The COVID-19 pandemic has brought entirely new challenges to state crisis management. Until then, none of the governments had faced the need to stop almost all social and economic life. The fight against the pandemic required the introduction of numerous restrictions limiting mobility and interpersonal contacts. Initially, people did not widely deny their necessity, but over time parts of society protested increasingly against further restrictions. In this article, we check whether party preferences and socio-demographic features influenced the assessment of the Polish government's actions to counter the pandemic's spread. For this purpose, we develop a 10-item anti-COVID-19 activity (ACA) scale consisting of a general assessment of COVID-19 counteracting activity and evaluation of its various dimensions (e.g., online education, health care system, vaccination system and help for entrepreneurs). The research confirms a significant difference in how government activities are perceived in relation to political preferences and gender. The study participants negatively assessed the anti-COVID policy. Furthermore, men and voters of the Confederation turned out to be particularly unfavorable to the government's actions.

The importance of horse studs owned by the State Treasury is strategic for the biological progress in the agriculture, with regard to farm animals breeding. Therefore, the lack of in-depth knowledge of the functioning of studs, or the application of principles of state assets management, as well as the results of the reconnaissance audit and parliamentary questions which prove that certain irregularities exist as for the procedures related to privatisation of horse studs companies, made the Supreme Audit Office carry out, on its own initiative, an audit entitled Performance of tasks and financial management of horse studs owned by the State Treasury. The audit examined the performance of tasks related to horse breeding, taking account of the financial and economic situation, and the assets management, as well as supervision and control of the functioning of horse studs in the years 2011–2013. The audit was carried out at the Ministry of Agriculture and Rural Development, the Agricultural Property Agency and nine horse studs and three stallion studs.

Nowoczesne aplikacje internetowe wymagają przepływu dużej ilości danych. Do utrzymania porządku w kodzie wykorzystuje się zarządcę stanu. Dzięki menadżerowi wszystkie dane mogą być pobrane z oraz trafiają w jedno miejsce. W niniejszym artykule analizie poddano cztery biblioteki do zarządzania stanem – NgRx, Ngxs, Redux, Vuex. Do badania wykorzystano pięć kryteriów: metryki kodu, strukturę rozwiązania, dostępność gotowych implementacji, wsparcie społeczności oraz przetestowano wydajnościowo. Wyniki wykazały, że nie ma narzędzia najlepszego w każdym kryterium, jednak zestawiając ze sobą otrzymane rezultaty najbardziej uniwersalnym rozwiązaniem jest Vuex.
Modern web applications require flow of large amounts of data. To maintain order in code, a state manager was invented. With manager all data can be retrieved from and goes to one place. In this paper, four libraries for state management (NgRx, Ngxs, Redux, Vuex) were analyzed. Five criteria were used for the study: code metrics, solution structure, availability of ready-made implementations, community support, and performance testing. Results showed that there is not the best tool in every criterion, but when comparing the results obtained, the most universal solution is Vuex.

The study is focused on state defence management, in particular its political, strategic and legal-comparative aspects. The issue of managing the defence of the State has been presented from a systemic perspective as a separate system, being a part of a higher system and at the same time containing subordinate elements. Appropriate government documents of a conceptual nature and provisions in the common law on defence management were chosen as the subject for political-strategic and legislative legal analysis. The result of the analysis is a presentation of the key gaps and flaws in the legal solutions that may affect the functioning of the State defence management system in wartime1, in particular those related to the decision-making process of system components. In addition, an attempt was made to assess the implementation of security concepts adopted in Poland over the years, mainly in the field of managing national security and defence.

The system of public administration in Ukraine as a set of state bodies and institutions, officials who are authorized to perform management functions in all spheres of state and public life has been considered in the article. It is emphasized that the process of reforming the bodies of public administration in Ukraine continues, which reaffirms the thesis of the permanent modification of the state power and administrative functions connected with the emergence of new realities of social development. The article analyzes the important methodological provision of the relevant processes in this way so that the obtained results have the ability to ensure not only the accomplishment of the tasks set, but also in general realize the goals and directions of the whole system of public administration. It is generalized that the improvement of administrative procedures in the state has an important methodological value for the implementation of public administration.
W artykule rozważono system administracji publicznej na Ukrainie jako zespół organów państwowych i instytucji, urzędników uprawnionych do pełnienia funkcji zarządczych we wszystkich sferach życia państwowego i publicznego. Podkreśla się, że trwa proces reformowania organów administracji publicznej na Ukrainie, co potwierdza tezę o permanentnej modyfikacji władzy państwowej i funkcji administracyjnych związanych z pojawieniem się nowych realiów rozwoju społecznego. Artykuł analizuje w ten sposób ważne dostarczanie metodologiczne odpowiednich procesów, aby uzyskane wyniki miały zdolność zapewnienia nie tylko realizacji wyznaczonych zadań, ale także w ogóle realizowały cele i kierunki całego systemu administracji publicznej. Uogólnia się, że usprawnienie procedur administracyjnych w państwie ma ważną wartość metodologiczną dla wdrażania administracji publicznej.

