Many European cities have initiated actions in the matter of creating sustainable transport systems that is useful for the society, economical and ecological, through utilization of modes of transport of better environmental performance. Many solutions promoting sustainable transport are being implemented such as electric vehicle rentals, separate infrastructure for collective transport, joint ticket systems, low emission zones or park&ride systems. The paper presents legal regulations and guidelines related to the principles and methods of creation of sustainable urban transport. In second part of paper, actions and measures facilitating the reduction of the impact of transport on the environment carried out by selected European cities are discussed.

One of the most important factors in determining sustainable development of using a transport system is in its efficiency, and there are a number of indicators which can be considered to this end. The aim of this paper is to assess and evaluate such efficiencies, their indicators and the extent to which implementing sustainable development and sustainable transportation is feasible within the transportation system within the trade and manufacturing industry. To this end, the authors determine efficiency as a ratio between expenditure and resources, versus the effects of the realised transportation process. The first chapter introduces the transportation system and any specific terms discussed in this paper. The second chapter describes the source material used for the subject of sustainable development and sustainable transportation. The third chapter details the analyses of the transportation system as processed based upon the technical and economic indicators. The penultimate chapter compares existing and proposed alternative logistical solutions for profitability employing heuristically applied methods. And finally, the fifth chapter summarises the calculations and considerations from which the thesis’ conclusions are drawn. The authors also propose potential aspects for the development of the areas discussed in this paper.
Jednym z istotniejszych czynników rozważanych w kwestiach dotyczących wdrażania zrównoważonego rozwoju w systemie transportowym jest jego efektywność. Istnieje wiele wskaźników wspomagających jej ocenę. Celem artykułu jest dokonanie oceny efektywności, z wykorzystaniem charakteryzujących ją wskaźników i próba odpowiedzi na pytanie czy zrównoważony rozwój oraz zrównoważony transport są możliwe do zaimplementowania w przedsiębiorstwie produkcyjno-handlowym. Efektywność jest tu rozumiana jako stosunek nakładów finansowych oraz zasobów organizacyjnych przedsiębiorstwa do efektów realizacji zadania transportowego. Pierwszy rozdział artykułu jest wprowadzeniem i omówione zostają w nim wybrane aspekty systemu transportowego stosowanego przez przedsiębiorstwo. W drugim rozdziale omówiono pokrótce literaturę dotyczącą zrównoważonego rozwoju i zrównoważonego transportu. W trzecim rozdziale zawarta została analiza funkcjonującego systemu transportowego. Została ona dokonana w oparciu o wskaźniki techniczne oraz ekonomiczne. W czwartym rozdziale przeanalizowano alternatywną trasę przewozu w ramach systemu transportowego, a w piątym dokonano porównania dwóch tras przewozu: stosowaną obecnie oraz alternatywną. Dodatkowo, w podsumowaniu autorzy pracy proponują rozważenie pewnych aspektów dotyczących zrównoważonego rozwoju.

A sustainable transportation development plan is a strategic document that is created to guarantee convenient conditions in terms of the mobility of users and to ensure all other aspects that aim to improve the quality of life in the city. It is created on the basis of existing planning practices, using documents that already exist in this area and with the participation of various social groups. For this reason, the purpose of this study is to analyze sustainable public transportation development plans for selected 10 municipalities in Poland. The authors will analyze the sustainable development plans of these cities, try to find common features in them, and suggest how a given plan can be expanded to seek better solutions for creating sustainable urban mobility to replace previously developed transportation plans.

