    Research background: In a rapidly changing economic environment companies deepen their cooperation, which occurs in all sectors of the economy. The progressive increase in market concentration, especially in the banking sector, is caused by various reasons. Purpose of the article: The purpose of this article is to compare the tendencies within market structures in few countries which origin from similar political systems and which have got experience in transformation of banking sectors. Methods: The research concerns the Baltic and the Western Balkan States. Concentration of the banking sectors, as measured by both HHI and CR5 indices changed during the quoted period, as a result of the consolidation of the sector. The study revealed a distinct change in the growth rate of market concentration and the number of banks, and is based on data provided by the local central banks and the European Central Bank. Findings & Value added: The situation in banking sectors in the Western Balkans differed significantly, which could be explained by strong economic ties, particularly with Germany and Austria. In this region, the raising concentration of the banking markets is related to the decreasing number of banks, while in the Sea Baltic States the increasing number of institutions is accomplished by the falling concentration ratio. The paper concerns the developments of the banking sectors which are not yet well described and do not belong to the mainstream of research in the Polish literature, meaning the region of the Western Balkans.

    The article analyses models of administrative supervision of local self-government in the Baltic States (Latvia, Lithuania, Estonia) highlighting the advantages and disadvantages of these models. The research done in this article defines the theoretical concept of administrative supervision of local self-government; gives an overview of the legislative framework underpining the key administrative supervision bodies of local self-government in the Baltic States; discusses the issue of legal regulation and the present state of administrative supervision over local self-government units in the Baltic States; gives some theoretical and practical suggestions to develop this field in the Baltic States. The research methods employed in preparation of this article are theoretical methods of analysis of scientific literature and sources, legal acts and documents as well as comparative and logical analysis, induction and generalisation. Three Baltic States similar in their area, number of inhabitants, and governmental peculiarities have been chosen for the analysis.

    Tematem badawczym niniejszego artykułu jest analiza przyczyn i charakteru migracji Rosjan, którzy w ciągu ostatniego dziesięciolecia wyjechali z Rosji z powodów ideologicznych i politycznych, i za kierunek migracji obrali Litwę, Łotwę lub Estonię. Obecnie w państwach bałtyckich, ze względu na bliskość geograficzną i krytyczny stosunek tych państw wobec Rosji, wielu rosyjskich emigrantów kontynuuje swoją działalność opozycyjną. Celem autorki jest zbadanie zasadności stwierdzenia, że działania rosyjskiej emigracji potencjalnie mogą stać się katalizatorem zmian systemowych w Rosji w przyszłości. Krytyczna analiza tematu dowodzi, że mimo dynamicznie rozwijającej się współpracy i inicjatyw podejmowanych przez emigrantów, ich efektywność jest niewielka, dlatego nie ma podstaw, by sądzić, aby za ich przyczyną miało dojść do rychłych zmian społeczno-politycznych w Rosji.
    The main purpose of this paper is to indicate the circumstances and the character of emigration from Russia, particularly to pay attention to Russians who have left Russia for ideological and political reasons over the past decade, and have chosen Lithuania, Latvia or Estonia as a place of their residence. Currently, in the Baltic States, due to their geographical proximity and critical attitude towards Russia, many Russian immigrants have been continuing their opposition activities. The aim of the paper is to analyse if Russian emigration activities may potentially become a catalyst for systemic changes in Russia in the future. Critical analysis of the topic proves, however, that despite the dynamic cooperation development and initiatives undertaken by the emigrants, their effectiveness is low, therefore there is no reason to suppose they would lead to the imminent socio-political changes in Russia.

    A paper deals with an information discourse in the Baltic states with particular emphasis on Russian-speaking media influenced by Russia. The aim of the research is to show information in manipulation and disinformation campaign. My point of departure is that currently an information crisis in the Baltic states results from the process of shaping a new type of infotainment that effectively absorbs the attention of Russian-speaking audiences in the Baltic states and strengthens and sacralizes narratives regarding Russia’s position and its interests in the international environment.
    Celem niniejszego artykułu jest analiza dyskursu informacyjnego w państwach bałtyckich ze szczególnym uwzględnieniem mediów rosyjskojęzycznych będących pod wpływem oddziaływania ze strony Rosji. Przeprowadzone badania mają dać odpowiedź na pytanie o efektywność przekazu informacyjnego obarczonego manipulacją i dezinformacją. Punktem wyjścia jest stwierdzenie, że obecny kryzys informacyjny w państwach bałtyckich jest wynikiem kształtowania nowego typu infotainment, który efektywnie absorbuje uwagę odbiorców rosyjskojęzycznych w państwach bałtyckich oraz wzmacnia i sakralizuje narracje dotyczące pozycji i interesów Rosji w środowisku międzynarodowym.

