The aim of this paper is to compare the IS development in the poviats of the podkarpackie voivodship. The synthetic development measures were determined according to: the multiplicative aggregation of indices and the TOPSIS method. Two levels of aggregation and weights determined by the AHP method were used. The values of the indicators were calculated based on the results of surveys carried out in the poviats of the podkarpackie voivodship within MNiSW research project “Determination of intra-regional disparities in the information society development”.

Badania statystyczne pokazują zróżnicowany poziom dostępności i wykorzystania technik in-formacyjnych i komunikacyjnych w krajach tzw. starej Unii, w krajach dawnego bloku wschod-niego, które niedawno przystąpiły do Unii Europejskiej i w krajach ubiegających się dopiero o członkostwo. Jednak mierniki dotyczące poziomu rozwoju społeczeństwa informacyjnego, prezentują go dla całej populacji. W poszczególnych grupach społecznych sytuacja może wyglądać zupełnie inaczej. Taką grupą są studenci. Są to osoby młode, zwykle dobrze obeznane z technologią informacyjną, aspirujące do roli przyszłych liderów swoich społeczności. Celem badania jest sprawdzenie, czy jakie różnice w wykorzystaniu mediów informacyjnych występują wśród studentów z tych trzech grup krajów. Autor przeprowadził badanie ankietowe wśród studen-tów kierunków ekonomicznych trzech krajów: Holandii, Polski i Turcji. Badanie wykazało, że wśród studentów nie występują znaczące różnice w sposobie wykorzystania mediów informacyj-nych, wynikające z poziomu rozwoju krajów, gdzie mieszczą się uczelnie.

Opis:
The paper investigates both the causes and effects of the rapid increase in the data volume (Big Data) and their impact on human cognition. The role of the Internet in distributing and exchanging of such data, and their impact on the growth of the Information Society are emphasized. As a result, Wisdom Science – a new kind of research – emerges which has the potential to facilitate more advanced solutions in the digital world. In consequence, new kinds of info-driven devices, services and systems called “smart” are developed and applied in almost every aspect of human activities around the world. However, this is not enough for humans to use all those well-informed smart devices and systems because, first of all, their decisions should be wise. Therefore, the paper, coming from a cognitive informatics approach defines wisdom and its applications, illustrated by some practical cases. Based on this, relations between knowledge and wisdom are shown, and human abilities corresponding to them are defined. They can decide about a transformation of a knowledge society to a wisdom society.

Harmony of life and interaction of the community depends on a set of values with which we are dealing in a given society, and so with everything that brings people together. Since the system of values which guide us in our lives often depend on: the quality of our social life, citizenship, effects realized projects professional and social, family life and personal satisfaction is why education is now the necessity of taking action to desired values could be by students recognized consciously chosen and respected, acting permanent source of inspiration.

