Opis:
The paper focuses on modern martensitic steel (Docol 1200M) and its joint manufactured by means of welding process supported by micro-jet cooling for special vehicles’ structures. Docol 1200M is a type of material denoted as AHSS (A- advanced; H - high; S – strength; S - steel) with important material characteristics, which allows the potential to reduce the weight of the construction of transport means. The paper verifies if the use of micro-jet cooling after MAG welding process could help to maintain initial mechanical parameters of special vehicles’ components. The quality of the joining process was checked by nondestructive and destructive tests. Results from tensile tests have enabled capturing the stress-strain curve as well as mechanical parameters and comparison with data of the parent material. Fatigue properties of the weld are described in terms of the fatigue limit and fatigue diagram, presenting fatigue limit as a key mechanical parameter with respect to the application of the joint examined. Testing the fatigue strength of a new steel grade for special vehicles’ structures in the innovative MAG process at micro-jet cooling was treated as the main goal of the study.

W artykule przedstawiano część wytycznych stosowanych przy modyfikacji nadwozi pojazdów specjalnego przeznaczenia. Dla przykładowej marki pojazdów przedstawiono szczegółowe ograniczania, co do możliwości przedłużenia zwisu pojazdu, rozkładu masy itp., oraz metod konstrukcyjnych stosowanych praktycznie przy przedłużaniu zwisu pojazdu. Opisano zasady obowiązujące przy różnych technologiach, (nitowanie, skręcanie, spawanie) użytych przy modyfikacji ramy.
The article presented part of the guidelines used for the modification of special purpose vehicle bodies. For example brand vehicles are details about the possibility of limiting the extension of the vehicle overhang, weight distribution, etc., and construction methods used in practice when extending the overhang of the vehicle. Describes the applicable rules for different technologies, ie. riveting, bolting, welding used in the modification of the frame.

This study presents the vehicle classifications existing in various documents: „The Encyclopaedia of military Technology”, The Polish Norm PN-V-01002: „Armoured Equipment. Parameters and comparative ratios. Terminology and classification”, Structure of Car Transportation of Polish Armed Forces, The Defence Equipment Classification, The Allied Research Procedures Publication AVTP 00-07 „Military Vehicles Categories” (STANAG 4357 and 4358), The Common Procurement Vocabulary, established by the European Commission) and Fixed Assets Classification. The authors of the article take note of the inaccuracies in existing classifications and point out the necessity to create new, logical error free classification. The conception presented in the article is an attempt to put this situation in order. Presented conception of classification vehicles used in the army, primarily as weapons carries, necessary combat and logistics equipment, and also as means of transport and protection of sub-units of infantry, in order to eliminate chaos in military vehicle nomenclature used in documents such us: acts, regulations, norms and instructions. The conception characterizes certain level of generalization. For further detailed division can be used criteria named in the article: general criteria and particular criteria.

Zasadniczym celem autorów publikacji jest przeprowadzenie analizy i dokonanie oceny podejścia do zarządzania przewozami ładunków wielkogabarytowych w pojazdach nienormatywnych. Analizy dokonano na przykładzie przewozów ponadgabarytowych w Polsce na tle barier i stymulatorów przewozu ładunków ponadnormatywnych występujących w Unii Europejskiej. Tok wywodów ma także na celu zweryfikowanie hipotezy badawczej: „Optymalizacja zarządzania przewozami ładunków wielkogabarytowych w pojazdach nienormatywnych jest możliwa dzięki kompleksowej platformie rejestracji przejazdów, aplikowania o pozwolenie na przejazd, wyznaczania trasy przejazdu, monitorowania przewoźników, a także w drodze permanentnej poprawy komunikacji pomiędzy jednostkami administracji publicznej”. W publikacji: zdefiniowano ładunki wielkogabarytowe i pojazdy nienormatywne oraz dokonano ich uproszczonej klasyfikacji; zaprezentowano miejsce przewozów wielkogabarytowych w transporcie oraz wskazano wymagania związane z poruszaniem się pojazdów nienormatywnych; scharakteryzowano podejście do zarządzania przewozami ładunków wielkogabarytowych w pojazdach nienormatywnych w Polsce; zdiagnozowano bariery oraz stymulatory rozwoju rynku przewozów ponadgabarytowych; zaproponowano modyfikacje w zakresie przewozu ładunków wielkogabarytowych w pojazdach nienormatywnych w Polsce.
The main goal of the authors of this publication is to analyse and evaluate the approach to the management of oversize loads in special transport vehicles. The analysis was made with regard to heavy and oversized transportation in Poland against the background of barriers and stimulants for heavy and oversized transportation in the European Union. The reasoning of the arguments is also to verify the research hypothesis: "Optimization of the management of oversize loads in special transport vehicles is possible thanks to a comprehensive platform for registering such shipments, applying for a permission to operate on roads, determining the route, monitoring carriers, as well as through permanent improvement of communication between public administration units". In this publication: oversize loads and special transport vehicles were defined and roughly classified; the place of heavy and oversized transportation was presented and requirements related to the movement of special transport vehicles were indicated; the approach to managing oversize loads in special transport vehicles in Poland was characterized; barriers and stimulants for the development of heavy and oversized transportation were diagnosed; as for heavy and oversized transportation in special transport vehicles in Poland, modifications were proposed.