    In their paper the authors employ the notion of 'illusory corporatism' coined over a decade ago. In the Baltic states, despite introduction of neo-corporatist institutional arrangements, neo-liberal policies have prevailed, thus the term appears appropriate to describe the actual status of tripartite social dialogue in the area for many years. Following the onset of the global economic crisis, which deeply affected the Baltic region, neo-corporatist type arrangements seem to have been re-embraced by trade unions and received support of the state. However, this renewed interest in neo-corporatism is mostly a tactical move on the part of the state, aiming to facilitate social peace in the times of recession and the implementation of stern austerity measures, with trade unions largely failing to influence the shape of anti-crisis policies of governments. Th us this new chapter in the history of social dialogue in the Baltic states is labelled 'illusory corporatism Mark 2'.

    The aim of this article is to identify the differences between credit unions in the Baltic states and draw conclusions about their poor development in the countries studied. The analysis show that in all the Baltic states the role of credit unions in providing access to banking services in the Baltic states is relatively low inadequate to the demographic and economic potential of these countries. Credit unions in the Baltic countries are not a homogeneous group. The differences relate to the principles of functioning, level of development, development dynamics and financial situation. The most advanced in terms of the level of development is Lithuanian credit union system.
    Analiza porównawcza miała na celu identyfikację podobieństw i różnic między systemami unii kredytowych krajów bałtyckich oraz wyjaśnienie przyczyn ich niskiego poziomu rozwoju. Z badań wynika, że we wszystkich badanych krajach rola unii kredytowych w zapewnianiu dostępności do usług bankowych jest relatywnie niska oraz nieadekwatna do potencjału demograficznego i gospodarczego badanych krajów. Unie kredytowe w krajach bałtyckich nie stanowią jednorodnej grupy. Sytuacja systemów unii kredytowych jest zróżnicowana pod względem zasad funkcjonowania, poziomu rozwoju, dynamiki rozwojowej i sytuacji finansowej. Najbardziej zaawansowany pod względem poziomu rozwoju i rozwiązań instytucjonalnych jest system unii kredytowych na Litwie.

    This study aims to discuss the organizational models of the judicial councils functioning in the three Baltic States - Estonia, Lithuania, and Latvia. The analysis takes into account the time and direct rationale for establishing the relevant bodies, their composition and the process of selecting the chairperson, the length and recurrence of the term of office, the number of judges in the council, and the competences of the councils. The overview of Estonian, Lithuanian, and Latvian legal solutions is intended to examine the legal basis of the Judicial Councils, their legal status, composition, and organization, and their competences in the light of the standards developed in Europe. The work was prepared based on a dogmatic-legal method, using elements of historical and comparative analysis.
    Celem niniejszego opracowania jest omówienie modeli organizacyjnych rad sądownictwa funkcjonujących w trzech państwach bałtyckich -Estonii, Litwie i Łotwie. W analizie uwzględniono czas i bezpośrednie przesłanki utworzenia odpowiednich organów, ich skład osobowy i proces wyłaniania przewodniczącego, długość kadencji i jej powtarzalność, liczebność sędziów w składzie rady oraz przysługujące radom kompetencje. Zestawienie estońskich, litewskich i łotewskich rozwiązań ma służyć zbadaniu pozycji ustrojowej i podstaw prawnych rad sądownictwa, określeniu ich statusu prawnoustrojowego, składu i organizacji oraz przysługujących im kompetencji w świetle standardów wypracowanych w Europie. Praca została przygotowana w oparciu o metodę dogmatyczno-prawną, z wykorzystaniem elementów analizy historycznej i porównawczej.