Opis:
Poziom rozwoju społeczeństwa informacyjnego jest jedną z ważniejszych determinant wpływających na poziom życia ludności oraz konkurencyjność gospodarek. Rozpatrując lokalne gospodarki na szczeblu województw można dojść do tego samego wniosku. Dlatego istotna jest ocena stanu zaawansowania informatyzacji w ramach każdego obszaru wchodzącego w skład pojęcia społeczeństwa informacyjnego. Celem artykułu jest ocena poziomu rozwoju informatycznego oraz zidentyfikowanie istniejących zależności przestrzennych polskich województw. Analizę przeprowadzono w oparciu o miarę syntetyczną oraz narzędzia statystyki i ekonometrii przestrzennej (globalne i lokalne statystyki Morana). Bazując na pracach Komisji Europejskiej, która skonstruowała Wskaźnik gospodarki i społeczeństwa cyfrowego DESI, uwzględniono w analizach zestaw kilkudziesięciu zmiennych, które pogrupowano według pięciu kategorii. Dla każdej z tych kategorii oraz dla ogółu zmiennych zbudowano miary syntetyczne. Analizy wskazały liderów w obszarze informatyzacji oraz tych, którzy w tej kwestii mają wiele do poprawy. Ponadto, przeprowadzono analizę przestrzenną badając występowanie autokorelacji przestrzennej. Ustalono, iż nie występuje to zjawisko, gdyż uzyskane w większości ujemne wartości statystyk były nieistotne statystycznie. Wskazuje to na losowe rozmieszczenie wartości miar między lokalizacjami. Analiza lokalnych statystyk wyłoniła przede wszystkim województwa odstające na plus od swoich sąsiadów (mazowieckie i pomorskie); jedynym outlierem odstającym na minus od sąsiadów było województwo świętokrzyskie w kategorii związanej z informatyzacją przedsiębiorstw. Otrzymane rezultaty mogą być wskazówką dla zarządzających danymi jednostkami terytorialnymi, w jakich obszarach należy wprowadzić działania mające na celu poprawę sytuacji.
The information society development level is one of more important factors that affects people’s living standard and the competitiveness of economies. We can say the same regarding local economies (e.g. voivodships). Therefore, a very important issue is the evaluation of the digital development level in all the fields connected with information society. The purpose of the article is the evaluation of information society level and the identification of spatial dependences in Polish voivodships. The analyses were carried out on the basis of multivariate comparative analysis tools (synthetic measure) and spatial statistics and econometrics tools (global and local Moran’s statistics). Based on the works of European Commission which developed The Digital Economy and Society Index – DESI, several dozen variables were taken into consideration in the analyses; these variables were divided into five categories. For each group separately and for all the variables synthetic measures were built. The analyses pointed out the best and the worst voivodships in respect to considered phenomena. The spatial analyses concerning the identification of spatial autocorrelation occurrence were provided as well. They showed the absence of spatial autocorrelation because of the statistically insignificant negative statistics values. It means the random distribution of the synthetic values. The local statistics analyses mainly showed outliers – mazowieckie and pomorskie (with high values of the measures) and świętokrzyskie (with low values of the synthetic measure in the field of digital technologies in companies). For the local authorities the obtained results may be an indication which fields require improvement.

Constantly changing environmental conditions lead to the necessity of regular updates, enhancements, and adaptation of existing approaches to the investigation of the development of societies that live in different territories. As a result, the purpose of the paper is to identify the main social factors of effective system formation of the social vital activity at the present stage of development of the territories, which have unstable socio-economic and political environment. Specific trends, reflecting the state of social and economic processes in the countries of the evolving political and legal system are considered (on the example of Donetsk region). Parameters defining the socio-cultural component of society of formation are determined: level of development of education, medicine, social infrastructure facilities, the environmental aspects, the social hierarchy and relationships in the community, the criminal and military risks, the demographic trends, the level of unemployment and informal employment. The authors carried out an expert assessment of the importance of factors of formation of system of the vital activity of society. A set of recommendations for coordinated impact on the economic and social processes in the conditions of transforming market system was proposed as a result of the research.

In the 80-ties, the issue of creating accessible education strategy was widely analyzed. The aim was to allow society to become more aware of the sustainable development. It was established, that: '(...) there exists a need for a better understanding of the resources on which human life is dependable. If we would like the people to change their way of thinking and accept the need to give a higher priority to the environmental issues, we have to start the education at a school level'. Sustainable development is part of every single sphere of our everyday life. The same can be said for skyscrapers or electric energy. These issues are part of designer's professional workshop. Hence - introduced at the design level, will also accepted as a standard. This means that the effects of designer's works can be used as one of the medias implementing environmental policies. Promotion of a scope of knowledge concerning preservation of natural resources means that both small local groups and whole societies have to accept uniform values. A characteristic and development of information society on the background of civilization humanity changes have been presented. Some examples of the technical and social changes of information society in the development of humanity have been described. It shows the methodological difficulties in diagnostic tests for level of development of information society and the need to include in the assessment range of phenomena.

