Globanization nowadays seems to intensify the movement of people on the planet. As a result, making a living today is no longer just limited to the assets that people’s home country offers. That being said, providing for oneself has also become a question of opportunity and adventure. This reality, taken in the European context, reveals the coexistence of different social groups of different horizons, raising both issues of identity and security in host countries. Based on Barry Buzan’s concept of societal security, let us draw an observation that puts Francophone migrants in the context of the European territory in perspective.

In late December 2019 and early January 2020 the first cases of a new coronavirus occurred in Wuhan. It is a virus characterised by similarities to SARS (Severe Acute Respiratory Syndrome) and MERS (Middle East Respiratory Syndrome). On January 25, 2020 the initial case of infection by SARS-CoV-2 caused the disease COVID-19 in an Australian patient who later died from it. During my PhD thesis defence in September 2018 I would not have thought that one of the possible security scenarios which I designed for the South Pacific region, related to epidemic threats, would soon come true. Despite some obvious and high indicators resulting, for example, from a geopolitical location in the vicinity of China, the probability of an epidemic outbreak seemed nigh unbelievable. This article focuses on societal security. It is impossible to make a solid analysis of an epidemic impact on societal security in various countries in a single article; therefore, I concentrate specifically on the case of Australia. The goal of this article is to explain how Australians cope with the epidemic and if they are prepared for a drastic change in their lifestyles. Do they put trust in governmental institutions? What issues appear to be main societal threats in Australian society during the pandemic? I conclude with thoughts about new societal directions that are going to be implemented should the scale of the pandemic persist. Due to limited length, my overview is not exhaustive; instead, it focuses on core findings about the condition of Australian society during the pandemic.

The end of the Cold War greatly reduced the military risk worldwide and resulted in a search for new areas of interest for security sciences. One of the new trends, which originated in the Copenhagen Peace Research Institute, was the societal security, focused on the issue of safeguarding identity of social groups – national, ethnic and religious. The concept developed by the Copenhagen school was later extended to other subjects with common identity, such as professional groups, economic classes or local communities. This articles presents the issue of the societal dimension of security in contemporary Europe. Its focus is on finding a universal defi nition of societal security, determining the subject of this kind of security and on analyzing the main threats for the societal dimension of security in Europe.

Problems related to social security can be seen as a particular type of security in various aspects. In the literature of political science, economics, sociology or security studies there are different concepts of characterizing this category. The issue of social security is a complex and ambiguous, because this phenomenon is dynamic and depends on many factors. This work is an attempt to answer the question of what are the theoretical basis of social security on the basis of the security studies and whether it can enter the other, closely related to national security category concept, eg. social security of the nation. The reference point for discussion is the system of national security. Authors proposed a definition of societal security of the nation and pointed out the main elements characterizing this concept as an opposition to the social security, understood in terms of welfare state. The other rationale for the choice of topic is also a need to shape the way to solve scientific problems of modern science on the basis of security studies, including those related to operationalization of concepts and gaps in knowledge, which should focus on the search for representatives of this new scientific subdiscipline.

Among the nonmaterial human needs, the most important, from the point of view of social policy, is the need for security. Thus, the important issue is to guarantee citizens a sense of social security. Though on one hand, economic development brings an increase in wealth of society, and thus, an increased sense of social security, on the other hand, in society, there are still individuals and groups who, for various reasons, do not take advantage of the fruits of that progress. This applies especially to those, who have limited access to basic goods and services which are commonly available. This category of people are those, who are excluded or socially marginalized. There are three most characteristic features for social exclusion: a low level of participation in social life, long duration and non-voluntary state of such condition, restricting possibilities of use of basic civil rights. The issue of social exclusion has recently been recognized by the European Union as one of the main social problems. Hence the announcement of 2010 as the European Year for Combating Poverty and Social Exclusion and taking concrete actions to reduce these phenomena. This gives hope that in the European Union as well as in Poland, quantitative dimensions of social exclusion can be reduced.
Wśród niematerialnych potrzeb ludzkich do najważniejszych, z punktu widzenia polityki społecznej, należy potrzeba bezpieczeństwa. Stąd takim istotnym problemem jest gwarantowanie obywatelom poczucia bezpieczeństwa socjalnego. Choć z jednej strony, rozwój gospodarczy przynosi za sobą wzrost zamożności społeczeństwa, a co za tym idzie, wzrost poczucia bezpieczeństwa socjalnego, z drugiej strony w społeczeństwie nadal występują osoby i grupy, które, z różnych powodów, nie korzystają z owoców owego postępu. Dotyczy to zwłaszcza tych, którzy maja ograniczony dostęp do podstawowych dóbr i usług powszechnie przysługujących. Ta kategoria osób – to osoby wykluczone, czy też marginalizowane społecznie. Dla wykluczenia społecznego najbardziej charakterystyczne są trzy cechy: niski poziom uczestnictwa w życiu społecznym, długotrwałość i niedobrowolność takiej sytuacji, ograniczenie możliwości korzystania z podstawowych praw obywatelskich. Kwestia wykluczenia społecznego od niedawna została uznana przez Unię Europejską za jeden z podstawowych problemów społecznych. Stąd ogłoszenie roku 2010 Europejskim Rokiem Walki z Ubóstwem i Wykluczeniem Społecznym i podjęcie konkretnych działań w celu ograniczenia tych zjawisk. Daje to nadzieję, że tak w Unii Europejskiej, jak i w Polsce uda się zmniejszyć ilościowe rozmiary wykluczenia społecznego.

