In the result of the EU enlargement not only a united legislative and economical body was formed on European basis, but also the support payments in many branches of economy in the new member states have increased substantially, including those in agriculture and rural development. A brief characteristics of place of agriculture in the economy of the Baltic states and Poland is given in the article, as well as that of the changes in total amount of support achieved before the entry into the EU. The effect of this support upon different agricultural holdings performance parameters (net value added, production net value added, net investments) in the period of years 2002-2006 is studied. A comparative analysis gave basis for the conclusions on the specificity of support use in the economic activity of holdings in different states.

Opis:
The problem of effective using of gated out budgetary funds in agrarian sector is discussed. An offer of development of a procedure which should consider potential productivity of each region and agricultural organization and promote a decrease of differences between enterprises and territories on a level of economic development is presented. Besides it is necessary to consider the future membership of Belarus in the World Trade Organization (WTO). Entering condition in this organization for the agrarian sector is a removal of budget assignments on financing exports and a limitation of level of the state support for agriculture.

The president of Byelorussia undertook in 2008 certain measures of state support for the agricultural enterprises, in particular for organizing dairy farms. These measures concerned conditions of crediting the enterprises and they influenced the final efficiency of investment projects. The article aims to assess the system for supporting Polish exports in 2000-2009, with a particular focus on exports to high-risk countries. The authors review the available support instruments and evaluate the work of Poland’s Export Credit Insurance Corporation (KUKE), an institution that plays a key role in this system. The authors rely on a method based on analyzing the contents of documents and legal regulations-enacted by Poland, the European Union, the World Trade Organization (WTO) and the Organization for Economic Cooperation and Development (OECD)-concerned with issues related to export support. The authors also examine statistical data, conduct in-depth interviews, and use information from publicly available reports on the activities of the Export Credit Insurance Corporation. The decade covered by the study is not a uniform period, the authors say. They divided it into two subperiods: the time from 2000 until Poland’s EU entry in 2004, and the EU membership years (2004-2009). In the latter subperiod, special attention was paid to 2008 and 2009, the years of economic crisis. The analysis of changes taking place in the official system for supporting exports with the use of Treasury guarantees shows the government’s role in the development of exports by Polish enterprises. The study also shows how the external environment, including Poland’s status as an EU member as well as international regulations and fluctuations in international markets, influence the system’s functioning. The authors conclude that the system has played an insufficient role in promoting Poland’s exports so far, particularly in the case of small and medium-sized enterprises. This was especially evident during the latest crisis, the authors say. The Polish export support system requires far-reaching changes, according to the authors. Most of the initiatives mentioned in official government documents are declarations and tentative proposals not followed byspecific projects. This approach did not even change during the recent crisis when the Polish government, unlike its counterparts in other EU countries, failed to markedly step up measures aimed at boosting exports. Not only proposals but also concrete and consistent steps-jointly taken by many institutions-are needed, the authors say. On the one hand, these should involve adapting the system to the needs of a wider group of businesses, especially small and medium-sized enterprises (SMEs); on the other hand, it is necessary to strengthen KUKE financially and take better advantage of opportunities linked with those activities of the Export Credit Insurance Corporation that are conducted on behalf of the Treasury, the authors say.

The main focus of the study is on evaluation, from entrepreneurs perspective, of the current and the future desired level of activity on the part of the state for creating favorable conditions for accommodation and food facilities’ development within the Lublin province. In April and May 2013, in the Lublin province a sample of 317 accommodation and food companies was interviewed through computer-assisted web interview (CAWI). According to the entrepreneurs the state shows little involvement in creating solutions facilitating business activities. Among the most severely criticized the following were indicated: tourism and fiscal policies, and too high charges imposed on employers on account of employing workers. Changes are needed in these areas. Many of the interviewed claimed that in the future the state should intensify activities aimed at both para-tourist and tourist infrastructure development.
Opracowanie koncentruje się na ocenie z punktu widzenia przedsiębiorców obecnej, a także pożądanej w przyszłości aktywności państwa w tworzeniu uwarunkowań sprzyjających rozwojowi punktów i zakładów gastronomicznych oraz obiektów noclegowych funkcjonujących na terenie województwa lubelskiego. Badanie metodą wspomaganego komputerowo wywiadu CAWI (ang. computer-assisted web interview) na próbie 317 przedsiębiorstw świadczących usługi gastronomiczne i noclegowe zrealizowano w kwietniu i maju 2013 roku na obszarze województwa lubelskiego. W opinii przedsiębiorców państwo generalnie mało aktywnie włącza się w kreowanie rozwiązań ułatwiających prowadzenie działalności gospodarczej. Szczególnie krytycznie oceniono przyjętą politykę turystyczną i fiskalną oraz zbyt wysokie obowiązkowe obciążenia pracodawców wynikające z faktu zatrudniania pracowników. W tych obszarach potrzebne są zmiany. W opinii wielu uczestników badania państwo w przyszłości powinno intensyfikować działania prowadzące do rozwoju infrastruktury ogólnej, a także turystycznej.

