    In the article, the authors summarised the concept of state border security. They have suggested a wider interpretation of the border security model. They discussed modern models of border security in a theoretical context. They presented progressive models of security and functioning of Ukraine’s borders and described their features. They emphasised that the modern Ukrainian-Polish boundary represents a partially liberal model of security and functioning and it can be characterised by the operational security model. Different models of the functioning of the Ukrainian-Polish boundary (asymmetrical, selectively simplified, and symmetrical) were identified and connected with the transformational processes of the Ukrainian-Polish relations.

    Nie jest pustym sloganem stwierdzenie, że funkcjonowanie współczesnych państw zależy od informacji i jej niezakłóconego przesyłu. Przesył informacji może być także wykorzystany w celach przestępczych, terrorystycznych, a nawet militarnych. Aby zapewnić bezpieczeństwo informacji przesyłanych sieciami teleinfomatycznymi, przestrzeń tego przesyłu nazywana cyberprzestrzenią, musi być odpowiednio zabezpieczona przed różnymi nieuprawnionymi dostępami. Państwa tworzą tzw. systemy cyberbezpieczeństwa. Artykuł poświęcony jest omówieniu krajowego systemu cyberbezpieczeństwa opartego o ustawę z 5 lipca 2018 r. o krajowym systemie cyberbezpieczeństwa. Artykuł jest materiałem analityczno-przeglądowym funkcjonowania cyberprzestrzeni w obecnym okresie powszechnej globalizacji.
    It is not an idle platitude that functioning of contemporary countries depends on information and its smooth transfer. The transfer can be also used for the criminal, terroristic and even military purposes. To ensure the information security transferred by the IT networks, the space of the transfer called cyberspace must be properly protected against various unauthorized accesses. The countries build so called cybersecurity systems. The article discusses the state cybersecurity system based on the Law from 5 July 2018 about the state system of cybersafety. The paper is an analytical review material presenting the functioning of cyberspace in contemporary common globalization.

    Subject and purpose of work: The study aims to identify the constraints in the functioning of PACS in Haryana, India. Materials and methods: The study was based on primary data collected from nine PACS managers through schedule. The purposive sampling technique was employed for the selection of PACS. The percentage was used for data analysis. The data were collected in the second quarter of 2022. Results: The study found that 100 % of PACS managers regarded lack of adequate funds, a low level of deposits, and increased day-to-day government intervention as constraints in the functioning of PACS. Subsequently, the respondents mentioned inability to mobilise resources (77.77%), lack of managerial skills (77.77%), lack of trained staff (55.55%), improper channel of recovery system (44.44%), untimely repayment and poor recovery percentage of the loan (44.44%), political interference (33.33%), difficulties due to low educational level of borrowers (22.22%), and uncooperative attitude of borrowers (11.11%). Conclusions: Main constraints in the functioning of PACS are lack of adequate funds, a low level of deposits, increased day-to-day government intervention, inability to mobilise resources, and lack of managerial skills.

    Threats to economic security affect national security. The aim of the article is to present the economic security threats taking into account selected determinants of state functioning and economic policy. In shaping economic security, it is important to properly consider threats to this security. Various research methods were used in the work, including the method of critical analysis of the literature as well as the method of analysis and synthesis. Considering the issues of economic security, it is also worth analyzing the threat to this security. In theory and practice, different aspects and types of threats to economic security can be taken into account. Many economic and social indicators should be used in the identification and assessment process of economic security threats. Poland’s security is affected by various economic threats, including those related to the international situation.
    Zagrożenia dla bezpieczeństwa ekonomicznego oddziałują na bezpieczeństwo narodowe. Celem artykułu jest zaprezentowanie zagrożeń bezpieczeństwa ekonomicznego z uwzględnieniem wybranych uwarunkowań funkcjonowania państwa i polityki gospodarczej. W kształtowaniu bezpieczeństwa ekonomicznego ważną kwestią jest odpowiednie uwzględnianie zagro żeń dla tego bezpieczeństwa. W pracy wykorzystano różne metody badawcze, w tym metodę krytycznej analizy literatury przedmiotu oraz metodę analizy i syntezy. Rozpatrując zagadnienia bezpieczeństwa ekonomicznego warto również analizować zagrożenia dla tego bezpieczeństwa. W teorii i praktyce mogą być uwzględniane różne aspekty i rodzaje zagrożeń bezpieczeństwa ekonomicznego. W procesie identyfikacji i oceny zagrożeń bezpieczeństwa ekonomicznego należy korzystać z wielu wskaźników ekonomicznych i społecznych. Na bezpieczeństwo Polski wpływają rożne zagrożenia ekonomiczne, w tym związane z sytuacją międzynarodową.

