Opis:
Dług publiczny narastał w ostatnich 50 latach w wysokim stopniu. Zmusiło to wiele krajów do wprowadzenia ograniczeń w postaci np. reguł fiskalnych. Niestety, przykład państw Unii Europejskiej wskazuje, że nie działają one zgodnie z oczekiwaniami. Celem artykułu jest ukazanie roli stock-flow adjustment w powiększaniu długu publicznego i obchodzeniu reguł fiskalnych. Analizę oparto na ocenie wielkości i dynamiki stock-flow adjustment na tle wielkości długu publicznego w państwach Unii Europejskiej.

Purpose – The paper presents the analysis of the situations of high values of SFA observed in European Union countries during the years 2002-2017. They were assessed in terms of their specific character as well as due to their frequency and the reasons of their occurrence. The analysis aimed at isolating those economic factors that create the risk of the occurrence of high SFA levels and thus contribute to the increase of public debt to a considerably larger degree than the budget deficit would imply. Research method – The analysis is based on Eurostat data concerning the values of SFA for European Union countries. In the years 2002-2017 it comprised 431 observations. They have been analyzed in terms of the average values (both nominal and absolute), the share of positive and negative values and the frequency of the occurrence of high values in general and in particular countries. Subsequently, using case study methodology the Author analyzed the situation of countries with considerable shares of high values of SFA. Results – The analysis has shown that high values of SFA are most frequently the effect of state interventions during economic crises. In most countries the increase of SFA values was temporary (e.g. in Ireland). The second reason is the risk of bankruptcy. Such patterns were observed in Greece and Cyprus. While in Cyprus the increase of SFA values was only temporary, in Greece the position still remains difficult. The third reason of an increase in SFA values lies in the investments made by pension system institutions. Such situations took place, among others, in Finland and Luxembourg. Originality / value – The added value of the paper is connected with the case studies of countries with particularly high values of SFA. They were selected on the basis of data comprising 16 years and in total there were 431 observations for 28 countries of the European Union.

Goal – The aim of the paper is to analyse the significance of the economic category referred to as stock-flow adjustment (SFA) for the evaluation of the level and dynamics of public debt in Poland. The category is an important part of the analyses called excessive deficit procedure (EDP) conducted by The European Commission. It is also a major contributor to the growth of public debt. It is also related to political activities which fall into the category of creative accounting. Stock-flow adjustment is, therefore, a threat to the stability of public debt. In spite of all this, SFA is not taken into account in Polish documents related to debt management. Research methodology – The analysis performed by the Author is based on the desk research method. It is mostly a qualitative analysis, relying on the literature and both strategic and operational documents of the European Commission and the Polish Ministry of Finance. Stock-flow adjustment is widely regarded in literature as an expression of the hidden part of public debt dynamics. This paper offers an evaluation of SFA’s influence on public debt and its different degrees across both developing and developed countries. Moreover, the documents of the European Commission and the Polish Ministry of Finances are analysed from the point of view of SFA. Score – The analysis undertaken in the paper reveals that stock-flow adjustment has a strong impact on the occurrence of the so-called debt pikes, i.e. sharp increases in public debt. Many authors’ conclusions confirm that SFA considerably affects the level of debt. They also associate it with the restrictiveness of fiscal rules and creative accounting. Thus, SFA is an important element of public debt sustainability. SFA is included in European Commission analyses, but fails to be recognized by Polish documents. It is strongly recommended that SFA is taken into consideration in public debt management in Poland.

The debt crisis forced the European Union to reform the Stability and Growth Pact. The aim of the paper is to evaluate the influence of the reform on the dynamics of public debt and its correlation with stock-flow adjustment in the European Union. The undertaken analysis was based on the TOPSIS method. The synthetic measure was based on chosen variables which reflect the public debt dynamics. An analysis of correlations was also performed to find relations between the debt dynamics and stock-flow adjustment. The undertaken analysis has shown that the majority of EU countries reduced public debt in the analyzed period. We can also observe that there is a strong correlation between public debt and stock-flow adjustment in the group of the most successful countries in the area of public debt dynamics. The article introduces a synthetic measure of public debt dynamics which is wider that a change of public debt. Moreover, the relation between public debt dynamics and stock-flow adjustment was analyzed. Kryzys zadłużeniowy wymusił na Unii Europejskiej podjęcie reformy Paktu Stabilności i Wzrostu. Celem artykułu jest ocena wpływu tej reformy na dynamikę długu publicznego oraz jej wpływu na wielkość SFA w państwach Unii Europejskiej. Przeprowadzona analiza wykazała, że dług publiczny w większości krajów spadał w analizowanym okresie. Jednocześnie uzyskano wyraźny związek pomiędzy dynamiką długu a SFA w krajach o najlepszej sytuacji w zakresie dynamiki długu publicznego.
