Almost every professional sector has embarked on the move toward sustainability. European landscapes are facing rapid changes in land use, where understanding and management of this process is essential. Sustainability has become a widely acknowledged dimension of human actions, but still little stress is put on education in sustainability. This paper identifies focus of education, gives suggestions for improvements and presents a new tool for education and training in sustainable land use – “Route Planner”. As results, it provides all users with new interesting facts on sustainability in the European Union and additional materials related to sustainable land use and Sustainability Impact Assessments (SIA). Users got the access to updated information regarding approximately 3000 courses on offer in this topic area throughout the European Union as well as case studies to compare sustainability practices in these countries in comparison to other parts of the world. Furthermore the end result of the information chain also leads the user to a collection of links such as interesting websites and further reading in the topic area.

The European transport policy undertakes to enhance sustainability in transport in order to boost economic activities in the whole EU. The reduction of pollutant emissions and a better balance among modes of transportation to cut road congestion are the pillars of the above policy. These factors are encouraging public and private stakeholders to use the freight maritime alternative more extensively. Short sea shipping is considered the quickest way to reach sustainability. Another advantage of ships over trucks and trains is that vessels consume less fuel as a result of the relatively low speeds at which they travel. However, increasingly faster ships are in a position to compete with trucks, but the former’s greater power demand and consumption rate result in higher pollutant emission levels which, in turn, lead to the loss of their environmental advantage over road transport. This problem is analyzed below.

The article analyze selected stock indices that can be used as an instrument adapted for measuring the impact of socially responsible policy on the value of the company. Therefore, it was decided to choose three stock indices for analysis – recorded in London FTSE4Good, New York’s Dow Jones Sustainability Index and running since 2009 on The Warsaw Stock Exchange RESPECT Index. The last of these examples is, so far, the only index of this type operating in Central and Eastern Europe. Due to the availability of materials and the local nature of this index it has been described in details.

Global fisheries landings have stagnated and are associated with many negative en-vironmental impacts, affecting the economy and food security in many countries around the world. Although many different management policies trying to incorporate a more sustainable and resilient scope have been developed over the years to improve this current fisheries crisis, we are still in the early stages of adopting more adaptive and corrective fisheries management globally, as well as enforcing it, due to the inherent difficulties of managing uncertain natural resources Upon analysis of different management strategies, using Peru and the European Union as case studies, three major recommendations were made for developing more sustainable and resilient management policies: de-centralisation of the management system, ecosystem-based fisheries management and re-allocation of subsidies. Finally, possible management strategies for different scenarios predicting the future of fisheries were described. In the current fisheries crisis situation, developing and implementing sustainable and resilient fisheries management strategies should be seen as a long-term investment in the profitability of the industry, as well as an opportunity to decrease social tensions and improve food security.

Former industrial suburbs, which are now the object of economic and functional transformations almost everywhere in Europe, are suitable testing grounds for implementing a more sustainable urban development. The case of the northern suburbs of Paris, which we will look at here, shows that there is no lack of political will or regulatory tools for imagining and planning this sustainable city. However, the social problems that affect these suburbs are a definite impediment to its realization.

The idea of social responsibility in state management points out a role of local governments in the process of meeting the needs of the inhabitants in a sustainable way. This means that a compromise between different interests (referring to social and environmental needs) have to be found. In reference to transport, it stresses a necessity to reduce a dominant role of private cars in the cities because of the negative consequences of automotive development, e.g. traffic congestion and air pollution. Thus, the idea of transport sustainability – based on social responsibility – tries to popularize alternative ways of traveling (such as walking, cycling or public transport) and shows interests of different groups: not only the drivers but also the users of another types of transport. Moreover, it gives priority to the most effective way of transportation (which allows to carry the greatest number of people in the shortest possible time). The article tries to describe the transport policy of Polish cities. It compares the transport sustainability model with legal acts or strategies of local states on the one hand, and their real practices on the other. The author presents the examples of two Polish cities: Cracow and Wrocław, and shows a partial success of the investments which are officially carried out according to the idea of sustainable transportation. The text also includes scientific and popular scientific discourse which presents more details about the successes and failures of local transport policy in the cities.

