W artykule przedstawiono wyniki badań dołowych zasięgu strefy spękań górotworu wokół wyrobiska w samodzielnej obudowie kotwowej wykonanych endoskopem otworowym. Pomiary zrealizowane były w chodniku Bw-1n badawczym w pokładzie 401, który drążony jest przy pomocy kombajnu Bolter Miner. Następnie wykonany został model numeryczny z wykorzystaniem opartego na metodzie elementów skończonych programu Phase2, w celu określenia możliwości prognozowania zasięgu stref spękań.. Na koniec wykonano analizę porównawczą wyników badań dołowych z wynikami z modelu numerycznego.
This article presents the results of underground research on the extent of the rock mass fracture zone around excavation with rock bolts only. The measurements were conducted by borehole endoscope in the gallery Bw-1n in the 401 coal seam, which is being driled by Bolter Miner entry driver. A numerical model was also built using the finite element-based program Phase2 to evaluate the fracture zone extent. Finally, the results of the underground research with the results of the numerical model were compared.

Opis:
Through in-situ stress measurements, stress data were obtained from an auxiliary transportation roadway in a coal mine in Shanxi Province, China. Based on the principles of elastic mechanics and using a generalized plane strain model, the mechanical effects of the in-situ stresses on an idealized roadway were calculated and the distributions of stresses, displacements, and plastic zones determined. Building on this model, the vulnerable zones in the roadway cross section were identified. Ground support specifications were developed and during specification design, comprehensive consideration was given to factors affecting the stability of the rock surrounding the roadway. A scientific and reasonable support scheme was put forward. Practical experience in the coal mine shows the normal forces of anchor bolt and cable, the minimal convergence of roof to floor, and a generally good support in the auxiliary transportation roadway. The support should ensure safe production during its service life. This study provides a new method for designing roadway support systems that can be particularly valuable for high-stress roadways.

Opis:
The paper reviews methods and trends of numerical modelling of geomechanical processes around underground mine excavations. The most rational method of determining the additional stresses caused by the mine excavations is chosen. Mathematical modelling was performed for excavations of various cross sections and different strength of rocks. The dimensions of the inelastic deformation zone around the mine excavations have been identified. The area of the total fracture zone around the excavation, as well as the area of the roof fracture zone are calculated. The results of the fracture zone modelling are presented both as coordinates and in a graphical form. To simplify application of the modelling results, dependency plots of the obtained parameters were created and analytical dependencies of the fracture zone parameters were identified. The SURFER and KOMPAS software packages were used as the graphic tools to visualize the modelling results.

Opis:
Slab-and-column ceilings are widely used because of the considerable savings that they allow to obtain in the total construction cost. However, this structural system has a weak feature that consists of vulnerability to punching in a ceiling slab around its connection to a column. This paper describes several examples of disasters caused by slab punching and gives conclusions resulting therefrom. In order to eliminate the problem of punching, in the world there are used various types of shear reinforcement in a slab around a column, which are characterized by malleability and puncture resistance, thereby preventing a disaster. Examples of such reinforcement of ceiling slabs around columns are also shown in the work.

W kraju i za granicą powstaje wiele obiektów usługowych i hal sportowych z drewna klejonego. Konstrukcje te stosuje się również do kładek dla pieszych i obiektów mostowych na pełne obciążenia drogowe. Są to głównie konstrukcje typu belkowego, które oprócz obciążeń stałych, znajdują się pod wpływem obciążeń zmiennych. Najbardziej newralgicznym miejscem w takich belkach są strefy podporowe, zwłaszcza strefy docisku miejscowego w poprzek włókien.
In Poland and in other countries, many service buildings and sports halls are built of glued timber. Such constructions are also used for footbridges and fully-loaded road bridges. They are mainly beam-type structures, which are subject to both constant and variable loads. The most critical place in such beams are the support zones, particularly zones with local pressure across the fibres.

W badaniach wykorzystano penetrometr hydrauliczny, kamerę otworową, młotek Schmidta, metodę pull-out, rozwarstwieniomierz oraz georadar. Badania te przeprowadzone zostały w trakcie prowadzenia eksperymentu Podziemnego Zgazowania Węgla (PZW) w Kopalni Doświadczalnej (KD) „Barbara".
This paper presents the results of underground investigation aiming at the assessment of influence of underground coal gasification on geomechanical parameters of rock mass and quality of concrete support in the surroundings of a geaoreactor. The investigation comprises assessment of geomechanical parameters of coal, floor and roof strata, roof displacements and concrete support strength parameters. Hydraulic penetrometer, endoscopic camera, Schmidt hammer, pull-out method, telltale and GPR (ground penetration radar) were used during measurements. The investigations were carried out during the UCG process conducted in the Experimental Mine "Barbara".

