The paper includes the recapitulation and critical analysis of the results of a pilot study of IT outsourcing management processes in selected industrial enterprises operating in Poland. Development of IT sourcing models in the context of ongoing globalization and technological progress is a challenge for both practice and theory. The publication concerns the principles and practices associated with the acquisition of IT resources and the management of IT sourcing in Poland ‒ a country poorly represented in the literature. Little research has been conducted on the strategic rationale behind IT sourcing decisions, the resulting challenges and the potential or actual consequences of such decisions. The article tries to identify the most problematic and critical factors for effective cooperation with suppliers of IT services. The results were analyzed on the basis of the broad empirical outsourcing literature.

W niniejszym artykule podjęto próbę weryfikacji modelu dojrzałości sourcingowej organizacji w obszarze IT na podstawie wyników pilotażowego badania przeprowadzonego na grupie 24 losowo wybranych przedsiębiorstw branży przemysłowej działających w Polsce. Celem badania było przede wszystkim pozyskanie informacji na temat funkcjonowania najważniejszych aspektów współpracy sourcingowej w odniesieniu do usług IT ankietowanych organizacji. W artykule zaprezentowano skróconą wersję graficznej prezentacji wyników, natomiast główny nacisk położono na analizę uzyskanych danych i informacji, opis badanych aspektów oraz próbę sformułowania odpowiedzi na pytania, które były inspiracją do podjęcia badań.
In the article, the author attempts to verify the IT sourcing maturity model using the results of a pilot study conducted on a group of twenty-four randomly selected industrial companies operating in Poland. The aim of this study was to obtain information on the operation of the most important aspects of the IT sourcing relationship in surveyed organizations. Presentation of the results, due to the limited scope of the article, was reduced to a minimum, while the main attention was devoted to the analysis of the collected data and information and description of the studied aspects. Moreover, it was made an attempt to answer the questions that were inspired to undertake the research.

Podejmowanie decyzji sourcingowych w odniesieniu do usług IT stanowi interesujący obszar badań teoretycznych i empirycznych w zakresie zarządzania IT (w tym zarządzania usługami i projektami IT). Związane to jest z wieloma istotnymi problemami jak np.: zarządzaniem zasobami organizacji w dobie globalizacji i wirtualizacji przedsiębiorstw; rozwojem i doskonaleniem IT; wpływem relacji sourcingowych z dostawcami usług IT na innowacyjność i wzrost konkurencyjności firm. Celem artykułu jest wskazanie aktualnych trendów w praktyce zarządzania obszarem IT organizacji oraz określenie determinant decyzji odnośnie implementacji modeli sourcingowych dotyczących realizacji/świadczenia usług IT z wykorzystaniem zasobów globalnych ze szczególnym uwzględnieniem aspektów bezpieczeństwa informacyjnego. Na podstawie analizy literatury, przeprowadzonych badań, własnych doświadczeń oraz dotychczasowych publikacji autorzy wskażą m.in.: istotę i przesłanki sourcingu usług, trendy w sourcingu usług IT w Polsce, uwarunkowania społeczno-ekonomiczne relokacji usług IT, zagrożenia z nią związane oraz jej wpływ na bezpieczeństwo informacyjne.
Taking sourcing decisions and implementing sourcing models in relation to IT services is an interesting area of theoretical as well as empirical research in the field of IT management (including service management and IT project management). It is connected with many important issues, such as: management of the organization's resources in the era of globalization and enterprise virtualization; development and improvement of IT; the impact of sourcing relations with IT service providers on innovation and increase of companies' competitiveness. The aim of the article is to indicate current trends in the practice of enterprise IT management and to define the determinants of decisions regarding the implementation of sourcing models connected with the implementation of IT services using global resources, with particular emphasis on information security aspects. Based on the analysis of literature, personal experience and previous publications, the Authors discuss the essence and reasons for IT sourcing, trends in sourcing of IT services, socio-economic conditions for the relocation of IT services, threats related to the relocation of IT services and its impact on information security.