Zaprezentowano adaptację seryjnego pojazdu do potrzeb samochodu specjalnego, odpornego na uderzenia balistyczne podstawowymi pociskami wystrzeliwanymi z broni strzeleckiej. Weryfikację odporności balistycznej w oparciu o wybrane normy przeprowadzono przy użyciu eksperymentu oraz metod numerycznych. W eksperymencie przeprowadzono podstawowe testy balistyczne osłon stosowanych do zabudowy nadwozia pojazdu specjalnego, które posłużyły do analiz porównawczych z wynikami numerycznymi. Analiza numeryczna oparta na nieliniowych zagadnieniach dynamiki konstrukcji obciążonych udarowo została przeprowadzona z wykorzystaniem metody elementów skończonych. Wyniki uzyskane na podstawie symulacji procesu uderzenia balistycznego są zgodne z wynikami eksperymentalnymi.
In the recent work the adaptation of line production vehicle for special car necessity, that is resistance to ballistic impact of basic missile launched from small arms is presented. The ballistic resistance revision based on chosen standards was conducted with the use of experimental and numerical methods. In the experiment the basic ballistic tests of shields used for special car body development were conducted in order to make the comparative analyses with numerical results. The numerical method based on nonlinear problems of dynamics of impact loaded constructions was conducted with the use of finite element method. Achieved numerical models of the ballistic impact process are well compared to the experimental results.

Issues of driving stability of special-purpose vehicles result from engineering compromise between need of fulfilment of operational requirements and traction correctness of a vehicle. Especially, it concerns a motion in dynamic conditions with presence of high transverse accelerations. The paper comprises description and analysis of motion stability test results of a special-purpose two-axis vehicle with kerb mass of above 12 ton, with 4WD drive system, on a circular path drive and single line-change. One described methodology of the testing, used testing-measuring instrumentation, and distribution of the instrumentation in tested vehicle. It have been included a brief descriptions of the implemented instrumentation and method of acquisition and processing of the measurement data. One has tested a vehicle with highly located and considerably moved rearward centre of gravity. Such distribution of axle loads resulted from necessity of fulfilment of operational requirements of the vehicle. In the paper are presented test results performed for nominal and reduced with 20% tyre pressure. There were analyzed runs of lateral accelerations and axle slip angles in assumed condition of motion. One formulated general conclusions on stability characteristics for such type of vehicles.

The article is devoted to the issue of the negative effect of delays in the movement of special rescue vehicles on the effectiveness of their mission. The dependence of the area of fire on the delay of the arrival of firefighters using a fire-rescue vehicle is shown. The cascading graph of route options of special vehicle movement to the place of an emergency call is given. The algorithm of the optimal route choice of the special vehicle motion with given projected delays is offered. Based on the graph theory, probability theory, and the basic principles of traffic organization, the article proposes a new way to determine the optimal route.

The position of the centre of masses affects the distribution of wheel loads and, at the same time, the stability of the vehicle in drive on bends as well as the course (intensity and efficiency) of braking. For fire engines heading for the site of emergency, these are important properties regarding performance. The paper presents a simplified factor analysis of the influence of the centre of masses position in special vehicles with fire fighting bodywork on the characteristics of steering, lateral stability and braking forces. A relation between the transfer function and the driving speed has been presented and the influence of the distance between the centre of masses from the rear axle of the vehicle on its steerability has been analysed. With the examples of given vehicles, it has been shown to what extent the mentioned indices and parameters can be changed after equipping a standard truck chassis with our bodywork system. The information contained herein may be useful for the construction departments of specialized vehicle bodywork manufacturers.