W wielu budynkach historycznych podstawowymi konstrukcjami stropów i przekryć są sklepienia ceglane, które ze względu na walory dekoracyjne stanowią jedno z ważniejszych osiągnięć architektury gotyckiej. Stosowane w architekturze romańskiej sklepienia kolebkowe o kształcie połowy walca zastąpiono lżejszym sklepieniem krzyżowym. Po wieloletniej eksploatacji sklepienia te często budzą obawy odnośnie ich nośności i możliwości dalszego bezpiecznego użytkowania.
In many historical buildings, basic structures of ceilings and covers are brick vaults, which owing to their decorative qualities constitute one of the most important achievements of gothic architecture. The barrel vaults used in Romanesque architecture, which had a shape of a half-roller, were replaced with lighter cross vaults. After many years of exploitation, these vaults often raise concerns about their load-bearing capacity and the possibility of further safe use.

The recently introduced regulations of the New Investment Promotion Act of 10 V 2018 are in line with the trend of the economic legislator’s actions aimed at modernizing the Polish economy and are a direct continuation of the modernization processes initiated by the Act of 20 X 1994 on Special Economic Zones. The legal regulations analyzed in the article constitute an attempt to adjust legal instruments to the changing social and economic reality. The economic administration’s wider use of the legal instruments set out in the New Investment Promotion Act can contribute to faster economic recovery from the crisis caused by the COVID-19 pandemic. The analysis in this article compares the objectives of the New Investment Promotion Act with those of the Act on Special Economic Zones. The research carried out allows the conclusion that the legislator has significantly modernized the objectives of granting support in the New Investment Promotion Act in relation to the objectives indicated in the Act on special economic zones. At the same time, it was decided not to repeal the Act on Special Economic Zones. The reasons for this decision were the continuation of validity of permits issued under the Act on Special Economic Zones, and performance by entities managing Special Economic Zones of tasks specified in the New Investment Promotion Act. As in the Act on Special Economic Zones, the emphasis is placed on issues related to economic transformation, just as in the New Investment Promotion Act the emphasis is placed on the implementation of objectives related to building an innovative, knowledge-based economy. The objectives of the New Investment Promotion Act should be directly expressed in the Act, although the Act on supporting new investments refers many times to strategic documents in the field of development policy.

Integrated Coastal Zone Management is an emerging research area. The aim is to provide a global view of different and heterogeneous aspects interacting in a geographical area. Decision Support Systems, integrating Computational Intelligence methods, can be successfully used to estimate useful anthropic and environmental indexes. Bayesian Networks have been widely used in the environmental science domain. In this paper a Bayesian model for estimating the Sustainable Coastal Index is presented. The designed Bayesian Network consists of 17 nodes, hierarchically organized in 4 layers. The first layer is initialized with the season and the physiographic region information. In the second layer, the first-order indexes, depending on raw data, of physiographic regions are computed. The third layer estimates the second-order indexes of the analyzed physiographic regions. In the fourth layer, the global Sustainable Coastal Index is inferred. Processed data refers to 13 physiographic regions in the Province of Trapani, western Sicily, Italy. Gathered data describes the environmental information, the agricultural, fisheries, and economical behaviors of the local population and land. The Bayesian Network was trained and tested using a real dataset acquired between 2000 and 2006. The developed system presents interesting results.

The aim of this article is to present the approach to the interpretation of the moment of incurring eligible costs within the Polish Investment Zone that has changed over the years. The correct interpretation of this matter has a direct impact on the amount of state aid in the form of tax exemption to which taxpayers are entitled when conducting business activity on the basis of a decision on support in the territory indicated therein within a Polish Investment Zone.

