Opis:
Problems of vessel traffic organization in approach channels are solved by Vessel Traffic Management Services (VTMS). One essential task for VTMS is to ensure a required level of traffic safety. As often vessel traffic is intensive, attempts are made to optimize it. This author aims to find a relevant solution based on a mathematical model, in which vessel speeds at particular fairway sections are varied. The model belongs to the class of mixed integer linear programming. The branch-and-bound method has been adapted to the proposed solution of the problem. The results are shown in tables, while certain aspects of solutions are illustrated graphically.

Opis:
The aim of the paper is to determine the degree of damage of trees in a stand in the Kraft classes and diameters at breast height of trees in the damaged and undamaged stands depending on the harvesting system applied by Forest Services Companies. Field studies were carried out in the Polish lowlands in pine stands in the age classes II a, III a and IV a in the fresh forest habitat (Bśw) and mixed fresh forest habitat (BMśw). The prevailing species is pine (minimum 80%), and the assortment and tree−length methods are used for timber harvest. The thinning operations cause injuries to trees in the remaining stands and the scale of these injuries depends mainly on labour organisation.

This paper summarizes research on monitoring GRID resources, which resulted in the implementation of the JIMS system. It contains an overview of the most important architectural and software concepts that make the constructed system flexible and user-friendly. The paper evaluates JMX and Web Service technologies as foundations for implementing monitoring systems. Particular attention has been paid to system adaptability, autoconfiguration and interoperability.

A fundamental pre-requisite for the establishment of a scaleable regional health information network (RHIN) is the development of an architectural framework and tools for the integration of specialized autonomous systems and e-health service platforms supported by an underlying health information infrastructure (HII). In this context, HYGEIAnet, which is the RHIN of Crete in Greece, has identified and utilized a number of critical software components enabling integrated access to clinically significant information, based on an open architecture addressing successfully the various interoperability challenges at hand. HYGEIAnet provides the framework for the reuse of standardized common components and public interfaces, thus enabling integrated and personalized delivery of healthcare.

Opis:
Biology and genomics in the near future will play a major role in day to day activities related with health. Today biologists and doctors work together in order to decode and analyze large amount of data extracted from the DNA analysis of proteins. Advanced health applications will be needed in order to store, retrieve, process the large amount of data - being produced today by genomics and bioinformatics analysis - in order to extract useful results in a reasonable time frame. In this paper we present the results from our research regarding the use of grid technologies with health applications. We present the current status of standardization activities and working groups, which are currently involved with the specification of health applications and the standardization of needed components such us security, functionality, etc., which are being introduced by the use of grid technologies.

In this paper we describe an approach to the extension of geographic information systems to take advantage of the continuing development of capabilities of the Semantic Web. This is presented in the context of a portal based Geospatial Information Database (GIDB™), an object-oriented spatial database capable of storing multiple data types from multiple sources. We have developed our approach for a specific domain, spatially oriented, meteorological and oceanographic, but this can clearly be applied to other Spatial data domains. Finally we illustrate the use of the ontology development system based on Generative Sublanguage Ontologies (GSO), a type of linguistic ontology inspired by the Generative Lexicon Theory, to develop effective domain ontologies.

Opis:
The objective of the paper is an assessment of the level and structure of financing the public health services in Poland; the main causes of deaths and relations between the health conditions within Poles and the level of financing public health care system. The aim of the article is indication main negative and positive issues of running the public health care system in Poland. The analysis is based on the last 5 years and refers to changes in Polish health care system which happened in 1999, when the public health services are started to be financed by a health insurance premium. The part of the premium reduces the income tax. The purpose of article is the test of answer the question: what kind of consequences in the level of financing and in health conditions have happened after changes which was carried into effect in 1999.
Celem artykułu jest wskazanie głównych problemów funkcjonowania opieki zdrowotnej w Polsce po reformie ubezpieczeniowej. Począwszy od roku 1999 świadczenia zdrowotne w Polsce są finansowane ze składki na ubezpieczenie zdrowotne. Składka ta opłacana jest przez pracownika i w części pomniejsza podatek dochodowy od osób fizycznych. Celem artykułu jest wskazanie przede wszystkim negatywnych aspektów wprowadzonych zmian. W artykule została dokonana analiza infrastruktury medycznej, wynagrodzeń służby zdrowia, czasu oczekiwania na usługę medyczną, szarej strefy w tym sektorze. Zwrócono również uwagę na finansowy aspekt funkcjonowania regionalnych organizacji powszechnych ubezpieczeń zdrowotnych w Polsce.

The paper presents the problem of designing transportation system for goods distribution with usage of multicriteria decision supporting method. The general characteristic of transportation system as an element of distribution system was presented. Moreover, the distribution system was identified as a one of the most important elements of supply chain which aims in making products available in place and time matching client needs. In further part the problem was mathematically formalized to optimization task. Analyzing the problems of modeling conveying system forces claim that decisions taken within area of transport organization consist in solving complex decision problems. Complexity follows from the demand of best decision according to many aspects. Solution must ensure othe best realization of all partial criteria (aims) taken into account during decision making process. The article contains characteristics of methods of multicriteria evaluation with regard to short literature review. The emphasis was placed on ELEKTRA and MAJA methods which can be applied in the evaluation of complex decision problems in transportation systems. The last part of the article is verifies of presented issues by tneans of numerical experiment.

