W pracy przeanalizowane zostały środki i metody ochrony systemów operacyjnych. Sama ochrona systemu operacyjnego jest tylko elementem szerszego zagadnienia, jakim jest ochrona informacji. Na wstępie opisane zostały zagrożenia, na jakie jest narażony system operacyjny wskazując tym samym na zakres ochrony, jaką powinien być on objęty. Następnie dokonano analizy metod ochrony wskazując na rodzaj zagrożenia, któremu zapobiegają. Ochrona systemu operacyjnego jest realizowana przy użyciu mechanizmów samego systemu jak i przy użyciu programów zewnętrznych. W pracy główną uwagę koncentruje się na mechanizmach ochrony systemu operacyjnego natomiast specjalistyczne programy omówione zostały w mniejszym zakresie.
The means and methods of protection the safety of operating systems were analyzed in this study. Protection of the operating system is only part of a wider problem - protection of the information. At the beginning, the risks to which the operating system is exposed were described indicating that it should be covered the extent of protection. Then, the analysis of methods of protection was done, pointing to the hazard, which prevents. Protecting the operating system is implemented using their own mechanisms as well as using external programs. In this paper the main attention is focused on operating system security mechanisms and specialized programs were discussed in lesser extent.

Even though millions of people use TCP/IP every day without even knowing that these applications exist much less how they are critically important to those who maintain TCP/IP interworks. Since many of you are studying TPC/IP so that you can implement and administer this technology, understanding how these applications work is well worth your time. In this paper, I provide an overview of a number of software utilities that are commonly employed to help set up, configure, and maintain TCP/IP internetworks. These programs allow network administrator to perform functions such as checking the identity of a host, verifying connectivity between two hosts, checking the path of routers between devices, examining the configuration of a computer, and looking up a Domain Name System domain name.
W artykule tym przedstawiono niezbędne narzędzia, którymi powinien się posługiwać każdy użytkownik pracujący w sieciach komputerowych opartych na protokołach TCP/IP. Ten obecnie najpopularniejszy standard komunikacyjny oparty na tego typu rozwiązaniach wymusza na użytkownikach znajomość podstawowych zasad komunikacji, aby samemu bez pomocy administratora wstępnie zdiagnozować problem, bądź też samemu go rozwiązać. Przedstawione tu narzędzia pozwalają w głównej mierze sprawdzić poprawność działania DNS, zawartych w ich strefach wpisów, sprawdzić zgodność odpowiedzi na przychodzące zapytania. Znajomość zasad działania serwera DNS jest kluczowa, jeżeli chodzi o bezpieczeństwo systemu.

The primary burden of tackling the pandemic COVID-19 lies with the state as the entity responsible for protecting the health and life of its citizens. Hence, it can be argued that the focus of the pandemic-induced changes to the Polish legal order was on administrative law, which not only sets out the principles of the functioning of the State as the executive power but also governs the relations between the government, local government and citizens, which had to be significantly modified during the pandemic. It would be impossible to analyse and discuss all the emergency measures that appeared in Poland’s administrative law due to the threats posed by the pandemic. The subject matter of the present study is the analysis of the legal solutions adopted in the Republic of Poland in the sphere of public law in connection with the spread of the virus and particular provisions shaping relationships between the two basic structural branches of Polish public administration, viz. the government administration and the local-government administration. The following part of this study will accordingly be devoted to the analysis of the legislative solution contained in Article 11h of the COVID-19 Act, establishing a legal framework for issuing binding instructions to, among others, the various bodies of local governments, local-government legal persons and local-government organisational entities without legal personality.

Changes that take place in social and media space on the local level indicate a weakening position of media. Current sources of media power start to be increasingly taken over by new political actors. Participants of the media market as well as actors active in social space acquire new competences, which were previously characteristic only of journalists. The balance of forces, relations as well as interrelations between media and politics starts to create a new form of partnership and cooperation. This gradually leads in consequence to the codependency of media and politics in financial and organizational aspects. This raises a question of how public institutions, including those of the local level, can find themselves in the existing reality? Do they have a chance to pursue their information and communication functions? And finally, does the mediatization of a local political scene allow for the individual shaping of the relations of the local government with its social environment and building a reputation?

Opis:
Decentralisation of tasks in the scope of conservation of monuments underwent three phases: in 1990, 1998 and 2003. They were accompanied by alterations in the conservation administration system. Changes in the systemic position of monument conservation authorities – at the central and local level – are a subject of justified criticism of the conservation milieu. The question about direction of changes of indicated administrative structures remains valid. Systemic changes should include a decentralisation of certain tasks of Voivodeship Conservators of Monuments. The proposal of the new model of monument conservation, discussed in this article, has been presented during the II Conservators Congress.

The article considers the research of sustainable development model of national economy of Ukraine at the modern conditions. Determine the structural changes of national economy of Ukraine at the period of 2001 – 2012. During the period from 2001 to 2012 increase of the share of economic activities of the sphere of immaterial production, while reduction of the share of economic activities of the sphere of material production. The lack of progress in the development and implementation of new technologies prevented the improvement of industrial competitiveness, which partly led to a deep structural crisis and drop in production. The share of type of economic activity in the structure of the national economy does not affect its importance for the development of national economy. The poor energy efficiency of Ukraine poses a serious threat to its economic security that results in a deformed structure of production and consumption, in the usage of old technology of production of energy and in slow implementation of energy saving technologies. For sustainable development of Ukrainian national economy at unstable modern conditions must improving public-private partnership in the field of energy efficiency are substantiated.

