The article analysis the Law of the 19th July 1985 on Spatial Planning which introduced changes necessary after the reform of administrative division of the state and the introduction of the communes. Furthermore, more and more intensive industrialisation resulted in adjusting the local plans to the planned localisation of new investments. Also, the growing society needed more residential space what was not possible to achieve without the changing of the existing spatial plans. It is highlighted that the aim underlying the introduction of new law was to guarantee the coordination of general and local interest, by introducing the measures allowing to take into account social, natural and economic conditions of each region. The plans are adopted on several levels (national, regional and local). The national one covers the general provisions that takes into consideration the aims of the country development, the environmental protection concerns, protection of natural resources and the cultural heritage, the need for constant development of social and technical facilities for residential needs, sustainable development (taking into account both industrial and agricultural needs) and security and defence issues.  There are some imprecisions with defining the regional level. Accordingly to new administrative division of the country, it should mean the voivodeships, what is highlighted in the article. Nevertheless, the plans on this level should emphasis the development of voivodeship, without neglecting its influence on the neighbouring voivoideships. The local plans should take into consideration the needs of the local community. The law predicts also the spatial plans for the special functionality terrains (mines, agglomerations, national natural parks). In the further part of the article, there is a brief review over the process of adoption of the abovementioned plans. They are prepared by the Planning Commission within the Council of Ministers and broadly consulted. The representatives of the administration bodies, the social element and the representatives of the councils of people are also engaged in the process. The further obligations linked to the adoption of these plans are analysed in the latter part of the article. The specific procedure  for the localisation of investments is analysed in the last part of the article, it should have the form of the administrative act and is litigable before the Administrative Court. What’s more, it cannot change the provisions of the existing plans. What is more, in order to obtain consolidation with these plans, it need to be consulted with Planning Commission within the Council of Ministers if it regards the investment of national importance, and with local or regional authorities if the investment is of local importance. Moreover, it should be also consulted with the Environment and Water Resources Protection Office and the General Sanitary Inspection. The transition period provisions are of great practical value and regulate that all of the ongoing processes are conducted due to the old procedures. The new plans should be elaborated till the 31st December 1986 (it can be prolonged till the 31st December 1988).

The analysed Bill amendment to the Act on Spatial Planning and Development eliminates the legal basis for the enactment of a study of spatial development conditions and directions, provides for the establishment of the Urban Register as a public, open and free-of-charge register containing documentation of all stages of planning proceedings, and introduces an integrated investment plan as a special form of local spatial development plan. The effect of entry into force of provisions of the Bill will be an increase of the participation of the public factor in planning proceedings and the need to take into account the findings of the municipality’s general plan when issuing decisions on development conditions.

Since coming to power in 1994 successive ANC-governments have engaged in a series of attempts at national spatial development planning in South Africa. These engagements have received scant treatment in the planning literature. In this paper a broad overview of these initiatives is provided, with an emphasis on the different instruments; the context in which they were developed; the institutions that were proposed and/or created in support of the instruments; and the extent to which the instruments were implemented and what their levels of success were. The paper concludes with a call for comparative research, including South Africa, in this arena.

Spatial policy-making and implementation at the national and regional levels require, among others, long-term monitoring of socio-economic processes in the spatial and statistical dimension. The paper focuses on the issue of land-use changes for non-agricultural and non-forest purposes in individual provinces (called voivodeships). A special emphasis was put on the intensity and direction of the transformation processes. In order to compile the results in the form of a comparative analysis, a multi-indicator method was developed with the use of the data provided by Local Data Bank for the years 2003-2017. The results illustrate both variations and similarities in the spatial development between the analyzed voivodeships.

Since the popularisation of the conception of sustainable development in the report Our Common Future of 1987, this type of development has been adopted in many countries of the world as a basis for all kinds of measures taken at various levels of territorial organisation. Also in Poland sustainable development is a constitutional rule today and, together with spatial order, one of the chief principles of physical planning and spatial development, although the law does not define them in very precise terms. Thus, it is an open question how the sustainable development rule should be accommodated in the practice of physical planning and spatial development, and in a wider context, how physical planning and spatial development can contribute to a more sustainable type of development. In this article special attention will be paid to both, the legal regulations in force in Poland and the actual practice of physical planning and spatial development that is not conducive to sustainable development. The summing up will include recommendations for concrete measures that should be taken in order to transform sustainable development in Poland from a dead letter of the law into a reality in physical planning and spatial development.