The article aims to show the innovative role of dialogue in the implementation of the idea of sustainable development. Dialogue takes the form of a balanced dialogue as a tool for changing society. It is built on philosophical, psychological, social and pedagogical concepts. This wide-ranging dialogue takes on a completely new form, addressing the goals of sustainable development. A balanced dialogue creates a network of connections and interactions between people, thus creating the principle of coexistence based on the process of awareness. As far as elementary education is concerned, it is a didactic method which affects the young generation, which sows its influence on a macro scale, ie society. The proposed method of balanced dialogue is an author's method that is in the process of experimental verification, therefore empirical observations are based on previous research findings. Sustainable dialogue as a tool for changing society is a real hope for our world, as I show in the article.

Niniejszy artykuł poświęcony jest kwestii kształtowania pozytywnego wizerunku podwarszawskiej gminy Pia-seczno, którą zaczynają dotykać problemy rozwojowe, przejawiające się coraz większą skłonnością mieszkań-ców, szczególnie tych młodych, do zmiany miejsca zamieszkania na Warszawę. Uciążliwości codziennego funkcjonowania w chaotycznie zagospodarowywanych miejscowościach, przy niedorozwiniętej infrastrukturze transportowej, zatłoczonych drogach dojazdowych do Warszawy oraz niewystarczającej liczbie miejsc rekreacji i spędzania wolnego czasu sprawiły, że mieszkańcy coraz gorzej oceniają gminę, w której mieszkają. Owe uciążliwości spowodowały, że atuty gminy, którymi w dużej mierze kierowali się wybierając aktualne miejsce zamieszkania, dawno już zeszły na plan dalszy i ustąpiły miejsca negatywnym skojarzeniom. Piaseczno jest przykładem gminy, dotychczas dynamicznie rozwijającej się w cieniu Warszawy, która zaczyna dotkliwie odczuwać konsekwencje owego rozwoju (rozumianego w tym przypadku bardziej w kategoriach ilościowych niż jakościowych), nie do końca zaplanowanego i niedającego się powstrzymać. Piasecznu potrzeby jest niewątpliwie nowy wizerunek, który byłby oparty na nieodkrytych dotychczas elementach tożsamości gminy. W tym celu władze lokalne zdecydowały się przeprowadzić badania ankietowe wśród mieszkańców, którzy tym samym zostali włączeni w proces podejmowania decyzji dotyczących dalszego rozwoju gminy oraz sposobu jej promowania. Artykuł przedstawia najważniejsze wyniki tych badań, ze szczególnym wskazaniem na możliwości zmiany wizerunku gminy, a tym samym preferowane kierunki dalszego jej rozwoju. Jest też wyrazem przekonania autorki, że tylko współdziałanie władz gminy z jej mieszkańcami może przynieść sukces, a zaangażowani mieszkańcy znaczą więcej niż niejedna strategia przygotowana zza biurka przez najlepszego nawet eksperta.
This article is dedicated to the development of a positive image of the municipality Piaseczno near Warsaw, which has begun to touch the problems of growing tendency of people, espe-cially young people, to change their residence to Warsaw. Inconveniences of daily functioning in chaotic space, with underdeveloped transport infrastructure, congested roads to Warsaw and the insufficient number of places of recreation are the reasons for the people worse judg-ing municipality in which they live. These nuisances caused that the assets of the municipality, which in large part were important when choosing the current place of residence, were relegated to the background and gave way to negative associations. Piaseczno is an example of rapidly growing community in the shadow of Warsaw, which begins to feel the conse-quences of this development (understood in this case more in terms of quantity than quality), not exactly planned, and that can not be stopped. Piaseczno undoubtedly needs a new image, which would be based on a previously unexplored parts of the identity of the municipality. To this purpose, local authorities decided to conduct a survey among residents who have been involved in decision-making on the further development of the Piaseczno community and how it is promoting. The article presents the main results of these studies, with special emphasis on the possibility of changing the image of the municipality, and thus the preferred directions of further development. It also expresses the author’s conviction that only interaction between the municipal authorities and residents can bring success, and that involved residents mean more than any strategy prepared even by the best expert.