This paper is a  literature review to compare selected dimensions of manufacturing, services and R&D sectors supply chains. Each supply chain is seen as a  system which proper input should be proceed to gain appropriate output. Therefore, to study the supply chains, inputs, outputs and the processors specifications should be considered and the most common characteristics of each sectors’ input and output are investigated; additionally, due to wide range of supply chain specifications the factors are brought from the literature to the model to have a  unique structure of comparison: quality, cost, flexibility, competitiveness, resource utilization and innovation. The final result is a  comparison of the factors in manufacturing, service and R&D sourcing.Purpose – This paper is a  literature review. Due to novelty of R&D sourcing in compare with tangible manufacturing sourcing and intangible service sourcing, and lots of models and procedures from manufacturing sourcing were modified in services sourcing, we tried to compare manufacturing and services sourcing bold aspects with R&D souring to find out the possibilities of such modifications. Additionally, exploring on the similarities and differences could lighten up sourcing strategy selection processes.Design/methodology/approach – Supply chain management is initiated in manufacturing companies, and then various methods, procedures and strategies are modified, developed, and applied at service sector organizations. Therefore, R&D supply chains can be understood by comparing various factors of manufacturing (tangible) and service (intangible) supply chains to find opportunities for modification or innovation in R&D supply chains. The supply chain is a  system in which the input should pass out the processor to be converted into the appropriate output. Thus, in this study, inputs, outputs, and processors of supply chains are studied. Using the variation and range of supply chains factors as processor criteria, the most important characteristics of supply chains are studied: quality, cost, flexibility, competitiveness, resource utilization, and innovation.Findings – The result of the study is a  general comparison of R&D, manufacturing, and service supply chains in terms of these criteria: quality, cost, flexibility, competitiveness, resource utilization, and innovation that gives a  synergetic view pointsOriginality/Value – Modifying and developing sourcing strategies and procedures in manufacturing and service sourcing are possible approaches. The possibilities and opportunities in R&D sourcing were evaluated. Subsequently, there are not any other researches which compare R&D sourcing with manufacturing and services.

This páper reports on the dynamics of the anthropocentrism principle which has deter- mined three development stages o f linguistic pragmatics - communicative, cognitive and discursive ones. In the first (communicative) slage the anthropocentrism principle in the pragmatics involves emphasis on speech acts of one communicant. The second (cognitive) stage is characterized by applying to mental States o f the communicant and aims to explain the relationship language - mind ~ speec h , on the one hand, and involvement of interdisciplinary relations, on the other hand. In the third (discursive) stage, the anthropocentrism principle expands to cognitive and speech interaction o f communicants and their groups within discourses of different types signifying the leading role o f linguistic pragmatics in the evolvemenl o f discourse linguistics. An overview of discourse interpretations is given which include: research materiał (discourse is a text, an excerpt of a text or a complex of texts), object (discourse is a process) and subject (discourse is a unity o f communication process and text).

Decision-making and implementation of IT sourcing models is an interesting area of both theoretical and practical study of IT management (including IT project management). This is related to a number of significant problems, such as: –– knowledge management in organizations, in particular data protection and information security management systems, –– development and improvement of IT, –– the influence of IT sourcing relationship on innovation and increase of the competitiveness of enterprises. This article concerns the management of relationships with suppliers of IT services in the context of enhancing the innovative capacity of the organization. The author argues that the use of adequate models in the area of IT sourcing and proper management of the sourcing relationship may contribute to the increased innovation of IT processes and services and processes supported by IT, and thus may affect the growth of the competitive advantage of the organization. The paper analyzes the factors and barriers that organizations may face in the context of building relationships to share knowledge and creating innovative solutions on the basis of analysis of the sources of literature and own observations of the author. Moreover, the author tries to point out the potential that lies in the collaboration with IT service providers, if it is done knowingly and with the involvement of all stakeholders.

Aim: To investigate the relationships between team characteristics and their impact on cross-functional sourcing team effectiveness in a public procurement environment. Design/research methods: In an embedded single case study, three cross-functional sourcing teams of diverse divisions and departments of the Dutch Province of South Holland are analyzed by means of a comparative analysis. Conclusions/findings: Teams with greater interpersonal cohesiveness showed more personal and open communication and greater informal frequency of within-team communication. Apparently, task work communication has a positive impact on task cohesion, and interpersonal cohesion has a positive impact on interpersonal communication. A stable team with no changes in roles and membership is likely to show strong task cohesion. Office space for regular meetings and dedicated time for team activities contribute to team effectiveness. Originality/value of the article: Making sourcing decisions is a complex process, particularly in cross-functional sourcing teams with divergent views, objectives, and priorities of the various members of different disciplines. Few studies have examined sourcing teams in the public sector. The study is based on the Input-Mediation-Output-Input model which recognizes mediational factors (processes and emergent states) that transform inputs to outputs. The study contributes to current understanding of the nonlinear linkages between process and emergent states of cross-functional teams in the public sector. The results are useful for public organizations to create more effective cross-functional sourcing teams.

