Osiąganie różnych celów państw po okresie drugiej wojny światowej zasadniczo odbywa się, i zgodnie z futurologicznymi przewidywaniami najprawdopodobniej odbywać się będzie, z wykorzystaniem metod i narzędzi pozamilitarnych. W związku z tym przyczyn najdłuższego okresu pokoju w historii Europy należałoby upatrywać między innymi w obszarach gospodarczych i biznesowych. Wspólne interesy, zarówno pomiędzy państwami, jak i przedsiębiorstwami, a często między poszczególnymi obywatelami różnych państw, którzy koncentrują swoje wysiłki na realizacji celów gospodarczych i wypełnianiu funkcji zaspokajania potrzeb różnych grup odbiorców, są najlepszym sposobem na kształtowanie zaufania i bezpieczeństwa, co w sposób ekstrapolacyjny może dotyczyć także regionu Morza Bałtyckiego. W związku z powyższym głównym problemem badawczym artykułu jest poszukiwanie odpowiedzi na pytanie: Jakie znaczenie dla budowy bezpieczeństwa i zaufania w regionie Morza Bałtyckiego ma współpraca gospodarcza?
The article presents the neighbouring Baltic states relations in the wider area of economic cooperation. Achieving different objectives by countries after World War II has been done and probably will take place, in principle, with use of non-military methods and tools. Therefore, the reasons for the longest period of peace in European history should be seen inter alia in the areas of economy and business. Common interests, both between countries and companies, and often between different nationalities, who focus their efforts on achieving the economic objectives and carrying out their functions to meet the needs of different beneficiaries are the best way of building confidence and security, which may also apply to the Baltic Sea region. Therefore, the main research problem in the article is finding answers to the question of the importance of economic cooperation to building security and confidence in the Baltic region.

The article presents the strategic challenges for public documents and banknotes producers - economic entities of significant importance for national security. The article discusses the impact of this type of enterprises on the economic security of the state and public safety. Strategic challenges of the security printing industry resulting from modern technological development have been identified and discussed. In particular, the focus was put on three areas: integrating new entities into existing technological value chains of security printing manufacturers by new firms; joining new, external chain links of the security printing value which are out of control of the security printing manufacturers; building alternative or complementary products and services to the classic security printing offer. The conducted analyses lead to the conclusion that the long-term market presence and development of banknotes and public documents producers require them to adapt production, research and development activities to the strategic trends identified herein.

The aim of this article is to examine how interdependence of economic policy and social security is perceived in the strategic documents of the Polish government in the area of security and international politics. For the analyses, the author has employed the concepts of economic statecraft and geoeconomics. It has been found that the strategic documents in the area of security do perceive interdependence between politics and economics. Polish strategic documents treat economic factors as merely one of many aspects of security rather than being absolutely dominant. Therefore, those factors cannot be recognised as based on the geoeconomic paradigm. It is worth noting that the economic statecraft tool is not discussed in an in-depth manner – as a separate category of state instruments. Polish strategic documents suggest the awareness that such instruments are used by other states, e.g. Russia with respect to the area of energy. Polish strategic documents are primarily focused on the need to introduce safeguards against such threats – among other things by the application of defensive economic statecraft. The analyses carried out for this article failed to identify any proposals for the development of proprietary Polish economic leverages as an instrument of building up state power – offensive economic statecraft. The author recommends further in-depth research on the perception of interdependence between security and economic policy in other countries as well as popularisation of the concept of economic statecraft in Poland.

The article discusses the conceptualisation of fundamental concepts referring to interdependence between security and the economy. The concept of economic security that is dominant in Polish literature on the subject is in most cases identified with macroeconomic disequilibrium and instability. This makes it primarily an economic category. Hence the need to develop a catalogue of risks that are more extensively and comprehensively associated with national security. The article outlines two approaches to these issues. The sectoral approach delineates subcategories of security by industries and sectors of the economy (e.g. energy security). The problem approach singles out individual risk factors understood as mechanisms and phenomena carrying threats to the critical processes in the state. Basing on the problem approach, a catalogue of economic risk factors has been proposed: ownership structure, access to sensitive information and espionage, dependency on key raw materials, dependency on suppliers, state interventionism, corruption and fraud, social and economic instability, dependency on external decision-making centres, difficulties with financing security structures, and immigration.

