The article explores the offshore wind energy development in the EU Member States in the context of targets set at the EU and national levels. The author begins with presenting the current state of affairs in the offshore wind energy sector in the world and in the EU. Next, the development of offshore wind energy in Denmark, Germany and the Netherlands, as the leaders in the sector in the EU, is discussed, with the focus on regulatory environment and future development ambitions. Finally, an overview of the situation in the Polish offshore wind energy sector is provided. The author points to some potential regulatory and market bottlenecks that could hamper the development of the sector, which at present is of pivotal importance for environmental and energy security reasons.

In 2017–2021, the Museum Boijmans Van Beuningen in Rotterdam raised Depot, its new storage facility. Located centrally, the Depot is surrounded by the park close to the main Museum building. A unique 40m-high ovoid bowl-like shape is covered with mirrors reflecting everything around, and the facility is to house the Museum’s entire collection (over 150,000 exhibits). Fully accessible to the public, the Deport features a rooftop city viewing platform and a restaurant. The costs and challenges implied by the construction of a storage facility located in the city centre, and in a park, substantially exceeded those of ordinary facilities of the kind in city outskirts. However, owing to its bold and fascinating design, the Depot can undeniably become one of Rotterdam’s architectural icons, turning into an unquestionable tourist attraction. At the same time, the Depot has provided the solution to the problem of the collection storage, previously amassed in underground rooms vulnerable to flooding due to the high water level. A skilful synthesis of the collection accessibility and modern storage functions, supported by an attractive location and an unusual architectural form make the Depot an extremely attractive solution for museum storage facilities.

The year 2012 marked the 400th anniversary of the establishment of diplomatic relations between the Netherlands and Türkiye. The history of Dutch-Turkish relations presented in the work is a synthetic description of the mutual relations between the two countries. In the political relations between the Republic of the Seven United Netherlands and Türkiye, in addition to the commercial reasons characteristic to the Republic, it was the existence of a common enemy that united the countries, although over the course of four centuries, it was the commercial relations that dominated over the political ones. In the historical outline presented, it can be seen that the activities of the two countries proceeded quite smoothly, however, the recent history may bring a greater number of conflicts related to migration.

Celem artykułu jest przedstawienie i porównanie danych odnośnie do zatrudnienia kobiet (w szczególności matek) w niepełnym wymiarze wraz z próbą sformułowania wstępnych uwag dotyczących interpretacji tych danych w Polsce i w Holandii. Zostały postawione takie oto pytania badawcze: Jak wygląda zatrudnienie matek w niepełnym wymiarze? Skąd mogą wynikać różnice pomiędzy Polską a Holandią? Jako metodologię zastosowano analizę porównawczą z wykorzystaniem danych zastanych. Na podstawie badań można wysnuć następujące wnioski: przypadek Holandii i Polski wydaje się potwierdzać, że kontekst społeczny i kulturowy ma duże znaczenie, jeśli chodzi o strategie łączenia roli matki i pracy zawodowej. Matki w Holandii pracują przede wszystkim w niepełnym wymiarze, zaś Polki bardzo rzadko korzystają z takiej możliwości, decydując się albo na pracę w pełnym wymiarze, albo rezygnując z zatrudnienia w ogóle.
The aim of this article is to present and compare data on part-time employment of women (especially mothers), and try to formulate preliminary interpretations of these data in Poland and the Netherlands. The research questions are: What does part-time employment of mothers look like? How can the differences between Poland and the Netherlands be explained? The methodology employed here relies on a comparative analysis using existing data. The following conclusions can be drawn from the research. The cases of the Netherlands and Poland seem to confirm that the social and cultural context are very relevant with respect to strategies for combining motherhood and employment. Dutch mothers mainly work part-time, while Polish women very rarely use this option, opting either for full-time work or giving up employment.

