The article discusses issues related to ensuring secure operation of the National Power System. The tasks of transmission system operators in that scope were presented and the power demand of the Polish National Power System on critical days in terms of power generation and demand was characterized. The article also presents the causes and course of events which took place in August 2015 when there was a critical imbalance in the Polish National Power System leading to the introduction of limitations. Then, the possibilities and types of costs connected with the possibilities of balancing the system in the periods of peak loads were characterized. The summary of the article contains the presentation of conclusions related to power balancing in the power system and reduction of related costs.

Rozwój krajowej struktury wytwarzania energii oraz związanej z nią topologii sieci przesyłowej może skutkować w szczególnych przypadkach problemami z utrzymaniem wymaganych poziomów napięć i zwiększonym zapotrzebowaniem na regulację mocy biernej. Zapotrzebowanie na regulację mocy biernej ma charakter lokalny i wobec ograniczonej liczby potencjalnych dostawców, kontraktacja usługi przez OSP na zasadach konkurencyjnych jest trudna do przeprowadzenia. Jednostki wytwórcze zlokalizowane w KSE mają nieodpłatny obowiązek zapewnienia zdolności do generacji mocy biernej w określonym przepisami zakresie. Płatną usługą jest grupowa regulacja napięcia i mocy biernej w systemie ARNE. Obecny katalog usług regulacyjnych nie przewiduje zachęt ekonomicznych do oferowania zwiększonego w stosunku do wymagań zakresu regulacji mocy biernej. Mając na uwadze powyższe względy w referacie przedstawiono koncepcję wynagradzania za gotowość jednostek wytwórczych do udostępnienia szerszego zakresu regulacji mocy biernej, bazującą na wycenie kosztów związanych z utrzymaniem i eksploatacją majątku produkcyjnego zaangażowanego w świadczenie usługi.
The development of the national energy generation structure (the concentration of wind energy in the northern part of Poland at the location majority of conventional power plants in the central and southern part) and the related topology of the transmission network may result in specific problems with maintaining the required voltage levels and increased demand for reactive power regulation. The planned implementation of projects for the construction of offshore wind farms in the Baltic Sea may deepen the above challenges. The demand for reactive power regulation is local and due to a limited number of potential suppliers that may use their market power, contracting a service by a TSO on a competitive basis is difficult to implement. The generating units located in the National Power System have a free obligation to ensure the capability of reactive power generation in the specified scope. Paid service is group regulation of voltage and reactive power in the ARNE system, provided by centrally available units. The current catalog of regulatory services does not provide for economic incentives to offer increased reactive power control in relation to the requirements. Bearing in mind the above considerations, the paper presents the concept of rewarding for the readiness of generating units to provide a wider range of reactive power regulation, based on the valuation of costs related to the maintenance and operation of the productive assets involved in providing the service.

The paper presents the problem of designing transportation system for goods distribution with usage of multicriteria decision supporting method. The general characteristic of transportation system as an element of distribution system was presented. Moreover, the distribution system was identified as a one of the most important elements of supply chain which aims in making products available in place and time matching client needs. In further part the problem was mathematically formalized to optimization task. Analyzing the problems of modeling conveying system forces claim that decisions taken within area of transport organization consist in solving complex decision problems. Complexity follows from the demand of best decision according to many aspects. Solution must ensure othe best realization of all partial criteria (aims) taken into account during decision making process. The article contains characteristics of methods of multicriteria evaluation with regard to short literature review. The emphasis was placed on ELEKTRA and MAJA methods which can be applied in the evaluation of complex decision problems in transportation systems. The last part of the article is verifies of presented issues by tneans of numerical experiment.

