Opis:
The goal of this paper is to analyse selected electronic toll systems that are currently used in Slovakia and Poland. In this paper we discuss imposed methods to charge infrastructure used in Slovakia and abroad. Further analysed are various electronic toll systems applied in chosen Central European country and Slovakia. All the electronic toll systems used in the Slovak Republic and Poland are successively analysed. The last section of this thesis focuses on the electronic toll system in Slovakia and its impact on road freight transport via comparison of fixed transport route costs using highway signs and electronic toll collection.
Celem niniejszego artykułu jest analiza wybranych systemów poboru opłat drogowych, które są obecnie używane na Słowacji i w Polsce. W tym artykule rozważamy narzucone metody infrastruktury poboru opłat używane na Słowacji za granicą. Dodatkowo, analizowane są różne elektroniczne systemy poboru opłat drogowych w wybranym państwie Europy Centralnej i na Słowacji. Wszystkie elektroniczne systemy poboru opłat używane na Słowacji i w Polsce są kolejno przeanalizowane. Ostatni rozdział tej pracy skupia się na elektronicznym systemie poboru opłat na Słowacji i jego wpływie na drogowy transport towarowy przez porównanie ze stałymi kosztami transportu drogowego używając znaków drogowych i systemy poboru opłat drogowych.

Opis:
While choosing an electronic payment system intended for an immediate communication of a user (passenger) with an electronic terminal of a service provider (carrier), it is necessary to respect system parameters of presented technologies (NFC, EMV, and ABT). The methodology of choosing an electronic payment system within public transport may be divided into three steps as follows: • outlining criteria for variants evaluation, • multi-criterial evaluation of variants, and • evaluation of empirical research results. The presented article introduces more results of the research within VEGA project solving. Specifically, the article presents results of the multi-criterial expert decisionmaking problem using the WSA (Weighted Sum Approach) method and the TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) method. At the end of the article, there are presented results of empirical research studies focused on an electronic payment system used in public passenger transport. The empirical research studies were realized in the Slovak Republic in 2014, 2016, and 2018.

Transport drogowy towarów w państwach Europy wiąże się najczęściej z poborem opłat drogowych. Celem artykułu jest zaprezentowanie różnych systemów działających w wybranych europejskich krajach, opisanie sposobów ich działania, a także zaprezentowanie cen, które przewoźnik będzie zobowiązany zapłacić. W artykule omówiono ideę pobierania opłat drogowych, przedstawiono kraje używające czytników drogowych do pobierania opłaty oraz wykorzystujące systemy bezczytnikowe, jak również używające kilku różnych systemów poboru opłat drogowych. Planując przejazd przez kilka krajów należy uwzględnić różne opłaty, może to być nie tylko opłata za przejechane kilometry, ale również przykładowo opłata za przejazd tunelem, mostem, czy przeprawę promową. Wszystkie te zagadnienia zostały przedstawione w artykule.
Freight transport of goods in European countries is most often associated with toll collection. The aim of the article is to present various systems operating in selected European countries, describe the methods of their operation, as well as to present prices that the carrier will be obliged to pay. The article discusses the idea of charging road tolls, presents countries that use road readers to collect tolls and uses non-toll systems, as well as using several different toll collection systems. When planning a trip through several countries, various fees must be taken into account, it may not only be the fee for kilometres travelled, but also, for example, a toll for a tunnel, a bridge or a ferry crossing. All these issues are presented in the article.

In 2018, there was an empirical research conducted in passengers' interest in innovative methods of passenger handling within passenger transport in the Slovak Republic. The research determined the knowledge of passengers regarding new methods, namely, NFC technologies, EMV technologies and ABT technologies. The article defines the methodology of choosing an electronic payment system within public transport, followed by partial results of research multicriteria evaluation of alternatives electronic payment system in public transport. For evaluation of variants, an electronic payment system within public transport was the selected method of a total utility.

The Part II of the article on the issue of road charges presents an electronic system used in Poland, i.e. ViaTOLL, its operation, i.e. the charges rates, dependent on the vehicles’ environmental conditions such as EURO classes. Shown are also the changes in the fleet of trucks over a time, in conjunction with their structure of the emission classes. A selective comparison has been conducted of electronic toll rates in force in Poland and a few countries of the Common Europe. The article is summed up by the analysis of the European Commission actions to introduce a uniform system of road charges across the EU, the so-called EETS (European Electronic Toll Service).

Ticket tariff is an important factor influencing the demand for public transport. Among basic problematics regarding ticket tariffs are designing new fare systems and optimization of current systems. The task of optimization is influenced by two main factors: ticket prices and the structure of the tariff. Both elements were researched in this article, based on eleven public transport organizers fare systems in Poland – metropolitan areas and cities of a different scale. The purpose of this article was to define basic tariff types used in urban and regional public transport with a presentation of their function models. Ticket tariffs split into two main groups: flat and differential. Differential group of tariffs covers: distance (usually are encountered fares based on a number of kilometres or stops travelled), quality (e.g. different fares on basic and express lines), time (minutes, hours or days of ticket validity, but also different tariff during on-peak and off-peak hours), sections (between which passenger travel on a transit route) and zones (transport network divided into areas, e.g. designated by municipalities boundaries) tariffs. The concept of this study was to transform as many tariffs as possible from tabular form to the mathematical function. Five types of functions were considered for each tariff schematic: linear, power, polynomial, logarithmic and exponential. Functions and associated with them R-squared parameters were obtained as a result of re-gression analysis. The paper indicates that for time, distance and flat tariffs conformity (R2) was in most cases very high and above 0,90. The results indicate that the power function best describes time tariffs. In the case of distance tariffs, different kind of functions can be used: logarithmic, power or polynomial. The proposed function form of tariffs may speed up the process of creating new fare systems or upgrading existing ones. With general knowledge about the structure of tariffs and their function forms, it would be easier to determine the price of different kinds of tickets. New fare integration solutions could be also proposed in the future by using Big Data analysis.

