Objectives: The World Health Organization (WHO) provides data on national indices of health, environment and economy. When we were asked, why air pollution is negatively correlated with cancer mortality, our first response (presumably the mortality data are not age-adjusted) was not sufficient to explain the paradox. Material and Methods: A table including all-cause, cancer and childhood mortality, life expectancy, gross national product per person, smoking prevalence, physician density and particulate matter (PM₁₀) per country (N = 193) was developed. For explorative purposes weighted cross-sectional multiple linear regressions models were built. Results: Air pollution is positively correlated with infant and overall mortality and negatively with life expectancy. This might not only depict a true causal effect of PM₁₀ because air quality is also an indicator of a country’s prosperity and general state of environment. Cancer mortality is negatively correlated with PM₁₀. However, this association turns positive when economic or health system indicators are controlled. Conclusions: The World Health Organization’s world-wide data sets demonstrate the large disparity of our world. A careful and professional approach is needed as interpretation is difficult, especially for lay persons. Therefore, with publicly available data WHO should also provide interpretation and guidance.

Wstęp prezentuje tło teoretyczne przedstawianych argumentów celem pokazania, jak dalece tutoring wpisuje się w panujące paradygmaty naukowe w naukach humanistycznych. Następnie, wykorzystując wybrane definicje oraz typologię komponentów jakości w kontekście jakości usług w obszarze edukacji, podjęta będzie próba znalezienia elementu wspólnego dla jakości usługi rozumianej w sensie korporacyjnym i edukacyjnym, co ma swoje uzasadnienie ze względu na obecne przemieszanie tych dyskursów w gorącej debacie nad neoliberalnymi tendencjami w szkolnictwie wyższym. W kolejnej części artykułu poruszona zostanie rola osobowości i autorytetu nauczyciela jako tutora. Aplikacja szeroko opisywanych w literaturze pedagogicznej funkcji nauczyciela pozostaje wciąż w obszarze „metodycznej postulatywności” (Klus-Stańska 2009), natomiast relacja tutorska ma szansę wypełnić je znaczeniem bliższym realnemu zastosowaniu. Autorka przygląda się tutoringowi jako wyjątkowej metodzie kształcenia, która tworzy szansę na zaspokojenie potrzeby humanistycznej edukacji elitarnej i zarazem, przy dobrej organizacji pracy dydaktycznej, mogłaby zostać wkomponowana w dzisiejszy masowy uniwersytet. To z kolei niesie szansę podniesienia jakości kształcenia oczekiwanego przez standardy akredytacyjne.
The article constitutes a proposal to regard the method of academic tutoring as an innovative in Poland form of personalized pro-quality didactics, possible to be accomplished in the area of higher education in spite of its universal democratization. To begin with a theoretical background of presented arguments will be outlined, in order to show the extent to which tutoring is becoming part of the existing scientific paradigms in humanistic sciences. Next, on the basis of chosen definitions and the typology of quality components in the context of the quality of service in the area of education, an attempt to find a common element for the quality of service understood in the corporate and educational meaning will be made, what is justified due to the present mixing of corporate and educational discourse in a tempestuous debate on neoliberal tendencies in higher education. In the next part of the article the role of the personality and authority of the teacher as a tutor will be brought up. The application of functions of the teacher, widely described in the pedagogical literature, stays still in the area “methodological postulate” (Klus-Stańska 2009), however the tutor relation has a chance to give it a meaning closer to practicable application. Therefore the author is observing tutoring as an exceptional method of education which is creating the chance of satisfying the humanistic need for elite education and, at the same time, with a good teaching organization, could be integrated into the today’s mass university. It brings next the chance of raising the quality of education to the one expected by accreditation standards.

