Ogrody działkowe pojawiły się w Europie blisko dwieście lat temu, w Polsce są obecne od ponad stu lat. Na terenie kraju jest obecnie około 5 tysięcy rodzinnych ogrodów działkowych, w których wytyczono prawie milion indywidualnych działek. Zatem szacuje się, że z dobrodziejstw wypoczynku na tych zielonych terenach o wysokiej jakości środowiska korzystają miliony Polaków, rodziny działkowiczów, ich znajomi oraz mieszkańcy okolicznych zespołów mieszkaniowych. Otwarta formuła ROD-ów, wyznaczona przestrzeń wspólna urządzona pod kątem aktywnego i spokojnego wypoczynku – pozwala na korzystanie z nich przez społeczność lokalną jak z innych publicznych terenów zielonych, jak z miejskich parków. Organizowanie na terenach rodzinnych ogrodów działkowych wczasów dla seniorów i półkolonii dla dzieci, imprez kulturalnych i zawodów sportowych pomaga wzmacniać integrację różnych grup społecznych i wielopokoleniowych rodzin. Niestety od początków XXI w. ogrody działkowe znikają z krajobrazu polskich i europejskich miast. Przykładowo w Warszawie, ze względu na zmianę sytuacji prawnej (procesy reprywatyzacji), atrakcyjną lokalizację, dobrą infrastrukturę techniczną i transport publiczny część ROD-ów jest zagrożonych likwidacją. Chociaż mają silne potencjały przyrodnicze i są ważnym segmentem systemu zieleni miejskiej, trudno je bronić, ponieważ są jednocześnie cennymi miejscami dla nowej zabudowy, poszukiwanymi przez inwestorów. Niemniej, biorąc pod uwagę zarówno zapotrzebowanie społeczne, jak i znaczącą rolę, jaką mają ogrody działkowe dla poprawy mikroklimatu miasta, w strategiach zrównoważonego rozwoju przestrzennego należy bezwzględnie uwzględniać trwałą obecność rodzinnych ogrodów działkowych w tkance miejskiej.
Allotment gardens appeared in Europe nearly two hundred years ago. They have been present in Poland for over a hundred years. There are currently about 5,000 family allotment gardens in the country, in which almost one million individual plots have been laid out. Therefore, it is estimated that the benefits of active or passive recreation in these green areas of high environmental quality, could be enjoyed by as many as several millions Poles: relatives of gardeners, their friends and the residents of surrounding housing complexes. The open formula of allotments, designated common space arranged for active and passive recreation – allows the gardens to be visited also by the local community members to be treated as other public green areas, for example as urban parks. The allotment – authorities try to enrich their offer by organizing summer ‘garden holidays’ for seniors and children, cultural events and sports competitions. All these activities help to strengthen the integration of various social groups and multigenerational families. Unfortunately, since the beginning of the 21st century, allotment gardens have been disappearing from the landscape of Polish and European cities. For example, in Warsaw, due to the change of the legal situation (reprivatisation processes), attractive location, good technical infrastructure and public transport, some allotments are threatened with liquidation. Despite the fact that they have a strong natural potential, are characterized by biodiversity and are an important segment of the urban greenery system, it is often very difficult to protect them, because the plots are also valuable places for new buildings, sought by investors. Nevertheless, taking into account both the social needs, expectations and the significant role of the allotment gardens in improving the microclimate of the city, it is necessary, to take into account the permanent presence of family allotments in the urban structures in strategies of sustainable spatial development.

Since the popularisation of the conception of sustainable development in the report Our Common Future of 1987, this type of development has been adopted in many countries of the world as a basis for all kinds of measures taken at various levels of territorial organisation. Also in Poland sustainable development is a constitutional rule today and, together with spatial order, one of the chief principles of physical planning and spatial development, although the law does not define them in very precise terms. Thus, it is an open question how the sustainable development rule should be accommodated in the practice of physical planning and spatial development, and in a wider context, how physical planning and spatial development can contribute to a more sustainable type of development. In this article special attention will be paid to both, the legal regulations in force in Poland and the actual practice of physical planning and spatial development that is not conducive to sustainable development. The summing up will include recommendations for concrete measures that should be taken in order to transform sustainable development in Poland from a dead letter of the law into a reality in physical planning and spatial development.

