. Pierwsza stanowiąca krótki wstęp przedstawia drogę do powstania województwa śląskiego w II RP, zarówno jego części poaustriackiej jak i popruskiej. Część druga charakteryzuje przejęcie wymiaru sprawiedliwość w b. dzielnicy pruskiej, co prawda nie dotyczyło to bezpośrednio Górnego Śląska, ale rozwiązania zastosowane w Wielkopolsce i Pomorzu zostały przeniesione w swoim zasadniczym zrębie na Górny Śląsk;   krótko został też przedstawiony system sądownictwa administracyjnego obowiązujący na tym terenie przed odzyskaniem niepodległości. Część trzecia – zasadnicza – omawia budowę sądownictwa administracyjnego w województwie śląskim. Poza sądownictwem ogólnoadministracyjnym porzedstawiona została też problematyka administracyjnego postępowania spornego w sprawach górniczych. Całość kończy kilka uwag na temat języka urzędowego w postępowaniu przed śląskimi sądami administracyjnymi.
    The article consists of three parts: The first one — a short introduction — presents the process of creation of the Silesian Voivodeship in the Second Republic, both its post-Austrian and post-Prussian part. The second part of the article presents the takeover of the justice system in the former Prussian district. Although it did not concern Upper Silesia directly, the solutions applied in Greater Poland and Pomerania were transferred in their essence to Upper Silesia; the article presents also the system of administrative courts in force in this area before regaining independence. The third part — the main one — discusses the structure of the administrative courts in the Silesian Voivodship. Apart from general administrative courts, the article focuses also on the problem of administrative litigation in mining cases. The article ends with some re- marks regarding official language in proceedings before the Silesian administrative courts.

    This article is part one of a discussion that attempts to examine the state of research on the history of the police in the Second Republic of Poland as presented in to‑date historiography. My interest includes literature concerning both the State Police and the Police of the Silesian Voivodeship, two organisations independent from each other. The 1989/1990 timeline is obviously not accidental, as it was of great significance for the way research on public security organs in the interwar period was conducted. The recent 100‑year anniversary of the National Police created an excellent opportunity to assess the achievements pertaining to its history and the organisation modelled on it, i.e., the Police of the Silesian Voivodeship (PWŚl). Although their history has been the subject of several studies, it is worth taking a closer look at them trying to assess both the problems addressed and the quality of these studies. The author has made an attempt to carry out a quantitative and qualitative analysis of the existing literature, which is to lead to the identification of significant accomplishments, as well as to highlighting unexplored possibilities. The author has chosen scientific publications as a basis for his analyses. Publications of an occupational nature, that is, manuals, specialist materials, handbooks, course books, etc., remain outside the area of the author’s interest. The resulting analysis leads to the conclusion that it was not until the late 1980s that the one‑sided image of the pre‑war police, constructed through the discourse of repression against the “progressive” communist and workers’ movements, began to be abandoned. However, still dominating was the factual history, unfortunately not preceded by theoretical reflections.

    The present article is part two of the discussion attempting to assess the state of research on the history of the police in the Second Republic of Poland in historiography. This time I focus on the publications since 1990. I am interested in the literature concerning both the State Police and the Police of the Silesian Voivodeship, two independent organisations. The subsequent part deals with works published since 1990, and the last part is focused on the fate of police officers after September 1, 1939. This section also contains more complete summaries and research postulates. Obviously, the 1989/1990 timeline is not accidental, as it had a significant impact on the way historiography dealing with public security organs in the interwar period was conducted. The turn of the 1980s and 1990s was extremely fruitful for Polish historiography, including research on the history of the pre‑war police. On the one hand, access to archival materials became free and easy, thus opening new perspectives for researchers. This unrestricted possibility of using documents from the family archives of police officers and their family members was of great importance for gaining information about the everyday service of police officers. On the other hand, in some publications we notice a prevailing tendency to over‑heroise and sometimes even mythologise the pre‑war police, and this unfortunately is still happening today. All this coincided with the fact that there were an increasing number of authors dealing with the history of the police in the Second Republic, and consequently, the scope of research I was interested in had to expand.

    The article presents the most recent results and findings relating to the St. Martin’s Church in Ćwiklice. The author summarizes the hitherto state of knowledge about the building, analyzes the sources that have previously not been considered as the subject of research and puts forward the hypotheses for further research. Furthermore, she also attempts to date the church furnishings and to confirm in written sources the results of dendrochronological tests which indicate medieval origin of the church.
    Artykuł przedstawia najnowsze wyniki badań i odkryć dotyczących kościoła pw. św. Marcina w Ćwiklicach. Autorka podsumowuje dotychczasowy stan wiedzy o obiekcie, dokonuje analizy źródeł niebędących dotąd przedmiotem badań oraz stawia tezy dotyczące dalszych badań. Dokonuje także próby datowania wyposażenia kościoła i źródłowego potwierdzenia wyników badań dendrochronologicznych wskazujących na średniowieczne pochodzenie świątyni.