    Imperialna polityka zagraniczna Federacji Rosyjskiej spowodowała poważne zmiany w architekturze bezpieczeństwa Europy Środkowo-Wschodniej. W artykule zostały przytoczone wyniki badań zrealizowanych w latach 2019-2020 metodą sondażu diagnostycznego za pomocą techniki wywiadu eksperckiego. Wzięło w nich udział 11 ekspertów w dziedzinie bezpieczeństwa i obronności. Przedmiotem badań były zagrożenia generowane przez Rosję w związku z jej ekspansywną polityką zagraniczną wobec Ukrainy i państw bałtyckich, a także ich wpływ na bezpieczeństwo Polski w perspektywie strategicznej. Na podstawie wyników tych badań oraz analizy literatury zostały opracowane trzy scenariusze (destabilizacyjny, poszerzania strefy wpływów i izolacyjny) dotyczące możliwych działań podejmowanych przez Federację Rosyjską w Polsce i wobec Polski.
    The imperial foreign policy of the Russian Federation has led to extensive changes in the security architecture of Central and Eastern Europe. In the article the results of studies were cited. Studies were carried out in the years 2019-2020, by the method of a diagnostic survey using the technique of expert interview. Eleven experts in the field of security and defense participated in the research. The threats generated by Russia in connection with its expansive foreign policy towards Ukraine and Baltic states and their impact on the security of Poland were the subject of the research. On the basis of the results of these studies and literature review, three scenarios were developed (destabilizing, expanding the sphere of influence and isolation) which concern possible actions taken by the Russian Federation in Poland and towards Poland.

    Opis:
    Estonia is a country which has introduced an optional non-denominational form of religious education in schools. The regulation of this issue is important from the point of view of relations between the Church(es) and the Estonian State. The Constitution of the Republic of Estonia says that there is no established church of Estonia, and guarantees an equal legal status to all churches and religious associations. The Constitution does not mention religious education. The issue has not received in-depth treatment in the legislation, either. Nonetheless, in 2010 a substantial amendment was introduced to the relevant provisions. The curriculum for the subject was unified and currently it serves as a mandatory guideline for all the schools. Estonia is considered as a very secularized country. This is due to the country’s history, which has also determined the attitude of Estonians to religious education. Its role is marginalized in the country’s system of education, though at the same time the issue has raised a number of controversies.
    Estonia jest przykładem państwa, które wprowadziło model niewyznaniowej fakultatywnej formy nauczania religii w szkołach. Uregulowanie tej kwestii ma istotne znaczenie z punktu widzenia relacji państwo – Kościół. Konstytucja Estonii sankcjonuje brak istnienia Kościoła państwowego, a także gwarantuje równy status prawny Kościołom i związkom wyznaniowym. Nauczaniu religii w szkole nie poświęcono uwagi w ustawie zasadniczej. Również w aktach niższego rzędu kwestia ta została potraktowana lakonicznie. W 2010 r. wprowadzono jednak istotną nowelizację obowiązującego prawodawstwa. Ujednolicono program nauczania dla przedmiotu, który odtąd stanowi wytyczne obowiązujące dla wszystkich szkół. Estonia jest uznawana za kraj silnie zlaicyzowany. Wpływ na to miały doświadczenia historyczne, które warunkują stosunek Estończyków wychowania religijnego. Jego rola jest marginalizowana w systemie nauczania, a równocześnie wzbudza liczne kontrowersje.

    Проаналізовано процеси, пов’язані з розвитком міжнародного туризму в країнах Балтії, які мають важливе значення для росту економічного, соціального та культурного добробуту регіону. Досліджено процеси створення стратегій розвитку регіонального туризму в країнах Східної Європи. Надано комплексну характеристику рекреаційних ресурсів. Виявлено вплив процесів світової глобалізації на динаміку зростання потоку іноземних туристів та зміни структури туристичного потоку в регіоні. Розглянуто комплекси туристичних ресурсів і їх територіальний розподіл в країнах Балтії, регіональну спеціалізацію в різних сферах міжнародного туризму. Досліджено етапи створення концептуального туристичного іміджу та загального регіонального туристичного бренда країн Балтії. Надана оцінка конкурентоспроможності регіону в цілому та виокремлено чинники, які сприяють розвитку туристичного ринку країн Балтії.