This paper attempts to identify the spatial relationships between synthetic measures of sustainable development and synthetic measures of institutional infrastructure development levels in Western Poland districts. The territorial scope of this study covered 112 districts in five voivodeships: Dolnośląskie, Lubuskie, Opolskie, Wielkopolskie and Zachodniopomorskie. The timeframes for this study are limited to one year (2015). Because of the multidimensionality of categories covered by the analysis, this study used TOPSISbased taxonomic measures. In order to determine the strength of spatial relationships between the districts in terms of the subject matter of this study, the analysis of spatial autocorrelation (based on the developed proprietary measures of sustainable development and of the institutional infrastructure development levels) was performed with the use of the global and local Moran’s I statistics

The research based on analysis smart city-initiatives in framework of sustainable development. The main hypothesis is a lack of a comprehensive vision of a smart city slows down the development of the city as a whole. The competitive passport of the city that developing on bases of proposed methodology will allow to reveal explicit and implicit competitive advantages of the territory, to choose the most needed at this stage of smart-technology, to develop an up-to-date strategy with specific (measurable and achievable) goals. Thereby using the concept of smart cities allows cities, regardless of their size, to achieve economic development, attract investors, and mobilize local people and create new jobs. The smart platform allows share data between all participants and stakeholders, this improves efficiency and stimulate changes.

In the current legal status the basic function of the local plan is getting for raising the land value itself rather than of spatial aims for planning and the realization determined including financial possibilities of private and public entities. The process of adopting the local plan to be viable and socially equitable and execute the requirements of spatial order and sustainable development requires fundamental changes, in particular: (1) binding decisions on local plans investment opportunities in both public entities and private, (2) cover a broad legal protection proposals and comments submitted to the local plan and drive around in their consideration or rejection of the principle of proportionality, (3) tying the infrastructure fee with actual construction costs of local infrastructure, (4) verification already enacted local plans, in order to leave in legal transactions only those plans, areas of application which can be implemented as provided for in their intentions private and public fairly quickly, for example over 5-10 years.

In today's world the general idea has arisen that tourism management should stand in accord with the sustainable development which is one of the priorities of the territorial policy of the European Union. This concept has been reflected in numerous European documents, which emphasize the necessity for the reinforcement of the regional identity and for the preservation of natural and cultural heritage. The main assumption of hereby article is the concept that tourism is one of the main modern anthropogenic factors, affecting the natural environment . The author notices that the „sentimental” tourism has remained stable for many years now. Such an approach to „sentimental” tourism shows the potential for the development especially in the case of Polish tourists to Ukraine, Belarus and Lithuania, as these directions are connected with the territories previously inhabited by Poles, who left huge cultural and natural heritage behind. The aim of the article is to explore the topic of „sentimental” tourism in the context of sustainable development. This type of tourism is connected with trips directed towards searching the places for sightseeing, including the objects of tradition and history such as castles, churches, graveyards, mansions, statues and others. They all constitute the feeling of cultural identity. „Sentimental” tourism is important due to the fact that it evokes childhood memories and they convey the same meaning as they used to in the times of glory. The visitors possess various interests. Some are in search for the historical places, some others with those connected with literature, still others look for the places associated with their ancestors. Therefore it is so important to maintain these objects untouched in character which lingers in the consciousness of Polish visitors. „Sentimental” tourism also gives rise to the economic development of the region, ensuring work places for many tourist oriented services such as tourist information centres, historical monuments and buildings restoration and conservation institutions. It also contributes to the development of agriculture in the context of sustainability.

The idea of Centrope (Central European Region) was launched in September 2003 with the aim to profile the Central European Region as a framework for increasing wealth and sustainable development in area of living and working space for about 6 mln people. Cities, counties and other territorial subjects in Austria, Hungary, Czechia and Slovakia took part in this initiative. With its size, complexity of relations and thematic scope, Centrope became a laboratory of cross-border cooperation. Innovative solutions based on cross-border cooperation in all fields, including economy, politics, culture and education, were included in its vision and main objectives. The authors are looking into the development of this region over the past 17 years of its existence. Using semi-structured interviews with key stakeholders, the initial expectations, its strengths and weaknesses as well as what lessons can be learned from this initiative for other cross-border areas in Europe are evaluated. Special attention is paid to the role of the two largest cities of this region, Vienna and Bratislava, and their cooperation, as well as their role for the region as a whole. Regional cooperation within the Centrope, its marketing communication as well as overall current state of art of the region and its future perspectives, are other thematic highlights of the critical revision, presented in this paper.

