    Application of supporting management processes through the use of information systems is now becoming one of the basic requirements of market competition. Professional distributed systems not only facilitate collaboration with customers but also reduce operating costs. The aim of this analysis is to present the functionalities that may characterize management system, indicating their relevance to property managers. Market overview confront the expected functionality with the practical implementation of the identified solutions for the most popular systems for universal use. The summary of the significance of using CAFM software will be the review of selected commercial and municipal projects.

    Opis:
    Subsidiarity is a well known concept in the Humanities, but its potential for ordering social life is far from exhausted. Aim of the article is to answer a question of the validity of this idea. A new impetus for its understanding could be found in the latest social Encyclical Letter of Pope Benedict XVI Caritas in Veritate (2009). Recalling the old idea, the Pope pointed at the biblical sources of subsidiarity and its anchoring it in the history of political and social thought. Theoretical explanations of the principle of subsidiarity allows also with reference to the Encyclical Letter Quadragesimo anno to select two negative and two positive description of individuals as ‘intermediate bodies’ and as ‘bigger’ and ‘higher’ communities. The latter are obliged to ‘help for self help’. When it proves effective, they should no longer provide help, but are obliged to make a ‘subsidiary reduction’. Using the language of Caritas in Veritate, it means that provided assistance ‘always implies the effect of emancipation’. Caritas in Veritate contains new elements of understanding subsidiarity; among others, the importance and meaning of civil society in overcoming contemporary social issues. Appropriate is ‘the logic of the gift’ that goes beyond ‘the logic of the market’ and ‘the political logic’. The perspective of subsidiarity seems to be useful in the management of globalization; this perspective considers the concept of development and reform of the social and tax systems (the notion of ‘the fiscal subsidiarity’). This perspective could be useful for those who are looking for solutions of the current economic crisis.

    The article deals with issues of ensuring the reliable and safe city transport system operation through the use of the rational management methods. To make evidence-based management decisions are encouraged to use worked out intelligent decision support system. It is shown that a comprehensive solution of the city transport system management contributes to the sustainable development of the region.
    В статье рассматриваются вопросы обеспечения надежного и безопасного функционирования транспортной системы города путем использования рациональных методов управления. Для принятия научно-обоснованных управленческих решений предлагается использовать разрабатываемую интеллектуальную систему поддержки принятия решений. Показано, что комплексное решение задачи управления транспортной системой города способствует реализации концепции устойчивого развития региона.

    W artykule została dokonana ocena wpływu ustawy z 26 kwietnia 2019 r. o zmianie ustawy o kształtowaniu ustroju rolnego oraz niektórych innych ustaw na obrót nieruchomościami rolnymi Zasobu Własności Rolnej Skarbu Państwa. Nowelizacja w znaczący sposób zmieniła zasady gospodarowania nieruchomościami rolnymi Skarbu Państwa przez Krajowy Ośrodek Wsparcia Rolnictwa. W szczególności zmiany dotyczyły organizowania przetargów ograniczonych, służących wspieraniu gospodarstw rodzinnych, wzmocnienia pozycji dzierżawcy gruntów Skarbu Państwa, a także tworzenia przez Krajowy Ośrodek Wsparcia Rolnictwa ośrodków produkcji rolniczej. Autor wskazuje na praktyczne konsekwencje dokonanych zmian oraz formułuje wnioski de lege ferenda.
    L’articolo si propone di valutare l’influenza della legge del 26 aprile 2019, che modifica la legge sul regime agricolo, e di alcune altre leggi esercitata nell’ambito della compravendita di immobili del patrimonio dell’Agenzia fondiaria agricola Tesoro di Stato. La modifica legislativa apportata ha cambiato in modo significativo le regole di gestione degli immobili agricoli Tesoro di Stato da parte del Centro nazionale per il sostegno all’agricoltura. Nello specifico, le modifiche hanno riguardato l'organizzazione di gare d’appalto ristrette, a sostegno delle aziende agricole a conduzione familiare, il rafforzamento della posizione del locatario dei terreni Tesoro di Stato, nonché la creazione di centri di produzione agricola da parte del Centro nazionale di sostegno all’agricoltura. L'autore mette in rilievo le conseguenze pratiche delle modifiche evocate e formula conclusioni de lege ferenda
    The article assesses the impact of the Act of 26 April 2019 amending the Act on shaping the agricultural system and certain other acts on trading in agricultural property of the Treasury Agricultural Property Stock. The amendment significantly changed the rules of managing agricultural property of the State Treasury carried out by the National Agricultural Support Centre. In particular, the changes concerned the organisation of restricted tenders aimed at supporting family agricultural holdings, strengthening the position of the tenant of the State Treasury agricultural land as well as the creation of agricultural production centers by the National Agricultural Support Centre. The author points out the practical consequences of the changes and formulates de lege ferenda conclusions.