In his essays, collected in In Mistrust We Trust: Can Democracy Survive When We Don’t Trust Our Leaders? and Democracy Disrupted: The Politics of Global Protest, Ivan Krastev questions the state of contemporary democracy. He describes it as ‘post-political’ because while procedures are observed, democratic elections take place, and governments are sometimes replaced, nothing of substance changes in politics and voters lack any sense of having influence or that their votes actually matter. Democracy is obviously in crisis and a variety of solutions to this predicament have been proposed: even more elections more direct democracy, or more transparency. Or perhaps a remedy to the crisis of democracy will stem from protests and from ‘taking to the streets’—these being ‘alternate means’ of doing politics? Krastev criticizes all the above proposals, concluding that none is satisfactory or likely to restore trust in democratic institutions. Perhaps democracy ought not to be superficially improved, but instead rethought from the be ginning? The author points to several questions that should be taken into account in thinking about a new form of democracy. She also considers whether the mass protests of the 2010s were a new phenomenon and involved new ideas for doing politics, or were typical modern social movements, only on a global scale and employing novel instruments of mobilization.

Information technologies have been developing nowadays at an amazing speed, affecting the functioning of organizations. Almost all of these organisations are involved in some way in sourcing activities, and each of them develops a sourcing relationship that suits its particular needs. In the article, different kinds of outsourcing models were discussed, which are applied in the contemporary management, with particular emphasis put on cloud computing. Cloud computing has become an omnipresent and an increasingly important technology and new risk areas have appeared. The main aim of this article was to present the most important risks related to the introduction of management models based on the most recent IT technologies, e.g. cloud computing, and emphasize the role of appropriate IT security management.

An essential problem for enterprises is the planning and the organization of the obtaining all types of resources process, defined as sourcing, and in the case of the utilization of web-based technologies, as e-sourcing. The article presents definitions of basic notions, such as: sourcing, e-sourcing, strategic sourcing and strategic e-sourcing, the concept of resource-based view and classification of resources. The analysis also included the development of supply processes realized on-line. The purpose of this paper is to use a resource-based view to answer management’s questions: whether e-sourcing as the process of sources and means of planning supply into all resources of the enterprise is a process of a strategic meaning for the enterprise? How to organize this process and which web-based solutions technologies can be used in its effective realization? The organizational model for strategic e-sourcing was proposed in which for each of the four distinguished stages, the utilization of web-based technology solutions was suggested.

For the media, local self-government organizations are an important source of information when the public needs to know about local matters. In turn, for local self-governments, the media is one of the most useful means of communicating with residents. Citizens’ understanding and awareness of local self-government and local issues are particularly important within decentralization resulting in the enhancement of local authorities' capacity. Under these conditions, local self-governments are becoming key communicators within their communities and are significant sources of information for local news reporting. It is evident that governments should use all available modern communication tools, including social media. The data from surveyed journalists from two countries – the Slovak Republic, where decentralization processes have already taken place, and Ukraine, which is still developing them – proves that local governments’ social presence serves as an information source to cover local issues. The survey findings show that journalists integrate local governments’ social media sourcing into their professional practices. Using local self-governments’ sites on social media as journalistic sources provides journalists with important opportunities for extending their agenda, informing and updating people, and reflecting life at the local level.

Nie budzi wątpliwości teza, że nastąpił wzrost zapotrzebowania na specjalistów z tego typu kompetencjami (kompetencjami twardymi/technologicznymi). W rozważaniach natomiast podjęto próbę obrony hipotezy, że dla specjalistów IT kompetencje miękkie stają się równie potrzebne obok umiejętności technologicznych.
The article deals with the issues of soft competences in the IT area of modern organizations. Currently, management practice is inseparably connected with dynamically developing information and communication technologies and growing, diversified demand for access to constantly changing technological competences. There is no doubt that the demand for specialists with this type of competence has increased (hard/technological competencies). On the other hand, the attempt was made to defend the hypothesis that for IT professionals soft skills become equally necessary alongside technological skills.
