The purpose of this paper is to indicate the possibility of applying cognitive technologies in smart city services and analyze their impact on strategic management in the city. The subject of this study is the use of cognitive technologies in big data as one of the tools of smart city. The study also identifies the risks that may occur when using modern technologies at the local level. At the same time, it refers to features that can provide a form of safeguards for an individual's rights and freedoms. This article also covers legal issues that affect the use of cognitive technologies in local government units. This paper indicates that the challenge that local governments should now meet is to build a Smart Sustainable City. Implementation of modern solutions should strive to improve the lives of all residents and thus prevent the exclusion of social groups or individuals.

This article raises important issues related to global threats to the urban environment and methods of its protection on a scale from urban planning to architectural design. The research undertaken in this respect was conducted on the selected medium-sized German city of Regensburg/Ratyzbona. This is a city that has for many years been implementing a spatial development policy in line with the principles of sustainable development. The research results obtained present very interesting design solutions for the way they have been implemented in order to constantly improve the ecological effect of urban development. The basic element strongly associated with the sustainable development of Regensburg's buildings is its Urban Greenery System that takes into account the natural and cultural heritage of the city and its suburban areas. This system is, as the research has shown, legally protected and, in a model-based way, expanded both on the scale of the city and of each housing estate. The presented results of research on this type of ecological project also relate to pilot analyses of the construction projects of the "green" Burgweiting-Mitte housing estate and reconstruction together with the restoration of the historic "green" Ganghofersiedlung housing estate.

This paper aims at highlighting the role of higher education institutions in Lodz in the regeneration of urban space and in building the international brand of a university town. Higher education institutions in Lodz are managers and administrators of many historic buildings that testify to the identity of the city and its rich historic legacy. Besides renovating these buildings, universities provide them with new functions by opening them up to local and international communities. Innovation in regenerating cultural heritage may become a distinguishing feature of both Lodz universities and international city’s brand strategy. The key challenge to Lodz is to complete the global regeneration of a post-industrial city in social, cultural, economic, and spatial dimensions using EU funds.

Wyniki badań w zakresie wskaźników zrównoważonego rozwoju wskazują, iż ta dziedzina badań i analiz naukowych wymaga jeszcze poświecenia wielkiej uwagi, wielu analiz i studiów oraz pokonania problemów nie tylko natury metodologicznej, ale także praktycznej, związanej z ich zastosowaniem. Przesłanką tworzenia wskaźników zrównoważonego rozwoju jest operacjonalizacja tej koncepcji rozwoju na potrzeby nadzorowania realizacji wszelkiego typu dokumentów planistycznych takich jak: strategii, programów, polityk, tworzonych na poziomach lokalnym, regionalnym i krajowym poprzez zdefiniowanie dla każdego poziomu dobrze określonego zestawu mierników. Przegląd literatury wskazuje, że zrównoważony rozwój stanowi obiekt różnorodnych badań. Dla autora niniejszego artykułu interesujące jest podejście ku rozwojowi zrównoważonemu w kształtowaniu jakości klimatu akustycznego miasta. Temat wskaźników w dziedzinie kształtowania klimatu akustycznego miasta w kierunku zrównoważonego rozwoju, uwzględniając jednocześnie 3 wymiary: ekonomiczny, środowiskowy i społeczny, nie jest w pełni wyczerpany i wymaga poświęcenia większej uwagi i analizie. Hałas miejski można minimalizować, można z nim walczyć i nim zarządzać. Artykuł w punkcie 2. opisuje stan badań naukowych nad wskaźnikami zrównoważonego rozwoju. W punkcie 3. jest mowa o problemie jakości wskaźników, jego pojęciu i poprawności, zaś w kolejnym punkcie niniejszego artykułu podjęto próbę wyjaśnienia pojęcia zrównoważonego rozwoju właśnie w kształtowaniu klimatu akustycznego miasta. Punkt 5. przedstawia analizę wskaźników w układzie przyczynowo-skutkowym. Artykuł kończy krótkie podsumowanie.