Polska Strefa Inwestycji jest mechanizmem udzielania przedsiębiorcom wsparcia w realizowaniu nowych inwestycji, który funkcjonuje w Polsce od 2018 r. Wsparcie jest udzielane w formie zwolnienia z podatku dochodowego. Celem niniejszego artykułu jest ustalenie momentu, od którego przedsiębiorca może rozpocząć korzystanie ze zwolnienia, tzn. od którego momentu jest uprawniony do niepłacenia podatku od dochodów z działalności gospodarczej prowadzonej na terenie określonym w decyzji o wsparciu oraz w granicach zakreślonych przedmiotem działalności gospodarczej ujętej w decyzji o wsparciu za po mocą kodów PKWiU1. Celem niniejszego artykułu jest również weryfikacja, czy ustawodawca różnicuje moment rozpoczęcia korzystania z pomocy publicznej w zależności od rodzaju nowej inwestycji, czy uzależnia go od zakończenia realizacji inwestycji lub też od uzyskania dochodu z nowej inwestycji. Rozpatrywany problem jest istotny z perspektywy efektywnego wykorzystania przez przedsiębiorców przyznanej im pomocy publicznej.
The Polish Investment Zone is a mechanism for supporting entrepreneurs in new investments, available since 2018. Support is provided in the form of income tax exemption. The purpose of this paper is to determine the moment from which the entrepreneur may start to benefit from the tax exemption, i.e. from which moment he is entitled to non-payment of tax on income from economic activity conducted in the specified area and business activity, and within the limits set out in the in the decision on support with the codes of the Polish Classification of Products and Services (PKWiU). The purpose of this paper is also to verify whether the legislator differentiates the moment the entrepreneur can begin benefiting from said state aid depending on the type of new investment, the completion of the investment or whether it depends on obtaining income from the new investme nt. The issue under consideration is important from the perspective entrepreneurs to effectively utilize the public aid granted to them.

The Baltic elements in the grammar of traditional local dialects of north-western BelarusThe article analyzes a number of grammatical features typical for the North-West dialect zone of the Belarusian language. These peculiarities are interpreted as a possible result of Slavic-Baltic contacts in the region. Some phenomena can be explained as a Baltic (mainly (great)Lithuanian) substratum in North-West Belarusian dialects.The factor of areal neighborhood has to be taken into consideration too. Such phenomenon as language support has effect just in connection with the last one. A lot of the appropriate lingual facts are in restricted and inconsistent use. However, it is possible to be said about more or less significant (now or/and before) tendencies of regional lingual development. These tendencies has not got the status of a structural (= constitutional) lingual regularity. As a rule the wide and compact areas are characterized of some lingual facts (= lexemes), which illustrate the given transformations in the system of Belarusian dialects. Baltic influence upon the North-West Belarusian dialects grammar is detected on as the formal level so the structural one. And it is not noticeable at all times. The definite changes in the sphere of morphology and syntax can provoke different modifications in the other parts of a language system (word building, semantics). The results of this process are the evidences of ethnic and language assimilation of native Balts by Slavs in the region. That comes in support of forming the singular North-West Belarusian regiolect (= the regionally marked variety of a dialect language). Балтийские грамматические элементы в говорах северо-западной БеларусиВ статье анализируется ряд грамматических черт, характерных для говоров северо-западной диалектной зоны беларусского языка. Эти особенности квалифицируются автором как весьма вероятное следствие славяно-балтского языкового взаимодействия в соответствующем регионе. Отдельные явления есть основания рассматривать в качестве возможного проявления балтского (главным образом (пра-) литовского) субстрата в северо-западных беларусских говорах. Фактор ареальной смежности здесь также должен быть принят во внимание. В связи с последним следует упомянуть и действие феномена языковой поддержки. Многие соответствующие языковые факты имеют существенные ограничения в употреблении, в говорах выступают не всегда последовательно и регулярно. В некоторых случаях, однако, можно говорить о действии более или менее выраженных (в настоящем и/или прошлом) тенденций регионального языкового развития, которые пока не приобрели статус структурно значимой (= конститутивной) языковой закономерности. Широкие и компактные ареалы образуют, как правило, лишь отдельные языковые факты (= лексемы), иллюстрирующие данные трансформации в системе традиционных беларусских говоров. Балтское влияние на грамматический строй беларусских говоров северо-западной диалектной зоны выявляется как в плане формального выражения, так и на внутриструктурном уровне. Оно не всегда может быть заметно на первый взгляд. Определенные сдвиги в сфере морфологии и синтаксиса могут повлечь за собой изменения в других областях языковой системы (словообразовании, семантике). Результаты этого процесса являются ярким свидетельством того, что на отмеченной территории действительно имела место этноязыковая ассимиляция неславянского (= балтского) населения и происхо- дило формирование своеобразного северо-западного беларусского региолекта (= регионально обусловленной разновидности диалектной речи).