Opis:
Purpose: The purpose of the article is to make a general diagnosis of Poland's economic security in the context of globalization processes. Design/methodology/approach: This purpose is to be achieved by indicating the main threats and opportunities for Poland's security in the context of globalization. This diagnosis will be made using analysis methods of available scientific and substantive sources of information and using statistical tools, including descriptive statistics. Findings: The content of the article characterizes the category of economic security and describes the globalization process to finally combine these phenomena and relate them to the current situation in Poland. Social implications: The phenomenon of globalisation, which has expanded in the modern world, brings certain benefits as well as threats. Global economic integration can stimulate development, but also become a source of restrictions for national economies. It therefore affects the level of economic security. Originality/value: The article shows that when it comes to threats to Poland’s economic security, which depend on the globalisation process, they mainly refer to the unevenness of the importance of partners in economic relations, dependence on the supply of raw materials and energy from one partner and forcing restrictions on participation in international exchange. The results can be interesting for those seeking knowledge of the economic security of the state, including students studying fields related to security.

Artykuł zatytułowany „Kontrowersje i dylematy rozwiązania problemu bezpieczeństwa ekonomicznego w Polsce” identyfikuje i charakteryzuje kontrowersje i dylematy, które rodzi problem bezpieczeństwa ekonomicznego państwa w warunkach współczesnego rozwoju gospodarki światowej. Spojrzenie na nie z punktu widzenia nowej ekonomii instytucjonalnej pozwala na wyróżnienie trzech istotnych otwartych podzbiorów, pozostających między sobą w ścisłych więzach współzależnościowych. Pierwszy ma charakter metodologiczny; drugi wyrasta z podłoża zmian generowanych przez procesy globalizacji i regionalizacji; trzeci zaś jest pokłosiem zmian cywilizacyjnych dokonujących się w świecie technologii i organizacji działalności gospodarczej oraz postaw ludzkich i społecznych.
The article titled ‘Controversies and Dilemmas on Solving the Issue of Economic Security’ identifies and characterises controversies and dilemmas which raise the issue of economic security of a country in the conditions of contemporary development of the world economy. This detailed look, from the point of view of new institutional economy, allows three important subsets to be distinguished, those which are open as well as those which remain in strict correlation to each other. The first one is of a methodological nature; the second one derives from the area of changes generated by the processes of globalisation and regionalisation; the third one is the aftermath of civilisational changes taking place in the world of technology and organisation of business activities, as well as human and social attitudes.

This article discusses the reward system of the clergy by the state. Slovakia is one of the few countries where the priests – servants cult the of worship, are rewarded by the state. At first glance, it seems that it is an expression of generosity to the Church, but history shows that the reason of it there is an attempt to subjugate the Church by the State. That’s why the first part of the article began a brief overview of the history of the financial relations of Church and State in the years 1948-1949, and then author went on a particular Act No. 218/1949. It was about the economic security of the Church. According to the regulations from 14.10.1949 (one of the oldest legal writing) depending on the financial resources were paid from the state budget.

