The issue of sustainable tourism within valuable natural areas has been extensively discussed ever since the emergence of sustainable development philosophy in the 1990s. In view of growing public interest in nature recreation and tourism development, the importance of addressing this subject matter has hitherto increased significantly. The main objective of the present paper was to offer a tool for supporting development and promotion of sustainable tourism in Poland’s forests managed by the State Forests – National Forest Holding. GIS technology, and specific tools for network analysis were used in the project. During task realization, only free and open software sources were used. The work was performed based on the example of the Forest District Żołędowo (Regional Directorate of State Forests in Toruń, Poland) with the use of District’s spatial data resources. A web application was created to present information about tourist attractions and infrastructure on an interactive map with tools for route planning. As a result, there has been developed the web mapping application which provides general access to tourism related information and enables planning touristic routes by pre-specified criteria. Implemented routing algorithms can help traffic management and further protection of the areas vulnerable to anthropogenic pressures. The system created not only promotes attractive tourist sites but also, supports targeting tourist traffic, and accordingly – adds to the progress of sustainable tourism.

The Brazilian Amazon supplies the world with several forests ecosystem services, many of which are essential to sustain human life on earth. Nevertheless, the Amazon is threatened by deforestation and degradation implying in reductions on the provision of these. According to economic theory, as ecosystem services are positive externalities and public goods, agents do not take into consideration the costs and benefits of their consumption and production of ecosystem services into their economic decisions. To address this problem payment for ecosystem services – PES – emerged, aiming to provide a source of income to the poor people living in forest areas, stimulating them not to deforest, and making agents who are indebted with the nature pay for their overconsumption of ecosystem services. There is still controversy about possible impacts of the instrument. This article accesses the potentials of PES to contribute to sustainable development in the Brazilian Amazon using the three goals related to sustainable development proposed by the ecological economics theory: efficient allocation, fair distribution, and sustainable scale. The study shows that PES as a pure market approach is unlikely to solve neither the scale nor the distribution problems. Therefore, for PES to achieve sustainable development, markets for ecosystem services should first be constrained by a maximum sustainable scale. Then, measures should ensure fair distribution in second place. Only after these questions have been tackled, it is desirable that agents interact in the ecosystem services markets to lead to an efficient allocation of resources.

The subject of the article is forest education understood as a form of education regarding the interdependence between man and nature. The authors intend to show the alternative nature of forest education to traditional teaching methods. The first part of the article consists of reflections showing the relationship between man and nature. This justifies not only the need to protect the environment. The protections should be understood as care for natural resources, but also education in this area. The second part will introduce education for sustainable development in the context of the 2030 Agenda. The third part characterizes forest education through the operations of the Center for Nature and Forest Education in Warsaw.
Przedmiotem artykułu jest edukacja leśna, odczytana jako forma kształcenia dotycząca współzależności między człowiekiem a przyrodą. Autorzy stawiają sobie za cel ukazanie alternatywnego charakteru edukacji leśnej wobec nauczania prowadzonego w tradycyjny sposób. Pierwszą część artykułu tworzą rozważania ukazujące relację człowieka i przyrody. To uzasadnia nie tylko potrzebę ochrony środowiska rozumianej jako troska o zasoby naturalne, lecz także edukacji w tym zakresie. W części drugiej przybliżona zostanie edukacja dla zrównoważonego rozwoju w kontekście Agendy 2030. W trzeciej części scharakteryzowano edukację leśną na przykładzie działalności Centrum Edukacji Przyrodniczo-Leśnej w Warszawie.

In Poland, the stormy discussion on the future of the Białowieża Forest has been ongoing already for a long time. The disputes are mostly focused on seeking answers to two questions: how to protect these unique forest ecosystems and whether forest management threatens their naturalness. The discussion has grown stronger after the recent, enormous outbreak of Ips typographus in the Forest. The Białowieża Forest has been managed for years with no negative effect. However, antagonists of foresters blame forest management for degradation of the Forest’s ecosystems, which is caused by favoring the economic value of timber expected to be harvested in keeping with the management plans of 3 forest districts located in the Białowieża Forest. At any rate, such assumption, has nothing to do with reality. During this discussion the idea to extend the national park for all the Białowieża Forest revived. In this paper, we reviewed the economic, social and ecological dimensions which should be taken into consideration before making a decision on extending the Białowieża National Park. It should be underlined that the Park’s area is already under the strict protection; furthermore, 2/3 of the area of neighboring managed forests are under legal protection (the nature reserves, NATURA 2000, the so-called reference forests, etc.). All things considered, we cannot find any reasonable purpose (ecological, financial or social) for expanding the Park’s area from 10 500 ha (present status) to 62 500 ha (after extension). Also, we are convinced that sustainable forest management conducted in managed parts of the Białowieża Forest, which comprises the fulfillment of all forest functions and services, should not be perceived as a threat to naturalness of the Forest’s ecosystems.