    The following article aims at showcasing the changes in the attitude of the Catholic Church towards various sects against the backdrop of the transformations in the Polish Upper Silesia. According to the Catholic Church, the existence of various sects contributed to the further destabilization of the world, already shaken by the events of World War I, and broke social order as well religious unity. For these reasons, apart from the obvious differences in dogma, the Church in the Polish Upper Silesia strongly opposed sectarian movements. The most effective way to counteract these perceived issues was, according to the Church, to discredit the sectarians in the eyes of the Catholic public. For that reason, the Catholic press published reports showing the devastating impact of sects on family life, vocational success or even personal happiness. However, in seeking help from the state, the Church had put itself in a precarious position, since the Church’s stance against the tolerant religious attitudes of the Second Polish Republic could have been perceived as nostalgia for the Prussian times and thus anti-patriotic. The principled position of the Catholic Church, as well as a desire to exclude other sects and the members of religious minorities from the Catholic ecclesiastical authority, created a precedent that promoted religious - and, in consequence, also social - intolerance. The right to a monopoly on spreading their ideology was a source of tension; however, that did not stop the process of social integration.

    Praca w pierwszej części poświęcona jest analizie wybranych czynników warunkujących współczesny rynek pracy województwa śląskiego. Jednak głównym celem autorek, przyświecającym drugiej części artykułu, było przeprowadzenie badania pilotażowego, będącego wstępem do planowanych w przyszłości analiz umożliwiających budowę długookresowych prognoz tego rynku. Ponieważ wiele istotnych procesów kształtujących przyszłe rynki pracy nie zostało jeszcze przebadanych w perspektywie diachronicznej, to długookresowe prognozowanie powinno być oparte na opiniach ekspertów. Kwestionariusz przeprowadzonej ankiety składał się z ośmiu tez dotyczących między innymi problemów: deregulacji rynku pracy, tempa wzrostu gospodarczego, zatrudnienia ludzi w wieku 50+, problemów emerytalnych itp. oraz ich wpływu na przyszły rynek pracy. Każdy z nich był oceniany przez ekspertów z punktu widzenia ważności na pięciostopniowej skali Likerta. Ponadto pytania dotyczyły czasu realizacji odpowiedniej tezy lub/i warunków jej realizacji. Wyniki przeprowadzonego badania pilotażowego wskazują, że wybór tez jest poprawny, a proponowane warianty odpowiedzi nie zostały przez ekspertów zakwestionowane.
    The paper in the first part is devoted to analysis of chosen determinants of the contemporary labour market of the Silesian voivodeship. However, conducting the pilot study was a main purpose of authors; it is the first step for the research planned in the future on long-term forecasts of this market. Since many essential processes shaping the future labour markets don’t still have their history, this long-term forecasting must be based on experts opinions. The questionnaire consists of eight theses concerning problems like: deregulation of the labour market, economic growth rate, employment of workers aged 50 and over, pension problems and their influence on the future labour market. Importance of thesis was evaluated on 5-point Likert scale. Survey questions concern also the time of thesis realization and conditions of their accomplishment. Conclusions of the conducted pilot scheme show that choice about theses is correct and proposed variants of the reply weren’t undermine by experts.