    The importance of horse studs owned by the State Treasury is strategic for the biological progress in the agriculture, with regard to farm animals breeding. Therefore, the lack of in-depth knowledge of the functioning of studs, or the application of principles of state assets management, as well as the results of the reconnaissance audit and parliamentary questions which prove that certain irregularities exist as for the procedures related to privatisation of horse studs companies, made the Supreme Audit Office carry out, on its own initiative, an audit entitled Performance of tasks and financial management of horse studs owned by the State Treasury. The audit examined the performance of tasks related to horse breeding, taking account of the financial and economic situation, and the assets management, as well as supervision and control of the functioning of horse studs in the years 2011–2013. The audit was carried out at the Ministry of Agriculture and Rural Development, the Agricultural Property Agency and nine horse studs and three stallion studs.

    Opis:
    The analysis contained in this article focuses on the specificity of identifying public information and determining the manner of implementing this right in terms of defining the content of the principle of state transparency. The case law practice (decisions of the Constitutional Tribunal and administrative courts) concerning the identification of the right holder and the procedures for obtaining public information have been examined and evaluated. At the same time, an attempt was made to identify the content of the concept of the common good as used in Article 1 of the Constitution of the Republic of Poland whose one of constituent elements is transparency of state actions, state bodies and public officials.
    Analiza zawarta w artykule koncentruje się na zagadnieniu specyfiki identyfikowania informacji publicznej oraz na określeniu sposobu realizacji tego prawa pod kątem definiowania treści zasady jawności państwa. Ocenie poddana została przy tej okazji orzecznicza praktyka (Trybunału Konstytucyjnego i sądów administracyjnych) identyfikacji uprawnionego i procedur służących pozyskiwaniu informacji publicznej. Autor podejmuje jednocześnie próbę identyfikacji treści pojęcia dobra wspólnego użytego w treści art. 1 Konstytucji RP, której elementem składowym jest zasada jawności działania państwa, jego organów oraz funkcjonariuszy publicznych.

    Zapewnienie poziomu bezpieczeństwa wewnętrznego państwa wymaga systemowych rozwiązań prawnych ukierunkowanych na ochronę tej wartości. Odnosi się również do ochrony innych dóbr, które mogą być zagrożone bądź w wyniku zdarzeń będących efektem zagrożeń wynikających z praw przyrody lub rozwoju cywilizacyjnego stać się przedmiotem naruszeń. Na gruncie legislacyjnym zabezpieczenie realizacji tego celu równoznaczne jest więc z obowiązkiem państwa stanowienia i stosowania prawa w obszarze organizacji systemu bezpieczeństwa wewnętrznego państwa, a w jego ramach zintegrowanego systemu ratowniczego zobowiązanego do ochrony tychże wartości i dóbr. Podejmowane rozważania mają w związku z tym na podstawie przepisów prawa wykazać podstawowe z punktu widzenia trójstopniowego podziału terytorialnego państwa założenia organizacji i funkcjonowania krajowego systemu ratowniczo-gaśniczego jako jednego z elementów owej organizacji bezpieczeństwa wewnętrznego państwa i systemu ratowniczego. W powyższym zakresie pomocna staje się także ocena statusu organów publicznych wyposażonych w kompetencje i zadania, odpowiedzialnych za krajowy system ratowniczo-gaśniczy na poszczególnych poziomach, jak również jednostek systemu za działania ratownicze, skierowane na wspomnianą ochronę.
    Ensuring the level of internal security of the state requires systemic legal solutions aimed at the protection of this value. It also refers to other goods that may be endangered or, as a result of events resulting from threats being a consequence of the laws of nature or civilization development, become the subject of violations. On the legislative basis, securing the implementation of this goal is therefore tantamount to the state's obligation to legislate and apply the law in the area of the organization of the state's internal security system, and within it, an integrated rescue system obliged to protect these values and goods. Therefore, the considerations taken are to demonstrate the basic assumptions of the organization and functioning of the national rescue and firefighting system as one of the elements of the organization of the state's internal security and the rescue system, based on the provisions of the law. In this respect, it is also helpful to assess the status of public authorities with competences and tasks, responsible for the national rescue and firefighting system at individual levels, as well as system units for rescue operations aimed at the said protection.