Zapewnienie bezpieczeństwa swoim obywatelom jest jedną z najważniejszych funkcji każdego państwa. We współczesnych czasach bezpieczeństwo narodowe należy rozumieć jako jedną z podstawowych dziedzin funkcjonowania państwa, mającą zapewnić nie tylko możliwości przetrwania, ale przede wszystkim umożliwić rozwój i swobodę realizacji interesów narodowych w konkretnym środowisku bezpieczeństwa, poprzez podejmowanie wyzwań, wykorzystywanie szans, redukowanie ryzyka oraz przeciwdziałanie wszelkiego rodzaju zagrożeniom dla jego interesów. W oparciu o wydarzenia z ostatniej dekady ubiegłego wieku oraz o toczące się obecnie konflikty zbrojne, teza, że znacznie skuteczniej radzimy sobie w sytuacjach, do których jesteśmy przygotowani, niż w tych, które nas zaskakują, wydaje się prawdziwa. Należy mieć świadomość, że zagrożenia i wyzwania XXI wieku są różne od tych, w których wyrośliśmy w czasach zimnej wojny. Polska, działając w złożonym środowisku bezpieczeństwa międzynarodowego, musi pamiętać o budowaniu własnego bezpieczeństwa narodowego. Dla suwerennego i demokratycznego państwa oraz aktywnego podmiotu wielu organizacji międzynarodowych (ONZ, OBWE, NATO, UE), priorytetowym celem jest zapewnienie trwałego bezpieczeństwa narodowego. Uzyskanie przez Polskę w 1999 roku członkostwa w Organizacji Traktatu Północnoatlantyckiego było jednym z najważniejszych wydarzeń w historii III Rzeczypospolitej. Proces integracji ze strukturami polityczno-militarnymi NATO jest długotrwały i wymaga stałego zaangażowania wszystkich struktur oraz instytucji państwa. Udział w kolektywnym tworzeniu siły obronnej państw-członków Organizacji Traktatu Północnoatlantyckiego oznacza, zgodnie z art. 3 Traktatu, utrzymywanie i rozwijanie przez państwa członkowskie indywidualnej i zbiorowej zdolności do odparcia zbrojnej napaści. Zobowiązuje to między innymi Polskę do prowadzenia przygotowań obronnych w wymiarze narodowym. Wymaga to przygotowania warunków formalnoprawnych i organizacyjnych do funkcjonowania kraju w sytuacji podwyższania gotowości obronnej państwa, niezbędnych do wykonywania zadań w ramach obrony narodowej realizowanej na jego terytorium, a także na obszarze innych państw – będących członkami Sojuszu. Niniejsze opracowanie stanowi próbę przedstawienia formalnoprawnych uwarunkowań przygotowań obronnych w Polsce, w kontekście zobowiązań sojuszniczych.
Ensuring the safety of citizens is one of the most important functions of each country. In modern times, national security must be understood as one of the basic areas of functioning of a country, designed to ensure not only the survival, but above all allow for the development and the freedom to pursue national interests in a particular security environment by taking challenges, grasping opportunities, reducing risks and preventing all kinds of threats to its interests On the basis of events of the 1990s, and the on-going armed conflict, the thesis that we are doing much better in situations for which we are prepared, than in those that surprise us seems to be true. You should be aware that the risks and challenges in the twenty-first century are different from those in which we grew up during the Cold War. Poland, acting in a complex environment of international security, must remember to build its own national security. For a sovereign and democratic state, and the active subject of many international organisations (UN, OSCE, NATO, EU), the main objective is to ensure sustainable national security. Membership of NATO, which was achieved in 1999, was one of the most important events in the history of the Third Republic. The process of integration with the politico – military NATO structures is long and requires the constant involvement of all structures and institutions of the state. Participation in the creation of collective forces of the countries - members of NATO =- means, in accordance with Art. 3 of the Treaty, Member States maintaining and developing individual and collective capacity to resist armed attack. This requires, inter alia, Poland to conduct defensive preparations on a national scale. This requires the preparation and formal - legal terms and organisational solutions for the functioning of the country in a situation of increasing state defence readiness necessary to perform the tasks of national defence on its territory, as well as on the territory of other countries who are members of the Alliance. This study is an attempt to present the formal and legal conditions of defence preparations in Poland, in the context of alliance commitments.