    This article is devoted to the research of media space of several countries in the Western Balkans and the Baltics, where we can observe the emergence and effective use of dubious media, in order to promote aggressive narratives, identified as a destructive influence of the Russian Federation. It is considered as the threat to the national security of these states. The information tools of a destabilizing nature include diplomatic, intelligence, and energy tools. The media component of information influence has become the central object of research. It is stated that the destructive use of dubious national media, as well as their replenishment, takes place systematically and efficiently in those areas, where Russia’s state interests are focused on the restoration of its domination. On this basis we can conclude that dubious media is used within Russia’s hybrid aggression in relation to Ukraine, where it is seen as a mean of animating the externally initiated destabilizing political influences. However, Russia will be forced to spend more and more resources (financial, organizational and informational) on such operations, and their effectiveness will fall as local governments, society and citizens will learn how to recognize the threats, retransmitted by dubious media, public associations, populist politicians or radicals.

Dyskusje naukowców na temat konkurencyjności gospodarek oraz czynników, które przyczyniają się do budowania lub osłabienia ich międzynarodowej pozycji, doprowadziły do powstania rankingów konkurencyjności publikowanych przez instytuty naukowe. Wspomniane rankingi nie tylko wskazują pozycję konkurencyjną krajów w skali globalnej, ale pozwalają również określić czynniki wspierające konkurencyjność danego kraju, jak też jej destymulanty. Celem artykułu jest prezentacja wyników analizy porównawczej zmian międzynarodowej konkurencyjności krajów bałtyckich w okresie ostatnich 10 lat. W tym celu zostanie wykorzystany schemat analityczny stosowany w raportach World Economic Forum.
    The issue of international competitiveness of the economy is one of the priorities in the context of contemporary economic policy. Scientific discussions on the subject of competitiveness of economies and the factors that contribute to strengthening or weakening their international position led to the emergence of competitiveness rankings published by the scientific institutes. Not only do these rankings indicate the competitive position of countries on a global scale, but they also allow of determining the factors supporting the competitiveness of the country, as well as its depressants. The purpose of this article is to conduct a comparative analysis of the changes in the international competitiveness of the Baltic Countries during the last 10 years. In order to achieve the purpose analytical scheme used in the reports of the World Economic Forum will be used.

    W artykule przeanalizowane zostały przyczyny i rozwój unijnej Wspólnej Polityki Bezpieczeństwa i Obrony (WPBiO), jej zalety i wady ujawnione w procesie tworzenia i wdrażania. Szczegółowo przedstawiono transformację WPBiO zgodnie z Traktatem Lizbońskim oraz perspektywy jej działania w Europie. Szczególną uwagę zwrócono na kwestie poprawy efektywności funkcjonowania WPBiO w kontekście nowych zagrożeń dla bezpieczeństwa regionalnego i globalnego. Dodatkowo przeanalizowano miejsce i rolę państw bałtyckich w WPBiO. Do podstawowych zagrożeń i wyzwań bezpieczeństwa przed jakimi stoją zaliczane są przede wszystkim ewentualna agresja ze strony Rosji, która opiera się na idei ochrony ludności rosyjskojęzycznej w państwach bałtyckich oraz ustanowieniu „równowagi geopolitycznej poprzez ich powrót do rosyjskiej strefy wpływów”.
    The paper explores the reasons behind and the development of the EU Common Security and Defence Policy (CSDP), and its advantages and disadvantages that have emerged in the process of its formation and implementation. The transformation of the CSDP according to the Lisbon Treaty and the prospects of its operation in Europe are highlighted. Special attention is paid to the issues of improving the CSDP in the context of new threats to regional and global security. The place and role of the Baltic states in the CSDP are analysed. The position of the Baltic states in NATO, based on greater confidence in the institutions of NATO and close cooperation with the United States is considered. The basic threats and security challenges for the Baltic states nowadays are defined, including possible aggression from Russia, which is broadcast through the mainstream media as a reaction to the idea of protecting the Russian-speaking population of the Baltic states and the establishment of “geopolitical balance through their return to the Russian sphere of influence.”