Artykuł jest próbą oceny wpływu wdrożonego systemu zarządzania jakością na funkcjonowanie zespołów ratownictwa medycznego poprzez określenie efektywności udzielania pomocy medycznej przez zespoły wyjazdowe. Przedstawiono organizację i zadania systemu Państwowego Ratownictwa Medycznego. Analiza porównawcza uzyskanych informacji i danych za dwa kolejne lata pozwoliła na wysnucie wniosku, iż wdrożenie w 2014 roku systemu zarządzania jakością przyczyniło się do poprawy jakości usług medycznych świadczonych przez wyjazdowe zespoły ratownictwa medycznego należące do pięciu podstacji Pogotowia Żarskiego. Badanie przeprowadzono w czwartym kwartale 2015 roku. Analizie poddano wyjazdy zespołów ratownictwa medycznego z dwóch lat świadczenia usług przez Pogotowie Żarskie. Główne problemy badawcze wynikały z dużego obszaru chronionego, a co za tym idzie – z rozbudowanej struktury organizacyjnej oraz liczby wyjazdów do zachorowań na terenie powiatów żarskiego i krośnieńskiego. W pracy jako metoda badawcza wykorzystana została analiza dokumentacji medycznej. Zapoznano się z księgą jakości, strukturą organizacyjną dyspozytorni, systemem teleinformatycznym oraz dokumentacją określającą poziom wykształcenia i przygotowania personelu. Do badań wybrano dane obejmujące rok 2013, a więc bezpośrednio poprzedzający wdrożenie systemu zarządzania jakością, oraz rok 2014, kiedy to został wprowadzony SZJ. Informacje zgromadzono według następującego klucza: miejscowość, typ zespołu, kod pilności wezwania, czas przybycia na miejsce wezwania, wiek pacjenta, jednostka chorobowa, system teleinformatyczny, personel medyczny. Analiza porównawcza uzyskanych informacji i danych za dwa kolejne lata pozwoliła na wysnucie wniosku, że dzięki wdrożeniu w 2014 roku systemu zarządzania jakością znacznie usprawnił się proces współdziałania oraz dysponowania zasobami jednostek systemu, co w rezultacie skróciło czas podjęcia interwencji i pozwoliło na zwiększenie efektywności działań ratowniczych przez wyjazdowe zespoły ratownictwa medycznego.
This article is an attempt to evaluate the influence of an implemented quality management system on the functioning of medical rescue teams through determining the efficiency of providing medical help by ambulance teams. It presents the organisation and tasks of Emergency Medical Services System. A comparative analysis of acquired information and data for two consecutive years allowed us to make a conclusion that the 2014 implementation of the quality management system had an influence on the improvement of the quality of medical services provided by ambulance teams from five sub-stations of Emergency Medical Service in Żary. The study was conducted in the fourth quarter of 2015. The analysis concerned emergency response of rescue teams for a period of two years of services provided by Emergency Medical Service in Żary. The main research problems resulted from a large protected area, thus, a complex organisational structure and the number of emergency responses in the area of Żary and Krosno Odrzańskie poviats. An analysis of medical documentation served as a research method in this work. The authors were acquainted with the Quality Manual, the organisational structure of the dispatch centre, the ICT system and the documentation determining the level of education and preparation of the staff. The study covered the year 2013, so just before the implementation of the quality management system and 2014, when it was introduced. Information was collected in accordance with the following criteria: town/city, team type, urgency code, time of arrival to a place of a sick call, patient’s age, disease classification, ICT system, medical staff. A comparative analysis of the collected information and data for the two consecutive years allowed us to draw a conclusion that owing to the implementation of the quality management system in 2014, the process of cooperation and dispatching of the system resources improved considerably, which, in turn, resulted in a reduced time of undertaking interventions and increased the efficiency of rescue activities of emergency rescue teams.

Goal – to analyze and summarize the normative legal acts that regulate the procedure for the provision of administrative services in Ukraine and identify the main problematic issues of legal regulation of administrative services in Ukraine and ways to solve them. The analysis includes a set of guidelines for improving the quality of the provision of administrative services by the executive authorities and local self‑government bodies, and identifies certain gaps in the legal framework on these issues. Research methodology – the paper uses the analysis of regulatory documents on the organization of the provision of administrative services in Ukraine, mechanisms and theoretical foundations of their organizations. Score/results – the goal identification of the main problematic issues of legal regulation of the provision of administrative services in Ukraine and ways to solve them. Recommendations for solving these problems have been developed. Originality/value – the paper is done by the authors independently without any help and assistance of others. The paper provides links to researches, as well as links to legislation. The nature of the paper is a review report.

The purpose of our research was to compare the quality of chest compressions performed by firefighters, lifeguards, and police officers and to identify any weak points they may have so as to prevent them in the future. Participants of the research were asked to compress the chest of a training phantom for four minutes, and the results were measured separately after the first two and consecutive two minutes. Based on the results, lifeguards have the biggest problem with maintaining the correct depth of compressions, firefighters with upholding the adequate rate, and police officers strain after two minutes, which influences the quality of chest compressions. The conclusion of the research is that all these groups should receive more obligatory practical training, so that people, who may sooner or later be confronted with a situation in which they have to sustain blood circulation between vital organs, can do it as flawlessly as possible.
Celem naszego badania było porównanie jakości uciśnięć klatki piersiowej pomiędzy strażakami, ratownikami i policjantami oraz poszukiwanie słabych punktów, którym być może będą musieli zapobiegać w przyszłości. Uczestnicy badań zostali poproszeni o uciskanie klatki piersiowej fantomu treningowego przez cztery minuty, a wyniki pobierano oddzielnie po pierwszych dwóch i kolejnych dwóch minutach. Z wyników wynika, że największy problem z utrzymaniem prawidłowej głębokości uciśnięć mają ratownicy, strażacy z utrzymaniem odpowiedniej częstości uciśnięć, a policjanci obciążają się już po dwóch minutach, co wpływa na jakość uciśnięć klatki piersiowej. Wniosek jest taki, że dla wszystkich tych grup powinno być więcej obowiązkowych ćwiczeń, aby ludzie, którzy prędzej czy później mogą znaleźć się w sytuacji, w której będą musieli utrzymać przepływ krwi między ważnymi narządami, mogli to zrobić możliwie bezbłędnie.

