The author of this paper has aimed at featuring regionalisation processes on the African continent in the context of transformations taking place at the threshold of the 21st century throughout the world. Globalisation, virtualisation and trans-national processes have sparked-off national and international transformations and induced state-dominated systems. As a result of the concurrent regionalisation processes and the development of cohesive border regions, the existing state frontiers now serve as bridges rather than barriers. The emergence of a new economic geographic set up has positioned the present national states in between the space marked territorially by borders and that of the world market. The author analyses regionalisation processes in Africa in the African and European perspective as well as from the regional and global viewpoint. He dwells on the circumstantial conditions and premises determining these processes. He also attempts to answer whether the development of effective integration structures in Africa depends solely and exclusively on the inhabitants of this continent alone.

Patron - client relations are one of the most important characteristics of modern political systems of African countries south of Sahara. The main aim of the article is the analysis of the influence of clientelism and clientelist relations on the increase of economic stratification of societies of these countries. The broad study of the notion of clientelism is followed by the attempt to identify the causes of the emergence of clientelist relations, ranging from political and economical to social and cultural factors. Having done that, the author focuses on the consequences of clientelism in regard to the widening economic gap between African citizens.

Lack of effective education is often highlighted as one of the main factors hindering the development of African countries. Most of Sub-Saharan Africa exhibit some of the lowest national GDP indexes and the lowest literacy rates and additionally account for more than half of out-of-school children globally. Despite gradually implemented reforms, Sub-Saharan educational systems still face numerous challenges and do not meet global standards. Although the number of articles referring to Sub-Saharan education has been growing in recent years, they remain fragmented and do not provide a synthetic analysis of the main factors shaping education in the region. This article addresses this gap in the understanding of impediments to education in Africa, aiming to connect existing discussions to identify the barriers in the Sub-Saharan education systems. Based on an analysis of a selection of existing research evidence, statistics and reports, this study delivers a holistic analysis of education systems in Sub-Saharan Africa along with their determining factors. This study contributes to a better understanding of Sub-Saharan education as one of the critical factors in the social and economic development of this region.

It is estimated that the informal sector represents around 43% of the official GDP in Africa - so it is almost the same as the formal sector. The problematic of the informality raises directly very important questions - how to judge the informality, as an example of "social capital" in motion, effectively helping millions to survive or predatory activity, based on policy discrepancies, undermining the possibility of sustainable development. As a last sheet-anchor or poison for the African economies? In the article I will try to answer the question of how the informal cross-border trade can be judged from the point of view of its influence on the official regional integration in Africa - that "spaghetti bowl" continent, full of regional institutions and agreements, where informal cross-border trade can be, according to some estimated, sometimes even more important than the formal regional trade. I will begin with a synthetic presentation of the regional integration problematic and informal economy in general and in Africa in particular. I will try then to come through the pros and the cons of informal cross-border trade in terms of regional integration to the reflections, encouraging to redefinition of the basic concepts of the article - informality and regional integration. Showing that they are not necessarily what the common sense approach would suggest.

The article discusses the reasons and the consequences of the emergence of dominant party systems in the countries of Sub-Saharan Africa. Basing on Giovanni Sartori's classification of party systems and his definition of the dominant party, author presents a comparative study, concerning chosen examples of the countries of the Sub-Saharan Africa. The study applies both for democratic and non-democratic states. The beginning of the article is committed to the presentation of the theory and the idea of the dominant party. Having done that, the author conducts a broad presentation of the states in which the presence of a dominant party can be observed. The countries are divided in a few groups. The first one is a large group composed of 17 states which according to Satori’s criteria can be classified as countries with a dominant party system. These include: Botswana, Lesotho, Namibia, South Africa, Burkina Faso, Djibouti, Ethiopia, Gabon, the Gambia, Nigeria, Seychelles, Tanzania, Zambia, Equatorial Guinea, Cameroon, Togo and Zimbabwe. In all of these countries competitive elections are being held, and the ruling party has been in power for at least three consecutive elections. Next, the author concentrates on the countries drawing near to the dominant party system, and the ones in which party dominance can be observed. The next part of the article focuses on the reasons of this phenomenon, including the evolution of the political systems, ethnic fragmentation and ethnicity, weakness of the opposition, electoral systems, the character of the dominant party appeal, position of the president, political culture and traditions, assessment of dominant party performance, popular views concerning democratic values, and democratic experiences. Finally, the article points out the consequences of the described phenomenon for the respective political systems, the prospects for democracy and the efficiency of the government and the state, such as lack of the alternation of power, marginalization of the opposition, character of the party-state relations, depoliticization, lack of executive power control, marginalization of the legislatives, lack of incumbents responsibility, clientelism and political corruption, separation between the elite and the electorate, resources control, civil society and personalization of power.

