W artykule opisano wybrane fragmenty procesu diagnozowania komunikacji między stacją procesową i operatorską, a także między stacjami procesowymi minisystemu rozproszonego, zbudowanego na bazie modułowego sterownika przemysłowego AC800F. W wyniku przeprowadzonych eksperymentów uzyskano informacje dotyczące sposobu transmisji i położenia wartości zmiennych procesowych w przesyłanych komunikatach. Informacje te można wykorzystać do podjęcia decyzji dotyczących dodatkowych zabezpieczeń przesyłu lub skomunikowania stacji systemu z rozszerzającymi zasobami użytkownika.
The article describes selected fragments of the process diagnosing communication between a process and operator station, and between process stations of a distributed mini-system based on an AC800F modular industrial controller. Conducted experiments provided information on the transmission method and location of process variable values in transferred messages. The information can be used to make a decision regarding additional transfer protections or communicating system stations with expanding user resources.

This paper examines the factors affecting the performance of VTS operators. A general review of the human factor as a determinant of navigational safety is presented. The elementary nature of the system and its structure are defined, and the ability of a VTS operator to perform planned tasks within a specified timeframe and in a specific manner is analyzed. A reliability assessment scheme is proposed, which is based on the interpretation of factors affecting the VTS operator’s efficiency. The effective performance of VTS operators, along with the specific nature of the maritime environment and reliability of the vessel traffic management support, are key determinants in the process of ensuring the reliability and security of the entire system.

Statistics, based on grounding incident investigations, is not always sufficient for retrieving objective information and designing comprehensive solutions for improving the ECDIS training process for deck officers and development of methods aimed at reducing the grounding incident rate and improving the effectiveness of navigation. The research studies statistics on deck officers` errors made during training on bridge simulators equipped with ECDIS and provides an analysis of errors distribution among navigators of different ranks. The study shows that in event of the EPFS (Electronic Position Fixing System) failure the likelihood of grounding increases dramatically for all deck officers, irrespective of rank and experience, despite having fully functional radar and ECDIS in dead reckoning mode.

Ustawa o Krajowym Systemie Cyberbezpieczeństwa zdefiniowała tworzą ce go podmioty, w szczególności operatorów usług kluczowych, nakładając na nich obowiązek przeprowadzania regularnych audytów bezpieczeństwa systemu informacyjnego. Jednocześnie podkreśliła wagę wypracowania metody umożliwiającej ujednolicone podejście do raportowania wyników, minimalizujące tym samym subiektywizm oceny, sama jednak jej nie wskazując. Metodyka audytu bezpieczeństwa informacyjnego po winna spójnie łączyć wymogi ustawowe z normami i dobrymi praktykami. W artykule podjęto próbę usystematyzowania metod i standardów zarządzania cyberbezpieczeństwem, wykorzystując doświadczenia audytorów.
The Act on the National Cybersecurity System (Polish: Krajowy System Cyberbezpieczeństwa, KSC), which is the first regulation that provides legal and or ganisational basis for a cybersecurity system, was signed by the President of Poland on 1 August 2018. The adoption of the Act is a response to the obligatory implemen tation of the Directive of the European Parliament and of the Council on security of network and information systems (the NIS Directive). The objective of the Act on KSC is to establish an effective information technology system at the national level. It defines the entities that constitute the system, especially key services operators, and obliges them to conduct regular audits of IT systems security. At the same time, the Act emphasises the importance of providing a method for unified reporting on audit results, in this way minimising subjectivity of evaluations – yet the Act itself does not define the method. The methodology for IT security auditing should combine, in a comprehensive manner, legal requirements and standards with good practices in the area. In his article, the author has attempted to summarise the methodologies and stan dards for cybersecurity management, taking into account the experience of auditors.

The industrial landscape is undergoing a series of fundamental changes, because of the advances in cutting-edge digital technologies. Under the framework of Industry 4.0 engineers have focused their effort on the development of new frameworks integrating digital technologies such as Big Data Analytics, Digital Twins, Extended Reality, and Artificial Intelligence, to upscale modern manufacturing systems, reduce uncertainties, and cope with the increased market volatility. However, in the upcoming industrial revolution, i.e., Industry 5.0, the research focus will be directed towards the new generation of human operators, the Operator 5.0. The purpose of this paper is to investigate the key technologies that will be the drivers towards the realization of the Operator 5.0 and to highlight the key challenges. Additional contribution is the proposal of a framework for the training and support of shopfloor technicians based on the utilization of Mixed Reality for manufacturing processes.