Osoby starsze są coraz większą grupą społeczną w Polsce (zmiany demograficzne). Mają one zagwarantowane liczne prawa konstytucyjne i ustawowe (ochrona zdrowia, alimentacje, możliwość podejmowania pracy), podlegają obowiązkom obywatelskim (obowiązek podatkowy). Mogą realizować swoje zainteresowania w wielu instytucjach edukacyjnych (np. Uniwersytety Trzeciego Wieku). Autorka wskazuje na rolę systemu wartości wykształconych w procesie socjalizacji i przejmowanego w ramach polityki socjalnej państwa.
The elderly are becoming a growing social group in Poland (demographic changes). They have a guaranteed number of constitutional and statutory rights (related to health care, benefits, employment), they are subject to civil obligations (tax liability). They can pursue their interests in many educational institutions (eg. Third Age Universities). The author indicates the aspects of formation of values in human personality in the process of socialization and implementation of these values in social care policy of Poland.

Since joining the North Atlantic Treaty Organisation, Poland has been obliged to implement the common security policy assumptions, including providing for the functioning of the allied forces on the territory of its state. Since 2002, in Poland the host nation support (HNS) system has been developed. For over eleven years, in the Polish Armed Forces and in public administration entities, formal and legal conditions were created, and structures were developed and improved that allow for meeting these obligations. Poland has succeeded in preparing the HNS system in a way that guarantees its effective functioning to the benefit of the allied forces. Joint activities consist in the implementation of broadly understood assumptions and objectives in the area of security and balance. The obligations are of bilateral nature, and are set out in agreements that have been signed.