Rising awareness of sustainable development challenges, along with the quest for optimization of the everyday functioning of the city, motivate many urban authorities to search for promising concepts and solutions. One of these is the smart city concept, which has gained governors of cities’ attention for little more than ten years. An object of research and development, it is still a distinctive feature for the cities that adopt this concept. City marketers use such distinction towards a large palette of beneficiaries of the city. At the same time, it deploys some traits suggesting synergies between the implementation of smart city solutions and sustainable development goals. The main objective of our work was to verify if the relationship between these aspects (smartness and sustainability of a transportation) in smart city rankings exists and, if that is true, what impact it has on marketing communication of the city comprised in such rankings. To fulfill this goal, we answered such research questions as: what place sustainability criteria in smart city rankings have occurred, how is the transport represented in these criteria, what use graded cities make of their presence in such competition, and which perspective dominates (if any) in daily marketing communication activities of the city. To provide such an analysis, we considered the criteria used to rank the cities to find the places that accorded to sustainable ones. We examined the marketing use of the results of such rankings, referring to the official websites and social media of selected cities (random selection from the total population of 174 cities comprised). The sources used to provide the data in natural language, and their analysis proceeded with methods and tools used in NLP (natural language processing), which are accessible through CLARIN.EU infrastructure. The results determine that cities can be classed into different groups, accordingly to their sustainability/smartness pending, and ability to use accorded ranks in marketing context.

The article’s purpose is to present, in the first place, mutual dependences between theoretical and practical speculations concerning urban space, shaped on the base of the sustainable development principle, difficult to implement in practice. Secondly, the text is supposed to serve closer explication and regularization of terminology referring to sustainable urban development. Thirdly, it concerns more precise reflection on the problem of sustainable city, frequently compared to eco-city, green, compact or smart city, as concepts of non-identical from their definition. Fourthly, the text aspires to bridge the gap in editorial market, as far as the wide range of subject literature, is concerned and lack of review studies referring to sustainable urban development.
Artykuł ma na celu ukazać, po pierwsze jakie zależności zachodzą pomiędzy teoretycznymi a praktycznymi rozważaniami na temat przestrzeni miejskiej kształtowanej w oparciu o trudną wdrożeniowo zasadę zrównoważonego rozwoju. Po drugie, tekst służy bliższej eksplikacji i uporządkowaniu terminologii z zakresu zrównoważonego rozwoju miast. Po trzecie, artykuł poświęcony jest bliższej refleksji nad problemem miasta zrównoważonego, konfrontowanego częstokroć z koncepcją eko-miasta, miasta ekologicznego, zielonego, kompaktowego, czy też miasta inteligentnego, jako konceptami z założenia nietożsamymi. Po czwarte wreszcie, tekst pretenduje do miana nieobecnego na rynku wydawniczym, a obszernego z uwagi na zastosowaną literaturę, przedmiotu opracowania przeglądowego z zakresu zrównoważonego rozwoju miast.

The research based on analysis smart city-initiatives in framework of sustainable development. The main hypothesis is a lack of a comprehensive vision of a smart city slows down the development of the city as a whole. The results of research are developed methodology of community analysis and designed template for competitive passport of the city (community). The competitive passport of the city that developing on bases of proposed methodology will allow to reveal explicit and implicit competitive advantages of the territory, to choose the most needed at this stage of smart-technology, to develop an up-to-date strategy with specific (measurable and achievable) goals. Thereby using the concept of smart cities allows cities, regardless of their size, to achieve economic development, attract investors, and mobilize local people and create new jobs. The smart platform allows share data between all participants and stakeholders, this improves efficiency and stimulate changes.

The concept of the Smart City becomes a reality the functioning of modern cities. The deployment of modern information and communication technologies in key urban processes is a response to the increasing needs of the monitoring, surveillance, control and management of modern cellular processes in cities. The purpose of this article is to indicate, on selected examples of implemented projects in Poland and all over the world, which constitute the foundations for the implementation of intelligent solutions in the process. The aim of the article is to identify problems and public expectations regarding parking and the application of different parking solutions. Based on the results of a CAWI questionnaire survey, an evaluation of selected parking solutions is presented. Among others, vertical parking has been taken into account, the use of which is associated with a reduction in the area required for parking and an improvement in environmental performance characteristics at the use stage. This study is part of the search for sustainable solutions in city logistics. The results of the study serve as an initial insight into the opinions of one group of users in the life cycle of a car park. They can be used as an introduction to the eco-design of parking solutions and to compare different parking systems. The study was carried out as part of a project entitled: “Analysis of the environmental impact of a vertical parking solution using life cycle assessment at the design stage” carried out at the Silesian University of Technology.