Prezentowane opracowanie miało na celu wskazanie ponadstandardowych ograniczeń w funkcjonowaniu spółki celowej powołanej przez dwie publiczne instytucje: uczelnię oraz samorząd do komercjalizacji badań naukowych istotnych dla funkcjonowania regionu. Oba typy instytucji – mimo teoretycznych podobieństw – mają odmienną charakterystykę ze względu na sposób funkcjonowania, wewnętrzne regulacje prawne, źródła finansowania działalności oraz metody zarządcze. Nasuwa się zatem pytanie o skuteczność zarządzania powołaną spółką celową zarówno na poziomie strukturalnym (liczba ciał kolegialnych oraz ich wpływ na działalność spółki), w warstwie właścicielskiej (sposób komunikacji między właścicielami spółki) oraz w aspekcie zarządczym, tj. możliwość podejmowania decyzji oraz osiągania celów przez zarząd. Dodając do tego istotę tworzenia spółek celowych przez podmioty publiczne (uczelnie), należy zadać pytanie o sens powołania tego typu organizacji.
The presented study aims to indicate above-standard limitations in the functioning of a special purpose vehicle, set up by two public institutions: (1) a scientific institution and (2) local government to commercialize scientific research relevant to the functioning of the region. However, both types of institutions have different characteristic on the way of functioning, internal legal regulations, sources of financing of activities and management methods. This raises the question of the effectiveness of management of the special purpose vehicles, both at the (1) structural level (the number of collegial bodies and their impact on the company’s operations), the ownership layer (the way of communication between the owners of the special purpose vehicles) and in the management aspect, i.e. the ability to make decisions and achieve purposes by management Adding the major aim of creating special purpose vehicles by public entities (universities), the question should be asked about the sense of establishing a special purpose vehicle of this type of organization.

Podsystem wykonawczy Narodowego Systemu Pogotowia Kryzysowego składa się z dwóch elementów: militarnego i niemilitarnego. W zakresie ratownictwa chemicznego bez wątpienia pierwszoplanową rolę odgrywa Krajowy System Ratowniczo Gaśniczy z funkcjonującymi Specjalistycznymi Grupami Ratownictwa Chemiczno-Ekologicznego Państwowej Straży Pożarnej. Militarnym odpowiednikiem tych pododdziałów są Chemiczne i Radiacyjne Zespoły Awaryjne będące częścią integralną Wojsk Chemicznych, których użycie obwarowane jest szeregiem warunków zdefiniowanych w Ustawie o zarządzaniu kryzysowym z 2007 r. Aby sprostać nowym zagrożeniom i zbudować efektywny krajowy system ratownictwa chemicznego, należy w oparciu o istniejące siły i środki stworzyć spójny i synergetyczny układ "sił połączonych" militarnego i niemilitarnego podsystemu reagowania kryzysowego. Etap tworzenia tego układu powinna poprzedzać krytyczna analiza istniejących sił i środków, a następnie określenie ram prawnych oraz procedur użycia stosownie do antycypowanych zagrożeń związanych przede wszystkim z zagrożeniami systemu Bezpieczeństwa Państwa oraz zbliżającą się imprezą masową Euro 2012. W artykule przestawiono zasadniczy sprzęt Specjalistycznych Grup Ratownictwa Chemiczno – Ekologicznego Państwowej Staży Pożarnej, jednak ze względu na obszerność tematyki na tym etapie skoncentrowano się na pojazdach oraz sprzęcie ochrony indywidualnej ratowników.
The National System of Crisis Emergency is divided into two response forces: a military one and a non-military one. This system is to be responsible for all the tasks conducted by the forces mentioned above and the procedures dedicated to prevention measures against crisis situations, preparedness for taking control over them and responding if crisis situations arise. The State Fire Service and the Rescue System play a significant part in protecting the population in the event of new threats, especially CBRN terrorism. There are chemical rescue groups to carry out chemical, ecological and technical rescue. On the other hand, there is a military emergency chemical system based on organic NBC forces. One of the most crucial issues is co-operation within the National Fire and Rescue System and the military emergency chemical system. The aim of this paper is to present the NBC equipment of chemical rescue groups responding to CBRN threats.