Problematyka części drugiej koncentruje się na roli Europejskiego Banku Centralnego w sprawowaniu nadzoru makroostrożnościowego nad europejskim rynkiem finansowym. Fundamental changes in regulations of the financial safety net have been taking place in the European Union. They are intended to ensure safety and stability of the single financial market, a high level of protection of depo sitors and consumers of financial services, reducing the social costs of insolvency of credit institutions, and also reducing moral hazard by creating mechanisms for early response to irregularities in banks. These are the best reasons for changes made primarily in the European financial supervision architecture. While financial supervision is still an important link in the financial safety net, it is increasingly being entrusted to central banks, which in turn determines alone the treatment of central banks as key financial market institutions protecting against destabilisation. At the level of supranational institution, oversight responsible for exercising complex micro- and macro-prudential, is the European Central Bank. Thus, the merger of monetary policy and oversight in one institution has taken place. This did not modify the existing architecture of the EU financial supervision in structural terms. However this has led to the fact that the ECB has become a strategic element of the European financial safety net

Nigeria has greater challenges when it comes to water development and management. The current water resources development and supply status is unacceptably low and needs a major transformation. With the rapid growth in population, urbanization, industrialization and competition for economic development, water resource has become vulnerable to depletion and degradation. Management of this valuable resource is determined by its acceptability and utilization in terms of quantity and quality. Due to imbalance between demand and availability, management approaches are facing various ethical dilemas. This paper therefore considers the water supply and sanitation situation in the country and the challenges facing the sector. The paper calls for institutional reforms and review of policy targets, define key elements for the development of action and investment plans as well as provide some guidelines in order to minimize duplication and maximize effectiveness. The paper also suggested strategies and viable framework/agenda for sustainable water supply and emphasizes that the machinery of water resources development and management needs an urgent overhauling with the aim of streamlining the overlapping functions of the various agencies that have operated the system up till now. More importantly, the paper suggested integrated approaches/strategies for sustainable management as well as offers relevant policy recommendations for water resources management in Nigeria.

W artykule została poruszona problematyka sprawozdawczości przedsiębiorstw w zakresie społecznej odpowiedzialności (ang. Corporate Social Responsibility – CSR). W pierwszej części artykułu autorzy odnieśli się do roli polityki rządowej w omawianym obszarze, uwzględniając zarówno uregulowania prawne, jak i dobrowolne inicjatywy. Podsumowaniem części pierwszej jest charakterystyka czterech modeli polityki rządowej wspierającej rozwój raportowania CSR. W części drugiej artykułu przedstawiono stan obecny krajowych praktyk w ramach raportowania CSR. Wyniki analiz odniesiono do doświadczeń wybranych krajów Unii Europejskiej.
This paper discusses issues related to the topic of corporate social responsibility (CSR) reporting. In the first part the authors refer to the role of government policy in this area considering both regulation and voluntary initiatives. The summary of the first part is the characteristics of the four models of government policies supporting the development of CSR reporting. In the second part of the paper the current state of national practices related to CSR reporting is presented. The analysis results are referred to the experience of selected European Union countries.

Biofuel helps to overcome energy shortages, and to improve the environment, as well as to increase job opportunity. So, on the one hand, biofuel solves the above mentioned problems; on the other hand, it brings new challenges to the fields of energy, environment and economy. The development of biofuel not only needs technological support, but also needs policy guidance. The paper discusses government’s policy to support biofuel’s development in a sustainable way.
Biopaliwa pomagają przezwyciężyć niedobory energii, przyczyniają się do poprawy stanu środowiska, a także do zwiększenia możliwości podjęcia pracy. Tak więc z jednej strony biopaliwa przynoszą konkretne korzyści, z drugiej związane są nimi nowe problemy w kontekście energii, środowiska i ekonomii. Rozwój biopaliw potrzebuje nie tylko wsparcia technologicznego, ale także odpowiedniego zarzadzania. W artykule omówiono w jaki sposób rządy mogą wspierać rozwój biopaliw w zrównoważony sposób.