The study aims to analyse the functioning of the city of Nowy Targ in the context of maintaining the principles of spatial order. The concept of spatial order is used not only by city planners, but also by other representatives of sciences related to spatial management. Spatial order is an interdisciplinary concept as it appears in many fields of sciences, not only technical ones. Inextricably linked to the idea of sustainable development, spatial order combines issues from urban planning, architecture, economy, and environmental protection. It can be considered in relation to several categories, such as: conscious space design, development of appropriate spatial patterns, protection of characteristic spatial systems, shaping space in accordance with tradition and culture, and counteracting spatial disharmony trends. This study begins by discussing various definitions of spatial order found in the literature. A study on the maintenance of the principles of spatial order in Nowy Targ covered a range of factors from the socio-economic, functional, cultural, environmental to compositional and aesthetic. While developing such a topic it is important to verify the stages of implementation of the assumptions of source documentation, like the ‘Nowy Targ City Development Strategy for 2019‒2023 with an outlook to 2030’. The following research tools were used in the study: Desk Research (a review of publicly available data, including a study of legal regulations and a review of the literature on the subject) and CAWI (Computer Assisted Web Interviews – an online survey addressed to a wider audience). The results of the analyses showed Nowy Targ’s significant potential for the implementation of spatial order principles and high social awareness of the need to respect them by its inhabitants.
Przedmiotem niniejszego opracowania jest analiza funkcjonowania miasta Nowy Targ w kontekście zachowania zasad ładu przestrzennego. Pojęcie ładu przestrzennego używane jest nie tylko przez urbanistów, ale także przez innych przedstawicieli nauk związanych z gospodarką przestrzenną. Ład przestrzenny jest pojęciem interdyscyplinarnym, ponieważ pojawia się w wielu dziedzinach nauk, nie tylko technicznych. Łączy on w sobie zagadnienia z zakresu urbanistyki, architektury, ekonomii, ochrony środowiska i jest on nierozłącznie powiązany z ideą zrównoważonego rozwoju. Można go rozpatrywać w kilku kategoriach takich jak: świadome projektowanie przestrzeni, wypracowanie odpowiednich wzorów przestrzennych, ochrona charakterystycznych układów przestrzennych, kształtowanie przestrzeni zgodnie z tradycją i kulturą oraz przeciwdziałanie tendencjom dysharmonii przestrzennej. W niniejszych badaniach, w pierwszej kolejności wykonano dyskusję literaturową różnorodnych definicji ładu przestrzennego. Badaniom nad zachowaniem zasad ładu przestrzennego, na terenie niniejszego miasta, poddano zarówno czynniki społeczno-gospodarcze, funkcjonalne, kulturowe, środowiskowe jak i kompozycyjno-estetyczne. Istotny element opracowania tematu stanowi weryfikacja etapów realizacji założeń dokumentacji źródłowej w postaci Strategii Rozwoju Miasta Nowy Targ na lata 2019-2023 z perspektywą do roku 2030. W badaniach wykorzystano następujące narzędzia badawcze: Desk Research (przegląd ogólnodostępnych danych, w tym studium przepisów prawnych oraz przegląd literatury przedmiotu oraz CAWI (Computer Assisted Web Interviews)- ankietę internetową, skierowaną do szerokiej grupy odbiorców.

This article is an attempt to typologically characterize 114 communes, which in their administrative borders contain national parks, in terms of their equipment and availability of gas network communes having national park in their administrative boarders. The analysis has been conducted with the use of two indicators, based on the statistical data of Central Statistical Office, available in LDB (Local Data Bank). Simultanoulsy, the assessment of socio-spatial availability has been based on the measures showing the given indicator in relation to the area or population number. The conducted analysis allowed to identify six types of communes that show the current situation in terms of gas network saturation, which constitutes one of the factors of sustainable development. Situation in terms of occurrence, as well as availability of gas pipelines in the studied communes must be considered as unfavorable. The largest group (55 of 114) is comprised are the communes, where there is no gas pipeline. Communes where the implemented gas pipeline infrastructure supports the population in a very good manner include only 10 of 114.
W artykule podjęto próbę typologicznej charakterystyki 114 gmin, które w granicach administracyjnych zawierają park narodowy, pod kątem ich wyposażenia i dostępności w sieć gazową. Analizy dokonano z wykorzystaniem dwóch wskaźników na podstawie dostępnych danych statystycznych GUS, zawartych w BDL -u (Bank Danych Lokalnych). Natomiast ocena dostępności społeczno-przestrzennej została oparta na miernikach ukazujących dany wskaźnik odniesiony do powierzchni lub liczby ludności. Przeprowadzona analiza pozwoliła wyodrębnić sześć typów gmin, które ukazują aktualną sytuację pod względem nasycenia siecią gazową, co stanowi jeden z czynników zrównoważonego rozwoju. Sytuację pod względem występowania, jak i dostępności gazociągów w badanych gminach należy uznać jako niekorzystną. Najliczniejszą grupę (55 ze 114) stanowią gminy, w których brak jest gazociągu. Gmin, w których zrealizowana infrastruktura gazociągowa bardzo dobrze obsługuje ludność jest jedynie 10 ze 114.