Threats to economic security affect national security. The aim of the article is to present the economic security threats taking into account selected determinants of state functioning and economic policy. In shaping economic security, it is important to properly consider threats to this security. Various research methods were used in the work, including the method of critical analysis of the literature as well as the method of analysis and synthesis. Considering the issues of economic security, it is also worth analyzing the threat to this security. In theory and practice, different aspects and types of threats to economic security can be taken into account. Many economic and social indicators should be used in the identification and assessment process of economic security threats. Poland’s security is affected by various economic threats, including those related to the international situation.
Zagrożenia dla bezpieczeństwa ekonomicznego oddziałują na bezpieczeństwo narodowe. Celem artykułu jest zaprezentowanie zagrożeń bezpieczeństwa ekonomicznego z uwzględnieniem wybranych uwarunkowań funkcjonowania państwa i polityki gospodarczej. W kształtowaniu bezpieczeństwa ekonomicznego ważną kwestią jest odpowiednie uwzględnianie zagro żeń dla tego bezpieczeństwa. W pracy wykorzystano różne metody badawcze, w tym metodę krytycznej analizy literatury przedmiotu oraz metodę analizy i syntezy. Rozpatrując zagadnienia bezpieczeństwa ekonomicznego warto również analizować zagrożenia dla tego bezpieczeństwa. W teorii i praktyce mogą być uwzględniane różne aspekty i rodzaje zagrożeń bezpieczeństwa ekonomicznego. W procesie identyfikacji i oceny zagrożeń bezpieczeństwa ekonomicznego należy korzystać z wielu wskaźników ekonomicznych i społecznych. Na bezpieczeństwo Polski wpływają rożne zagrożenia ekonomiczne, w tym związane z sytuacją międzynarodową.

Polityka bezpieczeństwa państwa jest zdeterminowana uwarunkowaniami wewnętrznymi i zewnętrznymi, obiektywnymi oraz subiektywnymi. Jej prowadzenie jest podporządkowane dążeniom do osiągnięcia konkretnych celów i ochronie własnych interesów państwa przy użyciu odpowiednio dobranych środków będących w jego dyspozycji. Celem artykułu jest udzielenie odpowiedzi na pytanie czy potencjał gospodarczy oraz militarny V Republiki Francuskiej rzeczywiście są czynnikami warunkującymi politykę bezpieczeństwa tego państwa. W celu opracowania artykułu wykorzystano metodę analizy aktów prawnych oraz metodę systemową. Z badań przeprowadzonych na potrzeby niniejszej pracy wynika, że zarówno potencjał gospodarczy, jak i potencjał militarny wpływają w znaczący sposób na kierunki prowadzenia polityki bezpieczeństwa Francji. Niemniej jednak czynnik wojskowy, który do niedawna zajmował pierwsze miejsce, obecnie stracił na znaczeniu na rzecz współpracy regionalnej w zakresie bezpieczeństwa.
The state security policy is determined by internal and external, objective and subjective conditions. Its conduct is subordinated to the pursuit of specific goals and protection of the state's interests with the use of appropriately selected means at its disposal. The aim of the article is to answer the question whether the economic and military potential of the French Fifth Republic are the factors that determine the security policy of this state. While writing the article, the method of analyzing legal acts and the systemic method were used. The research conducted for this article shows that both the economic potential and the military factor significantly affect the directions of France's security policy. Nevertheless, the military factor, which until recently ranked first among all factors determining the choice of security policy, has now lost its importance in favor of regional cooperation in the field of security.

The author of the article has conducted a comprehensive theoretical and legal research of the principles for reforming national security in the domestic jurisprudence. The author has defined the priorities and directions of the reform in the national security sector, and more important – its theoretical and methodological basis. It has been outlined that theory of national security is currently undergoing a stage of active formation and dynamic development. The search for reliable theoretical principles for the organization of the strategic planning system in the national security sector requires its consideration in terms of the application of the most general political and legal methods and tools of the state’s activities, built on the basic principles of complex and systematic nature and aimed at achieving the highest level of the national security. It has been concluded that the formation and implementation of state national security policy in Ukraine is one of the main problems of effective management of a transforming society. Ukrainian political practice indicates that the technology of implementing the doctrines, strategies, concepts and programs of the state policy in the national security sector should objectively integrate all components of political activity of the state and should be based on sound theoretical principles and historical experience. It has been determined that the main purpose of the national security reform is such a quality improvement of legislation and governance in the national security sector, which can provide quality strengthening the protection of key national interests from external and internal, real and potential threats, in accordance with еру current and future needs of society. It may provide the creation or substantial renewal of the activities of existing entities that ensure the national security, a significant change (“reformatting”, “resetting”) of the national security sector in accordance with existing social needs.