Opis:
The analysis of the condition of financial support of the state social policy in the economically developed countries and in Ukraine was made. The idea about the influence of the GDP growth rates dynamics on the share of social expenditures of these states was expressed and verified. It was defined that a relatively stable and high level of government social expenditures (nearly 20 percent) is achieved after several medium-term economic cycles, after which the economic system adapts to market relations, and the stabilization of social expenditures occurs. It makes it possible to assert that there is a certain optimum of the level of social expenditures, and the state aims to maintain it after its achievement. This level of expenditures ensures the implementation of the main goals of the state social policy.

Opis:
Coal mining is one of the heavy, hazardous industries. Therefore, workers in this industry always face high risks of occupational accidents and diseases. According to the annual report of the Ministry of Labor, Invalids and Social Affairs (MoLISA), the situation of occupational accidents and illnesses in the mining sector in recent years has increased both in terms of number and severity, and this includes fatal occupational accidents in the coal mining industry. Currently, the authorities have been implementing inspection of occupational safety and health (OSH) to prevent and limit the situation. In the scope of this article, the author focuses on clarifying the position and the role of OSH inspecting while presenting and analyzing the results of the inspection of OSH legislation compliance within the coal mining industry nationwide. From there, proposing several solutions to strengthen inspection of OSH, prevent and limit occupational accidents and diseases in the coming time, contributing to improving the efficiency of state management of OSH in the coal mining industry in Vietnam today.

Essentially, the groundwork for democratic societal development and the fulfilment of man’s humane mission is laid by ethically guided education. Both in Masaryk’s and in Comenius’ thought, humaneness is a concrete expression conceptualised as a relational category. They both perceive its positive aspects, which are in complete contrast to selfish egoism. Their humaneness lacks the background of hate and hostility. Such a conception of humaneness might be construed as conciliation and resignation, yet the opposite is true. Positive humaneness is effective through its activeness, through its endeavour to help someone and make something happen. It is a societal category fostering the ground for new human coexistence, wise thought and competent handling of human affairs.

Opis:
State security management, like any organisation, requires not only the provision of appropriate forces and resources but also the proper transmission of information and messages. Only the ability to send and receive messages correctly ensures efficient implementation of assigned tasks, their understanding, and execution. For the process of managing them to proceed properly, it is essential to follow the rules of interpersonal communication. In this context, it is necessary to further define the elements of communication competence. They can be divided into five psychological and linguistic components. They are also determinants of proper communication (i.e. correct, appropriate, and at the same time effective). These include having a high level of communication awareness, presenting a high communication culture, active listening, using appropriate feedback, and avoiding communication barriers. The results of research on the communication competences of the surveyed students allow us to draw the conclusion that their level of communication awareness is too low, which is a quite a disturbing phenomenon, because it is the awareness of mistakes made or deficiencies and ignorance in the discussed area that is an essential element of improving communication competence. The multitude of aspects for which communication competences are of great importance is almost unlimited, and therefore emphasing the need for their guided development and improvement is a priority.

The term “police” is derived from the Greek term “politei” which denotes an initial system of state. Since the 16th century, particularly in the 17th and 18th centuries, it has functioned as the synonym of the term “administration”. In Poland, since the 18th century, despite the lack of the reception of the assumptions of the West-European police studies, the term started to be used in that sense. Polish political writers, starting with Stanisław Leszczyński and ending with the authors of the reform of the state’s political system presented at the Four-Year Sejm, made an attempt at defining the term “police”. The term was understood in a variety of ways, for most writers it meant state’s internal order but it also denoted service administration such as fire, construction, medical or traffic police, that is all services whose aim was to secure social prosperity and well-being. The scope of police tasks often included the judiciary system. The police issue was in the scope of interest of the writers supporting the reforms as well as of their opponents, of those who admired the republican system as well as of the advocates of the concept of a strong state following the example of absolute monarchies. However, a vast majority of Polish authors did not understand the term “police” as a means of strengthening the power of the state but as a means of reassuring good order, that is social security, peace and quiet.
Termin „policja” wywodzi się z greckiej politei, oznaczającej początkowo ustrój państwa. Od XV w., a zwłaszcza w XVII i XVIII stuleciu, stał się synonimem słowa „administracja” sensu largo. W Polsce od XVIII w., mimo braku recepcji założeń zachodnioeuropejskiej nauki policji, zaczął być stosowany również w tym znaczeniu. Próby zdefiniowania „policji” podejmowali polscy pisarze polityczni, poczynając od Stanisława Leszczyńskiego, po autorów reformy ustrojowej państwa na Sejmie Czteroletnim. Rozumiano to pojęcie szeroko, u większości pisarzy jako porządek wewnętrzny państwa, ale także w rozumieniu tzw. administracji świadczącej, a więc jako policję ogniową, budowlaną, lekarską, drogową itp., czyli to wszystko, co miało się przyczyniać do zapewnienia przez państwo dobrobytu społeczeństwu. Często włączano do zakresu zadań policji także wymiar sprawiedliwości. O policji pisali zarówno zwolennicy reformy państwa, jak i jej przeciwnicy, admiratorzy republikańskiej formy rządów oraz głosiciele idei silnego państwa na wzór monarchii absolutnych. U większości polskich autorów policja była rozumiana jednak nie jako środek do wzmocnienia władzy państwowej, lecz sposób zapewnienia „dobrego porządku”, czyli bezpieczeństwa, spokoju i wygody publicznej.