Tutoring as a teaching method is associated with the most prestigious European universities. More and more Polish universities decide to implement tutoring recognizing it as a way to create the image of an institution whose objective is to treat students subjectively and care about the quality of education. It is also a great method of improving talents and developing students’ and teachers’ academic potential. On one hand it is a method representing the elite personalized education; however, on the other hand, by means of providing the appropriate organizational conditions, it would also supplement the current educational process, which is typical for the mass education. The article presents the specific nature of the academic tutoring in terms of benefits that it would bring to the university, teachers and students. On the basis of the qualitative data collected during interviews with 15 participating in the program students from four Polish higher educational institutions, the program specificity and elements that, in students’ opinion, influence the program effectiveness were presented. The elements are as follows: relational nature of tutoring, tutor’s personality and classes in the form of individual meetings. Quoted comments indicate the effectiveness of this method, both in the context of students’ ability to be familiarized with the appropriate knowledge but also in the context of developing students’ communicative competence, ability to learn as well as increasing their motivation for learning. For teachers, tutoring is an opportunity to develop their didactic competence, to get rid of the academic routine, a chance to teach on the basis of constructing a good relationship with a student. For the university, tutoring is an opportunity to improve the quality of education and to implement methods of personalized education, which is associated with elite education and the best foreign universities.

Research problem - Today the quality of vocational education and training (VET) and especially the quality of the didactic process in VET highly depend on the capabilities of VET teachers to structure knowledge and skills they impart when dealing with the increasing volume of vocational and professional knowledge, and also on their capability to integrate the requirements of occupation and needs of students when coping with the challenges posed by fast technological development and changing student identity. The goal of this study is to explore the role and potential of key competences of VET teachers and how their development could equip VET teachers with the above-mentioned capabilities. The research methodology is based on both quantitative and qualitative research methods. The quantitative study was carried out by using a standardised questionnaire. Such a study helps disclose the personality traits of VET teachers, ways of their professional development and specific characteristics of their educational process. The participants in this research were VET teachers from different VET schools in Lithuania. Research data were analysed by using mathematical-statistical methods: descriptive statistics, nonparametric hypothesis testing, and factor analysis. Qualitative research was carried out by interviewing VET teachers from different VET schools and centres in Lithuania. Key competences and their development significantly contribute to the development of professional identity and personality factors of VET teachers. There is a direct and positive interdependency between the development of key competences of VET teachers and the quality of didactics, pedagogy and the expertise of VET teachers in the given occupational field. Key competences help VET teachers to shape and develop their professional identity and to cope with the current methodological and organisational challenges in the fields of curriculum design, organisation of training processes (including application of contemporary educational technologies), and vocational didactics.

This study dealt with the role of the Postgraduate Diploma in Secondary School Teaching (PGDT) program in improving the quality of teaching in Eastern Ethiopian secondary schools. The study used a mixed research design that integrated both qualitative and quantitative research methods concurrently. The data was collected from 140 respondents, comprised of 83 teachers and 57 school leaders (i.e., mentors, principals, and head teachers) of 14 secondary schools found in four zones of Eastern Ethiopia. The researchers used simple random sampling to select secondary schools, whereas teachers and school leaders were selected using purposive and expert sampling techniques respectively. Quantitative data was collected via a questionnaire and qualitative data through focus group discussion (FGD), interview, and observation. The data is analyzed both in a qualitative and a quantitative manner. The findings of the study showed that PGDT graduates seem to be contributing their part to enhancing quality education by raising high order thinking questions, implementing classroom activities such as: problem-solving, cooperative leaning, discussion and brainstorming, frequently managing the classroom for active learning implementation, using exercises to elicit students’ ideas, knowledge and skills and encouraging students to become active participants in classrooms. This is considered to be an encouraging trend for the desired improvement in teaching quality. The result of this study also demonstrated that PGDT graduates have good subject matter knowledge and apply it effectively in their classrooms. The grand mean of teachers’ and school leaders’ responses related with their subject matter knowledge is 4.33 and 3.81, respectively. This seemed to exist because of their undergraduate program; they have had an opportunity to attain various major courses in the three-year bachelor program. After that, in order to become a high school teacher, they had to attend a one-year or a two-summer long PGDT program to equip them with fundamental pedagogical skills. This is understood as the benefit of the new teacher-education program. Despite all of these facts and in contrast with the teachers’ response, the researchers observed that in most Eastern Ethiopia secondary schools teaching was dominated by traditional methods of teaching or lecturing. This approach makes students passive, less confident, unreflective and poorly motivated to enjoy learning. Furthermore, concerning students learning assessment, an inconsistency of application was observed. Therefore, the researchers suggested that the Ethiopian Ministry of Education, in collaboration with higher learning institutions and teacher-training colleges, would have to provide continuous training for secondary school teachers about student assessment, active and constructivist methods of teaching to enhance quality education and produce robust graduates fit for the 21st century world of work and consciousness.

