Opis:
The article presents the financial position of Polish communes. Except that, it describes the relationship between the financial position of the local self-government finances and theeconomy of the state. Financial data of Polish communes was analysed from 2010 to 2014. The ways of the financial management in communes are presented together with the factors, which determine these ways. Next, the current economic situation is presented with particular references to the national debt. In relation to the national debt a level of indebtedness of Polish communes is also analysed.

This paper presents an approach to rationalize the energy consumption of road transport towards sustainability in a steady-state economy. The research hypothesis is that the rationalization of the energy consumption of road transport is affected by drift and shocks, which desynchronizes the adjustment mechanism from equilibrium. The objective of this research was to incorporate the model of energy consumption of road freight transport with the goals of sustainability by considering ecological and constructivist rational orders, the issue of order drift, and the occurrence of shocks. The research investigated Poland from the first quarter of 2004 to the fourth quarter of 2018. A model for rationalizing the energy consumption of road transport was constructed using the vector error correction model and cointegration techniques. The model revealed one cointegrating relationship and showed statistically significant unlimited drift. The level of changes to long-term equilibrium appeared respectively for GDP – 1.8%, PPI for energy – 7.3%, and for energy consumption – 10.9%. We observed a weak sustainability between the energy consumption of road transport and GDP and a strong sustainability between energy consumption of road transport and PPI energy. It was determined that price shocks had a positive impact (at the estimated point level around 0.06) and supply and demand shocks had a negative impact (at the level estimated point around –3).

The author analyzes the successful strategy of overcoming financial breakdown in the case study of Iceland. The aim of the article is to verify a hypothesis that the Icelandic model could become a panacea for future crises? A document analysis method is applied to present essential indicators such as GDP and trade balance. With the use of a source analysis method, the collapse of the financial sector is determined as the main cause of the slump. The systematization of crisis events is introduced and deepened by the social and political situation. Changes in the state’s condition after the crash are provided and future forecasts about economic development are discussed. As a summing up, the author disapproves of the hypothesis that the Icelandic model of overcoming the financial breakdown as a panacea for future crises, pointing out that it is only applicable for specific cases and cannot be seen as a magical remedy for every kind of crisis.

Opis:
The Bank of Poland was established for the first time as an independent public institution by the royal order from 1828. The main task of the newly established institution was to meet the public debt and the expansion of trade, money lending and national industry. The rules concerning the functioning and activities of the bank emphasized a close relationship of the Bank with the Ministry of Finance and the Ministry of Treasury and Revenue ensuring the independence and integrity of its members – which accounted for innovative legal solutions pointing to the need of protecting the institution from the influence on the part of external entities. In the sphere of the state treasury service, the Bank of Poland played an important role in the years 1828–1885, although in the last 15 years its role in the functioning of the national economy was negligible.
Bank Polski jako niezależna instytucja publiczna powołany został po raz pierwszy w drodze postanowienia królewskiego z 1828 r. Podstawowym zadaniem nowo powołanej instytucji miało być zaspokajanie długu publicznego oraz rozszerzanie handlu, kredytu i przemysłu narodowego. Przepisy dotyczące zasad funkcjonowania i działalności banku wskazywały na ścisłe powiązanie Banku z ministerstwem finansów oraz ministerstwem skarbu i przychodów, gwarantując jednocześnie niezależność i nietykalność jego członków – co stanowiło nowatorskie rozwiązania prawne wskazujące na potrzebę ochrony tej instytucji przed wpływami ze strony zewnętrznych podmiotów. W sferze obsługi skarbu państwa, Bank Polski odegrał w latach 1828–1885 ważną rolę, chociaż w ostatnich 15 latach jego rola w funkcjonowaniu gospodarki państwa była znikoma.

One of the ways to eliminate the negative consequences of globalization is the sustainable growth paradigm, which practical approach to business activity is constituted by the concept of the corporate social responsibility (CSR). The corporate social responsibility is a process of getting to know and to implement the changing stakeholder expectations in the management strategy. It also involves monitoring the influence of such strategy on competitiveness and company value on the market. Since CSR is a voluntary commitment of businesses, "in the end people have such government and such economy that they want and - in a way - that they deserve". This is why what is extremely important when implementing CSR, apart from the commitment of businesses themselves, is for one thing the role of the society which pushes companies to act responsibly, and for another - the state which creates a proper social, economic and political order. All of the above encourage to the reflection on the model of economic order and on the system of social values, which should be compliant with the human nature as well as ensure economic equilibrium. The concept of CSR is based on the assumption that a synthesis of freedom and responsibility of business activities on the market with social fairness is possible. The CSR aims to create capitalism with a "human face" in which the market and competition would be a tool to achieve important social goals: freedom for individuals, well-being for all, solidarity towards the society, subsidiarity, equal opportunities and eliminating the effect of social exclusion of individuals. It is mainly for this reason that the concept of CSR appears to adequately correspond to the current demand for a long-term crisis therapy and for prevention of similar crisis in the future. The highest deficits of international financial markets, as well as the world's real economy, were and are still to be found nowhere else but in the rules of the game and in freedom of responsibility. Business entities, which are active on the market should therefore obey the generally accepted rules of business activity. According to P. Samuelson, capitalism needs rules of the game; it must have a trustworthy legal system. The lack of norms triggers people's irrepressible desire for wealth, also - or maybe even mostly - at the expense of others. In market economy the freedom of individual enterprisers implies taking responsibility. For freedom and responsibility these are two sides of the same coin. When an individual is not responsible for the freedom it has, then the economic order cannot function e+ectively either from the economic or social perspective. The debate on the economic order and policy of its creation was previously not as crucial as it is today. This is not only linked to the dificult challenges the modern economy and world currently face, but also to the world financial crisis, which started in 2007 in the USA and which effects on real economy became more and more visible at the turn of 2008 and 2009. For what caused the current world crisis in the first place was a lack of generally accepted rules of the game on international financial markets, or in the rare cases where these rules exist - clear reluctance to obey them, together with lack of responsibility for the almost unlimited freedom of decision-makers. Such deliberations become especially important in discussion regarding the twilight or even the collapse of nation states; discussion which has lasted for almost half a century and which has become especially vivid after the Cold War as a result of higher intensity of globalization processes. Globalization significantly affects the functioning of the state on its internal and external surface, its relations with other countries on the international arena. In the face of increasing civilization problems of the modern world arises the question about the meaning, role and duties of the state in the process of building the new order in conformity with the concept of the sustainable growth. The study tries to define the role of the state in implementing CSR concepts. (original abstract)

The author argues that in all economically independent states, as well as in Ukraine, the mechanisms of optimization of the state economic role and private economic initiatives are being searched. However, the optimal combination of the market mechanism forces and state regulation in the long-term perspective failed to be reached almost anywhere, that leads to a permanent review of the economic and political forces impact, science impact on the relations between economy and state, entails a transition from the current, state running model to liberal economic policy or vice versa.
Autor udowadnia, że w każdym gospodarczo niepodległym państwie, również na Ukrainie, trwa poszukiwanie mechanizmu optymizacji roli gospodarczej państwa oraz inicjatyw prywatnych. Jednak w trwałej perspektywie nie osiągnięto optymalnego połączenia wysiłków mechanizmu rynkowego i regulacji rządowych. Wpływanie państwa na gospodarkę pociąga za sobą szereg zmian, m.in. przejście od modelu centralizacji gospodarki do modelu liberalnego lub odwrotnie.