    Szybka sekularyzacja, często przeradzająca się w wojującą ideologię, która usiłuje opanować wszystkie sfery życia społecznego i usunąć elementy chrześcijańskie z życia publicznego, dotyka wiele krajów. Zmiana tradycyjnych wartości i zasad, nowe antropologie, pytania o sens życia i miejsce Kościoła w społeczeństwie pluralistycznym to wyzwania, jakie stają dzisiaj przed chrześcijanami i domagają się odpowiedzi. Czy współcześni chrześcijanie mają coś do zaoferowania na współczesnym areopagu? W pierwszych wiekach, stanowiąc mniejszość, chrześcijanie nie tylko upominali się o swoje miejsce w społeczeństwie, ale także wskazywali na swój wkład w jego dobrobyt i funkcjonowanie. Po tzw. Edykcie Mediolańskim starali się wpływać na prawodawstwo, aby nadać mu ewangelicznego ducha. Nie zawsze było to możliwe i nie zawsze udało się zachować granicę państwo-Kościół. Niemniej jednak starano się zachować zasadę “Co Cesarza – Cesarzowi, a co Boga – Bogu”. W grę wchodziła słuszną autonomia w stosunkach pomiędzy Kościołem i państwem.
    In many countries, rapid secularisation exerts an ever growing control over nearly every aspect of social life, driving Christianity away from public life and substituting it with an increasingly militant ideology. Christianity today faces many questions and challenges, from profound shifts in traditional values and new anthropologies to questions on the meaning of life and the place of the Church in pluralistic society. Do the Christians of today have anything to offer in the modern Areopagus of thought? Though in minority during the first few centuries of their history, Christians not only were able to claim their due place in society, but point to their contribution to its well-being and functioning. After the so-called Edict of Milan they tried to influence legislation and imbue it with the values and spirit of the Gospel. Not always was it possible, though. At times the border between the state and the Church were crossed either way. Nevertheless, in order to safeguard the autonomy of the Church in her relationship with the state, the former tried to adhere to the wise principle she received from her Founder to give back to Caesar what is Caesar’s, and to God what is God’s.
    Eine schnell voranschreitende Säkularisierung umfasst viele Länder. Sie verwandelt sich nicht selten in eine kämpfende Ideologie, die alle Bereiche der Gesellschaft umfassen und das christliche Element aus dem öffentlichen Leben ausmerzen will.  Der Wandel der traditionellen Werte und Normen, neue Anthropologien, Fragen nach dem Lebenssinn und den Platz der Kirche in einer pluralistischen Gesellschaft - das sind Herausforderungen, die heute vor den Christen stehen und nach einer Antwort verlangen. Haben die heutigen Christen etwas anzubieten auf dem Areopag von heute? In den ersten Jahrhunderten haben Christen - damals eine Minderheit - nicht nur nach ihren Rechten gestrebt, sondern auch einen Beitrag zum Wohl und zur funktionierenden Ordnung der Gesellschaft geleistet. Nach dem Edikt von Mailand versuchten sie die Gesetzgebung zu beeinflussen, um ihr einen  evangeliumskonformen Geist zu verleihen. Dies war nicht immer möglich und nicht immer wurde die Grenze zwischen Staat und Kirche respektiert. Nichtsdestotrotz versuchte man den Grundsatz einzuhalten: "Gott - was Gottes und dem Kaiser, was des Kaisers ist". Auf dem Spiel stand die richtige Autonomie im Verhältnis zwischen Staat und Kirche.

    Przedmiotem niniejszego artykułu jest wskazanie miejsca rządowej władzy wykonawczej w rozległym systemie prawa administracyjnego. Praca ukazuje strukturę organów egzekutywy oraz ich hierarchiczne relacje na różnych szczeblach i w rozmaitych formach. Omówiono ustrojowe podstawy jej prawnego bytu oraz wskazano najważniejsze zadania i kompetencje. Treść pracy odwołuje do aktualnego stanu faktycznego reprezentacji władzy wykonawczej. Uwagę poświęcono procesom stosowania prawa – w ramach organizacyjnej siatki administracji rządowej, której zagnieżdżenie odpowiada istotnej zasadzie konstytucyjnej: centralizacji i dekoncentracji rządu wobec decentralizacji organów samorządowych. W tym zakresie wskazano rolę wojewody jako reprezentanta Rady Ministrów w terenie i naszkicowano tryb, w jakim koresponduje on z organami samorządu. Ze względu na rozległość tematyczną zagadnienia, praca dotyka jedynie podstawowych, a zarazem najważniejszych celów i założeń funkcjonowania rządu RP, a kwestie szczegółowe ujęto w formie licznych odwołań, bibliografii i wykazów aktów normatywnych.
    The subject of this article is to indicate the place of the executive government in an extensive system of administrative law. The following study presents the structure of executive organs and their hierarchical relations at various levels and forms. System foundations of its legal existence were discussed, and the most significant tasks and competences were pointed out. The content of the presented study refers to the current state of the executive authority. Particular attention was devoted to law enforcement processes – within the framework of the organizational network of governmental administration, which entity corresponds to an important constitutional principle: centralization and deconcentrating of the government towards the decentralization of local government bodies. In this regard, the role of the provincial governor as a regional representative of the Cabinet was indicated and the mode in which the provincial governor corresponds with local government bodies was outlined.     Jak wskazują współczesne konflikty zbrojne i wydarzenia natury polityczno-militarnej, cele wojny osiąga się innymi sposobami niż do tej pory, a tym samym państwo, jego władze publiczne (w tym administracja), społeczeństwo, gospodarka i poszczególni obywatele muszą również osiągnąć zdolność do funkcjonowania w warunkach odmiennych niż klasyczny konflikt zbrojny. Określa się je jako działania poniżej progu wojny, hybrydowe, działania które przynoszą nie mniej dotkliwe straty ludzkie, materialne i niematerialne, dezorganizując wrażliwy jak nigdy dotąd aparat państwowy, jego gospodarkę, administrację i społeczeństwo. W obliczu tak zarysowanej sytuacji problemowej rodzi się pytanie o współczesny charakter i zakres koniecznych działań państwa, jego władz publicznych, administracji publicznej, gospodarki narodowej, organizacji społecznych i obywateli w ustawowo określonych warunkach „zewnętrznego zagrożenia państwa, w tym spowodowanego działaniami o charakterze terrorystycznym lub działaniami w cyberprzestrzeni” i „napaści zbrojnej”.
    As shown by contemporary armed conflicts and political and military events, the goals of the war are achieved in other ways than before, and thus the state, its public authorities (including administration), society, economy and individual citizens must also achieve the ability to function in conditions other than classical armed conflict. They are defined as activities below the threshold of war, hybrid activities, which bring no less severe human, material and non-material losses, disrupting the state apparatus, its economy, administration and society, which are so vulnerable as never before. In the face of the problem situation outlined in this way, a question arises about the contemporary nature and scope of the necessary actions of the state, its public authorities, public administration, national economy, social organisations, and citizens under the statutory conditions of "external threats to the state, including those caused by acts of terrorist nature or actions of a terrorist nature. in cyberspace” and “armed attack”.

