Opis:
Morphological change is not a result of mechanical, predictable processes, but of the behavior of language users. Speakers reinterpret opaque data in order to assign a more transparent structure to them. Subsequently successful reinterpretation may form the basis of new derivations. The moment such a derivative word formation process becomes productive a language change has taken place. In addition, this paper shows how language change obscures the distinction between separate morphological processes such as compounding and derivation and thus between morphological categories. Moreover, the data under discussion show that there is not a preferred natural direction of language change. Most of the examples are taken from English and Dutch, but also a few French, Frisian, German and Afrikaans data are discussed.

Opis:
Different types of random walk models are prevalent in mobile cellular network for analysis of roaming and handover, being considered as important parameters of traffic measurement and location updating of such network. This paper proposes a new random walk model of hexagonal cell cluster, exclusively developed by the authors and a comparison is made with two existing models. The proposed model shows better performance in context of number of probability states compared to existing models.

Transition systems (TSs) and Petri nets (PNs) are important models of computation ubiquitous in formal methods for modeling systems. A crucial problem is how to extract, from a given TS, a PN whose reachability graph is equivalent (with a suitable notion of equivalence) to the original TS. This paper addresses the decomposition of transition systems into synchronizing state machines (SMs), which are a class of Petri nets where each transition has one incoming and one outgoing arc. Furthermore, all reachable markings (non-negative vectors representing the number of tokens for each place) of an SM have only one marked place with only one token. This is a significant case of the general problem of extracting a PN from a TS. The decomposition is based on the theory of regions, and it is shown that a property of regions called excitation-closure is a sufficient condition to guarantee the equivalence between the original TS and a decomposition into SMs. An efficient algorithm is provided which solves the problem by reducing its critical steps to the maximal independent set problem (to compute a minimal set of irredundant SMs) or to satisfiability (to merge the SMs). We report experimental results that show a good trade-off between quality of results vs. computation time.

Artykuł jest próbą odpowiedzi na pytanie czy polityka rozwoju zgodna z teoretycznymi postulatami tzw. nowej ekonomii strukturalnej (new structural economics), autorskiej koncepcji chińskiego ekonomisty J.Y. Lina, byłaby zerwaniem z polską polityką rozwoju okresu transformacji (1989–2015) zarówno w ujęciu praktycznym, jak i doktrynalnym. Twierdzenia o głębokiej zmianie w polityce gospodarczej w Polsce po 2015 r., szczególnie w odniesieniu do roli państwa w procesach rozwoju gospodarczego, występują dość często zarówno w literaturze przedmiotu, jak i dyskursie publicznym. Jednak wbrew potocznym opiniom, a także deklaracjom zawartym w Strategii na Rzecz Odpowiedzialnego Rozwoju (SOR), politykę zgodną z NSE trudno uznać za zerwanie z wcześniejszą praktyką polityki rozwoju. Obie doktryny polityki rozwoju są głęboko osadzone w paradygmacie ekonomii neoklasycznej, wychodzą z podobnych założeń oraz stosują podobne narzędzia i metody analizy. Różnią się głównie oceną znaczenia różnych kategorii zawodności rynku i zawodności państwa. Czasy transformacji charakteryzowały się szczególnie silną wiarą w sprawność mechanizmu rynkowego. NSE można traktować bardziej jako pragmatyczną redefinicję metod implementacji polityk opartych o tzw. konsensus waszyngtoński niż zerwanie z jego założeniami. Domniemanie radykalnych różnic wynika z błędnego i prostego utożsamiania całej ekonomii neoklasycznej z ideologią neoliberalną i leseferystyczną polityką gospodarczą. Tymczasem ekonomia neoklasyczna pozwala na dużo aktywniejszą rolę państwa niż zwykło się przyznawać. Dlatego też NSE trudno uznać za potencjalnie nowy paradygmat polskiej polityki rozwoju, a raczej za pewną rekonfigurację w ramach dotychczasowego paradygmatu.
The aim of the article is to answer the question whether a development policy in accordance with the theoretical postulates of the so-called new structural economics, developed by the Chinese economist J. Y. Lin, would be a break with the Polish development policy from the transition period (1989–2015) in both practical and doctrinal dimensions. Such claims concerning the economic policy in Poland after 2015, especially the role of the state in economic development, are quite often discussed in both scientific literature and public discourse. However, contrary to popular opinions and declarations included in the Strategy for Responsible Development (SOR), it is difficult to consider a policy consistent with NSE as a radical break with the previous period of development policy. Both development policy doctrines are deeply rooted in the neoclassical economics paradigm. They share similar assumptions and use similar tools and methods of an analysis. They differ mainly in the assessment of the importance of different categories of market failure and state failure. The transition period was characterized by a particularly strong faith in the market efficiency. NSE can be treated rather as a pragmatic redefinition of the implementations of so-called Washington Consensus policies, than a break with its assumptions. The presumption of radical differences results from the erroneous and simple identification of the whole neoclassical economy with the neo-liberal ideology and laissez-faire economic policy. Meanwhile, the neoclassical economy allows a much more active role of the state than one would usually admit. Therefore NSE is difficult to be recognised as a potentially new paradigm of the Polish development policy. It is rather a shift within the former paradigm.