This paper aims at assessing the potential effect of central bank independence on inflation in the Sub -Saharan countries. It suggests an extended empirical approach that distinguishes various measures of de jure and de facto independence. Results based on a panel data model of inflation clearly indicate that greater independence does indeed translate into decreased inflation. More specifically, de jure independence tends to matter more than de facto independence, and all of the political, legal and economic aspects of independence seem to be equally important. These results could further convince political authorities in the sub-continent about the necessity of less interference with the monetary authorities for the benefit of more stable dynamics of their economy.

This study investigates the determinants of fiscal effort in sub-Saharan African (SSA) within the framework of fiscal reaction functions. Whereas previous studies focusing on SSA have mainly considered the economic non-debt determinants this study accounts for the role of conflict given its persistence in many SSA countries. It employs a variety of panel econometric methods that are applicable in tackling the problem of endogeneity. Specifically the study employs the instrumental variables fixed effects, the two-step generalised method of moments (GMM) and the traditional two-stage least squares techniques. Mainly the evidence shows that although SSA governments have made fiscal adjustments in response to the escalating levels of debt, conflict impacts negatively on this response in SSA. Furthermore, the results affirm the presence of fiscal fatigue in SSA’s fiscal reaction function. Recommendations based on these findings are discussed.

The problem of the complexity of social stratification in Sub-Saharan Africa, leading often to the title "exclusion" is not always noticed in recent literature, either ethnological or socio-political. It goes far beyond the fashionable topics of tribalism, ethnicity, or even the problem of creation of the people in the countries of this continent. That shows like "hidden meaning" of the first phenomenon that does not fit tightly to the theory of the modem state. During a recent survey in Mali among the Dogon community, in years 2008-2009, the problem of exclusion outlined very clearly. It is known as principle of conduct concerning, inter alia, to marry. Today, the "races" among whom are looking for a wife not just blacksmith, artisans groups belonging to scheduled castes (basket-maker, vesicle etc.) but also the descendants of former slaves. Violation of the ban results in finding a group of "hybrids" - hassobe. The common history and community of residence for hundreds of years, as it turns out, does not even today to a homogeneous ethnic group.

At the turn of the 21st century India has embarked upon a new policy towards the countries of Sub-Saharan Africa, with development policy as one of its major features. This resulted from the fact that socio-economic and developmental issues became crucial for India in the post-Cold War era. The leaders of these countries realized that in the face of the globalization of economic processes and the increased importance of inter-dependencies, economic reforms are essential. Despite significant differences between the countries of Sub-Saharan Africa, they share the desire to overcome socioeconomic limitations and to achieve sustained economic development. Furthermore, the Chinese factor is a major determinant of cooperation between India and Sub-Saharan Africa. India and China compete with each other for access to raw energy materials in Africa, as well as in terms of political and economic interests in the countries of Sub-Saharan Africa. India's relations with these countries also reflect a new policy and new approach to development issues, characterized by pragmatism, economization and the discarding of rhetoric and ideology, which are features of the new non-alignment.

Problem of borders and borderland is very crucial for contemporary Africa, especially in Sub-Saharan Africa. The problem could be investigated in two perspectives. The first one focuses on the negative impact of arbitrary established boundaries by colonial powers and its maintenance by new independent states. Such "old-new" boundaries delimitated without respect of ethnic diversity groups were often sources of conflicts. The second perspective is a new scientific and political concept based on positive approach. In researches the new concept is called "New Regionalism" and "Micro Regionalism" and attracted quite large number of scientists, also in investigating African borderlands and cross-border cooperation. The engagement in the concept shows among others the African Union and regional integration organizations, including NGOs. Analysing political, economic, social and cultural (including ethnic issues) situation in Africa and in the world conclusion is made that Sub-Saharan African borderlands should be a regions of cooperation.

Opis:
Cooperation in terms of Afro-regions should largely be based on the experience of Euro-regions, but necessarily must take into account African specifics, especially through the use of a far greater degree of informal cross-border economy and trade. Borderlands as regions of cooperation constitute the realization of the idea of integration from the bottom. This will foster a process of open borders, which in turn will lead to a real acceleration of the integration processes. Moreover, on both sides of the border / boundaries it is possible to start the process of regional identity, especially among the young generation, which would be a kind of “resurrection” of existing links from the pre-colonial past.