The paper presents a novel approach to system dependability problem. The analysed systems and networks – characterised by different sets of features – are considered as a union of all their resources essential for the predicted tasks realisation. The system dependability is discussed with respect to the occurrence of incidents and treats that may cause to damage the system resources and – in consequence – to the collapse of the executed tasks. The maintenance policy system is based on two main concepts: detection of unfriendly events and system responses to them. The proposed analysis is realised from the user’s point of view, focusing on functional features described by business services available in the system.

W artykule przedstawiono jeden z funkcjonujących podmiotów gospodarczych świadczących usługi logistyczne w którym to po zidentyfikowaniu systemu magazynowania, przeprowadzono analizę jego poziomu bezpieczeństwa. Główną część opracowania stanowi propozycja procedury postępowania prowadzonej analizy poziomu bezpieczeństwa systemu magazynowania w tym podmiocie. W końcowej części przedstawiono wyniki z przeprowadzonych badań. W podsumowaniu odniesiono się do stopnia zrealizowania przyjętych celów artykułu oraz sformułowano wnioski końcowe.
The article presents one of the functioning business entities providing logistics services in which, after identifying the storage system, an analysis of its security level was carried out. The main part of the study is the proposed procedure for conducting the analysis of the level of security of the storage system in this entity. The final part presents the results from conducted research. The summary refers to the degree of achievement of the adopted objectives of the article and formulates the final conclusions.

W pracy zaprezentowano system informatycznego wspomagania logistyki ratownictwa medycznego. Przedstawiono schemat funkcjonalny i podstawowe moduły systemu ze wskazaniem funkcji kluczowych dla logistyki. Omówiono cel implementacji oraz funkcjonalne i technologiczne wymagania jakim podlega system. Wymieniono również możliwe rozwiązania architektury systemu. W pracy zwrócono uwagę na stopień trudności problemów logistycznych które wymagają informatycznego wspomagania z zastosowaniem nowoczesnych technik informatycznych i telematycznych.
In the paper IT system aided logistics of medical emergency services has been presented. The functional chart of the system and its basic modules have been described with the key functions for logistics pointed out. The aim of system implementation, functional and technological requirements of the system have been discussed. In the paper possible solutions of system architecture have also been pointed. In paper the level of complexity of logistics problems which requires IT support with newest information technology and telematics has been considered.

The efficiency of the aircraft exploitation process is a problem, to which more and more attention is paid not only in the commercial aviation, but also in the military one. One of the factors, which have a direct impact on its level, is the operated aircraft or helicopter technical readiness that is the ability of airworthiness when there is a need to use them in order to perform specific aviation tasks. In turn, the aircraft technical readiness level is affected by a number of factors, the most important of which include its characteristics, technical service system and logistical security system. This paper is devoted to the issue connected with the aircraft technical readiness assessment as well as identification of factors, which have an impact on its level, and also their impact level analysis. Furthermore, the particular attention was paid to technical services. The research results of a few types of aircraft in terms of the technical service malfunction and damage impact on their technical readiness level were also presented. At the end, the importance of such an approach and the possible use in practice were emphasised.

In this paper we are trying to discuss an integration of standard and commercial solutions, which will be proposed for choosing, implementation and exploitation or especially projected for the organization. W artykule przedstawiono zadania systemu ostrzeżeń i prognoz oraz zagrożenia powodziowe powiatu Busko. Opisano przyczyny awarii wałów. Omówiono krajowy system monitoringu i prognoz, uzasadniając konieczność współpracy IMGW z LSOP powiatu Busko. Zwrócono uwagę na potrzeby w zakresie edukacji powodziowej w powiecie Busko.
The paper presents the tasks of the warning and forecasting system as well as the flood risk for the Busko district. It also describes the cause of the shafts failure. The national system of monitoring and forecasting was discussed. The need for cooperation with the LSOP Busko district and IMGW /Institute of Meteorology and Water Management/ was justified. The attention was paid to the educational needs concerning the problem of flood in the Busko district.
