Purpose – The paper is intended to identify the role and activity of universities in building up business environment infrastructure in Poland. It analyses centres that support innovation processes and entrepreneurship co-established by higher education institutions, such as technology and academic incubators, technology transfer centres, and science and technology parks. Research method – The research methods include: a critical analysis of subject-matter literature, the analysis of the existing data (reports and expert opinions), and three casual interviews with leaders of innovation and entrepreneurship centres in Poland. Results – After a period of dynamic development (which ended in 2012), the number of business support institutions is declining. The trend is observed, in particular, amongst technology parks and incubators. On the other hand, the engagement of universities in the development of technology transfer centres is growing while the population of university start-up incubators remains stable. The number and power of entrepreneurship and innovation support centres are strongly correlated with the economic strength of regions and their position as academic centres. University and business collaboration has been expanding together with the density of regional relationships. Originality / value – The article assesses the state and quality of operation of the academic business environment and its transformation in the last decade.

In times of increasing significance for national policies which support international economic cooperation, a special role is played by state trade support institutions (TSIs). This paper investigates whether such TSIs can be said to operate effectively, through an analysis of one essential element of the support provided to domestic entrepreneurs, namely export recommendations. The recommendations provided by Polish TSIs in respect of Turkey is employed as a case study. The theory of comparative advantage along with a neo-institutional perspective provide the conceptual framing for this analysis, in conjunction with both desk research, document analysis, and selected economic indices. Factors such as trade potential, comparative advantages, and the competitiveness of selected product groups exported by Polish firms to Turkey were also taken into account. The findings largely indicate that TSI export recommendations are adequate, and the majority of the recommended industries demonstrated considerable sales opportunities. Nevertheless, some discrepancies were also noted, which should be an issue for further investigation by both researchers and TSI analysts. Furthermore, the case study in this paper demonstrates that the choices within economic promotion policy – despite its partition between variously-oriented TSIs - were made on the basis of economic rationality.

Mają one zagwarantowane liczne prawa konstytucyjne i ustawowe (ochrona zdrowia, alimentacje, możliwość podejmowania pracy), podlegają obowiązkom obywatelskim (obowiązek podatkowy). Mogą realizować swoje zainteresowania w wielu instytucjach edukacyjnych (np. Uniwersytety Trzeciego Wieku). Autorka wskazuje na rolę systemu wartości wykształconych w procesie socjalizacji i przejmowanego w ramach polityki socjalnej państwa.
The elderly are becoming a growing social group in Poland (demographic changes). They have a guaranteed number of constitutional and statutory rights (related to health care, benefits, employment), they are subject to civil obligations (tax liability). They can pursue their interests in many educational institutions (eg. Third Age Universities). The author indicates the aspects of formation of values in human personality in the process of socialization and implementation of these values in social care policy of Poland.

W artykule przedstawiono rolę akademickich inkubatorów przedsiębiorczości oraz dokonano krytycznej oceny ich funkcjonowania. Jako główne narzędzie badawcze zastosowano przegląd i krytykę piśmiennictwa oraz analizę dokumentów, w tym aktów prawnych oraz raportów z funkcjonowania tego typu jednostek w Polsce. Artykuł omawia funkcję akademickich inkubatorów przedsiębiorczości na tle pozostałych instytucji otoczenia biznesu. Szeroko omówiono akty i ramy prawne funkcjonowania akademickich inkubatorów przedsiębiorczości, poświęcając sporo uwagi zadaniom, jakie realizują w obszarze edukacji i promocji przedsiębiorczości. Na podstawie występujących form organizacyjno-prawnych działania akademickich preinkubatorów i inkubatorów przedsiębiorczości, zaszeregowano je w dwie grupy – inkubatory działające w sieci ogólnopolskiej Fundacji „Akademickie Inkubatory Przedsiębiorczości” (AIP) oraz inkubatory działające w strukturach uczelnianych jako ich jednostki organizacyjne lub podmioty zależne (np. spółki prawa handlowego). W artykule omówiono różnice podstaw prawnych i zasad ich powoływania i działalności. Na podstawie tak dokonanej, szczegółowej charakterystyki przedstawicieli form organizacyjnych akademickich inkubatorów wskazano mocne i słabe strony ich działalności. Artykuł uzupełniono o wyniki badań przedstawiające rzeczywiste oczekiwania przedsiębiorców względem tego typu ośrodków oraz społeczności akademickiej zrzeszonej w tego typu instytucjach.
The article presents the role of academic entrepreneurship incubators and provides a critical evaluation of their functioning. The primary research tool used is literature review and an analysis of documents, including legal instruments and reports on the functioning of this kind of units in Poland. The article discusses the role of academic entrepreneurship incubators compared to other business support institutions. Legal framework and instruments concerning the functioning of academic entrepreneurship incubators have been discussed at length, with considerable attention devoted to the tasks realized within the scope of entrepreneurship education and promotion. On the basis of the existing organizational and legal forms regulating the functioning of academic entrepreneurship pre-incubators and  incubators, they have been classified into two groups – the incubators functioning within the Polish national foundation “Academic Entrepreneurship Incubators” (Akademickie Inkubatory Przedsiębiorczości, AIP) and the incubators functioning within higher education institutions as individual organization units or dependent entities (e.g. commercial law partnerships). The article discusses the differences in the legal basis and the principles underlying their establishment and functioning. Based on the detailed characterization of the representatives of the organization forms of academic entrepreneurship incubators, the strengths and weaknesses of their functioning have been indicated. The article has been supplemented with the results of the research presenting the actual expectations of entrepreneurs regarding this kind of centres as well as academic communities organized in this kind of institutions.