The aim of the paper is to present the impact of migration on development in Sub-Saharan. The method used in the text is a statistical analysis of secondary data and data forecast by the UN and its agenda, the World Bank Group, OECD and other entities (Galup, Afrobarometer). The second method used is the analysis of theories and quantitative studies on migration, with particular emphasis on the impact of migration on the development of Sub-Saharan Africa. The key conclusion of the text is that migration can have a positive impact on development, but is not a way to overcome the underdevelopment of Sub-Saharan Africa.
Celem artykułu jest przedstawienie wpływu migracji na rozwój w Afryce Subsaharyjskiej. Metoda zastosowana w tekście to analiza statystyczna danych wtórnych oraz danych prognozowanych przez ONZ i jego agendy, Grupę Banku Światowego, OECD oraz innych podmiotów (Galup, Afrobarometr). Drugą stosowaną metodą jest analiza teorii i badań ilościowych, dotyczących migracji, ze szczególnym uwzględnieniem wpływu migracji na rozwój Afryki Subsaharyjskiej. Kluczowa konkluzja tekstu to stwierdzenie, że migracja może mieć pozytywny wpływ na rozwój, ale nie jest sposobem na przezwyciężenie niedorozwoju Afryki Subsaharyjskiej.

The article presents the impact of the Islamicate populations and literacies in Portuguese colonial literature and scholarship. The main ethnic group that focused the attention of the colonisers were the aggressive, dominant Fulani portrayed in the novels of Fausto Duarte, Auá and A Revolta. Their usages and traditions were studied by the first Portuguese ethnographers and ethnohistorians with almost satisfactory results. On the other hand, Islam in the oriental part of the Portuguese colonial empire (Mozambique) was much less understood. The Portuguese paid greater attention to the aggressive, jihadist movements in West Africa than to the relatively less conspicuous Sufi movements that developed in the port cities and islands along the East African coast. Overall, the process of Islamicization of the territories controlled by the Portuguese went on unhindered or even accelerated during the colonial period.

The article discusses the changes that took place in Muslim educational system in Africa, especially in the Sudan in last decades. Beginning with an overview of methods and contents of teaching in traditional Koranic schools, it points out their relationship with a doctrine and practice - syncretic in its form - „black Islam". It discusses the changes in Islamic education, that were brought during colonial epoch. Medreses or ecoles franco-arabes that were established in French Africa tried to combine the tradition and values of Islam with the corriculums and teaching methods brought from the Western model of education. Finally, it points out the meaning of contemporary globalisation, in the process of changes in the Muslim system of education. The appearance of new staff, educated in the Near East, results in the increase of fundamental influences and in the appearance of new type of elites, which scramble for influences and position in the countries of Sub-Saharan Africa. New Muslim elites, contribute to social life with new dimensions of competences (e.g. linguistic Arabisation, knowledge of „pure Islam" rules) and new cultural patterns and educational standards. As a result, the rivalry between old and new Islamic elites becomes a cause of tensions and religious and social conflict.

Prof. Tadeusz Lewicki (the member Académie des Sciences d’Outre-Mer, Association Internationale d’Études des Civilisations Méditerranéennes, Royal Asiatic Society) was not only one of the most famous scholars of Oriental studies in Poland 20th century but also one of the top experts on the history of the Ibadites. For example, he has gathered exhaustively all the references to Ibadites and placed with a certain amount of commentary of his own (Études ibadites nord-africaines, part 1. Warsaw 1955). He has studied and published Arabic sources (mostly Ibāḍī) on the history of the Ibadites and of the Slavic peoples and cataloged eighth- and ninth-century Arab coins found on Polish territory (Arabic External Sources for the History of Africa to the South of Sahara, Wrocław 1969; Polska i kraje sąsiednie w świetle “Księgi Rogera” geografa arabskiego z XII w. al-Idrīsī’ego, parts 1–2. Warsaw, 1945–54; Źródła arabskie do dziejów słowiańszczyzny, vols. 1–2. Wrocław 1956–69). Professor Tadeusz Lewicki attempts to reconstruct also the economic base of West African society between the 10th and 16th centuries (West African Food in the Middle Ages: According to Arabic Sources, London 1974). His basic sources are 15 Arab authors, all of whom noted the diet of the countries they described.The purpose of this paper is to provide a review and critical analysis of Lewicki’s researches and answer which of his interpretations and philological speculations still have found acceptance. This paper also respect to how Lewicki supports, extends, and qualifies the previous literature on West African, Islamic and Ibadites study, and how gives directions for future research.