This paper discusses whether an independent fiscal policy council (FPC) should be set up in Poland, a country that has had problems with fiscal discipline for years. It starts with theoretical underpinnings for such an institution, namely the reasons for a so-called deficit bias such as shortsightedness of the government, common-pool problem and time-inconsistency of optimal policy. Then it proceeds to the variants of delegating control over fiscal policy, forecast formulation and evaluation and advice to such a body by elected politicians. After these considerations, the arguments in favor of setting up an FPC in Poland are outlined and broad guidelines to its shape are presented.

Libya is highly dependent on exhaustible and volatile hydrocarbon resources, which constitute the bulk of government revenues. Although resource wealth provides the means to promote socio-economic development, procyclical fiscal policies threaten macroeconomic stability as well as fiscal sustainability and intergenerational equity. This paper provides an assessment of the cyclically adjusted fiscal stance, analyzes fiscal sustainability according the permanent income framework, and simulates various fiscal policy rules with the objective of developing a rulebased fiscal strategy that would delink the economy from oil price fluctuations, improve the management of resource wealth, and safeguard macroeconomic stability. The empirical results suggest that an “enhanced” structural fiscal balance rule would provide the strongest anchor for policymaking, accommodating for output and/or commodity price shocks, though at the cost of relative complexity.

W artykule zaprezentowano wyniki badania empirycznego nad wpływem konkurencji ze strony SKOK-ów na stabilność banków spółdzielczych. Wykorzystano przy tym między innymi dane adresowe wszystkich placówek banków i SKOK-ów, co pozwoliło odzwierciedlić konkurencję jaką napotykały poszczególne placówki banków spółdzielczych na swoich rynkach lokalnych. Uzyskane wyniki dowodzą, że SKOK-i, do niedawna nie objęte państwowym nadzorem finansowym, generowały niepożądaną konkurencję z punktu widzenia stabilności systemu bankowego. Banki spółdzielcze, które były najbardziej narażone na konkurencję ze strony tych podmiotów, raportowały bowiem istotnie wyższe odpisy z tytułu utraty wartości należności kredytowych, co można uznać za objaw poluzowywania przez nie polityki kredytowej. Podejmowanie przez banki spółdzielcze wysokiego ryzyka kredytowego nie sprzyja z kolei stabilności tych podmiotów. Niekorzystny wpływ konkurencji ze strony SKOK-ów na funkcjonowanie banków spółdzielczych ujawniał się również na poziomie marży odsetkowej i rentowności analizowanych banków. Podobnych efektów nie odnotowano natomiast w przypadku konkurencji ze strony innych banków.
In the research article I analyze the effects of competition from Polish credit unions on the stability of cooperative banks. I make use of the addresses of all bank and credit union outlets in order to accurately reflect competitors' strength in local markets. The results prove that credit unions, which until recently stayed outside the official financial supervision, constituted unwanted competition from the perspective of the banking system stability. Cooperative banks that faced the strongest competition from credit unions generated significantly higher loan loss provisions. This result should be related to a comparatively loose credit policy of those banks, and - in turn - taking higher credit risk negatively impacts the stability of these banks. Unwanted competition effects were also observed at the level of the cooperative banks' net interest margin and their profitability. The aim of the study was to specify and analyse the actions taken by the German Government in order to enhance the environment protection by reducing the amount of greenhouse gases. The study used secondary data, which included research conducted by the German government facilities concerning the public perception of economic policy in the field of climate protection and the attitude of the society to environmental safety. According to analysis, the German public perceives the safe future for their children (75%) in efforts to protect the climate. The efficiency of the economic activities is also affected by the initiatives instigated by the Government in selected countries.
Celem badania było wyszczególnienie i analiza działań podejmowanych przez rząd niemiecki, w celu zwiększenia ochrony środowiska przez zmniejszenie zużycia gazów cieplarnianych. Wykorzystano dane wtórne, w skład których wchodziły badania przeprowadzone przez niemieckie instytucje rządowe dotyczące postrzegania przez społeczeństwo polityki gospodarczej w zakresie ochrony klimatu i stosunek ludności do bezpieczeństwa środowiskowego. Jak wynika z analiz, społeczeństwo niemieckie widzi w działaniach zmierzających do ochrony klimatu bezpieczną przyszłość dla swoich dzieci (75%). Na efektywność działań gospodarczych wpływ mają również inicjatywy podejmowane przez rząd w wybranych krajach.