Dynamiczny rozwój transportu, mający miejsce w XX wieku, znacznie przyczynił się do większego zużycia surowców naturalnych, degradacji środowiska, a tym samym do zmniejszenia dobrobytu obecnych i przyszłych pokoleń. Zagadnienia te są tym bardziej złożone, że obecna sytuacja polityczna w Europie zmienia się szybciej niż warunki gospodarcze. Należy zaakceptować fakt, że wskutek problemów w polityce i gospodarce Unii Europejskiej, proces akceptacji założeń nowej polityki spójności może zostać wydłużony, a planowane priorytety mogą zmienić pozycję w hierarchii. Tak więc, przyszłość zrównoważonego transportu zależy od tego, jakie działania obecnie zostaną podjęte. Celem artykułu jest próba przedstawienia problematyki dotyczącej zrównoważonego transportu w aspekcie europejskiej polityki spójności. Rozważania nie wyczerpują poruszanej problematyki. Wskazują jedynie na wielowymiarowość i wieloaspektowość rozpatrywanego zagadnienia, stanowiąc przyczynek do dalszych badań w tym zakresie.
The rapid development of transport which took place in the 20th century vastly contributed to greater consumption of raw materials, environmental decay, and hence to reducing the prosperity of present and future generations. These issues are all the more complex that the current political situation in Europe is changing more rapidly than the economic conditions. We must accept the fact that, as a result of the current problems of the European Union, the process of approval of the assumptions of the new cohesion policy can be lengthy and the planned priorities can change position in the hierarchy. Thus, the future of sustainable transport depends on what actions we will take now. The purpose of this paper is to present the issues concerning sustainable transport against the background of European cohesion policy. The discussion is by no means comprehensive as it only indicates the multidimensional and multifaceted nature of the considered problems, suggesting areas for further research.

Kształtowanie zrównoważonych planów transportowych jest wymagane w prawodawstwie europejskim, a także polskim m.in. w Ustawie o publicznym transporcie drogowym. Odpowiednio zaplanowana infrastruktura transportowa, w tym przede wszystkim system transportowy, ma wpływ na ogólny rozwój danego regionu. Jednak kształtowanie zrównoważonych systemów transportowych jest zadaniem złożonym i opiera się na dobrze przygotowanym planie transportowym. Sam jednak proces przygotowania takiego planu jest długotrwały i stanowi bazę do późniejszych działań inwestycyjno-organizacyjnych. W artykule podjęto tematykę tworzenia zrównoważonych planów transportowych. Szczególna uwaga została poświęcona określeniu celu oraz wspólnej wizji funkcjonowania systemu transportowego jako elementu tworzenia zrównoważonego planu transportowego. Całość została zilustrowana na przykładzie kształtowania zrównoważonych planów transportowych na terenie aglomeracji poznańskiej.
Creating sustainable transport plans is required by both the European legislation and by Polish one i.e. according to the Law on Public road transport. Properly planned transport infrastructure, including in particular the transport system has an impact on the overall development of the region. However, the development of sustainable transport systems is a complex task and should be based on a wellprepared plan of transport. The process of preparing such a plan is long and constitutes the basis for subsequent actions. The paper focuses on the issue of creating sustainable transport plans. Particular attention has been focused on determining the purpose and a common vision of the functioning of the transport system as a part of creating a sustainable transport plan. The problem has been shown on the example of sustainable transport plans for the Poznań agglomeration.

The issues discussed in this article concern the basic assumptions for the sustainable development of public transport in cities. We discussed the need and direction of changes that occur in public transport that were referred to both users and transport organizers in cities. To this end, we characterized the activities which encourage urban residents to use forms of urban transport and the limitations of commuting via individual transport. The purpose of this article was to determine the main directions and areas of development of public transport in Szczecin. In addition, we also presented the solutions applied in the city transport system aimed at making it sustainable. In addition, an attempt was made to determine the impact of selected solutions on residents’ transport behaviors. The survey research method was used to examine societal opinions and expectations regarding public transport. We also approximated the basic investments that have been implemented to make transport more sustainable and the activities for the development of electromobility. Future research directions on the sustainability of transport in the city, and especially on limiting vehicular traffic, were also discussed.