Do 1658 r. trwała wojna francusko-hiszpańska, a po drugiej stronie kanału La Manche Anglia targana była najpierw wojną domową, a potem, pod władzą Oliwera Cromwella, uwikłała się w konflikt z Holandią (1652–1654), który stanowił jedynie preludium do kolejnych wojen między tymi państwami. Kluczową rolę w dobie zmagań z Niderlandami odgrywała Rzesza Niemiecka, gdzie jedną z czołowych postaci był biskup Würzburga (arcybiskup Moguncji) Johann Philipp von Schönborn. W planach politycznych uwzględniali go dyplomaci francuscy i habsburscy. O zainteresowaniu Anglików jego osobą świadczą listy Charlesa II i Jamesa II Stuartów. Analizowana korespondencja podkreślała pozycję Johanna Philippa w polityce i dyplomacji angielskiej na kontynencie w latach 1652–1673. Informowano go o wydarzeniach politycznych i misjach dyplomatycznych prosząc jednocześnie o zaangażowanie się w nie biskupa Würzburga. Miał wspierać przedstawicieli króla angielskiego, służyć im radą i doświadczeniem. Zachowane listy świadczą niezbicie, że Schönborn odgrywał istotną rolę polityczną w Rzeszy Niemieckiej, był tam osobą niezwykle wpływową, a jego kontakty sięgały nie tylko do Paryża czy Wiednia, ale również Londynu.
The Peace of Westphalia signed in 1648 did not end the war struggle in Western Europe. Until 1658, the Franco-Spanish war continued, and on the other side of the canal La Manche England was waged by a civil war. Later, under the authority of Oliver Cromwell, the country became embroiled in a conflict with the Netherlands (1652–1654), which was only a prelude to the subsequent wars between these countries. One of the key roles in the era of struggle with the Netherlands was played by the German Reich. One of the leading figures in German states was the bishop of Würzburg (archbishop of Mainz) Johann Philipp von Schönborn. French and Habsburg politicians took him into account in his political plans. The interest of the English diplomacy about his person is visible in correspondence of Charles II and James II Stuart. The analyzed correspondence emphasizes the role of Johann Philipp in English politics and diplomacy on the continent during in the years 1652–1673. He was informed about political events and diplomatic missions, at the same time asking for the involvement of the Bishop of Würzburg. He was supposed to support the representatives of the English king, offer advice and share his knowledge. The preserved letters testify that Schönborn played an important political role in the German Reich, he was an extremely influential person there, and his contacts reached not only Paris or Vienna, but also London.

Subject and purpose of work: The article is devoted to factors influencing the migration decisions of young Poles to the Kingdom of the Netherlands, and to showing the differences in their perception of the country of emigration and the country of immigration. The elements of youth policy in Poland and the Netherlands were also presented. The hypothesis adopted in the paper was that the decisions of young people in the labor market are mainly influenced by short-term financial aspects. Materials and methods: The observations and assessments used in the article were formulated based on the research literature on the subject, the statistical data collected by the institutions of Poland, the Kingdom of the Netherlands and the European Union, a questionnaire survey and own experiences gained from mobility. Results: The article outlines the course of migration trends of Poles and presents the causes of changes in the choice of the destination country for migration. It presents factors encouraging young people to take up employment in the country and those encouraging them to search a job abroad, specifically in the Netherlands. The barriers and facilities that may be encountered by young people seeking employment in the labor market in both countries were indicated. The reasons for the emigration of young people from Poland were discussed based on the results of the current study, that is a 400-person research sample obtained from an online survey. The aim of the study was to identify three important factors influencing the decision to emigrate and to evaluate this decision. Conclusions: The conducted analysis shows the complexity of the problems of migration of young people. Economic, political, social, cultural, and environmental factors have a significant influence on the decisions made. From the point of view of young people, the unattractive domestic labor market in terms of finance and development, and all the resulting consequences are the biggest problems.

Corporate groups regardless of their structure are a common phenomenon in conducting business activity, therefore there was a need to address the problem of insolvency of such groups by legislators. The following paper presents regulations regarding corporate insolvency provided in both supranational acts (UNCITRAL Legislative Guide on Insolvency and EU Regulation 2015/848 on insolvency proceeding), as well as in national laws of four EU Member States — Italy, the Netherlands, Poland and Portugal. As shown in the study, each of the above mentioned countries allows conducting insolvency proceedings with respect to corporate groups, albeit with some differences as to its basis (legal acts or legal practise), scope (coordination, procedural consolidation or substantial consolidation) and implementation (court jurisdiction and appointment of supervisory judges or insolvency practitioners). In the paper we compare the regulations adopted by the states in question and point out some obstacles for effective proceedings. Despite some differences, we find most of the solutions similar as they allow consolidation or coordination of cases, and they are in line with the European law on insolvency.
Działalność gospodarcza prowadzona przez zorganizowane grupy spółek jest niezwykle popularna nie tylko w Unii Europejskiej. Natomiast wykonywanie działalności wiąże się nierozerwalnie z możliwością popadnięcia w stan niewypłacalności, w tym także o charakterze transgranicznym. Artykuł przedstawia regulacje dotyczące niewypłacalności przedsiębiorstw, zawarte w aktach ponadnarodowych (UNCITRAL Legislative Guide on Insolvency oraz rozporządzeniu UE 2015/848 w sprawie postępowania upadłościowego), a także w przepisach prawa krajowego czterech państw członkowskich UE — Włoch, Holandii, Polski i Portugalii. Jak pokazują badania prowadzone przez naukowców z wymienionych krajów w ramach projektu ACURIA, każdy z tych krajów umożliwia prowadzenie postępowań upadłościowych w odniesieniu do grup kapitałowych, jednak istnieją pewne różnice co do ich podstawy (są to albo akty prawne, albo ustalona praktyka stosowania prawa, jak np. w Holandii), zakresu (koordynacja, konsolidacja proceduralna lub konsolidacja merytoryczna) oraz realizacji (jurysdykcja sądów i powołanie sędziów nadzorczych lub zarządców). W artykule porównano regulacje przyjęte przez te państwa i wskazano na bariery efektywnego postępowania. Chociaż istnieją pewne różnice, większość rozwiązań jest, zdaniem autorów, podobna. W większości porządków prawnych pozwalają one na konsolidację postępowań lub koordynację spraw i są zgodne z europejskim prawem upadłościowym (także z tzw. soft law).

