On the 21st and 22nd of May 2009, an International Scientific Conference "The Faces of Asian Statehood. Civilization, Cultural, Political, Legal and Economic Aspects" was held in Toruń, Poland. The event took place thanks to the joint initiative of the Asia and Pacific Society and its Chairman Adam Marszałek – the main organizing institution, Institute of Political Science & Institute of International Relations – University of Nicolaus Copernicus, Toruń, Poland, as well as local (President of Toruń) and regional (Marshal of the Kujawsko-Pomorskie Region) authorities. Joanna Marszałek-Kawa was the Scientific Manager of the sessions. Members of the Organizing Committee include also Lucyna Osińska, Robert Gawłowski, Joanna Modrzyńska and Mariusz Popławski.

The Lithuanian historiography is not a novelty in Polish academic literature. The attempts undertaken many times by historians to examine the Lithuanian past are fully justified by the common history of the Polish and Lithuanian lands. It is worth stressing that there are still many controversial questions in this area, which have not been answered in both Lithuanian and Polish academic circles. Taking into account the basic facts from Lithuanian history in the 20th century, when Lithuanians undertook the first actions towards developing a state which would be officially recognized by the international community, it should not be surprising that it is a subject frequently discussed by the newest studies, which continually refer to the equally rich literature of the earlier period. The researchers ascribe considerable significance to the circumstances, in which the independent Lithuanian state came into being and to its functioning in the interwar period, in years 1918–1940 . What also had a strong influence on this process were the following events in the history of the state, when Lithuania was in the end incorporated into the Soviet Union.

The break-up of the former Yugoslavia resulted in the establishment of seven states with manifestly different citizenship regimes. Relating the politics of citizenship to the dominant nation-building projects, this paper argues that in the post-Yugoslav countries in which nation-building projects are consolidated (Croatia, Slovenia and Serbia) citizenship regimes converge around ethnic inclusiveness, while in those where nation building is contested (Macedonia and Montenegro) territorial rather than ethnic attachments are articulated in citizenship policies. In the case of Kosovo, and to a certain degree Bosnia and Herzegovina, policies emphasise territory due to international involvement in the shaping of their citizenship regimes. Even though all of these states have adopted ius sanguinis as the main mechanism of citizenship attribution at birth, the different approaches to naturalisation and dual citizenship indicate that the politics of citizenship are inextricably linked to the questions of nation building and statehood. To explore these issues, the paper first outlines the main traits of citizenship policies in contested and consolidated states. It proceeds by looking at different naturalisation requirements in the two groups of states. It argues that extension to ethnic kin occurs only in countries in which statehood and nation building are consolidated, where it serves to project an image of national unity. In states that are challenged by several competing nation-building projects, citizenship attribution through ethnic kinship is impossible due to lack of internal unity. The paper also analyses approaches to dual citizenship, identifying patterns of openness and restrictiveness. By doing so, it links the politics of citizenship to the interaction of foreign policy mechanisms in post-Yugoslav countries and identifies the points where these regimes overlap or conflict with each other.

The purpose of this paper is to present the current condition of Ukrainian-Chinese economic relations, in particular initiatives related to the New Silk Road project. The author describes the main areas of cooperation between China and Ukraine, the results of individual initiatives, as well as the difficulties faced by some areas of bilateral cooperation. China turns out to be essential for Ukraine in a period when its relations with Russia have deteriorated and the European Union cannot provide Ukraine with sufficient support. The authorities in Beijing are aware of the strategic position of Ukraine, considering this country as an important link with Central and Western Europe. “is makes the bilateral cooperation very promising, and the increase of Chinese influence in Ukraine is an almost natural consequence of the good collaboration. An increasingly closer Ukrainian-Chinese cooperation results in a number of significant changes in Ukraine and its stronger statehood. According to the author, in the foreseeable future there will be further development of China’s economic expansion in Ukraine. The prospects for cooperation between these two countries are based on the current, multidimensional collaboration, which, however, encounters numerous barriers resulting from the economic weakness and the social capital of Ukraine.