The aim of the presented research was to analyse the efficiency of forest management as an approach to promote sustainable multifunctional forestry. A total of 17 Regional Directorates of State Forests (RDSFs) in Poland were studied with the use of data envelopment analysis (DEA). This method has been proposed and tested using criteria and indicators (C&Is) as inputs and outputs of the created models. The research process was divided into two stages: first, we analysed the efficiency of simple DEA models and models with additional variables, which allowed us to determine the major models providing the best combination of efficiency evaluation criteria. Second, we used these models to assess the efficiency of sustainable management of forests by RDSFs. According to our results, RDSFs were found to be highly efficient in converting resources into production and nonmarket results. Nevertheless, the implementation of sustainable development principles requires further actions, in order to fulfil all ecological, economic, and social functions in a more effective way. They are connected with the necessity to increase the areas of both protective forests and promotional forest complexes. Thus, the results of this study might be a valuable source of information for the planning process of forestry services at the strategic and operational levels.

The objective of this paper is to review the criteria and indicators currently used for the assessment of forest management and to compare them with the criteria and indicators recommended in the economic literature. There are discrepancies between the types of indicators proposed in the economic literature and those applied in practice, which often result from the adoption of different concepts of sustainability and/or definitions of the welfare. It appears advisable to supplement the set of natural criteria and indicators with economic ones, so that the ability to self−finance the forest economy should not be forfeited.

Purpose of the work: Mountainous areas, with altitude over 700 m, intense relief and slopes between 16–20%, cover 43% of Greece and they are usually characterized by low population density and long-term unemployment. The Greeks have a dependent connection among environment, economy and society as the history illustrates. Many of Greece’s historic, cultural landscapes and native ecosystems have been degraded or isolated over the years. There is scientific evidence that Greece’s natural/semi-natural forested areas cannot be sustained without watersheds, ridges and other natural corridors that connect its native landscapes and ecosystems. Logging systems are really ancient by using often only mules or horses. The aim of the work is to estimate how harvesting systems should be technologically upgraded improving forest work and social wellness maintaining at the same time ecological sustainability. Approach: The study area is held at Samarina region, a mountainous area of Northern Pindos in Greece. Social data were collected with questionnaires and local visits for better understanding of human resources for forest authorities and other administrative information’s. DTM, Forest Inventory data and other GIS data have been derived by paper maps and previous studies. A registration of road-net and human resources within the protected area of Valia Kyrna and their contribution as factors for the sustainable development was used.The development of a Spatial Decision Support System that can concern all the conditions that are need in order to make an estimation of the optimal way of harvest a stand is really a challenge. Expected results: A GIS program is a powerful decision support tool in order to give the opportunity to the offices of Forestry to choose the optimal way of harvesting a stand and also to realize visually the effect’s of such a kind of work; that is going to be held to the inhabitants and to the tourists of the area. Conclusion: The potential of social and ecological factors is examined as it concerns the promotion of the protected area within sustainable rural development. Advantages of registration in the form of a spatial tool, especially when many types of information participate, are presented.