In my paper I would like to present the origin and the main tasks of the DFAC. In my article I also mention other institutions of family support which might help to improve the functioning of this basic unit of society. The work of those institutions is especially important in case of families having a disorder, in connection with the performance of its basic functions of care and education – in relation to children, the disabled, elderly people and also young people who require preventive actions and rehabilitation. It is essential to know the tasks and the role of DFAC, because of the increasing number of juvenile offenders and the parents' upbringing and caring failure. Such disorders are caused by difficult situation of people under protection of child and family support institutions, in connection with unemployment, poverty, and helplessness. Such families and single units as well should be given care and one should show them the way to solve their problems. Today, the institutions such as DFAC, homes for mothers with infant children or the National Emergency Service forVictims of DomesticViolence are one of the most important and necessary in helping the families. They can help to improve the quality of whole society's life as well as to increase self-esteem of people who feel lost and who are looking for their place in life.

The aim of the study is to identify the possibilities of using the services of business environment institutions by companies operating in the Polish economy. They may in fact actively use the services supporting their activities and the level of competitiveness. These services are provided by various types of institutions included in the business environment. These include: centers of entrepreneurship, innovation centers, non-bank financial institutions, self-government organizations. Unfortunately, the availability of services provided by these institutions varies greatly due to their geographical location in the individual provinces of Poland. Strong concentration of these institutions is particularly evident in the more developed regions. It appears that the system developed in Poland for supporting the competitiveness of enterprises, in principle, stimulates areas that are already dynamic, thus leading to a deepening of disparities in regional terms.

In recent years, the development of organic farming has slowed down, especially in the European Union. This is a factor of importance for sustainable development prospects of the agricultural sector. Although the European Union places more and more emphasis on environmental goals set under the Common Agricultural Policy, two-thirds of the agricultural budget in the 2014-2020 financial perspective are allocated to support conventional farming. In 2014-2018, some member countries witnessed stagnation or decline in the area of organic farmland. This means that in the context of market imperfections – and in the absence of valuation of public goods – microeconomic costs incurred by organic farmers continue to exceed the benefits they reap. The level of support must be high enough to stimulate the development of organic farming in the long run. Therefore, it is recommended that the future support mechanism provide financial encouragement for organic farming, revise the principles for granting payments, tighten the system, and minimize the amount of payments decoupled from production volumes.
W ostatnich latach nastąpiło spowolnienie dynamika rozwoju rolnictwa ekologicznego, zwłaszcza w Unii Europejskiej, co ma znaczenie dla przyszłych perspektyw rozwoju zrównoważonego w rolnictwie. Chociaż Unia Europejska przywiązuje coraz większe znaczenie do realizacji celów środowiskowych w ramach Wspólnej Polityki Rolnej, to jednak 2/3 środków budżetu rolnego w perspektywie finansowej na lata 2014-2020 zostało przeznaczonych na wsparcie rolnictwa konwencjonalnego. Niektóre kraje członkowskie odnotowały w latach 2014-2018 pewną stagnację powierzchni rolnictwa ekologicznego lub spadek. Oznacza to, że w sytuacji niedoskonałości rynku i braku wyceny dóbr publicznych, mikroekonomiczne koszty ponoszone przez rolników ekologicznych są w dalszym ciągu wyższe od uzyskiwanych korzyści. Poziom wsparcia musi być na tyle wysoki, aby stymulował rozwój rolnictwa ekologicznego w długim okresie. Dlatego wskazane jest, aby w przyszłym mechanizmie wsparcia nastąpiło finansowe wzmocnienie rolnictwa ekologicznego i jednoczesne zrewidowanie zasad przyznawania płatności oraz uszczelnienie systemu i zminimalizowanie zjawiska płatności oderwanych od produkcji.