W artykule przestawiono kompleksowe rozważania i analizy przybliżające do lepszego poznania i zrozumienia mechanizmów korupcyjnych, jakie powszechnie występują w procesach zarządzania. Na wstępie scharakteryzowano różne ujęcia definicyjne omawianego zjawiska, akcentując jednocześnie, że wzorce zachowań określane mianem k o r u p c j a nie zawężają się wyłącznie do czynów zabronionych przez prawo. W dalszej części pracy zwrócono uwagę na postrzeganie omawianych problemów z perspektywy podważania zaufania do państwa i jego organów. Podkreślono przy tym, że każda arbitralna i uznaniowa decyzja podejmowana przez organy władzy publicznej może być oceniana z punktu widzenia przestrzegania zasad sprawiedliwości społecznej i równego traktowania. Następnie wnikliwie omówiono cele i znaczenie realizowanych czynności o charakterze analityczno-informacyjnym, które służą rozpoznawaniu praktyk korupcyjnych. Dodatkowo zaprezentowano metodykę postępowania, która umożliwia wszechstronne zdiagnozowanie oraz właściwe zrozumienie istoty, a także złożoności badanych zdarzeń i procesów.
The article presents comprehensive deliberations and analyses bringing closer view to better cognition and understanding of the corruption mechanisms which constitute general practices appearing in management processes. Firstly, different definitional approaches to the discussed phenomenon are characterized, stressing simultaneously that patterns of behaviours described as c o r r u p t i o n are not narrowing exclusively to actions forbidden by the law. Hereinafter the attention is paid to perceiving analyzed problems from the perspective of undermining trust to the state and its organs. It was emphasized that each arbitrary and discretionary decision made by public authorities could be assessed from the point of view respecting adherence to the principles of the social justice and the fair treatment. Next, the aims and significance of carried out analytical- information activities which are devoted to recognizing and identifying corruption practice are thoroughly discussed which are devoted to recognizing and identifying corruption practice. Finally, the article presents methods of proceedings which enable versatile diagnosis and appropriate understanding the essence as well as the complexities of examined phenomena and processes.

Opis:
Me-conomy i we-conomy to modele (kierunki, nurty) w rozwoju gospodarki globalnej. Model me-conomy w centrum zainteresowania stawia konsumenta (użytkownika, klienta, prosumenta etc.), jak również wskazuje na istotną rolę kastomizacji w zaspokajaniu jego potrzeb. W odróżnieniu od me-conomy, gospodarka oparta na zasadach „we” to tzw. gospodarka wzajemności, współtworzenia produktu i/lub usługi przez użytkowników, wsparta udziałem relacji sąsiedzkich i współpracy, zasad wikinomii oraz prosumpcji. Wspomniany kierunek łączy cechy różnych systemów gospodarczych i nurtów polityki gospodarczej, tj. gospodarki rynkowej z gospodarką tradycyjną i systemem gospodarczym centralnie kierowanym, jak również nurtu leseferystycznego z liberalizmem. Z uwagi na ograniczoną rolę państwa w funkcjonowaniu tego kierunku, a także brak odpowiednich regulacji prawnych i narzędzi ekonomicznych, które determinowałyby rozwój gospodarki „we”, coraz częściej postrzegana jest ona jako źródło zagrożenia bezpieczeństwa gospodarczego i społecznego, aniżeli kierunek rozwoju, pobudzający aktywność różnych podmiotów
Me-economy and we-economy are models (trends, streams) in the global economy development. In the me-economy model the core of interest is a consumer (user, client, prosumer, etc.) and the customisation in meeting customers’ needs. Contrary to me-economy, we-economy stands for reciprocity economy, co-production of products and/or services by the users and clients, supported by neighbourly relations and co-operation, the principles of wikinomics and prosumption. The above-mentioned trend combines the features of different systems and economic streams, i.e. the market economy with the traditional economy and the centrally controlled economic system, as well as the laissez-faire approach with libertarianism and liberalism. Due to the limited role of the state in functioning of this trend and the lack of suitable legal regulations and economic tools which would determine the development of we-economy, it is often perceived as a threat to social and economic security, and not as a direction of development stimulating the activities of various entities.