Miasto jako system ulega ciągłym przekształceniom, co nie wpłynęło na fakt, iż pomiędzy jego strukturą społeczną a formą urbanistyczną zauważalny jest nadal nierozerwalny związek. Rewolucja ogólnooświatowa XX w., przyczyniając się zmian ekonomicznych i społecznych, spowodowała w strukturze miasta znaczne przeobrażenia. Przemiany cywilizacyjne, w tym informatyzacja społeczeństwa oraz rozwój technologiczny wpłynęły na zmiany struktury miasta. Wiek XX, głównie po II wojnie światowej, zaznaczył się dużymi przeobrażeniami w odniesieniu do ludności. Procesy demograficzne i nasilone zmiany urbanistyczne przyczyniły się do koncentracji ludności w miastach dużych i średniej wielkości. Do zobrazowania ww. procesów w niniejszym artykule autorka posłużyła się przykładem Zielonej Góry, która w systemie osadniczym kraju stanowi miasto średniej wielkości. Optymalizacja struktury miejskiej ze względu na klimat, gospodarkę gruntami, tradycję miejsca i potrzeby samych mieszkańców przybliża rozwój ośrodków ku urbanistyce, w której polityka ekologiczna stanowi priorytet. Wyważenie proporcji pomiędzy działaniami mającymi na celu realizację doraźnych potrzeb a ochroną wartości krajobrazu miasta, jego struktury stworzyć powinny logicznie funkcjonujący układ przestrzenny – system.
The city as a system undergoes constant changes. However, this does not change the fact that there is still to be seen a strong connection between its social structure and urban form. The world revolution of the 20th century contributed to economic and social transformations, and caused considerable reform in the structure of the city. Civilization changes, including faster circulation of transformation in society and technological modifications, had an impact on the structure of the city. The 20th century, mainly after World War II, saw consuiderable changes in population. Demographic processes and intensive urban restyling resulted in the concentration of the population in large cities and medium-sized towns. In order to illustrate the abovementioned processes in this paper, the author used the town of Zielona Góra as an example. This is a medium-sized town in the country’s settlement system. The optimization of the urban structure in terms of the climate, land management, the tradition of the place and the needs of the inhabitants leads to urban planning in which ecological policy is a priority. Balance between activities directed at satisfying immediate needs and protection of the town’s landscape and structure should form a logical spatial system.

Policies that aim at bringing about a digital transformation (seek to) create the conditions for particular spatial development trajectories. Yet, the understandings, explicit and implicit, of space advanced by digital agendas have remained rather underexposed to date. This paper addresses this gap by developing a Foucauldian-inspired discourse-analytical framework and applies it to the programme of ‘Digital Hungary’. It is argued that policies of digitalisation in Hungary only to a minor extent consider the spatial dimension, and their impact potentially undermines the declared aims of spatial development at different scales.

The presented study considers the impact of public expenditure related to land development on the potential of an urban green infrastructure to provide ecosystem services (ES). The study site (Szachty) is located in Poznań, the fifth largest city in Poland. In the article, we recognised the type of expenditure (permanent infrastructure and ongoing maintenance), the costs and the influence on ES (stimulating, weakening or no relevant). The study shows that the financial policy concerning the study area is focused on creating an infrastructure that enhances cultural ecosystem services (CES). However, the creation of recreational facilities weakens the potential of the area for supplying regulating services concerning maintaining nursery populations and habitats. The results highlight the need for scientific support for policymakers in understanding the synergies and trade-offs between ES, resulting from financial decisions. This is particularly important in the decision-making process in the areas of high natural value, in which full, long-term effects of the decisions may be barely visible and incomprehensible for the society. Showing the impact of financial decisions on the structure and level of ES may provide arguments supporting a more complex and high-quality social dialogue, including balancing the interests of various stakeholders.

Autor, wybitny historyk polsko-izraelski, w latach 2010−2011 był członkiem rady redakcyjnej „Biuletynu Szadkowskiego”. Studium składa się z sześciu rozdziałów, z których cztery pierwsze dotyczą dziejów Szadku od czasów średniowiecza do XIX w. Artykuł przywołuje drugą część opracowania J. Goldberga – obejmującą dwa rozdziały i załączone materiały graficzne – odnoszącą się do rozwoju przestrzennego miasta.
Studium historyczno-urbanistyczne Szadku (Historical study of the development of Szadek), prepared by J. Goldberg in 1961, is a compendium of knowledge about the history of this town. It has not been published and exist in the form of typescript. The author, a distinguished Polish-Israeli historian, in the years 2010–2011 was a member of the editorial board of ‘Biuletyn Szadkowski’. Studium consists of six chapters, of which the first four deal with the history of Szadek from the Middle Ages to 19th century. The article highlights the second part of the study – two chapters and the related graphic material – concerned with the spatial development of the town.