Sygnalizuje ponadto główne kierunki przeciwdziałania patologiom przestrzennym w Polsce.
Article presents the key issues of spatial economy at the local level in accordance to the theory of sustainable development. One of the basic premise of sustainable spatial economy is including interactions between social, economic and environmental spheres, between natural and anthropogenic components of local development and between past, present and future. Sustainable development requires proactive and integral approach towards shaping urban functional and spatial structure. Furthermore, one of determinant of local sustainable development is to include the outlook of the inhabitants. If development of Polish cities is to be sustainable, directed to the category of quality of life of its inhabitants, reorientation of spatial policy and public spaces policy is needed. So far, the lack of spatial order is a fact in Poland and public space is not valued enough in spatial policy.

Conducting integrated measures within the framework of sustainable development requires an objective identification of the needs for their implementation based on the results of multifaceted analyses of many complex, interrelated factors reflecting the state of the natural environment and the economic and demographic situation. The increasing functionality of Geographic Information Systems (GIS), has made GIS databases a tool supporting the implementation of sustainable development activities. The aim of the study was to recognise the spatial variability of the level of environmental governance in the south-west region of Poland. Methods of research on multidimensional data mining techniques and geo-spatial analyses were applied, resulting in a theoretical model describing the regularities in the relationships between the analysed indicators of environmental governance. The level of environmental governance was most strongly determined by indicators concerning climate change and biodiversity.

The change in the use of agricultural and forestry land for other purposes is the natural process of rural areas urbanisation. In the municipalities located nearby large cities, this transformation is inevitable and indeed desirable, while in the municipalities located close to the protected areas, it is a symptom of negative processes, especially from an environmental perspective. Moreover, such transformations have many other economic and social consequences which are worth paying special attention to. This paper is an attempt to determine the level of negative changes introduced in the planning documents in municipalities located within the borders of National Parks. The indicator analysis based on the statistical data of local date bank [BDL] in the fields of local government and spatial planning was conducted. The analysis enabled to present the differences between municipalities with very high natural values in terms of decreasing the area of agricultural and forestry landscape. Furthermore, to elaborate the typology of the studied administrative units the obtained results were verified by comparing them with recommended percentage share of forest and agricultural lands which potentially guarantee good conditions for the development of tourism in rural municipalities.

This article is an attempt to show changes which concern social state of inhabitants living in Biebrza National Park communes, in terms of their equipment of water supply and sewage system and accessibility to basic educational facilities, such as primary and junior high schools. Multi-indicator characteristics was performed for time interval equal to 13 years (from 2001 to 2014), with 3–5 year step, i.e: 2001, 2004, 2009, 2014. Information was based on statistical data of Central Statistical Office, available in Local Data Bank (LDB). The assessment of socio-spatial availability has been based on the measures showing the given indicator in relation to the area or the number of population. The conducted analysis allowed to show differences in life quality of inhabitants living in communes where development highly depend on environmental factors. Except for actual state, attached graphics show the rate of change for socio-technical infrastructure, which is basic for sustainable development.

The area around Krakow airport is an attractive developmental urban area. The concentration of passenger traffic and the flow of goods is conducive to new development projects. These projects are associated with the operation of airports, as well as new uses which see the proximity of an airport as an additional asset in operating a business based on access to a form of high-speed transport. This paper presents the findings of research concerning the existing spatial structure, transport accessibility and compositional determinants within an area around Krakow Airport, which can be used to assess the phenomena present and formulate principles and trajectories of shaping them in the future. The study was based on an analysis of selected elements of the existing functio-spatial structure, as well as available materials and subject-specific planning documents. Due to the specificity of areas around airports, which undergo dynamic change, it appears key to determine the individual form of development and land cover, that skilfully combines modernity and comfort of use with meshing with the local landscape, featuring a network of linkages and the character of suburban space. The issues present in this area are distinctive of many cities and require coherent land development proposals.

The article presents the relations between the legislator’s activities aimed at the formation of the agricultural system structure and the instruments for the planning and spatial development of rural areas. The agricultural system may be defined as a set of internal and external legal, economic and social relations concerning the operation of agricultural farms. Among the external relations, an essential role is played by the relations resulting from the spatial situation of agricultural farms, directly associated with the use of land and other natural resources. During the interwar period these relations were structured correctly in both the constitution and statutory law. The structure of rural space was formed with due account of the interests of not only farmers, but also other users of the space, as well as the developmental needs of urban settlements. These relations were considerably disturbed during the communist era because of the concept of agriculture socialisation, which left a permanent mark on rural space. Liberalisation of agricultural property trading as of 1 October 1990 and unavailability of appropriate instruments in planning and spatial development laws supported the harmful phenomenon of rural space being used for non-agricultural purposes. Rural space shrank against the principle of sustainable development. The amendment of the Agricultural System Structure Formation Act, made on 14 April 2016, is an opportunity to bring back the proper relations between formation of the agricultural system structure and formation of the rural space structure.
