    Estimating the size and places of residence of the population of Ukraine has been this country’s problem for the past decade, and is related to the lack of census data for the 2010 round, large-scale processes of external and internal labour migration, and Russia's armed aggression against Ukraine that started in 2014. This already disadvantageous situation has been significantly exacerbated by Russia’s full-scale war against Ukraine which began on 24th February 2022. Conducting statistical surveys, especially surveys regarding the population, turned out to impossible under war circumstances. Therefore, the task of developing effective approaches to estimating the population size using data from existing sources, in particular the data of mobile operators regarding the number, location and mobility of subscribers, has become even more pressing. The article highlights the results of a study on the use of data from mobile operators, data from administrative registers, and the results of a special population sample survey on the use of mobile communication for the purpose of estimating the population. It also provides the results of experimental calculations of the population size in Ukraine as a whole and in particular regions. The study moreover showed that the size of Ukraine’s population in November 2019, unlike the official estimate of 41,940.7 thousand people, was probably about 37,289.4 thousand people. The developed approaches can be used to estimate the number and location of the population of Ukraine during the intercensal period or significant population movements due to environmental disasters or military conflicts.

    Opis:
    Old age as a natural wave of life following youth and maturity, culminates in the dynamic process of aging of people. Called the final stage of life, it is usually equated with the decline of the body’s efficiency, loss of mobility, weakened strength, reduced ability to adapt to any changes, loneliness, the necessity to use the help of others and sometimes even functioning on the margins of social life. Such an image of old age seems to be not very optimistic, the more so despite the inevitable process of aging, people of this age can also be very active in the social space and present a friendly image of old age. This article is an attempt to show how maturity youth perceive older people in their living environment. For this purpose, a short outline of the theoretical basis on old age is described, a methodological note and an analysis of the conducted research were presented, taking into account the conclusions set at the end of this article.
    Starość jako naturalna fala życia następująca po młodości i dojrzałości wieńczy dynamiczny proces starzenia się osób. Nazywana końcowym etapem życia, zwykle utożsamiana jest ze spadkiem wydolności organizmu, utratą mobilności, osłabieniem sił, ograniczeniem zdolności przystosowania się do wszelkich zmian, samotnością, koniecznością korzystania z pomocy innych, a czasem nawet funkcjonowaniem na marginesie życia społecznego. Taki obraz starości wydaje się mało optymistyczny, tym bardziej że mimo nieuchronnego procesu starości osoby w tym wieku potrafią być również bardzo aktywne w przestrzeni społecznej i prezentować przyjazny obraz spokojnej starości. Niniejszy artykuł jest próbą ukazania, w jaki sposób młodzież maturalna postrzega osoby starsze w środowisku swojego zamieszkania. W tym celu opisano krótki zarys teoretycznych podstaw o starości, przedstawiono notę metodologiczną oraz analizę przeprowadzonych badań z uwzględnieniem wniosków zamieszczonych w zakończeniu niniejszego artykułu.

    This article assesses the 2009 amendments to the Polish Telecommunications Law and the most significant executive regulations that have been passed in its context. The amendments are discussed considering their compliance with EU law, taking into account the rulings of the European Court of Justice on the conformity of some of the Polish provisions with the set of directives constituting the European telecommunications regulatory framework of 2002. The analyzed amendments relate to, in particular, the manner in which ex ante regulation should be implemented, the principles of telecoms services provision to end-users and the performance of state security and defense obligations (the implementation of Directive 2006/24/EC on Data Retention). Furthermore, the article contains an analysis of key Polish case-law issued in 2009 with respect to the telecoms field covering the most controversial cases decided in that period by both, domestic administrative courts as well as the Supreme Court. The jurisprudence under consideration concerns the following regulatory issues: (1) number porting fees, (2) the term for the expiration of claims regarding the provision of telecoms services as well as, (3) the appropriate procedure to be followed when appealing certain decisions of the National Regulatory Authority relating to the performance of regulatory obligations. The lack of a clear distinction of procedural competences of civil as opposed to administrative courts in this latter regard is shown. The article also covers the ruling of the Court of Justice of 1 July 2010 issued in response to a preliminary reference submitted by the Polish Supreme Court concerning the establishment of number porting fees (case C-99/09).
    Le présent article traite des changements dans le droit de télécoms et dans les principaux règlements d’exécution de la loi qui ont été apportés en 2009. Les modifications de ces dispositions ont été analysées et discutées quant à leur compatibilité avec le droit européen, tout en tenant compte de la jurisprudence de la Cour Européenne de Justice concernant la compatibilité des règles polonaises avec les directives du Paquet télécoms de 2002. Les modifications présentées concernent la manière de traiter la réglementation ex ante, les principes de l’activité de prestation de services de télécoms aux usagers finales et l’exécution des obligations du système de défense (transposition de la Directive 2006/24/EC sur la conservation des données). L’article présente également l'essentiel de la jurisprudence des tribunaux nationaux concernant le secteur de télécoms de l’année 2009. Les décisions de la Cour Suprême et des tribunaux administratifs ont été analysées sous l’angle des points le plus controversés concernant: (1) les frais de transfert des numéros, (2) le délai de déclaration des revendications au titre de la prestation de service de télécoms et (3) la voie de recours de certaines décisions de l’organe de réglementation en rapport avec l’exécution des obligations réglementaires. Concernant ce dernier point, le problème de la compétence des tribunaux : civils ou administratifs, reste non résolue. L’article mentionne également l'arrêt de la Cour de Justice - étant la réponse à la question préjudicielle de la Cour Suprême polonaise - dans le domaine de l’établissement des droits de transfert des numéros (arrêt du 1 juillet 2010 C-99/09).

    Przedstawiono prognozę rozwoju rynku usług telefonicznych w Polsce w latach 2001-2010, z uwzględnieniem jej uwarunkowań i ograniczeń w czasie realizacji. Zastosowana w niniejszej prognozie metoda oszacowania wielkości rynku polega na wyznaczeniu teoretycznego popytu na usługi telefoniczne w sieciach stacjonarnych i komórkowych, wynikającego z prognoz GUS, dotyczących liczby ludności oraz liczby gospodarstw domowych.
    The report presents the forecast of the telecomm services market development in Poland in the period 2001-2010 with the consideration of conditions and limitations during the time of its realization. The method of estimation used for this forecast, which determines the extent of the telecomm market, consists of laying down the theoretical demand for telecomm services in stationary and mobile nets based on the GUS prognosis regarding population and the number of households in Poland.