One of the main aspects of space in the medieval town consisted of various kinds of sacred structures, above all, parish churches, but also churches belonging to religious houses and hospital chapels. Many spheres of the social life of the town centred on them, both in terms of community (corporate ones involving forms of collective religious experience within guilds and brotherhoods) and of individual experience (private piety). The article considers the issue in relation to the settlement complex of medieval Gdańsk, which initially was a city under Lübeck law, which after its destruction became three town centres successively established in the fourteenth century: the Gdańsk Main Town, the Gdańsk Old Town, and the Gdańsk Young Town. It is important to note that within them were pre‑existing and newly built parish and sister churches, hospital chapels, and churches attached to religious houses. All such buildings are of interest in the sacred topography of the settlement complex in the Middle Ages. Detailed studies of this topic should contribute to a fuller picture of the social history of Gdańsk in the late Middle Ages with special reference to functioning church institutions, not only in an institutional sense, but also as a social network linking various social levels among its inhabitants, both individually and collectively.

Presented glossary to the judgment of the Supreme Administrative Court in Warsaw of 11 January 2017 (II OSK 932/15) is approved and polemic. The position of the Supreme Administrative Court has been divided that the municipal authorities may, in the local spatial development plan they formulate, restrict the rights of the owners in order to fully realize other values which they consider more important. When discussing polemics with the views expressed in the explanatory memorandum, three factors have been identified in this statement, which have determined the outcome of the findings of the local spatial development plan, the requirements of the public interest, and the future rights of third parties. As a consequence, it was recognized that the statutory principle of weighing interests – by referring to the constitutional principle of proportionality – was consistent with the system of application of the law of planning and spatial planning and shaping the correct relationship between the public interest and individual interests.

The article examines a new tendency in the Polish system of local spatial planning and development, i.e. the microplan of spatial development. The aim of the work is to verify whether the above-mentioned tendency is entirely compliant with the rules expressed by the lawgiver in the Act on spatial planning and development, as well as the basic principle of the planning activities – spatial order. Furthermore, the author focuses on the theoretical views on the construction of a local spatial development plan in the context of a microplan. The analysis also includes the relation between the above mentioned tendency and the rules governing the planning of self-governance as the entitlement exercised by the municipality.

The research based on analysis smart city-initiatives in framework of sustainable development. The main hypothesis is a lack of a comprehensive vision of a smart city slows down the development of the city as a whole. The results of research are developed methodology of community analysis and designed template for competitive passport of the city (community). The competitive passport of the city that developing on bases of proposed methodology will allow to reveal explicit and implicit competitive advantages of the territory, to choose the most needed at this stage of smart-technology, to develop an up-to-date strategy with specific (measurable and achievable) goals. Thereby using the concept of smart cities allows cities, regardless of their size, to achieve economic development, attract investors, and mobilize local people and create new jobs. The smart platform allows share data between all participants and stakeholders, this improves efficiency and stimulate changes.

This paper deals with the problem of shaping landscape. The examples of towns of Great Poland from the 13th century were implemented and used. Their layout was not accidental. Towns were created with a substantial dose of accuracy. A market square was precisely laid out; roads were turned straight to the nearby towns, and plots were created for townsmen. It tended to be the final product of human thought and idea. The comparison of towns’ sizes shows that the same measures and similar schemes were used. In a medieval town each and every aspect was carefully planned and wellthought- out, but sometimes it was modified due to the terrain. Subsequent generations interpreted landscape on their own and occasionally changed the layout of a town. The contemporary appearance of towns is a product of thought materialisation in the living space. That is why the landscape of towns can be analysed and read.

In Switzerland, spatial observation and monitoring systems are very much defined and implemented at the various levels of government. This takes into account the fact that the main challenges and issues differ greatly not only between the levels of government but also regionally. The exchange processes between the levels of state, as well as between the various actors at the respective levels are interwoven in many ways, and this peculiarity of political work is also reflected in the implementation of indicator and monitoring systems. Although strongly characterised by the subsidiarity and independence of the respective level, a lively and well-balanced interaction between different actors can also be observed. This results in a somewhat multipolar picture within and across the levels, with a strong focus on cross-sectoral coordination and cooperation. The main goal of this article is to give an insight into and to deepen the understanding of the main characteristics and processes, dependencies, and interactions in the context of territorial monitoring in Switzerland. The insight is provided from a rather subjective perspective and based on a long-time institutional experience in this field.