As Poland is becoming a more attractive destination for immigrants, Polish schools need to develop relevant solutions that can assist the integration of immigrant students into Polish society. The objective of this study is threefold. Firstly, the paper aims to discuss the role of schools in counteracting threats to societal security resulting from increased migration. Secondly, the study investigates immigration policy and educational solutions in Poland. Finally, we evaluate educational solutions implemented in schools to facilitate the integration of immigrant children, their safety, as well as discuss the difficulties and advantages resulting from the presence of foreign students in Polish schools. The study shows that schools play a special role in educating young people about societal values, personal safety and societal security. Educational solutions aiming at immigrant integration need to be investigated in the context of multidimensional legislation on immigration. The findings of the quantitative analysis relate to the solutions adopted by Polish schools that assist the integration of foreign students. They also shed light on the problems and benefits of having heterogeneous classes. Most schools in Poland offer foreign students a number of educational opportunities related to Polish language acquisition, academic performance (e.g. remedial lessons) and social integration. Inability to speak Polish is the greatest problem at schools, which is the root cause of other complex problems, such as foreign students’ falling behind with schoolwork, slower pace of the lesson, and discipline problems.

This paper aims to answer the question: Through what activities the Stocznia Foundation ensures the idea of social participation in society? That idea assumes that social groups actively participate for the benefit of social development in cooperation with municipal authorities and third-sector organizations. Stocznia is a non-governmental organisation and an aid institution providing services in the areas that improve building a conscious, safe and wise society, actively involved in the activities for the common good. The Od diagnozy do strategii project organized by the Stocznia Foundation, is the document that describes the citizens’ participation in public projects and the process of planning an effective strategy for achieving selected goals. The Foundation is an integral part of the preparation strategy for civic participation, which is based on the analysis of the practical involvement of stakeholder groups in the creation of real plans for the development of the local environment. This article is part of the research devoted to the Stocznia Foundation and its activities for the benefit of the society, especially the idea of social participation and the security sphere related to it.

The authors present a concept of research concerning the share of the non-governmental organisations operating in Warsaw (Poland’s capital) during the COVID-19 pandemic in creating societal security. The elaborated research concept covers a description of the state of research, the arising research questions, suggested research hypotheses and methods. The article’s contents are meant to serve the implementation of a research project, whose results will be useful by increasing the body of knowledge on the functioning of NGOs during the pandemic, which should contribute to improving the operation of such entities in unanticipated circumstances in future. Learning the failures and successes of NGOs (scientific monitoring) in creating societal security should be seen as an intrinsic part of care for the well-being of society and the functioning of a political community. The article contemplates conceptualisation and construction of research projects in the area of security studies, social policy and politology, attention being given to the contexts and problem references to social culture, law and administration. The core content of the work includes: a synthesis of the state of research in the proposed research area; theoretical assumptions of the role of NGOs in social life; and a methodology of postulated research.

The aim of the article is to answer the following research question: Through what activities does the Stocznia Foundation ensure involvement of and support to children and youth? The analysis was performed on the basis of theoretical and empirical knowledge. Areas were indicated in which the support of the young generation by NGOs was most often noted as part of activities for local communities. In this aspect, types of assistance were listed, such as: shaping the attitudes of youth, learning soft skills in relations with other people in the decision-making process, social directions of development of children and youth, and assistance in gaining visibility of the realized projects. Apart from that, the positions of the authors of the Equal Opportunities project are based on 20 years of work. The Foundation focuses its activities on the provision of services in the areas that favor building a conscious and safe society through the active involvement of the young ones in efforts for the common good.