Given a linear dynamical system, we investigate the linear infinite dimensional system obtained by grafting an age structure. Such systems appear essentially in population dynamics with age structure when phenomena like spatial diffusion or transport are also taken into consideration. We first show that the new system preserves some of the wellposedness properties of the initial one. Our main result asserts that if the initial system is null controllable in a time small enough then the structured system is also null controllable in a time depending on the various involved parameters.

The article points out that the operational safety of mobile excavating machines can be significantly improved by equipping them with on-board systems for tip over stability monitoring. Critical analysis has been conducted on tip over stability monitoring systems available on the market. Their capabilities and limitations have been analysed. The second part of the article presents an innovative concept of on-board systems for monitoring tip over stability in tracked excavating machines. This concept was developed to create a device that would allow the vehicle's tip over stability to be monitored with greater accuracy and reliability compared to current systems of this type. The article also presents a demonstrator and a simulation model of the developed device. The final part of the article presents exemplary results obtained in preliminary simulation tests of the developed system.

The development and use of unmanned airborne systems are currently undergoing a huge transformation. This allows the development of computer technology, new materials for their construction. This paper focused on the possibility of having several Unmanned Aircraft Systems movement in urban areas. It contains the description of a philosophical proposal of flight corridors and flight trajectories in urban areas with the example of a small town.

Opis:
This paper investigates an algorithm for finding steady-states in electromechanical systems for the cases of their periodic nature. The algorithm enables to specify the steady-state solution identified directly in time domain. The basis for such an algorithm is a discrete differential operator that specifies the values of the first derivative of the periodic function in the selected set of points on the basis of the values of that function in the same set of points. It creates algebraic equations describing the steady-state solution for the nonlinear differential equations describing electromechanical systems. In this paper, the direct time-domain approach is tested for the simple converter considering. The algorithm used in this paper is competitive with respect to the one known in literature an approach based on the harmonic balance method operated in frequency domain.

W artykule przedstawiono operatora sieci dystrybucyjnej jako szczególny podmiot w krajowym systemie elektroenergetycznym. Rola, jaką odgrywa operator sieci dystrybucyjnej, jest bardzo ważnym elementem gospodarki energią w krajowym systemie elektroenergetycznym. Ogół procesów, za które odpowiedzialny jest operator, ma przełożenie na funkcjonowanie wybranych obszarów geograficznych w kraju. Realizacja określonych planów, zarówno bieżących, jak i wizje rozwoju w przyszłości, odbywają się zgodnie z oszacowanym popytem, obowiązującymi regulacjami prawnymi, zachowaniem założeń zrównoważonego rozwoju w aspekcie ochrony środowiska w celu świadczenia najwyższej jakości usługi oraz bezpieczeństwa użytkowników sieci. W kolejnej części artykułu opisano także główne kierunki działań innowacyjnych w sektorze energetycznym, związane z nimi koncepcje oraz obszary inwestycyjne. R ozwój technologiczny w dzisiejszych czasach otwiera przed operatorem sieci dystrybucyjnej możliwość opracowywania oraz wdrażania innowacyjnych rozwiązań takich jak wykorzystanie magazynów energii, które mogą mieć swoje rewolucyjne zastosowanie w niedalekiej przyszłości. Nowe rozwiązania z zakresu technologii i metod zarządzania pracy sieci mają zapewnić minimalizacje awaryjności systemów i nieprzerwany proces dystrybucji dla wszystkich użytkowników sieci. W ostatniej części artykułu określono obszary trendów i kierunki innowacji w obszarze dystrybucji z perspektywy OSD. Wśród których wskazano najważniejsze: rozwój i wdrażanie sieci inteligentnych, modernizację sieci dystrybucyjnych, rozwój nowoczesnych systemów oraz narzędzi IT wspierających proces sterowania siecią i podejmowania decyzji, rozwój nowych technologii, takich jak magazynowanie energii i elektromobilność czy też lukę pokoleniową i kompetencyjną. Uwzględniają one dynamiczne zmiany otoczenia gospodarczego i prawno-regulacyjnego dotyczące sektora energetycznego i mają także istotny wpływ na działanie OSD na rzecz ewolucji świadomości społecznej, ukierunkowanej na rozwój alternatywnych źródeł energii. Całość została zakończona zwięzłym podsumowaniem.
The article presents the Distribution System Operator (DSO) as a special entity in the National Electric Power System (NEPS). The DSO plays a major role in energy management as a part of the NEPS. The overall processes for which the operator is responsible translates into the functioning of selected geographical areas in the country. The implementation of specific plans, both current and future development visions, takes place in accordance with the estimated demand, applicable legal regulations, maintaining the assumptions of sustainable development in the aspect of environmental protection in order to provide the highest quality of service and the safety of network users. The next part also describes the main directions of innovative activities in the energy sector, related concepts and investment areas. Technological development nowadays opens the opportunity to develop and implement innovative solutions such as the use of energy storage up for the DSO, which may have its revolutionary application in the near future. New solutions in the field of network management technologies and methods are to ensure the minimization of system failures and the uninterrupted distribution process for all network users. The last part sets out the areas of trends and directions of innovation in the area of distribution from the perspective of the DSO. The most important ones were identified and included: the development and implementation of smart grids, modernization of distribution and transmission networks, development of modern systems and IT tools supporting network control and decision making processes, development of new technologies such as energy storage and electromobility or generational and competence gaps. They take the dynamic changes in the economic and legal environment regarding the energy sector into account and have a significant impact on the DSO’s activities for the evolution of social awareness, aimed at the development of alternative energy sources. The whole was completed with a concise summary.

