    Opis:
    Goal – the goal of the present article is to put into perspective the conceptual framework of Norway’s development assistance policy. It argues that the Norwegian approach to development assistance stems from the welfare-state ideology, the position of moralism and the humane internationalism formed due to Norway’s identity as a small state. In this vein, Norway regards development assistance as a crucial way to promote its socio-political values and maintain international stability. Being one of the most generous donors of ODA in proportion to the size of its economy, Norway demonstrates its readiness to have a moral responsibility for the global common good. Research methodology – the methods used in the article are external research of offi cial documents and reports of Norwegian governmental agencies and international organizations, as well as historical analysis of key pillars and trends of Norwegian development assistance. Score/result – the article is distinguished by a high scientific level. Originality/value – the article represents the original complex approach to the pro blem of Norwegian development assistance providing substantial analysis of its legal framework and conceptual ground.

    Opis:
    This work is an attempt to determine the axiological basis for the constitutional system of the Republic of Poland. Summing up the findings concerning the fundamental values of the state political system underlying the solutions of the Constitution of the Republic of Poland of 2 April 1997, we can conclude that it should have the following attributes: to be the common good of all the citizens, a democratic state implementing the idea of the sovereignty of the Nation and civic society, a state that is ruled by law, independent and sovereign, secular, diligent and efficient, implementing the concept of separation of powers. The constitutional values referring to the status of “human and citizen” are: the dignity and freedom of the person, equality and solidarity of all persons, an individual’s personal, social and legal security and the protection of their freedoms and rights. In accordance with the Constitution of the Republic of Poland, the axiological foundation of the socio-economic system is social market economy based on three pillars: 1) freedom of economic activity, 2) private ownership, 3) solidarity, dialogue and cooperation of social partners. The list of these values should be complemented with the social values which determined the adoption of the concept of social market economy, social justice and social security of citizens.
    Niniejsze opracowanie stanowi próbę określenia aksjologicznych podstaw konstytucyjnego ustroju Rzeczypospolitej Polskiej. Sumując ustalenia dotyczące fundamentalnych wartości ustroju politycznego państwa, na których są oparte rozwiązania Konstytucji RP z 2 kwietnia 1997 r., możemy stwierdzić, iż powinno ono posiadać następujące przymioty: być dobrem wspólnym wszystkich obywateli, państwem demokratycznym, w którym jest urzeczywistniana idea suwerenności Narodu i społeczeństwa obywatelskiego, prawnym, niepodległym i suwerennym, świeckim, rzetelnym i sprawnym, realizującym koncepcję podziału władzy. Wartościami konstytucyjnymi odnoszącymi się do statusu „człowieka i obywatela” są: godność człowieka, jego wolność, równość wszystkich i ich solidarność, bezpieczeństwo osobiste, socjalne i prawne jednostki, jak też ochrona jej wolności i praw. Fundamentem aksjologicznym ustroju społeczno-gospodarczego Konstytucja RP czyni społeczną gospodarkę rynkową, opartą na trzech filarach: wolności działalności gospodarczej; 2) własności prywatnej, 3) solidarności, dialogu i współpracy partnerów społecznych. Katalog tych wartości trzeba uzupełnić o te wartości społeczne, które determinowały przyjęcie koncepcji społecznej gospodarki rynkowej: sprawiedliwości społecznej i bezpieczeństwa socjalnego obywateli.

    The political culture of the professional cadre of the Polish Navy during the period of the system transformation after 1989 evolved from authoritarian to democratic model. It should be noted that every army, even in democratic system, is an authoritarian institution, based on hierarchy and obedience from the lowest to the highest ranks. It is important in the times of transition and changes, when civilian supervision over army was introduced as a consequence of implementation of democracy. The professional cadre swore a new oath of the fidelity to Polish Republic and its authorities. The transition of the 1989 was accepted by Navy with relief because people realized that army would not be used to suppress its own nation. One of the factors that has determined it was the very high level of education of this professional group – almost 100% of officers had an academic degree. The article covers the specificity of the political culture of the army, characterizes the system of preferred values and specific attitude towards the traditional social and political values among the professional cadre of the Navy. All those factors fostered the calm course of the system transition for this professional group.