Managing quality of education is difficult and diversified task. Certainly, at the very center of quality assurance is experience that students and graduates get throughout their education course. One of the factors influencing these experiences are teaching methods. The objective of the paper is to assess the experience of Workplace Safety and Hygiene master program students of with regard to teaching and learning methods and Industry 4.0 readiness. The objective is realized through interpretation of the survey results that was made within MSIE4.0 project among the students of different industrial engineering master programs. Additionally, the program and courses documentation is interpreted in accordance to the 'LOVE' model approach to assess education experience. The sample of the survey is based on MSc students of Workplace Safety and Hygiene that are held at Częstochowa University of Technology. As the study shows, there are some drawbacks of the program with regard to immersive approach to learning and more active students engagement. The readiness to Industry 4.0 requirements is not really visible and some purposeful actions should be made in order to make the program part of activities addressing this economic and social challenge.

This study has examined the effect of teacher’s engagement along with shared values, teaching quality, and working condition for knowledge management in the region of Indonesia. Primary data is collected through structural questionnaire from the sample of teaching community in various educational institutes. For better understanding of developed framework, confirmatory factor analysis and structural equation modelling techniques are applied. Findings through CFA indicates that all items for teacher’s engagement, shared values, teaching quality and working condition have reasonable factor loading for next level consideration in SEM. In addition, findings through SEM indicates that all exogenous factors are significantly and positively affecting the knowledge management of teachers in Indonesia. However, through teacher’s engagement, highest causal effect on knowledge management is observed with standardized coefficients. These empirical facts are useful for both teachers and managerial staff in education sector of Indonesia. Yet, this study is limited to some points as well. At first, sample size could be expanded for in depth analysis and more generalization of the facts. At second, study has not conducted any cross-sectional analysis to compare the findings for the schools, colleges and universities. Future studies can be conducted through addressing these limitations for more robust findings and better generalization.
W artykule przedstawiono wpływ zaangażowania nauczyciela wraz z wartościami, które ono niesie, jakością nauczania i warunkami pracy w zakresie zarządzania wiedzą w Indonezji. Dane pierwotne zgromadzono za pomocą kwestionariusza strukturalnego z próby społeczności dydaktycznej w różnych instytucjach edukacyjnych. Aby lepiej zrozumieć opracowane ramy, zastosowano potwierdzające analizy czynnikowe i techniki modelowania równań strukturalnych. Ustalenia dokonane za pośrednictwem CFA wskazują, że wszystkie elementy dotyczące zaangażowania nauczyciela, wspólnych wartości, jakości nauczania i warunków pracy mają uzasadnione obciążenie czynnikowe do rozważenia na kolejnym poziomie w SEM. Ponadto ustalenia dokonane za pomocą SEM wskazują, że wszystkie czynniki egzogenne mają znaczący i pozytywny wpływ na zarządzanie wiedzą nauczycieli w Indonezji. Jednak dzięki zaangażowaniu nauczyciela najwyższy wpływ przyczynowy na zarządzanie wiedzą obserwuje się przy standardowych współczynnikach. Te fakty wynikajace z badań empirycznych są przydatne zarówno dla nauczycieli, jak i kadry kierowniczej w sektorze edukacji w Indonezji. Jednakże badanie ogranicza się również tylko do niektórych punktów. Początkową wielkość próby można rozszerzyć w celu dogłębnej analizy i większego uogólnienia faktów. Po drugie, nie przeprowadzono żadnej analizy przekrojowej w celu porównania wyników dla szkół, szkół wyższych i uniwersytetów. Przyszłe badania można przeprowadzić przez wyeliminowanie tych ograniczeń, aby uzyskać bardziej wiarygodne ustalenia i uogólnienia.