The paper presents the history of approaches to forest management derived from the idea of forest sustainability, as well as its inspirational role in the formulation of the concept of sustainable development of forests. The promotion of this concept in forestry is the responsibility of forest management planning through the modification of forest management plans and adaptation of the principles of conducting forest management to changing realities. Changes in planning, both in terms of time and space, are necessary especially because of the reconsideration of the range and significance of forest functions. The development of the ‘normal forest’ model and management unit−level methods of forest planning was a key event in the history of forestry in Europe. The development of knowledge, as well as economic, technological and social changes were conducive to the emergence of new theories on the production intensification and to use the economic criteria for determining the rotation age. This also referred to the need to develop an appropriate forest structure to ensure the sustainable use of forest resources. As regards determination of the harvest level, the development of the stand−level method of forest management published by Judeich in 1871 is worth noting. Recent results of the research on forest habitat and productivity have revealed the problem of forest species composition and the importance of forest tending activities. Another group of research achievements cover the new systems of determining the allowable cut taking into account forest maturity and sustainability criteria. In the multiple−use forest model being implemented in Poland, forest utilization is to be treated as a realization of all forest functions expected by society. Accordingly, two functions of forest use can be distinguished − the temporary function aimed to satisfy the current demand for timber, and the strategic function to secure a relatively steady, long−term timber supply, as well as to improve the condition of forest resources. The idea of the modification of the principles of deter− mining the volume of harvest, meeting the set requirements, is a continuation of the above issues. The changes taking place in the conditions of the planning process in forestry over the last decades have caused its continuous extension in terms of range and interdisciplinary areas. The principles of forest use, renewal, tending and protection create a logical and chronological sequence of events showing the complexity of the problems that appear at the stage of planning and in the forest district practice. The current problem at the stage of forest planning is the effect of climate changes on forest ecosystems and possible measures to counteract them. When creating forest management plans, the adaptation activities related to forest management are gaining importance.

2017 marks the 30 years since the The World Commission on Environment and Development has published the Brundtland report “Our common future”. The documents of III Ministerial Conference on the Protection of Forests in Europe and the notations of 1.2 resolution adopted in Lisbon have obliged Poland to run forest management according to the rules of lasting and sustainable development. The forest economy was based on a multi-use forest model with special attention devoted to its environment-creating and social role. The actions which confirmed the introduction of rules of sustainable development into forest practice included: creating 19 Promotional Forest Complexes, systematic increase of afforestation and number of reserves. Designation of Natura 2000 areas in Poland within European Network of Protected Sites was also a very important element. Amongst those areas, as much as 39% are forest ecosystems.

The implementation of goals of modern forestry requires a simultaneous consideration of sustainable development of forests, protection, needs of the environment development, as well as maintaining a balance between functions of forests. In the current multifunctional forest model, rational forest management assumes all of its tasks as equally important. Moreover, its effects are important factors in the nature and environment protection. The paper presents legal conditions related to the definitions of forest management concepts and sustainable forest management. Authors present a historical outline of human’s impact on the forest and its consequences for the environment. The selected aspects of forest management (eg. forest utilization, afforestation, tourism and recreation) and their role in the forest environment have been discussed.
Realizacja celów postawionych współczesnemu leśnictwu wymaga jednoczesnego uwzględniania trwałego i zrównoważonego rozwoju lasów, potrzeb ochrony i kształtowania środowiska oraz zachowaniu równowagi w zakresie pełnionych przez lasy funkcji. W obowiązującym modelu lasu wielofunkcyjnego racjonalna gospodarka leśna uwzględniać ma wszystkie postawione jej zadania jako równorzędnie ważne, a jej efekty są ważnym czynnikiem ochrony przyrody i środowiska. W pracy przedstawiono związane z tym uwarunkowania prawne. Przypomniany został rys historyczny wpływu człowieka na las i jego konsekwencje dla środowiska. Przybliżono problem istnienia lasu jako składnika infrastruktury przestrzennej. Omówiono wybrane aspekty gospodarki leśnej i ich znaczenie dla środowiska leśnego.

In Poland, on behalf of the state treasury, a National Forest Household is managing National Forests, as statio fisci. In frames of the management board Forests should lead the sustainable forest management permanently. Forest, as one of the most important components of the natural environment, besides acquiring wood has, above all, social functions as well as the conservations of nature to fulfill. Widely and correctly understood conservation of nature is not identical with the forest management, where economic functions and acquiring wood are leading actions.

Opis:
The paper provides the results of the analysis of the selected concepts of solutions aimed at developing the theoretical foundations of sustainable use of forest resources. On the basis of an overview of recent achievements in this area the author proposes a novel system of developing the principles of sustainable use of forest resources assuming that the principles of sustainable management are fully observed.