Objectives Over the last 20 years, tertiary institutions have been subjected to several changes. This has resulted in increased workloads for academics. Some academics have started to experience symptoms that are related to chronic fatigue syndrome and burnout. Researchers, however, cannot agree whether the 2 syndromes are two sides of the same coin or actually 2 separate constructs. This study that was conducted at a tertiary institution in South Africa therefore aimed to determine if these constructs accounted for the evidence of the same syndrome within an academic setting or if they were 2 separate, distinguishable constructs. However, since job satisfaction and social support play a role in the poor physical and psychological health experienced by individuals with chronic fatigue syndrome or burnout, it was decided to also include these 2 constructs into the investigation. Age was also incorporated because it had dissimilar relationships with burnout and chronic fatigue syndrome. Material and Methods The participants completed the following questionnaires via an online survey: the Centers for Disease Control and Prevention Chronic Fatigue Syndrome Symptom Inventory, the Oldenburg Burnout Inventory, the Overall Job Satisfaction Scale and the Social Support Scale. The data was used for constructing a structural equation model. Results Job satisfaction was found to be a strong predictor of burnout. The number of symptoms indicative of chronic fatigue syndrome reported by the participants proved to be a relatively strong significant predictor of burnout. Age did not yield any significant relationship with any of the constructs. Conclusions The results indicated that chronic fatigue and burnout should be perceived as 2 distinguishable constructs in the academic context. Jednym z ważniejszych problemów społecznych w naszym kraju jest zjawisko przemocy wewnątrzrodzinnej. Przyjęcie w roku 2005 ustawy o przeciwdziałaniu przemocy w rodzinie sprawiło, że o problemie, długie lata wstydliwie skrywanym, zaczęto mówić, a władze rządowe zostały zobowiązane do podjęcia licznych działań na rzecz zapobiegania zjawisku. Powstało też wiele instytucji i organizacji pozarządowych ukierunkowanych na wsparcie i pomoc osobom doświadczającym przemocy. Ofiarami przemocy wewnątrzrodzinnej w zdecydowanej większości są kobiety, choć doświadczają jej także mężczyźni i dzieci, a także osoby niepełnosprawne i starsze. Artykuł lokuje się we wspomnianej tematyce i ukazuje możliwości wsparcia osób doświadczających przemocy ze strony najbliższych w ponad dziesięć lat od przyjęcia ustawy o przeciwdziałaniu przemocy w rodzinie.
Domestic violence is one of the most significant social problems in our country. This issue, which used to be embarrassing, received much attention in 2005 after the adoption of a law combating domestic violence . Our government was obliged to take numerous actions preventing that problem. Many institutions and NGOs, which focused on supporting those who suffer from domestic violence, were created at that time. The victims are predominantly women, however men, children, the disabled and the elderly often suffer as well. The article refers to that problem and shows different possibilities of supporting the victims ten years after new regulations counteracting family violence were introduced.

The article discusses the use of EU support programme resources by ecclesiastical institutions. There appear to be several problems, however. At the level of programming, inadequate number of financial means have been allocated to infrastructure development, including renovation of sacral, educational and medical care buildings, but a great number of these means, on the other hand, have been allocated to so-called soft projects. However, institutions like NGOs and JST as well as organisational bodies of the Catholic are not prepared for taking advantages from these means of support. Data analysis available on the website of the Regional Development Department confirms the assumption that application procedures are very difficult and time-consuming, therefore many application forms are rejected at the beginning of formal evaluation.

Warunki nadzwyczajne, w jakich przyszło funkcjonować przedsiębiorcom po ogłoszeniu w Polsce stanu epidemii to ogarniający całą gospodarkę głęboki kryzys. Zaistniała sytuacja wymusza na prawodawcy odpowiednie ukształtowanie prawa „stanu epidemii” i prawa „kryzysu gospodarczego”. W Polsce prawo takie zostało ustanowione, nadana mu została określona treść, w ramach której wskazane zostały przede wszystkim różnorodne środki wsparcia przedsiębiorców, ale także kompetencje organów i instytucji wyznaczonych do podejmowania działań na rzecz przedsiębiorców. Wypada ustalić, czy działania ustawodawcy były adekwatne do zaistniałej sytuacji, a w szczególności, czy stworzone zostały odpowiednie podstawy prawne dla funkcjonowania przedsiębiorców w warunkach epidemii. Wydaje się oczywiste, że wsparcie przedsiębiorców powinno być ujmowane jako obowiązek państwa, czyli w rzeczywistości powinny być rozumiane jako obowiązki wielu podmiotów występujących w imieniu państwa. Istotne staje się ustalenie wykazu tych podmiotów oraz określenie ich roli w procesie wsparcia przedsiębiorców z punktu widzenia zakładanych efektów podejmowanych przez nie czynności. Nie bez znaczenia pozostają przy tym również przesłanki oddziaływania państwa na gospodarkę w warunkach epidemii i kryzysu.
The extraordinary conditions in which entrepreneurs must function after the state of the epidemic was declared in Poland mean a deep crisis covering the entire economy. The situation forces the legislator to shape the law of "epidemic status" and the law of "economic crisis" accordingly. In Poland, such a law was made, it was given specific content, under which various support measures for entrepreneurs were indicated, as well as the competences of the bodies and institutions designated to take actions for the sake of entrepreneurs. It is necessary to determine whether the legislator's activities were adequate to the current situation, and in particular whether appropriate legal foundations for the functioning of entrepreneurs in the epidemic conditions were created. It seems obvious that the support for entrepreneurs should be considered as a state obligation, i.e. in fact as the obligations of many entities acting on behalf of the state. It becomes important to establish a list of these entities and to determine their role in the process of supporting entrepreneurs from the point of view of the assumed effects of their activities. What is also of much significance are the premises for the state's impact on the economy in the conditions of epidemic and crisis.