Deze studie bespreekt de taalkundige opvattingen van Goropius Becanus (1519-1573) en zijn medestander Simon Stevin (1548-1620). Hoewel Becanus voor zijn fantasievolle etymologieën ernstig bekritiseerd is en zelfs belachelijk gemaakt door onder meer Josephus Justus Scaliger en Leibniz bleef zijn werk tientallen jaren invloedrijk, zoals blijkt uit de eerste Nederlandse grammatica De Twe-Spraack (1584), een ongepubliceerd jeugdwerk van Hugo de Groot en de befaamde Duitse grammatica van Schottelius Ausführliche Arbeit (1663). Becanus en Stevin kunnen daarom beter gezien en gewaardeerd worden als taalkundige patriotten, die vochten voor gelijke rechten van hun moedertaal.
W niniejszym opracowaniu analizie poddano idee językowe Goropiusa Becanusa (1519-1573) i jego naśladowców: Hendrika Laurensza Spieghela (1549-1612), Simona Stevina (1548-1620) i Hugo Grotiusa (1583-1645). Goropius Becanus miał niezbyt dobrą reputację ze względu na tworzone przezeń fantastyczne etymologie, które wyśmiewał np. Leibniz. Jego jednak pomysły  na temat pozycji i wartości języka holenderskiego jako jego języka ojczystego wywierały wpływ przez ponad sto lat. Wysoko ceniono je nie tylko w Niderlandach, lecz także w Niemczech, gdzie podobny patriotyzm językowy rozkwitł w XVII wieku. Goropiusa Becanusa i jego zwolenników należy docenić jako językowych patriotów, którzy walczyli o rówouprawnienie swojego języka ojczystego.
In this study the linguistic ideas of Goropius Becanus (1519-1573) and his followers Hendrik Laurensz Spieghel (1549-1612), Simon Stevin (1548-1620) and Hugo Grotius (1583-1645) are studied. Goropius Becanus has a poor reputation for his fantastic etymologies, which have been ridiculed by, for example, Leibniz. However, Becanus’ ideas about the position and value of his Dutch mother tongue have been influential for more than a century, as is demonstrated. He was not only held in high esteem in the Low Countries but also in Germany, where a similar linguistic patriotism flourished in the 17th century. Goropius Becanus and his supporters should be appreciated as linguistic patriots who fought for equal rights for their language.

The aim of the article is to compare a NEET rate in EU-28 countries based on the most recent Eurostat statistical studies, and to solve a research problem concerning the situation of youth on the job market through answering a research question how did the NEETs situation change in the period under question which is 2008–2018. An increase of the negative trend of high unemployment among young people is constant, therefore it seems justified for the analysis to cover the period of ten years, which assumingly allows for the more complex assessment of the investigated issue. The analysis is supplemented by the case study of Netherlands which has the lowest NEET rate and as such stands as the example for the other European countries to follow.
Celem artykułu jest zaprezentowanie zróżnicowania wskaźnika NEET wśród państw UE-28 na podstawie najnowszych badań statystycznych Eurostatu. Analiza obejmuje przedział czasowy od roku 2008, jako okresu pokryzysowego, aż do roku 2018. Efektem realizacji celu pracy powinna być odpowiedź na pytanie, jak zmieniła się sytuacja NEETs na przestrzeni dekady. Problem badawczy w niniejszym artykule dotyczy przede wszystkim sytuacji młodych ludzi na rynku pracy UE. W związku z utrzymującym się negatywnym trendem wysokiego bezrobocia wśród młodzieży, wydaje się być uzasadnione przeanalizowanie go z perspektywy dziesięcioletniej, która pozwala na bardziej kompleksową ocenę zagadnienia. Analiza zostanie uzupełniona o badanie dotyczące tego, w jaki sposób z problemem radzi sobie Holandia, czyli państwo, które od lat notuje najniższe wskaźniki NEETs i dla wielu innych członków UE pozostaje wzorem do naśladowania.