W artykule poddano analizie narrację, którą autorzy litewskich podręczników do historii (11 pozycji wydanych w ciągu ostatnich dziesięciu lat, przeznaczonych dla klas 5–12) zastosowali do opisu problematyki odrodzenia oraz funkcjonowania państw litewskiego i polskiego w okresie I wojny światowej i w pierwszych latach po jej zakończeniu. Analiza wykazała, że szczególną uwagę poświęcono genezie odrodzenia Litwy – zjawiskom dotyczącym litewskiego życia społecznego i politycznego. Podręczniki dla klas 9–12 wyraźniej łączą próby odzyskania niepodległości inicjowane przez litewską klasę polityczną z sytuacją panującą w ówczesnej Europie. W kwestii Polski, podręczniki najczęściej wspominają o wadze, jaką państwa Ententy przywiązywały do jej niepodległości oraz o licznych konfliktach zbrojnych, które rozgorzały u zarania jej niepodległości. Narracja autorów podręczników przybliża również uczniom zróżnicowane koncepcje litewskich i polskich polityków związane z odbudową litewskiej państwowości i jej alternatywami, takimi jak chociażby idea odbudowy Rzeczypospolitej Obojga Narodów.
The article analyzes the narrative used by the authors of Lithuanian history textbooks (11 items published in the last ten years, intended for grades 5-12) to describe the issues of rebirth and the functioning of Lithuanian and Polish states during World War I and in the first years after its end. The analysis showed that special attention was paid to the genesis of Lithuania's rebirth – phenomena related to Lithuanian social and political life. Textbooks for grades 9–12 more clearly link the attempts to regain independence initiated by the Lithuanian political class with the situation in Europe at that time. In terms of Poland, textbooks most often mention the importance that the Entente countries attached to its independence and the numerous armed conflicts that flared up at the dawn of its independence. The narrative of the authors of the textbooks also introduces students to the diverse concepts of Lithuanian and Polish politicians related to the reconstruction of Lithuanian statehood and its alternatives, such as the idea of rebuilding the Polish-Lithuanian Commonwealth.

In 1185, after a successful revolt against the Byzantine empire, the so-called second Bulgarian kingdom was established on the territory of the former province of Paradounavon/Paristrion, that had been the first area of settlement of the Bulgars who had crossed the Danube and established their state in 681, and had become a peripheral region of the Byzantine empire after the conquests of Tzimiskes and Basil II. Even before the 1185 revolt, however, Paristrion had already begun to develop an embryonal degree of self-consciousness, although not in a ‘national’ way, owing to its peculiar history and ethnic composition. During the course of the 9th–12th century it had experienced a constant influx of invaders from the north, many of whom had in the end settled, either forcibly or after reaching an agreement with the imperial authorities. Those mixobarbaroi, half-civilized barbarians (according to the Byzantine point of view) had gradually integrated with the local population, made of Bulgarians, Vlachs, and Byzantine soldiers, settlers and administrators coming from the various provinces of the empire. When the military presence on the Danube was strong the region prospered economically, and became integrated in a vast trade network managed by Cuman and Rus’ traders and raiders; but during the 12th century the empire gradually withdrew its troops and its interest in Paristion, and this relative prosperity began to diminish. Coupled with the remembrance, in popular traditions, of the past glory and abundance of the first Bulgarian empire, and with the increasing fiscal burden that oppressed the local traders, the Paristrians gradually became convinced that their future prosperity, much like at the time of the first Bulgarian kingdom, was in their independence from the empire. Once again, this peripheral region began the centre of an independent polity that traced its roots in the past Bulgarian kingdom, but exhibited also some radically different traits.

A resolution passed in 2012 by the United Nations General Assembly on upgrading the Palestinian observer status to the rank of a non-member observer state provoked vivid discussions on political and legal aspects of the Palestinian statehood. Following this resolution the government bodies of the Palestinian Authority in official documents refer to their entity as “the State of Palestine”, however many countries seem to decisively oppose to consider the above-mentioned resolution as the basis for recognition of the Palestinian statehood. In their opinion, only on condition of fulfilling the commonly acknowledged criteria of statehood, i.e. assuming the full control as well as exercising an independent power (including capacity to maintain foreign relations) over the population within the specified territory under its control may Palestine be recognized as a sovereign state. Taking the position that the above criteria represent the level of legitimacy of the state-building process and are regarded as constituents of the definition of a state under the international law, the author of the present thesis has undertaken to find the answer to the question whether Palestine has complete control over the specified territory, whether Palestinians form a nation and whether the Palestinian authorities can be regarded as effective and capable of representing its entity in international relations. This article makes the point that a decision on recognition of a geopolitical entity as a state is more political than legal in character and it remains the matter of discretional decision of other members of international community, therefore the process of recognition of Palestine depends, de facto, on current trends in international politics and the balance of forces in the international arena.

