    Pojęcie zagrożenia stanowi centralny punkt refleksji nad bezpieczeństwem. W licznych publikacjach podejmowano już próby identyfikacji i klasyfikacji znanych zagrożeń. Podstawowy problem, który wyłania się w trakcie realizowania tego zadania, to wielka liczba potencjalnie grożących człowiekowi niebezpieczeństw. Uzasadnione jest zatem postawienie pytania o to, z czego wynika tak wielka liczba zagrożeń oraz czy można zidentyfikować ich podstawowe źródła. W niniejszym artykule autor analizuje relacje pomiędzy znaczeniami terminów „zagrożenie” i „ryzyko” oraz omawia różne sposoby ich definiowania. Przyjęcie odmiennych perspektyw analizowania, rozpatrywania i klasyfikowania zagrożeń pozwala na uchwycenie elementów stanowiących ich podstawowe, pierwotne źródło. Zaproponowany model klasyfikacji pierwotnych przyczyn występowania niebezpieczeństw uwzględnia trzy podstawowe źródła zagrożeń: zależność, współistnienie i zmianę. Prezentowane podejście może stanowić podstawę projektowania i wdrażania narzędzi diagnozowania bezpieczeństwa podmiotów.
    The concept of threat is a central point of reflection on security. Numerous publications have already attempted to identify and classify known hazards. The fundamental problem that arises in the course of this task is a large number of dangers potentially threatening to a person. It is therefore justified to ask why such a large number of threats are posed and whether their main sources can be identified. In the text, the author analyzes the relationship between terms of threat and risk and discusses various ways of defining them. Adopting various perspectives for analyzing, considering and classifying dangers allows observe elements which constitute their primary source. The model for classifying primary causes of threats includes three basic sources of dangers: dependence, coexistence and change. The presented approach may be a basis for configuring and deploying tools for security subject diagnosis.

    Zasadniczym celem artykułu jest nakreślenie odmienności ontologicznych, funkcjonalnych i aksjologicznych różnorodnych podmiotów bezpieczeństwa, a tym samym szerokiego zakresu jego definicji, która respektować musi co najmniej dwa dopełniające się kryteria, a więc kogo i w jaki sposób definicja ta dotyczy. Istotnym zadaniem tekstu jest także wskazanie na przyczyny zainteresowania problematyką bezpieczeństwa kulturowego w coraz bardziej wielokulturowym, hybrydalnym i płynnym świecie transformacji społecznych epoki postglobalnej, która bynajmniej nie prowadzi do kulturowej unifikacji społeczności i narodów, a wręcz odwrotnie – do wielowymiarowej ich dywersyfikacji. W analizie atrybutów, fenomenów oraz wyzwań bezpieczeństwa kulturowego przywołana zostaje ponad sześćsetletnia i zapomniana tradycja polskiej szkoły prawa międzynarodowego z początku XV wieku, która powstała na bazie koncepcji prawa narodów Pawła Włodkowica, rektora Akademii Krakowskiej i jednego z najwybitniejszych myślicieli polskiej myśli społecznej w wielokulturowej epoce Rzeczpospolitej doby Jagiellonów. Powstałe wówczas koncepcje mogą być inspiracją aksjologii bezpieczeństwa kulturowego odróżnionego od kultury bezpieczeństwa oraz budować międzykulturową perspektywę zrównoważonego modelu relacji osób, grup i organizacji jako konstruktu generującego bezpieczeństwo kulturowe we współczesnej przestrzeni komunikacyjnej i kulturowej współczesnego świata, wyznaczając rolę, jaką spełniać mają w nim refleksja akademicka, edukacja międzykulturowa i aksjologia zrównoważonego rozwoju.
    The main goal of the article is to sketch ontological, functional and axiological differences of various security entities, and thus a wide scope of its definitions, which must respect at least two complementary criteria, it means: to whom and how it applies. An important task of the text is also to explain the causes of interest in the issues of cultural security in the increasingly multicultural, hybrid and fluid world of social transformations of the post-global era. These processes do not lead to cultural unification of communities and nations, quite the contrary – to multidimensional diversification. In the analysis of attributes, phenomena and challenges of cultural security it is worth to recall forgotten tradition of the Polish school of international law from the beginning of the 15th century, based on the concept of the “rights of nations” (ius gentium) developed by Paweł Włodkowic, Rector of the Krakow Academy and one of the most prominent thinkers of Polish social thought in the multicultural era of the Polish-Lithuanian Commonwealth of the Jagiellonian community. The concepts created at that time may be an inspiration not only for defining but also for understanding the cultural security concept, its axiology distinguished from the security culture and for building intercultural perspective of a balanced model of relationships between people, groups and organizations in the communication and cultural space of the modern world, defining also the role of academic reflection, intercultural education and axiology of sustainable development.