For realization of integration to the EU, the growth of innovation activity is an important key to economic development of the country. However, the absence of efficient incentives for innovation and state support of high–technology companies indicates that the appropriate conditions and the environment for innovative entrepreneurship in Ukraine were not created. The aim of the research is to highlight unsolved problems of innovative development, to identify the factors that slow down the activation of innovation activity of industrial enterprises, in particular in the field of machine–building, and to form the ways to overcome them. To achieve the goal, we applied general scientific and comparative analytical methods. It was found that financing innovation programs requires significant funds. Unfortunately, the government allocates only 1–2% of the total required funds, and as the consequence of it, the main source of financing of innovation activity is still the enterprises’ own money, the share of which in 2013 increased significantly and amounted to 72.9% of the total amount of expenditures. We found that the stimulation of innovative development would promote the adoption of positive experience from the industrially developed countries. It was stressed that among the key instruments for the promotion of applied scientific research and designs related to the implementation of advanced technology in the developed countries, a leading place is occupied by the availability of preferential taxation. By the research into theoretical positions and conducted statistical analysis of innovation activity of enterprises, we identified conditions required for the implementation of innovative products at the industrial enterprises of Ukraine: -     enhancing the participation of national and regional bodies in the coordination and control of the work of industrial enterprises with the increase in the volume of financing for innovation programs; -     increase of the share of new kinds of machines, equipment, devices in the implementation of innovative products by industrial enterprises; -     activation of the introduction of new forms of marketing strategy relative to the entering external markets with their own kinds of innovative products. The scientific novelty of the obtained results is based on the proposal for a new approach of using available resources of activation of innovation activity of industrial enterprises, in particular DP "VO" Pivdenny Machine–Building Plant named after O.M. Makarov"; on improvement in current legislation by taking into account positive foreign experience of tax stimulation of innovation activity. In the further studies of the problems of innovation development of industrial enterprises of Ukraine, the development of measures will be considered to improve control at the state and regional level to overcome the obstacles to intensify innovation activity.
Для реалізації інтеграції до ЄС зростання інноваційної діяльності – важлива запорука економічного розвитку країни. Проте відсутність дієвих стимулів інноваційної діяльності та державної підтримки високотехнологічних підприємств свідчить про те, що належних умов та середовища для інноваційного підприємництва в Україні так і не створено. Мета дослідження – висвітлення невирішених проблем інноваційного розвитку, визначення чинників, які гальмують активізацію інноваційної діяльності промислових підприємств, зокрема в галузі машинобудування, та формування шляхів їх подолання. Для досягнення мети застосовано загальнонаукові та порівняльно-аналітичні методи. З’ясовано, що фінансування інноваційних програм потребує значних коштів. На жаль, держава виділяє лише 1-2% від загального обсягу необхідних коштів, внаслідок чого основним джерелом фінансування інноваційної діяльності залишаються власні кошти підприємств, частка яких у 2013 р. значно зросла та становила 72,9 % від загального обсягу витрат. Виявлено, що стимулюванню інноваційного розвитку буде сприяти запозичення позитивного досвіду в промислово-розвинених країнах. Наголошено, що серед ключових інструментів заохочення прикладних наукових досліджень і розробок, пов’язаних із упровадженням передової технології, у розвинених країнах провідне місце займає наявність пільгового оподаткування. За результатами дослідження теоретичних положень та проведеного статистичного аналізу інноваційної діяльності підприємств визначено умови, необхідні для впровадження інноваційних продуктів на промислових підприємствах України: -      посилення участі державних і регіональних органів у координації та контролі робіт промислових підприємств з підвищенням обсягів фінансування інноваційних програм; -      збільшення промисловими підприємствами в структурі впровадження інноваційних видів продукції частки нових видів машин, устаткування, приладів, апаратів; -      активізація впровадження нових форм маркетингової стратегії відносно виходу на зовнішні ринки власних видів інноваційної продукції. Наукова новизна одержаних результатів ґрунтується на пропозиції щодо нового підходу використання наявних резервів активізації інноваційної діяльності промислових підприємств, зокрема ДП «ВО “Південний машинобудівний завод ім. О. М. Макарова”»; в удосконаленні чинного законодавства шляхом врахування позитивного зарубіжного досвіду податкового стимулювання інноваційної діяльності. У подальших дослідженнях проблеми інноваційного розвитку промислових підприємств України вивчення потребує розробка заходів із удосконалення керування на державному та регіональному рівні з подолання перешкод активізації інноваційної діяльності. Special Economic Zones (SEZs) were established to attract entrepreneurs to invest in Polish regions in order to increase their social and economic development. One of the most important incentives offered in SEZs is state aid in the form of an income tax exemption. The objective of this paper is to verify if the regional state aid granted to entrepreneurs in SEZs has had a positive impact on the social and economic development of Polish poviats. The conducted research allowed for the conclusion that regional state aid in SEZs in the form of an income tax exemption was of a relatively higher importance to the poorest regions, while its significance was much lower in better developed areas in Poland. Moreover the intensity of regional state aid granted to entrepreneurs in SEZs had a positive influence on the social and economic development of the poorest and sometimes less developed poviats in Poland, while the more developed poviats with SEZs did not record better or much better results compared to poviats without SEZs.

The main aim of this paper is to determine the ratio legis of the 500+ program in the Polish State Aid for Child Support Act. The study highlights the long-term disregard for supporting families in State policy. It shows also the legal, economic and systemic causes of the current demographic crisis in Poland. This study offers an overview of existing solutions and an analysis of the true purpose of the newly introduced law. In conclusion, the author states that although the legislative work is a milestone in the field of Polish pro-family policy, there are a lot of drawbacks in these solutions. The 500+ Program should be applied as a supplementary tool, rather than the main tool of Polish demographic policy.
Celem niniejszego opracowania było określenie ratio legis Programu 500 plus w ustawie o pomocy państwa w wychowywaniu dzieci. W artykule podkreślono, że przez wiele lat trudno doszukać się skutecznych mechanizmów oddziaływania polityki prorodzinnej w Polsce. Ukazano prawne, ekonomiczne i systemowe przyczyny aktualnego kryzysu demograficznego. Opracowanie stanowi omówienie obowiązujących rozwiązań oraz analizę rzeczywistego celu nowo wprowadzonej regulacji prawnej. W konkluzji autor stwierdza, że podjęte prace legislacyjne to milowy krok w zakresie polskiej polityki prorodzinnej, choć są to rozwiązania nie pozbawione wad. Program 500 plus należy potraktować wspomagająco, nie zaś jako kluczowe narzędzie polityki demograficznej Polski.