This paper presents two rare 16th-century panel-stamped bindings from the collections of the Kórnik Library. The first one, decorated with an impression of a panel depicting the personification of the Christian virtue of Hope (Spes), protects the printed book published in 1545. The binding was made by a Netherlandish bookbinder working in Leuven, called Master IP, identified with Jacob Pandelaert (d. ab. 1563). The second binding presents a Gothic motif of animals-in-foliage and protects a printed book published in 1550. The authorship of the panel (the so-called de profundis) is attributed to a bookbinder working in the town of ’s-Hertogenbosch (fr. Bois-le-Duc), Geraert van der Hatart (d. ab. 1540/1541). Both these bindings testify to the fact that the holdings of the Kórnik Library include gems of the West-European bookbinding craft.

This article discusses signifi cant problems faced by Polish citizens who live in the Netherlands and who declare their willingness to remain there for the coming years despite the unfair treatment directed towards them. The author elaborates on the history of Polish immigrants in the Netherlands after the Second World War in order to: (1) highlight the Poles’ input into the liberation of the Netherlands during the war and the country’s post-war development; and (2) show mutual, ambivalent Polish Dutch relations between the immigrants and the host society. Based on subject literature, Dutch scientific reports, analyses and surveys, the current situation of Poles is described in the light of unchanging and thus relatively similar problems (despite the passage of time) experienced by Poles living and working in the Netherlands.

Opis:
Artykuł dotyczy zmian wprowadzonych do zawartej w 2002 r. bilateralnej umowy podatkowej Polski z Holandią mocą Protokołu zmieniającego tę umowę podpisanego 29 października 2020 r. Umowa ta nie została objęta postanowieniami Konwencji wielostronnej implementującej środki prawa traktatowego mające na celu zapobieganie erozji podstawy opodatkowania i przenoszeniu zysku. W związku z tym wprowadzenie do niej klauzul antyabuzywnych oraz rozwiązań usprawniających rozwiązywanie sporów musiało nastąpić w drodze dwustronnych negocjacji. Autor analizuje wpływ Konwencji wielostronnej, KM OECD oraz KM ONZ na kształt zaadaptowanych w nim rozwiązań oraz ich znaczenie dla przyszłości polskiej praktyki traktatowej.
The article deals with the changes introduced to the 2002 bilateral tax treaty between Poland and the Netherlands under the Protocol amending the agreement signed on October 29, 2020. Polish–Dutch tax treaty is not a Covered-Tax-Agreement within the meaning of the provisions of the Multilateral Convention implementing tax treaty related measures to prevent base erosion and profit shifting. Therefore, the introduction of anti-abusive clauses and solutions to improve dispute resolution had to be carried out through bilateral negotiations. The author analyzes and evaluates the impact of the MLI, but also the impact of the OECD and UN Models on the shape of the solutions adopted therein and their significance for the future of Polish treaty practice.

Opis:
The increasing integrity of the European Union member states is more and more regarding the security and civil protection aspects. On the other hand the priority in responsibility for the safety and security is still in the domain of the sovereign states. It means that the individual states of the EU are responsible for designing and managing their own security and civil protection systems. However, the integration processes within the EU trigger a significant need for an increase of common understanding of the individual member states’ philosophies, approaches and systems utilized in the domain of security and civil protection. Only then if we understand how the others work, we are able to assist them in a crisis or disaster. Therefore, it is highly important to share and understand each other’s systems between member states. The article presents the Dutch approach to national risk assessment as well as organizational aspects of internal security system applied in the Netherlands. It also suggest the future challenges which are at the near horizon of the system development.

This paper describes the problem of nationalism in the Kingdom of the Netherlands. The phenomenon of Geert Wilders, the founder of the Party for Freedom and the main player on the Dutch nationalist stage is explained. The political programme of his party was compared to the programmes of the National Front/National Rally from France, the Alternative for Germany and the Law and Justice from Poland.