    Bezpieczeństwo i poczucie bezpieczeństwa należą do elementarnych, wręcz atawistycznych, egzystencjalnych potrzeb człowieka, zarówno w wymiarze jednostkowym, społeczno-kulturowym, jak i globalnym. Człowiek, będąc niewątpliwie podmiotem bezpieczeństwa, zdolny jest funkcjonować w pełnym spektrum swoich możliwości oraz ewoluować społecznie dopiero wówczas, gdy potrzeby bezpieczeństwa – przedstawione swego czasu na wektorze słynnej piramidy Maslowa – zostaną w pełni zaspokojone. W artykule podjęto próbę odpowiedzi na fundamentalne pytania: Czym właściwie jest poczucie bezpieczeństwa i dlaczego ten stan i proces stanowi tak istotną rolę w życiu człowieka? Jak żyć godnie i (mimo wszystko) bezpiecznie w świecie zdominowanym przez atrofię wartości oraz chwiejnym pod względem aksjologicznym? Kanwę do owych rozważań stanowi koncepcja eko-filozofii Henryka Skolimowskiego.
    Security and a sense of security are elementary, even atavistic, existential human needs, both in the individual, socio-cultural and global dimensions. Human as a subject of security, is able to function in the full spectrum of his abilities and to evolve socially only when the security needs – presented on the vector of Maslow's famous pyramid – will be fully satisfied. The article attempts to answer the following fundamental questions: What exactly is a sense of security and why this state and process plays such an important role in human life? How to live with dignity and (in spite of all) safely in the world that is dominated by the atrophy of values and which is axiologically unstable? The concept of Henryk Skolimowski's eco-philosophy forms the basis for these reflections.

    This article presents the basic terminology for contemporary security concepts. The terminology presented in this article is a synthesis of the author’s reflections on theoretical foundations of security published in the monograph: Bezpieczeństwo. Zarys teorii (Security: A Theoretical Outline) published by the Academic Publishing House of the Pomeranian University in Słupsk.

    The specificity of the 21st century filled with economic and social problems, acts of terror as well as armed conflicts downrightly necessitates undertaking the research in the field of security sciences. However, each time defining a subject of scientific research is of the utmost importance in order to systemize research works and mainly concretize interests. Such the aim was chosen by the author of the current article who, while presenting the orientations of individual scientific theoreticians and researchers dealing with security issues, answers the subject matter question: What does constitute the subject of the research in security sciences? The author’s inquiries were preceded by the explanation of the types of security and its scope within individual cases, which includes the essence of national and international security. In the further part of the article the author’s attention was focused on the sphere of methodology in security sciences. The author notices that the subject of research in the security science is of multidimensional character hence explanation, description, analyzing, assessing and forecasting the consequences of ongoing processes and events in the security sphere, together with initiation of activities which serve for ensuring security, require applying the knowledge from various scientific disciplines, domains and fields. In the following part of the article the attempt to define the subject of research in security sciences and drawing the conclusions within that field was undertaken. The author cites the orientations by A. Dawidczyk and T. Jemiolo according to whom the subject of research in security sciences is defined as the threat coming from human surroundings and all the activities aiming at ensuring and maintaining security for a man. The article is summarized by the conclusions where it was determined that in security sciences, the security, its components, ratio, level and relations with respect to the subject of research are studied.