Stosowanie przepisów dotyczących kontroli zarządczej w jednostkach sektora finansów publicznych od lat rodzi problemy. Wątpliwości interpretacyjne wywołuje zarówno sama jej koncepcja, jak i praktyczne rozumienie poszczególnych wymogów prawnych. W artykule podjęto próbę wyjaśnienia najistotniejszych kwestii dotyczących praktyki stosowania kontroli zarządczej na przykładzie uczelni publicznej jako jednostki sektora finansów publicznych.
Over the last decade, i.e. since the notion of management control was introduced to the Polish legal system, the Supreme Audit Office has been especially interested in the issue, in numerous areas of its activities. Starting from the audits dedicated to management control as a whole or its most significant aspects, to the discussions with the participation of practitioners and representatives of scientific circles, the Supreme Audit Office has been contributing to the operations of the public finance sector. For instance, NIK explains what management control consists in, and simul taneously it promotes the concept that supports effective and efficient management of public finance sector entities. Regretfully, although time has passed, the opinion voiced in 2013 by Józef Płoskonka, PhD remains still valid: “[…] the establishment of individual activities within management control focuses mainly on formal aspects only, and it frequently leads to making them more bureaucratic”. While we attempt to identify the reasons for such a situation, the main explanation seems to be the misun derstanding of the management control concept and, as Krystyna Lisiecka, Prof PhD put it: “the notion crisis around the management control”. Hence the initiative of the Association of Certified Auditors and Internal Control Experts has been established, which consists in organising the First Management Control and Internal Audit Workshop for self-governments of the Śląskie Region. The intention behind was, in the first place, to explain the idea of management control, illustrated with examples, good practices, as well as an attempt to explain misinter pretations of the notion, e.g. the one that understands management control as equal to the control function in its narrow sense, consisting in examining and evaluating an activity or a state ex post. The article has been inspired by the invitation addressed to a NIK representative to par ticipate in the workshop and to deliver an introductory lecture, followed by a discus sion on management control, and – in the first place – the demands of the participants. The authors of the article did not intend it to be an in-depth compendium, where the weaknesses of legal regulations on management control would be considered. The article has been intended to be a brief presentation of the most important issues of management control practical application, discussed by the co-author of the article during the workshop, with a theoretical layer added. In our article, we have also dis cussed the functioning of the selected elements of the management control system on the basis of a public university – looked at as a public finance sector entity. Our con siderations revolved around the following key questions: what management control is and what its important elements are; the persons responsible for implementation of the tasks in the area – starting with the format of management control to an eval uation of the adopted solutions. In order to address these questions, Articles 68-70 of the Act on public finance have to be referred to, as well as the communiqués issued on the basis of Article 69 (3-5) of the Act. These documents also comprise: manage ment control standards for the public finance sector, detailed guidelines on management control for the public finance sector issued by the Minister of Finance, and detailed guidelines for government administration departments set and published by the min isters of these departments.

Opis:
Purpose: The purpose of the article is to make a general diagnosis of Poland's economic security in the context of globalization processes. Design/methodology/approach: This purpose is to be achieved by indicating the main threats and opportunities for Poland's security in the context of globalization. This diagnosis will be made using analysis methods of available scientific and substantive sources of information and using statistical tools, including descriptive statistics. Findings: The content of the article characterizes the category of economic security and describes the globalization process to finally combine these phenomena and relate them to the current situation in Poland. Social implications: The phenomenon of globalisation, which has expanded in the modern world, brings certain benefits as well as threats. Global economic integration can stimulate development, but also become a source of restrictions for national economies. It therefore affects the level of economic security. Originality/value: The article shows that when it comes to threats to Poland’s economic security, which depend on the globalisation process, they mainly refer to the unevenness of the importance of partners in economic relations, dependence on the supply of raw materials and energy from one partner and forcing restrictions on participation in international exchange. The results can be interesting for those seeking knowledge of the economic security of the state, including students studying fields related to security.