Opis:
The application of securitization theory to cybersecurity is useful since it subjects the emotive rhetoric of threat construction to critical scrutiny. Floyd’s just securitization theory (JST) constitutes a mixture of securitization theory and just war theory. Unlike traditional securitization theory, it also addresses the normative question of when securitization is legitimate. In this contribution, I critically apply Floyd’s JST to cybersecurity and develop my own version of JST based on subsidiarity. Floyd’s JST follows a minimalistic and subsidiary approach by emphasizing that securitization is only legitimate if it has a reasonable chance of success in averting threats to the satisfaction of basic human needs. From this restrictive perspective, cyber-securitization is only legitimate if it serves to protect critical infrastructure. Whilst Floyd’s JST focuses exclusively on permissibility and needs instead of rights, I argue that there are cases in which states’ compliance with human rights obligations requires the guarantee of cybersecurity, most importantly regarding the human right to privacy. My version of JST is also based on the principle of subsidiarity, in the sense that securitization should always include stakeholders directly affected by a threat. To strengthen this kind of subsidiarity, focused on the private sector, I argue for the legitimacy of private active self-defence in cyberspace and emphasize the importance of a ‘whole-of-society approach’ involving digital literacy and everyday security practices. Moreover, I argue that far-reaching securitization on the nation-state-level should be avoided, particularly the hyper-securitization of the digital public sphere, following unclear notions of ‘digital sovereignty’.

This paper aims to answer the following research question: Through what activities the Stocznia Foundation ensures the activation and safety of people at risk of exclusion? Given the growing number of social groups at risk of exclusion (mainly the elderly, the homeless, those at risk of homelessness or the lonely), the Stocznia Foundation responds by conducting research aimed at identifying social needs. Its actions help restore the meaning of life to these groups, as well as re-establish themselves in society. As an aid institution, this non-governmental organization provides services in the areas that contribute to building a conscious, safe and wise society, actively involved in working for the common good. As an integral part of the CAMI and Lokator projects, the Stocznia Foundation cooperates with other NGOs and organizations for the development of innovation and science.

Societal security is an area associated with an extensive catalog of natural and anthropogenic threats, which do not recognize any administrative boundaries in their destructive development. The escalation of their negative impact is determined by the geographic and natural conditions in the place of their materialization and the laws of physics. The mentioned dependencies mean that effective prevention of their occurrence or combating their negative effects requires combining the efforts of various entities in the internal (national) dimension, as well as with neighboring countries, especially in border areas. Currently societal security is an area associated with a wide range of threats, and the elimination of their sources or minimising their adverse effects requires fast and efficient rescue interventions. Ensuring security is one of basic obligations of democratic states, which organize and maintain various emergency entities for this purpose. The article presents an analysis of possibilities of a cross-border view on the issue of ensuring societal security in border areas and throughout the entire territory of a country, in particular regarding the possibility of undertaking international cooperation in organizing rescue operations using the forces and resources of other countries. The main focus was on identifying threats to societal security in border areas and on the remaining territory of countries in which the resources of other countries could be involved. Possible areas and dimensions of rescue cooperation were presented, as well as potential problems in organizing emergency operations were identified and possibilities of solving them were indicated.
Współczesne bezpieczeństwo powszechne to dziedzina kojarzona z szeroką gamą zagrożeń, których likwidowanie źródeł lub ograniczanie negatywnych skutków wymaga szybkich i sprawnych interwencji ratowniczych. Zapewnianie bezpieczeństwa należy do podstawowych obowiązków demokratycznych państw, które w tym celu organizują i utrzymują różnorakie podmioty ratownicze. W artykule przedstawiono analizę możliwości transgranicznego spojrzenia na problematykę zapewniania bezpieczeństwa powszechnego w obszarach przygranicznych, jak i na całym terytorium państwa, w szczególności w zakresie możliwości podejmowania międzynarodowej współpracy w organizowaniu akcji ratowniczych (ratunkowych) z użyciem sił i środków innych państw. Głownie skupiono się na identyfikacji zagrożeń bezpieczeństwa powszechnego w obszarach przygranicznych i na pozostałej części terytorium państwa, w których likwidacji mogłyby być angażowane zasoby innych państw. Przedstawiono możliwe sfery i płaszczyzny współpracy ratowniczej, a także zidentyfikowano potencjalne problemy w organizowaniu działań ratowniczych oraz wskazano możliwości ich rozwiązywania.