    Opis:
    Polychrome decorations of built in 1661 the wooden Church of St. Michael the Archangel in Żernica, completed probably in two stages in the second half of the seventeenth century, are one of the most interesting painting series of the post-Tridentine times found in the Upper Silesia region. Iconographic program was determined by two main factors: the imperative of religious demarcation accompanying the process of confessionalization, and connections with the Cistercian Order on whose estate the parish of Żernica was located. In the space of the church a special place belongs to paintings presenting Catholic teaching on the sacraments, the sacrificial nature of the Mass and the tradition of the worship of images that were exposed in particular. The first of the analyzed paintings shows characteristics of the reformed, post-Tridentine Catholic practice of the sacraments. The second depicts a group of people adoring the image of the Virgin and Child in the Hodegetria type applied to the wooden beams that unfortunately did not manage to survive to this day. On the church’s remaining walls there were placed images of saints particularly venerated by the Cistercian Order, including Benedict of Nursia and Bernard of Clairvaux. Furthermore, the paintings are also full of clear references to mystical devotion model propagated by the Assembly in Silesia. Because of the analyzed in the article polychrome decorations the church of Żernica became a catechization space of the faithful in the spirit of Tridentium.
    Polichromie wzniesionego w 1661 roku drewnianego kościoła św. Michała Archanioła w Żernicy, zrealizowane zapewne w dwóch etapach w 2. połowie XVII wieku, stanowią jeden z bardziej interesujących zespołów malowideł doby potrydenckiej na Górnym Śląsku. Program ikonograficzny zdeterminowany został przez dwa główne czynniki: imperatyw wyznaniowego odgraniczenia, towarzyszący procesowi konfesjonalizacji, oraz związki z zakonem cystersów, w których dobrach położona była żernicka parafia. W przestrzeni kościoła szczególnie wyeksponowano malowidła prezentujące katolicką naukę o sakramentach i ofiarnym charakterze mszy świętej oraz tradycję kultu obrazów. W pierwszym z przypadków ukazano charakterystyczną dla zreformowanego, potrydenckiego katolicyzmu praktykę udzielania sakramentów. W drugim przedstawiono grupę postaci adorujących niezachowany do dziś obraz Marii z Dzieciątkiem w typie Hodegetrii aplikowany do belek. Na pozostałych ścianach umieszczono między innymi wizerunki świętych szczególnie czczonych w zakonie cystersów – Benedykta z Nursji i Bernarda z Clairvaux. W malowidłach czytelne są również nawiązania do mistycznego modelu pobożności, propagowanego przez zgromadzenie na Śląsku. Za sprawą polichromii kościół w Żernicy stał się przestrzenią katechizacji wiernych w duchu Tridentinum.

    Opis:
    W artykule przedstawiono wyniki badania zróżnicowania 41 gmin tworzonego związku metropolitalnego w województwie śląskim. Zestawiono stosowne dane oraz wykorzystano taksonomiczną metodę różnic przeciętnych (od nazwiska jej twórcy nazywaną metodą Czekanowskiego). Wykorzystano wskaźniki opisujące gęstość zaludnienia, dochody gmin oraz nasycenie usługami transportu zbiorowego. Wyznaczono w ten sposób cztery grupy miast w tworzonej metropolii, z których trzy (21 miast) tworzą spójny, zurbanizowany obszar, natomiast pozostałe mają w stosunku do nich charakter stref podmiejskich. Wyniki badań przedstawione w artykule są punktem wyjścia do projektowania rozwiązań z zakresu oferty przewozowej, integracji oraz zasad finansowania zadań przyszłego związku metropolitalnego.
    The paper presents the results of the study on the differentiation of 41 municipalities of metropolitan union which is currently being established in the Silesian Voivodeship. The differentiation analysis is based on the taxonomic method of average differences (called the Czekanowski’s method from the name of its author) and collected indicators describing the population density, municipal income and the density of public transport services. Among all 41 municipalities four groups of cities were determined, three of which – 21 cities – create a coherent urbanised area, while the rest of them are rather suburban areas. The results of the study presented in this article are the starting point for designing solutions for the public transport planning, integration and financing of future metropolitan union tasks.

    After gaining independence, the Second Republic of Poland had to face many challenges, among which the unification of the political system was the most important one. It determined the stability of life, the homogeneity of the political system, the elimination of regional particularisms, and the construction of the basis which would unite social structure. This process faced obstacles that were frequently impossible to overcome. It was vital to reconcile contradictions with challenges imposed by various factors based on inner conditioning and additionally reinforced with a catastrophic economic situation, with a complex social and national condition, as well as international situation. The newly‑ established Silesian voivodeship was one of those regions where most of the aforementioned problems were especially pronounced. It was connected with a vast decentralization which took the form of the autonomy that was granted to this voivodeship. The present article discusses only a handful of examples that depict the conflicts which in practical terms manifested the differences concerning the extent of autonomous rights that had been attributed to the Silesian voivodeship. At that time, the conflicts were not accompanied by the doctrinal debate nor by any other legal discussion on the matter in question that would specify mutual relations between the central government units and the autonomous authorities, mainly the Silesian Sejm. The problem of the autonomy of the Silesian Voivodeship and the constitutionality of the organic statute became the subject of a serious doctrinal discussion after the adoption of the April constitution in 1935. The changes that had been introduced had a considerable influence on some political solutions of the Silesian voivodeship. This direction seemed to confirm the thesis about the inevitability of serious changes in the political structure of this voivodeship. The adoption of one of the two solutions, namely either the abolishment of the political system that guaranteed autonomy or its deep reconstruction, was just a matter of time.