Environmental protection, as rational shaping of the environment, management of environmental resources following the principle of sustainable development, and counteracting pollution, is integrally related to the urban area. Therefore, most activities and initiatives are aimed at environmental protection in the cities, which are the living environment for half of the world’s population. Therefore, the necessary action is to reduce the impact of urban transport on the environment. In particular, increased road traffic in urban areas is a constant increase in pollutants introduced into the environment in the form of solid, liquid and gaseous substances, harmful to people, the environment and spatial structures. One such negative impact of transport is the emission of CO2 into the atmosphere. In the process of limiting it, actions are taken to shape urban transport systems and the mobility of city residents. In order to identify individual processes that are components of these activities, literature research was carried out, the results of which are presented in the article.

Kraków był jednym z pierwszych polskich miast, które w nowej rzeczywistości gospodarczej opracowało i przyjęło w 1993 roku dokument Polityka transportowa dla Krakowa. Po czternastu latach jej obowiązywania w związku z wstąpieniem Polski do Unii Europejskiej przyjęto aktualizacje polityki, określając jej termin ważności na rok 2015. Omawiany dokument, opracowany merytorycznie w Politechnice Krakowskiej, Rada Miasta Krakowa przyjęła 8 czerwca 2016 roku. Jej termin ważności określono na rok 2025. W stosunku do poprzedniego dokumentu rozbudowano istotnie cele polityki transportowej oraz uaktualniono środki jej realizacji. Największy udział w środkach realizacji polityki transportowej przypisano ochronie środowiska i jakości życia mieszkańców, transportowi publicznemu, planowaniu przestrzennemu oraz drogom rowerowym, ciągom pieszym i urządzeniom dla osób niepełnosprawnych. W artykule scharakteryzowano szczegółowo cele polityki oraz przedstawiono strukturę środków jej realizacji.
Cracow has been one of the first Polish cities which developed and accepted in the new economic reality – in 1993 – document on Transport Policy for Cracow. After 14 years of its validity, as a result of Poland accession to the European Union, the Policy update till 2015 was elaborated. This document – accepted by the Cracow City Council on the 8th June 2016 – has been prepared in the Cracow University of Technology. The term of validity is 2025. Comparing to previous document goals of transport policy have been expanded and means of its realisation have been updated. The largest share of means of transport policy implementation has been assigned to the environmental protection and quality of inhabitants’ life, public transport, spatial planning as well as bicycles’ paths, walking trails and infrastructure for disabled. Detailed goals of policy and structure of means for its implementation have been presented in the article.