The paper on European welfare regimes and policies presents common and shared features of the social development of the post-communist countries that are members of the EU today. This will provide a basis for an attempt to assess if there is a single regime for those countries that distinguishes them from the three classical (and later four) regimes of the Esping-Anderson classification, or if there is an affinity to one of those models en bloc, or if there is similarity to one of the regimes, but in a different way for each of the new EU members. This attempt will be made primarily on the example of Poland, but with salient references to other countries in the group. The basis of the thoughts presented here is that of a project on Diversity and Commonality in European Social Policies: The Forging of a European Social Model (Golinowska, Hengstenberg, Żukowski 2009). Considerations and analysis done in the paper lead into conclusions that social policy development in the new member states is characterized by a one social model distinguishing them differently than according to the Esping-Andersen classification, in spite of a some differences in the outcome of the social policy being pursued. Similarities are mainly of an institutional character, resulting from both the similar past and the similar challenges connected with the systemic transformation towards the democratic system and market economy. In the future this specificity may fade and integration within the EU will cause a Europeanization of social policy of member states, but now this process is not sufficiently advanced.

The article includes five parts: 1. Introduction – information about the book promotion event held in Warsaw on December 19, 2019 on the Polish edition of Xi Jinping’s Governance of China vol. I. The book launch was great not only because of the editing and the contents of the book, but also because it was a political, economic, cultural and international event, since the author is the number one politician not only in China but also in the contemporary world. The introduction includes information about the book content and demonstrates its importance for the theoretical generalizations and recognition of the main problems of contemporary China. 2. According to the authors of the paper, problems mentioned in the book are especially important. The original Chinese way of building socialism and the early stages of Chinese revolution were national, anti-feudal, anti-capitalist, democratic and socialist. Mao Zedong established class-based Maoism as a Marxism-Leninism in the Chinese version, while Deng Xiaoping and his successors established and developed the socialist market economy, which is the continuation of Maoism in the new era and they created the Chinese path to the anti-capitalist revolution and the building of socialism with Chinese characteristics. The perspective of the development of China till 2021 and 2049 (as a modern and developed socialism) and its influence on the national rejuvenation is not only Chinese but also an international issue. 3. Third part of the paper is devoted to the problems of building socialism in China, the analysis of the theory of Xi Jinping, the leading role of the CPC, the economic role of the owner and foreign capital in economy and policy, and the socio-economic contradictions in the contemporary PRC. 4. Forth part concerns Confucianism and Marxism as theoretical and practical problems in China; the original Chinese culture and civilization; the continuation and discontinuation of the historical development in contemporary epoch; the original development; the policy of opening- -up; the necessity of considering human contents of Confucianism in building and developing of socialism in China. 5. Fifth part of the paper is on the future status of the Communist Party of China’s Economy. Since the emergence of state-owned economy, it has played a huge role in the economic development of all countries. However, under the way of neoliberalism, state-owned economy has gradually been associated with backwardness and inefficiency. On the forum of state-owned economy enterprise reform in China, General Secretary Xi Jinping gave out important instructions. State-owned enterprises are an important force for strengthening the comprehensive power of the country and safeguarding the common interests of the people. State-owned enterprises must be made stronger, better and bigger. Academia has had a huge disagreement on this, and some scholars believe that this is an act of favoritism toward state-owned enterprises. This paper analyzes China’s state-owned economy from the perspective of total factor productivity (TFP), Marx’s historical materialism, national productivity, and social development, clarifying that state-owned economic reform is diff erent from the system of “profit based demands” rooted in the private economic market, but a system based on national productivity and the “needs” of the people. Making state-owned enterprises “stronger, better, and bigger” is in line with the historical development of socialism and material productivity, resolving doubts on the direction of state-owned economic reform.