Artykuł jest próbą analizy dostępnych, nieinwazyjnych metod pozwalających na całościową analizę i ocenę bezpieczeństwa systemów komputerowych. Opisane metody nie ingerują bezpośrednio w działanie gotowych systemów, skupiając się w dużej mierze na statycznej analizie systemu. Analiza taka opiera się na stwierdzeniu zgodności systemu z poszczególnymi wymaganiami bezpieczeństwa, tworzonymi przez organizację DISA. Organizacja ta swoje wymagania przedstawia w trojaki sposób: tworząc statyczne wymagania tzw. STIG'i, manualne procedury, mające pomóc w analizie bezpieczeństwa oraz skrypty automatyczne dla części systemów (tzw. SRR). Przekrój systemów objętych wymaganiami jest ogromny, zaczynając od systemów operacyjnych, idąc przez systemy bazodanowe, sieci a skończywszy na tworzonych przez programistów aplikacjach. Artykuł zawiera również krótką analizę pewnych braków, niedogodności i wad wyżej wymienionych metod oraz jest próbą odpowiedzi w jakim kierunku powinien iść ich rozwój.
This article is an attempt to analyze the available, non-intrusive methods of analyzing and assessing if the overall security of computer systems. These methods do not interfere directly in the working systems, focusing largely on static analysis of the system. The analysis base on the finding of compliance with the various safety requirements, formed by the DISA organization. This organization presents its requirements in three ways: by creating the static requirements, so-called STIGs, manual procedures (checklists), helped in the analysis of the security and automated scripts for system components (SRR). The scope of the systems covered by the requirements is very big, including operating systems, database systems, the network and applications created by software developers. This article also contains a brief analysis of some shortcomings, disadvantages and drawbacks of the above-mentioned methods and is an attempt to answer for the question: what should be done in the nearest future for static security analysis.

Ograniczenie mechanizmu rynkowego w kształtowaniu cen w transporcie publicznym wiąże się z wprowadzaniem do polityki cenowej elementów polityki społecznej. Elementy te uwzględniane są zarówno w wysokości opłat, jak i w nadaniu różnym grupom społecznym praw do przejazdów bezpłatnych lub ulgowych. W artykule przedstawiono system taryfowo-biletowy stosowany w komunikacji miejskiej w gminach województwa śląskiego.
Limitation of the market mechanism in prices formation is connected with the introduction of social policy elements to price policy. The elements are taken into account both in the fee amount and in the assignment of free fares and discounts to various social groups. The article presents the tariff-ticket system applied in municipal transport of municipal corporations of Upper Silesia Voivodeship.

W pracy przedstawione zostały badania dotyczące wykorzystania systemu ekspertowego do zestawiania internetowych usług złożonych w dziedzinie Geograficznych Systemów Informacyjnych. W celu przeprowadzenia eksperymentu przygotowany został system komputerowy realizujący zaproponowaną przez autora metodę. Praca ta opisuje architekturę zaprojektowanego systemu, elementy składowe metody takie jak: baza wiedzy, ontologia dziedzinowa, semantyczny opis usługi, język specyficzny dla domeny oraz system produkcyjny, pełniący rolę doradcy inżyniera domeny. W drugiej części artykułu zaprezentowane zostały wyniki badań wskazujące na przydatność metody oraz skuteczność wykorzystania systemu ekspertowego w rozwiązywaniu przedstawionych zagadnień. Oceny dokonano przeprowadzając zestaw symulacji określających poprawność wydawanych ekspertyz oraz czas odpowiedzi systemu opartego o obiektowo zorientowany silnik reguł.
Results of research related to application of expert system in intelligent discovery and matchmaking of complex Web services within Geographic Information Systems domain are presented in the paper. To perform the experiment, the computer system has been prepared by the author to fulfill proposed method. The first part of the paper describes the architecture of designed system and its components: knowledge base, domain ontology, semantic description of services, domain-specific language and production expert system, acting as the domain engineer's advisor. In the second part of this article, research results were presented to indicate how useful the method was and the effectiveness of the expert system use in solving the raised issues. The evaluation has been carrying out by a set of simulations which determine the correctness of published expertise and the response time of a system based on object-oriented rules engine. The paper shows results of conducted simulations and the conclusions drawn from those results. Based on the opinions issued by the developed integrated expert system, it can be stated that it has acceptable correctness. Queries expressed in the DSL were of great diversity, in the context of established to obtain expertise. Despite the high level of flexibility to formulate these queries, conclusions presented by the system were consistent with the stated objective. Nowadays, the main criterion posed by Internet users is information time access. Studies have shown that in less than 10 seconds an answer of expert system, with an integrated knowledge base consisting of about one thousand to two thousand facts can be obtained.