While there is general agreement that we need to increase the quality of education, there is less agreement on the measures to be taken. This paper focuses on the need to build the high-quality teaching profession to respond to the changing role of teachers in the twenty first century. It is argued that changes in the system of education should include a central place for the teacher and the quality of teacher education. The paper looks at selected aspects of teacher education policy in relation to the Bologna process and changes that were implemented at different levels of the system of education in Poland. A specific concern of this paper is policies that contribute to raising teacher education quality in a way which responds to the challenges of teachers preparation, recruitment, work and careers, and especially teachers’ lifelong learning. The implications of the analysis are that teacher education policy development in Poland should focus on futher actions for attracting to the teaching profession the best candidates and for retaining the best teachers in the school system in order to build a high-quality teaching profession. Some measures for achieving these goals are proposed.

There is growing evidence that the traditional “instruction-centered approach” to learning is not producing the desired learning outcomes in students. Many institutions of higher education in Thailand make it their main thrust to enable their students to become critical, independent thinkers and have the sense of ownership in the learning process. Most schools have shifted the focus in the classroom from conventional teaching to facilitating effective learning. This study centered on the impact of adopting the “learner-centered approach.” Fifty students studying Industrial and Logistics Management at North Bangkok University took part in the assessment. The case study method was utilized and quantitative as well as qualitative data were generated with the use of a questionnaire and semi-structured interviews. Findings revealed that the implementation of “Learner-Centered Education” enhanced the learning outcomes and contributed to the attainment of quality education for the university.

For some time now in the modern world there is a debate on higher education, conditioned by various factors about the nature of globalization and the new challenges with the increasing role of the market. Various possible positions on the shape of the university, its scientific research, academic cooperation and academic education at the highest level are presented. They speak on the subject by representatives of the humanities, natural sciences and engineering. One of the representatives of the humanities, who shared his reflections on this subject, was Stefan Folaron, a scholar not yet known in modern Polish philosophy and science. Their views and comments on the twenty-first century vision of the university presented mainly inhis work: Etos profesora XVI wieku. Uniwersytet - człowiek (Professors Ethos of the Sixteenth Century. University - Man). He demanded the necessity of seeking a model of a university that would be adequate to changing reality but would remain faithful to its centuries-old mission.
Od jakiegoś już czasu we współczesnym świecie trwa debata o szkolnictwie wyższym, uwarunkowana różnymi czynnikami o charakterze globalizacyjnym, a także nowymi wyzwaniami związanymi z rosnącą rolą rynku. Przedstawiane są różne możliwe stanowiska co do kształtu uniwersytetu, prowadzonych w nim  badań naukowych, współpracy naukowej i kształcenia młodzieży akademickiej na najwyższym poziomie. Wypowiadają się na ten temat  przedstawiciele nauk humanistycznych, przyrodniczych i technicznych. Otóż jednym z przedstawicieli nauk humanistycznych, który podzielił się z czytelnikami swoimi refleksjami na ten temat był Stefan Folaron, uczony mało dotąd znany we współczesnej polskiej filozofii i nauce. Swoje poglądy i uwagi dotyczące wizji uniwersytetu XXI wieku przedstawił głównie w swojej pracy: Etos profesora VI wieku. Uniwersytet – człowiek. Postulował w niej konieczność poszukiwania takiego modelu uniwersytetu, który byłby adekwatny do zmieniającej się rzeczywistości, ale pozostałby wierny swojej wielowiekowej misji.