    Bezpieczeństwo na przestrzeni ostatnich kilku dekad stało się ważnym przedmiotem badań wielu dyscyplin naukowych. Dzieje się tak ze względu na interdyscyplinarny charakter nauk o bezpieczeństwie, ale również dlatego, że otaczająca nas rzeczywistość za sprawą globalizacji bardzo szybko się zmienia, a człowiek stara się za tymi zmianami nadążyć. Bezpieczeństwo nie jest jednak dane człowiekowi raz na zawsze. Osiąganie bezpieczeństwa to nieustanny proces wymagający od podmiotu ciągłego podejmowania działań na wielu płaszczyznach i w wielu wymiarach. Podmiot bezpieczeństwa w trakcie tego procesu gromadzi te impulsy, które pozwalają mu się rozwijać, a odrzuca te, które mogłyby stać się dla niego zagrożeniem. Artykuł jest próbą ukazania procesu budowania kultury bezpieczeństwa indywidualnego podmiotu, jakim jest człowiek, w aspekcie teorii trzech strumieni energii (trzech filarów) kultury bezpieczeństwa.
    Security has become a major object of research for multiple disciplines in the course of the last several decades. This is due to the interdisciplinary nature of the security sciences, in addition to the fact that our reality is undergoing rapid change due to globalisation, and that man attempts to stay abreast of these changes. However, security should never be taken for granted. Ensuring security is a constant process which requires the security subject to continue to act in multiple areas and in multiple dimensions. In the course of this process, the security subject collects impulses which enable it to develop, and rejects those which could potentially pose a threat. This paper is an attempt at presenting the process of security culture formation in individual human security subjects from the perspective of the three-energy stream (three-pillar) theory of security culture.

    The article analyses the characteristics of the subject of evidence (Article 73 of the Penal Code of the Russian Federation) of objective and subjective characteristics of crime, which are listed in Article 320 of the Penal Code of the Russian Federation. Considerable attention has been given to the establishment of criminal sanctions for the disclosure of information on security measures towards law enforcement or control officials as an important guarantee of the stability of the Russian management system and legal protection activities. The characteristics of the subject-matter of the evidence in criminal matters under investigation are expressed in the need to establish objective and subjective grounds for disclosing information on security measures in the course of criminal proceedings against law enforcement or control officials. The state protection measures themselves are defined by separate regulations and are applied in the process of criminal proceedings and in the presence of evidence. However, this complex and multifaceted security process could be seriously undermined by the‘leak’ of classified security information. In case of such illegal disclosure, the penalty is defined in Article 320 of the Penal Code of the Russian Federation. The authors draw attention to the existence of a direct or indirect relationship between the unauthorised activity and performing state service in legal protection bodies, as well as the need to prove the intention to commit this crime and the awareness of not disclosing secret information to unauthorized persons who do not have formal access to the above information. The authors conclude that the implementation of criminal evidence proceedings for the criminal case of the offence under Article 320 of the Penal Code of the Russian Federation needs to be improved at this stage in order to increase the effectiveness and security of the protection of judges, law enforcement and control officials in Russia.

    Przedmiotem rozważań niniejszego artykułu są zagadnienia związane z ustaleniem ustawodawstwa właściwego na podstawie rozporządzeń unijnych oraz poszczególnych ustaw krajowych. Wydawane przez Zakład Ubezpieczeń Społecznych (ZUS) zaświadczenie A1 potwierdzające zastosowanie polskiego ustawodawstwa wobec podmiotów wskazanych w przedmiotowym dokumencie ma charakter wiążący we wszystkich krajach Unii Europejskiej, Europejskiego Obszaru Gospodarczego (EOG) oraz Szwajcarii, stąd niezbędne jest wskazanie prawidłowej ścieżki obsługi w sprawach z zakresu ustawodawstwa właściwego, by uniknąć ewentualnego uchylenia oraz wycofania formularza A1. Wydanie zaświadczenia A1 nie tylko oznacza fakt podlegania ustawodawstwu danego państwa, lecz także skutkuje koniecznością opłacania składek na ubezpieczenie społeczne w państwie ustawodawstwa właściwego. Poniższe opracowanie oparto na przepisach międzynarodowych, krajowych, orzecznictwie sądów oraz wybranych pozycjach literatury przedmiotu – poruszających zarówno tematykę postępowania administracyjnego, jak i ubezpieczeń społecznych.
    The subject of this article are the issues related to determining the applicable legislation on the basis of EU regulations and individual national laws. The A1 certificate issued by Social Insurance Institution [Zakład Ubezpieczeń Społecznych, ZUS] confirming the application – of the entities indicated in the document – of Polish legislation, is binding in all European Union countries, the European Economic Area (EEA) and Switzerland, hence it is necessary to indicate the correct service path in matters of the applicable legislation, in order to avoid any repeal and withdrawal of the A1 form. The issue of the A1 certificate not only means being subject to the legislation of a particular country, but also relates to the necessity of paying social security contributions in the country where the legislation is applicable. This study is based on international and national regulations, court case law and selected items of the relevant subject literature – here relating to administrative proceedings as equally social security.