In the paper two non-integer order, state space models of heat transfer process are compared. The first uses a known Caputo operator and the second – a new operator proposed by Caputo and Fabrizio in 2015. Both discussed models are modifications of a known, integer order, state space, semigroup model of heat transfer process. Parameters of both models were identified by means of optimization of MSE cost function with the use of simplex method, available in MATLAB. Both proposed models have been compared in the aspect of accuracy and convergence. Analytical and numerical results show that the Caputo-Fabrizio model is faster convergent and easier to implement than the Caputo model. However, its accuracy in the sense of MSE cost function is worse.

In the paper the practical stability problem for the discrete, non-integer order model of one dimmensional heat transfer process is discussed. The conditions associating the practical stability to sample time and maximal size of finite-dimensional approximation of heat transfer model are proposed. These conditions are formulated with the use of spectrum decoposition property and practical stability conditions for scalar, positive, fractional order systems. Results are illustrated by a numerical example.

Przedmiotem artykułu jest analiza przepisów prawnych odnoszących się do wskazanych w jego tytule dwóch instytucji prawa pocztowego: pocztowej usługi powszechnej oraz operatora wyznaczonego. Autor stawia pytanie o to, czy wobec zmieniających się warunków rynku pocztowego uprawnione jest obowiązywanie przepisów prawnych przewidujących obowiązek świadczenie pocztowych usług powszechnych oraz wyznaczanie w tym celu określonego operatora? Przedstawione w artykule ustalenia pozwalają uznać, że instytucja usługi powszechnej jest w dalszym ciągu istotnym i trwałym elementem prawa pocztowego i to w płaszczyźnie prawa zarówno krajowego, jak i unijnego oraz prawa międzynarodowego, pełniąc ważną społecznie i gospodarczo funkcję na współczesnym rynku pocztowym. Nieco inne wnioski płyną z analizy przepisów odnoszących się do instytucji operatora wyznaczonego. Po pierwsze, uregulowania polskiego prawa pocztowego w tym zakresie można uznać za zgodne z prawem unijnym, jak również z właściwymi przepisami prawa międzynarodowego, choć przepisy te pozwalają na zastosowanie także innych rozwiązań służących dostarczaniu powszechnych usług pocztowych niż instytucja operatora wyznaczonego. Po drugie, nie istnieją przekonujące argumenty pozwalające uznać, że w aktualnych warunkach, w jakich działa polski rynek pocztowy, możliwe jest zastosowanie rozwiązania określanego jako „realizowanie usługi powszechnej przez siły rynku”. Uzasadnione jest natomiast oczekiwanie od podmiotu pełniącego funkcję operatora wyznaczonego większego dopasowania wykonywanej działalności do zmian zachodzących obecnie na rynku pocztowym. W szczególności, w dobie dynamicznego rozwoju handlu elektronicznego, należałoby oczekiwać znacznie większej aktywności tego operatora (oraz bardziej atrakcyjnej oferty) w zakresie zaspokajania popytu na usługi przesyłania zamówionych przez Internet towarów.

Opis:
Today, the transmission expansion planning for an existing power system under different constraints, is one of the major challenge for power engineers. There are several reasons; one of the reasons is rapid growth in load and inadequate capacity addition. Hence, it is important and essential to implement an algorithm for the transmission expansion which works well and have a good feasibility under certain assumptions and available constraints. Transmission expansion planning used in proposed paper works on an analytical algorithm which has been implemented for specific load condition with variations in generation. For that purpose, an economical factor has been measured that considers economical aspects of the line to be added for expansion. The prescribed analytical approach is also implemented for its feasibility check on a practical case study system.