Opis:
Actual time, cost, and quality of execution options for various activities within a considered project cannot be certainly determined prior to construction, there could be three different values of time and cost for each execution option, namely, optimistic value, most likely or normal value, and pessimistic value; and the quality could be described in linguistic terms.The objective of this research is to optimize time, cost, and quality of construction projects under uncertainty utilizing the program evaluation and review technique. In this study, multi-objective functions are used to decrease total project time and total project cost whilemaximizing overall project quality. For satisfying time-cost-quality trade-off optimization, a multi-objective optimization strategy is required. The non-dominating sorting-II conceptand the crowding distance computation mechanism are combined with the teaching learning-based optimization algorithm to optimize time-cost-quality optimization problems. Non-dominating sorting-II teaching learning-based optimization algorithm is coded in MATLAB to optimize the trade-off between time, cost, and quality optimization problems. In the proposed model, the non-dominating sorting-II approach and crowding distance computationmechanism are responsible for handling objectives effectively and efficiently. Teaching learning-based optimization algorithm’s teacher and learner phases ensure that the searched solution space is explored and exploited. The proposed algorithm is applied to a 13-activity example problem, and the results show that it provides satisfactory results.

Opis:
Cel badań. Celem artykułu jest próba wskazania, jak socjologiczno-ekonomiczne czynniki warunkują współczesną edukację akademicką w Polsce. Obecnie wiele szkół wyższych i uniwersytetów masowo kształci społeczeństwo, tracąc przy tym swoją elitarność i prestiż. Na skutek dokonujących się przeobrażeń edukacja stała się „produktem” współczesności. Zmiana postrzegania edukacji zarówno przez młodsze, jak i starsze pokolenia nasuwa pytanie – czy współczesna edukacja to próba przetrwania? Metoda badań. W pracy wykorzystano wyniki badań uzyskane w 2011 i 2017 roku przez Centrum Badania Opinii Społecznej na temat kształcenia wyższego oraz wyniki badań własnych przeprowadzonych w 2018 roku wśród studentów różnych kierunków, na podstawie których przedstawiono obraz szkolnictwa wyższego w Polsce w opinii społecznej. Wyniki. Na gruncie przeprowadzonych rozważań teoretycznych i empirycznych ukazano, jakie są uwarunkowania współczesnej edukacji oraz przedstawiono opinię badanych osób na temat edukacji wyższej. Kształcenie na tym szczeblu stało się masowe, dostępne dla wszystkich, tracąc przy tym dotychczasową elitarność. Wnioski. Przeprowadzona analiza teoretyczna oraz analiza wyników badań własnych, jak i wtórnych jednoznacznie pokazuje, że współczesna edukacja boryka się z wieloma problemami, które pogarszają jakość i wizerunek nauczania na szczeblu wyższym.
Purpose of research. The aim of the article is an attempt to indicate how socio-economic factors condition modern academic education in Poland. Currently, many universities and higher education institutes engaged in mass social education are losing their elite status and prestige. As a result of socio-economic transformations education is now become a contemporary ‘product’. Changing the perception of education by both younger and older generations raises the question – is contemporary education an attempt to survive? Test method. The study uses the results of research obtained in 2011 and 2017 by the Center for Public Opinion Research on higher education, and the results of the author’s own research carried out in 2018 among students of various courses, on the basis of which an image of higher education in Poland according to public opinion is presented. Results. On the basis of the theoretical and empirical analysis, the conditions of contemporary education and the opinion of those surveyed about education are presented. Education has become a mass product, accessible to all, losing its prestige and elitie status. Conclusion. The theoretical analysis and analysis of the results of both the author’s own and secondary research clearly show that contemporary education is struggling with many problems which are worsening the quality and image of teaching at a higher level.