In Europe, there are currently a few different systems used to collect toll for using motorways, express roads and national roads. The system in force is dependent on the economic level, infrastructure development level as well as automation level of a given country. The article presents the systems of toll collection in some European countries and describes in detail the Toll Collect system applied in Germany.

W artykule przedstawiono wybrane problemy interoperacyjności europejskiej usługi opłaty elektronicznej, która jest celem długofalowym KE i opiera się na dyrektywie 2004/52/WE. Interoperacyjność oraz budowa architektury tego typu systemu, powoduje konieczność opracowania norm w zakresie rozwiązań technicznych, proceduralnych, jak również realizacji kontraktów oraz projektów unijnych. Techniczna architektura EETS została zbudowana na podstawie modelu CESARE, w skład którego wchodzą cztery elementy: zarządzający interoperacyjnością, operator opłat, usługodawca oraz usługobiorca europejskiej opłaty elektronicznej.
The paper refers to some problems of the EETS interoperability, which is a long-term objective of the EC and based on the directive 2004/52/EC. Interoperability and creating this type system architecture is an open framework in Europe, which enables technical, procedural, contractual level and initializing of projects in European Union. EETS technical architecture was built on CESARE model, defines the technical detail of the interfaces for road charging system that corresponds to the interfaces between the business entities that together operate the service: the Toll Charger, the Toll Service Provider and the Service User.

Transport w krajach rozwiniętych jest traktowany jako bardzo ważne ogniwo w łańcuchach dostaw. Trafne decyzje transportowe wymagają równoważenia sprzecznych ze sobą celów - obniżenia kosztów transportowych oraz podniesienia poziomu świadczonych usług z uwzględnieniem aspektów ochrony środowiska naturalnego. Jednym z istotnych kosztów, ponoszonych w firmach transportowych, są opłaty drogowe. W artykule podjęto próbę oceny porównawczej rozwiązania problemu opłat sprzed kilku lat i obecnie, wprowadzanego w Polsce w postaci elektronicznego sytemu poboru myta.
Transport in developed countries is treated as a very important link in supply chains. Right decisions connected with transport require balancing on contrary aims - lowering the cost of transport and increasing the quality of provided service, taking into account the aspects of natural environment. One of the important costs paid by transport companies are road tolls. The article attempts to conduct comparative assessment of a solution to that problem from some time ago and the electronic system of toll collection which is currently being introduced in Poland.

W artykule porównano systemy opłat za dostęp do infrastruktury na kolejach europejskich. Wzięto pod uwagę m.in.: masę pociągów, naciski osi, kategorię pociągów, kategorię odcinków linii, klasyfikację linii, preferencje ekologiczne, preferencje dla dużych przewoźników, zróżnicowanie regionalne. Stwierdzono, że stosowane na kolejach europejskich systemy opłat są bardzo zróżnicowane, a ich całkowite ujednolicenie wydaje się nierealne. Z doświadczeń innych kolei wynika potrzeba zmian systemu opłat obowiązującego na kolejach w Polsce, ukierunkowanych przede wszystkim na powiązanie opłaty za udostępnienie infrastruktury kolejowej ze standardem świadczonych usług.
This article compares railway infrastructure acces fees charged by European railway companies. The factors considered include: weights of trains, axis pressures, category of trains, category of track sections, tracks classifications, ecological preferences, preferences for large forwardes as well as regional diversification. It was found that the access fee systems used by European railway companies were very much diversified, and that full and complete unification of all the systems was wirtually impossible. Experiences of other railway companies suggest that there is a need to change the fee system used in Poland, mainly aimed at linking of the infrastructure fee system with the standard of services provided.

The research problem picked up in the article was deter-mined by assessing the reliability of highway toll collection system based on the analysis of its operation. The complexity and diversity of the factors limiting the processes operating in the transport process significantly hinders the use of a universal indicator reliability assessment manual toll collection systems. Therefore, the evaluation of the reliability of manual toll collection system must be carried out in a comprehensive manner by presenting all aspects of the process are important from the point of view of the highway and the user operates the system. The research method adopted evaluation manual toll system and its components using the characteristics of reliability in the form of operational, the average time between subsequent damage, mean time to repair. In addition to the assessment capabilities of the system adopted in the payment of the corresponding number of vehicles per unit of time and the corresponding levels on the maximum waiting times for service and the maximum length of the queue of vehicles in the system.

The paper presents a method of the traffic emission computing, mapping and its monitoring in relation o the system of the highway toll gates. The construction of an own mathematical model, built on secondarily used data variables of the toll gate system, is presented. The model construction allows describing a simple method for the estimation of traffic intensities and finally for modelling the emission load maps of the mobile sources.