The article is regarding the contemporary system of supporting the family making an attempt to show new forms of the work with the family and the child. An assistant of the family, reformed institutions of the daily support and supporting families were attached to supporting influences carried out earlier. In this way they put emphasis for preventive and aid action and for improving methods of the work with the dysfunctional family in the destination of the improvement in her situation. The environmental work with the family is contributing to realization of the demand about the need to provide the right to bring up in the natural family for children.
Artykuł dotyczy współczesnego systemu wspierania rodziny podejmując próbę ukazania nowych form pracy z rodziną i dzieckiem. Do realizowanych wcześniej oddziaływań pomocowych dołączono asystenturę rodziny, zreformowane placówki wsparcia dziennego oraz rodziny wspierające. W ten sposób położono nacisk na działania profilaktyczne i pomocowe oraz na doskonalenie metod pracy z rodziną dysfunkcyjną w celu poprawy jej sytuacji. Środowiskowa praca z rodziną przyczynia się do realizacjo postulatu o konieczności zapewnienia dzieciom prawa do wychowania w naturalnej rodzinie.

Celem artykułu jest rozpoznanie zmian stopnia korzystania z usług instytucji otoczenia biznesu przez małe i średnie przedsiębiorstwa reprezentujące tradycyjne branże przemysłu w latach 2007-2013. Badania, w formie wywiadu ankietowego, przeprowadzono wśród 54 małych i średnich przedsiębiorstw w województwie wielkopolskim w latach 2011-2013. Ich wyniki porównano z podobnymi zrealizowanymi w okresie 2007-2009 w tym samym województwie. Materiał empiryczny opisano za pomocą metod statystyki opisowej. Podjęte badanie przeanalizowano na tle charakterystyki instytucji otoczenia w Polsce. W wyniku przeprowadzonej analizy stwierdzono, że w latach 2011-2013 zmieniła się intensywność i kierunki współpracy małych i średnich przedsiębiorstw z instytucjami otoczenia biznesu, została zapoczątkowana współpraca z ośrodkami innowacji i przedsiębiorczości, zwiększył się stopień korzystania przedsiębiorców z oferowanych usług - za wyjątkiem poręczeń i  gwarancji kredytowych - oraz zmieniły się oczekiwania przedsiębiorców w kierunku wzrostu zainteresowania różnymi formami doradztwa biznesowego.
The aim of the article is to identify how much SMEs representing traditional lines of industry used the services of business environment institutions in the years 2007-2013.The research was conducted through a survey among 54 SMEs in the Wielkopolskie Voivodeship between 2011 and 2013. The results of the research were compared with a similar study carried out in the years 2007-2009 in the same region. The empirical material was described using the methods of descriptive statistics. The research was described against the background of business environment institutions in Poland. As a result of the study it was found that, in the years 2011-2013, the intensity and focus of cooperation between SMEs and business environment institutions changed, collaboration with innovation and entrepreneurship centres was introduced, the level of use by entrepreneurs of the services offered increased (except for guarantees for loans) and the expectations of entrepreneurs concerning their interest in various forms of business consultancy increased.

The business environment institutions may influence the development of regions. They provide services that encourage establishing and developing enterprises. We have to deal with the correlation in two directions, the development of a region depends on the quality of business environment institutions, and business environment institutions are dependent on the level and dynamics of the growth in the region which determine demand for business support services. The main purpose of this article was to evaluate activities of business environment institutions aimed at attracting and keeping foreign direct investment (FDI) in the Lodz region. With limited organizational and financial possibilities of public administration, business environment institutions may play an important part in attracting and keeping FDI in the region. They may also act as a liaison between the local government and entrepreneurs as well as perform some tasks that are not, for different reasons, performed by public administration.