Opis:
Podsystem wykonawczy Narodowego Systemu Pogotowia Kryzysowego składa się z dwóch elementów: militarnego i niemilitarnego. W zakresie ratownictwa chemicznego bez wątpienia pierwszoplanową rolę odgrywa Krajowy System Ratowniczo - Gaśniczy dysponujący Specjalistycznymi Grupami Ratownictwa Chemiczno-Ekologicznego Państwowej Straży Pożarnej. Militarnym odpowiednikiem tych sił są Chemiczne i Radiacyjne Zespoły Awaryjne będące organicznymi pododdziałami Wojsk Chemicznych. Aby sprostać nowym zagrożeniom i zbudować efektywny krajowy system ratownictwa chemicznego, należy w oparciu o istniejące siły i środki stworzyć spójny i synergetyczny układ "sił połączonych" militarnego i niemilitarnego podsystemu reagowania kryzysowego. Etap tworzenia tego układu powinna poprzedzać krytyczna analiza istniejących sił i środków, a następnie określenie ram prawnych oraz procedur użycia stosownie do antycypowanych zagrożeń związanych przede wszystkim z zagrożeniami systemu Bezpieczeństwa Państwa. Prezentowany artykuł jest kontynuacją problematyki omawianej w poprzednim numerze Zeszytów Naukowych. W tej części Autorzy przedstawią pozostały sprzęt Specjalistycznych Grup Ratownictwa Chemiczno-Ekologicznego Państwowej Staży Pożarnej, a w szczególności sprzęt: pomiarowy i wskaźnikowy, ratownictwa technicznego i medycznego, do pompowania i zbierania substancji niebezpiecznych, do ograniczania wycieków substancji niebezpiecznych, uszczelniający oraz środki neutralizujące skaSenia.
The National System of Crisis Emergency is divided into two response forces: a military one and a non-military one. This system is to be responsible for all the tasks conducted by the forces mentioned above and the procedures dedicated to prevention measures against crisis situations, preparedness for taking control over them and responding if crisis situations arise. The State Fire Service and the Rescue System play a significant part in protecting the population in the event of new threats, especially CBRN terrorism. There are chemical rescue groups to carry out chemical, ecological and technical rescue. On the other hand, there is a military emergency chemical system based on organic NBC forces. One of the most crucial issues is co-operation within the National Fire and Rescue System and the military emergency chemical system. The article is second part of the topic mentioned in part 1 and its aim is to present other NBC equipment of chemical rescue groups responding to CBRN threats.

In the era of the rapid development of motorization one of the most important characteristics of transport vehicles is the safety and comfort of their drivers and passengers. In particular, people driving vehicles professionally are exposed to vibrations, which may adversely affect their bodies, causing discomfort, dysfunctions, and even lesions of disease. The vibration level triggered by the system a road – a vehicle depends on the type and profile of the road surface as well as the driving speed. Vibration levels are assessed by means of characteristics and comfort comparative indexes determined by experimental methods. Attempts at assessing the comfort while driving along paved roads may be found in many publications; however, there is a lack of information on testing vehicles moving in off-road conditions, which is substantial from the point of view of military vehicle crews’ comfort. The driving comfort of crews of wheeled vehicles is subjected to examinations at the Military Institute of Armored and Automotive Technology.

The study discusses the issue of determining the conditions for testing the mileage of a vehicle. Lifetime tests are the crucial element of qualification tests. This type of research verifies the resistance of vehicles and elements of their on-board equipment to vibrations and shocks resulting from the interaction of uneven surface during the movement. Certain test conditions can be straightforwardly determined and verified e.g. weather conditions or a type of the road/surface. The problem appears when the tests are to be conducted in field conditions (off-road). At the set driving speed, the level and frequency structure of dynamic loads of elements of a vehicle drive system depend mainly on a surface profile and its viscoelastic conditions. Either the profile or the characteristics of ground foundations change over the time depending on various factors. The paper attempts to assess the interaction of a ground surface of selected field roads on a vehicle. The result of direct measurement of the vertical acceleration captured on a drive axle and on a vehicle’s frame above the axle was addressed. The measurement results were analyzed within the context of possible planning of vehicle test requirements with the application of the method of testing mileage under the field conditions.