The article presents the concept of technical supervision and the issue of its location in the public administration control system. This problem is analyzed through the prism of two concepts having a well-established meaning in science: control and supervision. The authors analyzed solutions in the field of technical supervision presented in non-legal literature. The subject of considerations are also technical supervision units.

The paper attempts to expound upon the actual and statutory role of lay judges in the process of adjudication. A theoretical model was confronted with the practice of making judicial determinations. The authors analysed the state of the law on the matter and the functions of lay judges accorded thereto by the legislator. In addition, as a result of extensive sociological-legal studies, a typology of the moments of composing a judgment (i.e. during deliberations; in between cases; conversations with prosecutors; voluntary acceptance of liability (plea bargain)) and of types of deliberations present in Polish courts (deliberation without deliberation, deliberation dominated by the judge, deliberation pro forma, the ideal type, deliberation and a discussion – bargaining) is described.

The ecclesiastical legislator obliges monastic persons to inhabit monastic houses. The Code of Canon Law of 1983 envisages two modes of establishment in this respect. One is legal founding of a monastic house and the other is legal establishment. Canon experts are divided in their opinions as to the legal meaning of these two modes. This study permits a conclusion that the legal status of such houses is the same and the obligations thus arising. In both cases the diocesan bishop needs to grant a written consent for the establishment of a monastic house in the diocese, the only difference being that founding is permanent, while legal establishment is temporary, according to the contract. In each of those houses, the inhabitants are obliged to observe internal regulations.

In the past fifteen years, many countries have been making intensive preparations towards the creation of a modern Land Administration System (LAS). These systems are a part of multi functional spatial data infrastructure (SDI) which supports land administration. These efforts are complex since the harmonization of spatial data from various independent databases requires significant funding and time. In Poland, national LAS referred to as the Integrated Real Estate Information System (IREIS) has been developed since 2013. In light of the above, this article aims to methodologically determine whether the Polish land administration system meets fit for purpose criteria. The research approach takes into account the following criteria in the assessment of the Polish LAS: focus on the purpose, flexibility, ability to cover land tenure and land use, affordability, reliability in terms of information, attainability, and upgradeability with regard to incremental improvement. These criteria were estimated in three panels: spatial framework, legal framework, institutional framework. The results of our research indicate that the IREIS project has achieved global standards and is fit for purpose and they can be used to monitor the further development of the ZSIN.
W ciągu ostatnich piętnastu lat wiele krajów prowadziło intensywne przygotowania do stworzenia nowoczesnego systemu administrowania nieruchomościami (LAS – Land Administration System). System ten stanowi część wielofunkcyjnej infrastruktury danych przestrzennych (SDI – Spatial Data Infrastructure), która wspiera administrację nieruchomościami. Wysiłki te są złożone, ponieważ harmonizacja danych przestrzennych z różnych niezależnych baz danych wymaga znacznych nakładów finansowych i czasu. W Polsce od 2013 roku tworzony jest krajowy system administrowania nieruchomościami, nazywany zintegrowanym systemem informacji o nieruchomościach (ZSIN). Niniejszy artykuł ma na celu metodologiczną ocenę polskiego LAS i sprawdzenia czy spełnia on kryteria użyteczności (dostosowania do potrzeb). Podejście badawcze uwzględnia następujące kryteria w ocenie polskiego systemu LAS: koncentracja na celu, elastyczność, rejestrowanie praw własności i użytkowania gruntów, przystępność cenowa, wiarygodność informacyjna, dostępność i możliwość elastycznej modernizacji. Kryteria te zostały oszacowane w trzech panelach, tj.: ramy przestrzenne, ramy prawne i ramy instytucjonalne. Wyniki badań autorów wskazują, że projekt IREIS osiągnął światowe standardy i może być wykorzystywany do monitorowania dalszego rozwoju ZSIN.

Ukrainian society inherited a well-developed and expensive system of social services, which included various state institutions that belonged to different departments. Billions of hryvnias of budget funds were spent on these institutions, social services were not provided in full, and social services recipients were almost isolated from the family and society. Changing the priorities of state policy in solving these problematic issues requires not only legislative decision-making, but also practical implementation at all levels and, above all, at the local level, as well as reforming the system of public administration. The article describes the preconditions and peculiarities of the implementation of the reform of the social services system in Ukraine in order to successfully implement the goals of sustainable development. The article highlights the conceptual foundations of deinstitutionalization reforms in Ukraine. In the social policy of Ukraine, deinstitutionalization has become a top priority, primarily in the orphaned children social protection implementation, although it, to some extent, deals with other key categories involved in the process, namely, people with limited mental capabilities, the elderly, and offenders. The main advantages and risks of implementing this reform are analyzed. The application of the gate-keeping mechanism is suggested. Successful deinstitutionalization is possible only with the close cooperation of the state, public, charitable and religious organizations. The actions of all branches must be coordinated and lead to a common result.

Tax auditing is regulated in an act and has a clearly defined objective. It is governed by general principles of a democratic state of law. In the act, the rights and duties of the parties are set forth, as well as the respective proceedings. According to the regulations, its function is to verify and evaluate activities of public administration bodies. Therefore, it constitutes an element of the state’s legal audit system. The scope of tax auditing comprises a significant area of the activities of vital importance to the state’s functioning. Due to its homogenous subject matter, and the legal consequences that implementation of audit results may have, it can be stated that it is one of the main pillars of the system.