Current events in Ukraine and the world’s response on them, urged the authors of the article to search the answers to a rhetorical question. Why are the Ukrainians not able to properly mold the political system, making repeatedly attempts to establish its distinguished features. The authors of the article aim at a thorough investigating of the Ukrainian scientific thought rather than analyzing the course of events – current or previous – to give the answer to a burning issue. How come? In the past, but mostly at the present time, the problem rises both in a scientific environment and in the society on the whole. As an illustration, the authors have chosen some published research-documentary positions, to figure out the push-pull factors of the present phenomenon, disturbing the Ukrainian society.
Dzisiejsze wydarzenia na Ukrainie oraz reakcja na nie świata cywilizowanego pobudziły autorów artykułu do poszukiwania odpowiedzi na pytanie retoryczne: Dlaczego Ukraińcy dotychczas nie mogą w należyty sposób ukształtować swojej państwowości, mimo że próbowano to niejednokrotnie uczynić? Autorzy postawili sobie za cel nie przeprowadzać analizy przebiegu wydarzeń teraźniejszych lub wcześniejszych, a spróbować przestudiować myśl naukową Ukrainy w zakresie poszukiwania odpowiedzi na palącą kwestię: Dlaczego?W przeszłości, a współcześnie jeszcze częściej, problem ten podejmowany jest tak w środowisku naukowym, jak i w całym społeczeństwie. Autorzy dla przykładu wybrali niektóre pozycje druków badawczo-dokumentalnych, aby wyjaśnić pochodzenie dzisiejszych zjawisk nurtujących społeczeństwo ukraińskie.

In the circles of Belarusian emigrants in Germany in the second half of 1940s were formed two political groups aspiring to become the political representation in the West. The first one was related with the Council of the Belarusian Democratic Republic (BRL), reactivated in 1947 and headed by Mikola Abramchyk. Those emigrants who didn’t share their ideas with the President Abramchyk gathered around the The Belarusian Central Rada (BRC), headed by Radoslav Ostrovsky. These two political groups had their own followers and enjoyed their confidence. Despite the differences as to how to justify their power or establish the borders of the reborn state, both political representations of Belarusian emigration were expressing their enthusiasm for the restitution of the independent Belarusian state as the Belarusian People’s Republic. There was consensus on denying the Soviet Belarus as a form of Belarusian statehood.

Przyjęto, że normy społeczne i kody kulturowe obowiązujące w różnych społeczeństwach nie muszą determinować cech osobowościowych ucznia i sposobu jego myślenia niezależnie od aktualnego miejsca zamieszkania. W świetle powyższych ustaleń celem opracowania stała się analiza intencji przedsiębiorczych młodzieży licealnej mającej różne obywatelstwo. Głównym narzędziem pomiarowym była ankieta skierowana do uczniów Liceum Ogólnokształcącego działającego w Zespole Szkół Szczecin International School oraz Technikum Zawodowego przy Zespole Szkół Budowlanych, która stanowiła próbę porównawczą. Ankietę przeprowadzono w formie przekrojowego badania bezpośredniego, w okresie od kwietnia do maja 2018 r. Jak wynika z badania, istnieją różnice w charakterystyce intencji przedsiębiorczych młodych Polaków i obcokrajowców. Często silny bodziec o charakterze finansowym prowokuje polskich uczniów do szybszej, bardziej zdeterminowanej, chociaż czasem - powierzchownie podjętej deklaracji gotowości do określonych zachowań przedsiębiorczych. W przypadku uczniów zagranicznych bodziec ten ma zdecydowanie mniejsze znaczenie, a zgłaszane intencje przedsiębiorcze wydają się być bardziej przemyślane.
It has been assumed that social norms and cultural codes binding in different societies do not have to determine the student’s personality traits and the way of thinking regardless of the place where they live. Due to the above-mentioned issues the aim of the study was to analyse the entrepreneurial intentions of high school youth with different citizenship. The main measurement tool was a survey addressed to students of the high school in the School Complex of Szczecin International School and a Technical School of Construction named after Kazimierz Wielki, which was a comparative test. The questionnaire was conducted in the form of a cross-sectional study, from April to May 2018. As results from the conducted research, there are differences in the characteristics of entrepreneurial intentions of young Poles and foreigners. A strong financial stimulus provokes Polish students to a faster, more determined, although sometimes superficially made, declaration of readiness for specific entrepreneurial behaviours. In the case of foreign students, this stimulus is definitely less important, and the entrepreneurial intentions reported seem to be more thought-out.

Opis:
This article presents insight into the development/changes in the way in which Czechs treated the Czechoslovak stateh in 1918-1992. I have taken into consideration the roots of the modification to the Czech state resulting from historical developments and supplemented in the 19th century. I also ascertain that - except for the Second Republic - Czechs adopted a positive outlook on the emergence of an independent state - Czechoslovakia. This emergence posed a considerable problem predominantly to communist ideologists. However, even they could not eliminate this social vision in their targeted and simplified interpretations of history. While Czechoslovakia as a state disappeared as early as in 1992, the rudimentary concepts of the Czechoslovak statehood have survived and have been reflected in the way the new Czech state is treated.