W artykule przedstawiono propozycję oceny realizacji polityki transportowej miasta na podstawie eksperckiej oceny według dziewięciu kryteriów ogólnych i 69 kryteriów cząstkowych. Wśród kryteriów ogólnych znalazły się: planowanie przestrzenne, transport publiczny, rozbudowa układu ulicznego i organizacja ruchu, parkowanie, drogi rowerowe i ciągi piesze oraz urządzenia dla osób niepełnosprawnych, zarządzanie systemem transportowym, ochrona środowiska i jakości życia mieszkańców, monitorowanie podróży, oddziaływanie na zachowania komunikacyjne oraz komunikowanie się z mieszkańcami i edukacja społeczna, polityka finansowa i fiskalna. Ekspercka ocena polega na ocenie realizacji każdego z kryteriów szczegółowych na czterech poziomach – 0 – polityka nie realizowana, 1 – niski stopień, 2 – średni stopień i 3 – wysoki stopień realizacji polityki transportowej. Obliczając następnie stosunek rzeczywistej wartości sumy ocen wszystkich kryteriów szczegółowych do sumy maksymalnych możliwych ocen otrzymuje się skumulowaną procentową wartość wskaźnika oceny realizacji polityki transportowej. Zaproponowano werbalną interpretację skumulowanego procentowego wskaźnika oceny polityki transportowej: 0 – 30% - polityka transportowa nie jest realizowana, 31% – 50% - zagrożenie realizacji polityki transportowej, 51% – 70% - polityka transportowa realizowana wystarczająco, > 71% - polityka transportowa realizowana właściwie. W drugiej części artykułu dokonano eksperckiej oceny realizacji polityki transportowej miasta Krakowa do roku 2012. Stosując transformację werbalną, politykę transportową Krakowa ocenioną w roku 2012 na 60%, można uznać jako "politykę transportową realizowaną wystarczająco".
In the article proposal of appraisal of the municipal transport policy implementation based on the expert evaluation conducted according to the 9 general criterions and 69 partial criterions has been presented. Among general criterions there are: spatial planning, public transport, extension of the street’s network and traffic organization, parking, bicycle paths and pedestrian passages and facilities for disabled, transport system management, environmental protection and quality of inhabitant’s live protection, monitoring of traveling, impact on transport behavior, communication with citizens and social education, financial and fiscal policy. Expert evaluation consists in appraisal of implementation of each detailed criterion on four levels: 0 – transport policy is not implemented; 1 – low level; 2 – average level; 3 – high level of transport policy execution. Then calculating the ratio of real value of the sum of marks of all partial criterions to the sum of full marks one can receive cumulated percentage value of the indicator of the appraisal of transport policy execution. Verbal interpretation of cumulated percentage indicator of the appraisal of transport policy execution has been proposed: 0 – 30% - transport policy is not implemented; 31% – 50% - threat to the execution of transport policy; 51% – 70% - transport policy is executed at the sufficient level, > 71% - transport policy is implemented properly. In the second part of the article expert appraisal of the execution of the City of Krakow transport policy until 2012 has been calculated. Using verbal transformation, Krakow’s transport policy calculated as 60%, can be regarded as "transport policy executed at the sufficient level".

The twentieth century, which became a period of unprecedented growth of cities and urbanization, revealed the need of mankind to develop and implement the principles of sustainable development. Possible ways to shift to sustainable transport system (such as the use of alternative fuel and transition to public and non-motorized modes of transport) are discussed in this article. The objective of this publication is to assess efficiency of such methods’ implementation on the example of the concrete city. Authors have suggested to change the bus route network, the structure of the bus fleet on the routes and to replace public transport buses by the new ones run on methane. To check these suggestions, authors have built the new one transport model and have simulated three cases: the existing route network and bus fleet’s structure, the proposed new one route network with buses run on diesel fuel and the proposed new one route network with buses run on methane. To evaluate efficiency, authors have assessed economic efficiency, positive social effect, environmental friendliness and sustainability of the urban transport system. Economic efficiency is achieved by reducing overruns and fuel costs thanks to the use of buses run on methane. The social effect is in the reduction of: 1) the delivery time by the route network optimization, 2) the likelihood of traffic jams, and 3) the downtime of buses at the bus stops. Since congestions increase pollutant emissions, route network optimization reduces negative impact on the environment. Replacing public transport buses by the new ones run on methane gives the same positive effect. To assess sustainability of the urban transport city is the most difficult task. The authors have identified indicators and used the radar map to compare possible solutions.

The transport sector is a key sector for sustainable development because of the social and economic benefits that can be achieved thanks to him whit simultaneous minimizing the unfavorable consequences for society, economy and environment. Therefore, such an important issue is the monitoring of progress in the direction of the implementation of sustainable transport. This monitoring must be done on every level of governance from local through regional to national and international. The main aim of this article is to show indicators that can be used in the monitoring of sustainable transport at the regional level. Article points to the difficulties that arise when creating indicators and suggests directions for further work on indicators.

The significance of transport results from the multilateral links it has with all forms of activity. Transportation is an activity that may influence the development of the whole economy. It may affect its stimulation or inhibit its growth. In Poland, due to the convenient location in the centre of Europe and at the intersection of major transportation routes, are created good condition for transit service and development of TSL companies. However, there is no coherent and well-functioning transport system, integrated with European and global, which inhibit the development of global trade. Polish transport SWOT analysis indicates its strength, which can be properly used and will increase the opportunities and will avoid risks of development.