    The aim of this article is to propose a methodology for research into the constitutional principle of the common good (Article 1 of the Polish Constitution). The author takes the view that the basic condition for the recognition of a state as a common good is to ensure that the rights, freedoms and duties of an individual are shaped in such a way as to ensure that the individual’s constitutional rights can be exercised. The laws that constitute the essence of the institutions of the freedom and rights within the concept of the common good include: human dignity, equality in law, the principle of social justice, the principle of social solidarity, the right to a trial. The minimum requirements for authorities to pursue the common good are that public institutions act efficiently and fairly in the interest of society. Common good is a derivative of the concept of state regarding both, the concept of freedom and individual rights, and the organisational side of thestate. On the constitutional level, the common good is not reduced to the issue of the limitation of individual freedoms and rights as compared to the public (State) interest. This issue should also be noted at the political level, the State’s constitutional order, whether accepted or not by the citizens.The concept of the common good is not only associated with the citizen’s duties towards the state, but also with the state’s duties towards the citizen. The closest context in which Article 1 of the Constitution should be read is Article 2 of the Constitution (the principle of a democratic state governed by law), since the two, taken together, define the Republic of Poland as a state.
    Celem artykułu jest zaproponowanie metodologii badań nad konstytucyjną zasadą dobra wspólnego (art. 1 Konstytucji RP). Autor stoi na stanowisku, że podstawowym warunkiem uznania państwa za dobro wspólne jest takie ukształtowanie instytucji praw, wolności i obowiązków jednostki, które zapewni jednostce realizację przyznanych jej konstytucyjnie praw. Prawami stanowiącymi o istocie instytucji wolności i praw w ramach koncepcji dobra wspólnego są: godność ludzka, równość w prawie, zasada sprawiedliwości społecznej, zasada solidaryzmu społecznego, prawo do sądu. Minimalne postulaty realizacji dobra wspólnego przez organy władzy polegają na tym, że instytucje publiczne mają działać sprawnie i sprawiedliwie w interesie społeczeństwa. Dobro wspólne jest pochodną koncepcji państwa zarówno w płaszczyźnie koncepcji wolności i praw jednostki, jak i w płaszczyźnie organizacyjnej państwa. Na płaszczyźnie konstytucyjnej dobro wspólne nie redukuje się do zagadnienia ograniczenia wolności i praw jednostki w zestawieniu z interesem publicznym (państwa). Zagadnienie to należy widzieć także w płaszczyźnie ustrojowej, w płaszczyźnie ładu konstytucyjnego, akceptowanego lub nie przez obywateli. Z pojęciem dobra wspólnego łączą się nie tylko obowiązki obywatela wobec państwa, ale i obowiązki państwa wobec obywatela. Najbliższym kontekstem, w którym art. 1 Konstytucji powinien być czytany, jest art. 2 Konstytucji (zasada demokratycznego państwa prawnego), razem wzięte bowiem definiują Rzeczpospolitą Polską jako państwo.
