The article presents the definitions and functions of supervision significant in the area of social work as well as its individual and institutional benefits. It also presents the results of a pilot study concerning the importance of the instrument of supervision in professional development of social workers. The study showed that the respondents most often participated in sessions providing emotional support, and less often in the sessions offering specialist knowledge. The way of carrying out the supervision was convergent with the current needs of the respondents; however, participating in supervision did not have much influence on making professional decisions or their quality.

Opis:
One of the basic active tools used in social assistance in Poland is a social contract. It is an agreement between a social worker and the person who benefits (or their family) which defines and exactly describes their mutual obligations, expectations, rights and responsibilities. The article presents the results of a survey conducted among 413 social workers from the Podkarpacie Province. The results of empirical research has identified social workers` attitudes and opinions towards social contracts. The empirical results shows that social contract is unpopular and ineffective tool of social work practice in Podkarpacie Province.

Opracowanie jest próbą syntetycznej jego charakterystyki, przede wszystkim na podstawie 109 krótkich biogramów zawartych w opublikowanym w 1991 r. Słowniku biograficznym pracowników społecznych. Informacje, które można w nim znaleźć, z jednej strony pokazują, kim pracownicy społeczni byli, a z drugiej – co, jako pracownicy społeczni, robili w okresie przedwojennym, wojennym i powojennym.
The paper is about social workers who created a professional milieu that existed from the late 1920s until the turn of the 1940s and 1950s. This study is an attempt at a synthetic characterization of the community, based primarily on 109 short biographical entries contained in the Biographical Dictionary of Social Workers published in 1991. The analyzed material demonstrates, on the one hand, the biographies of social workers  and, on the other, what they did as social workers in the pre-war, wartime, and post-war period.

The purpose of the article is to draw attention to the challenges and threats faced by social assistance institutions in the face of the second month of the COVID-19 pandemic in Poland, with particular emphasis on disturbing phenomena and behaviours involving employees of these institutions. The text, on the one hand, supported by examples derived from personal experiences and reports of the social workers themselves, on the other, by the author's observations and reflections, can serve as a warning against hasty, chaotic actions undermining the morale and reputation of the social assistance system. In the current particularly difficult time for all, it should pass the test in responsible management, coherent cooperation, developing effective solutions and missionary character – serving the ones in need.

Opis:
Aid activities in Poland have a long history. Over the centuries, it took various forms and evolved from mutual assistance, philanthropy, and charity to organized, purposeful activities. Memories of my experience of working in institutional care and then of social welfare concern the period of the turn of the Polish People's Republic and the Third Polish Republic. The systemic changes initiated at that time were of fundamental importance in the development and professionalization of Polish social welfare. I belong to a group of social workers who started work in the 1960s. Therefore, I am an eyewitness and participant in the changes that took place on the "first line" of social welfare in one of the Polish municipalities in which I worked in those years. I tried to explain the reality of social workers in this period. In my memories I recall some events that may seem insignificant in the scale of general changes but reflect the atmosphere of those times. I trust that they will supplement the knowledge about the history of social welfare of this period.

This article deals with the problem of academic education of students of Social Work, future social workers, in the field of legal issues. The profession of a social worker requires a broad interdisciplinary knowledge. It consists in providing help to a client in need of support in overcoming life’s hardships, which he cannot overcome alone using his own capabilities, competences and resources.Amon at empowering the client. Problems faced by a social worker when applying the law are connected with a large volume of legal acts, their interpretive unanimity and constant variability (disrupting the sense of stability). The correct application of the law by social workers in the assistance and activation process, requires the appropriate methodical influence in the process of their education, the appropriate selection of issues to be addressed, including problems with which a social worker will have contact in their work. Equally noteworthy is the method of transferring knowledge in the field of legal issues and taking into account the practical aspect of the presented issues. The study analyzed the curricula of selected universities in Poland, in the field of social work, in terms of students’ legal education.

Opis:
Social aid started being institutionalized as early as the 12th century. It was then that in Faculties of Theology of European universities the science of alms was introduced. The American Mary Ellen Richmond (1861-1928) is considered to be the initiator of education in the sphere of professional social work. The first attempts to educate social workers in Poland were made as early as the beginning of the 20th century – it was the first school of social work, the so-called Kursy Społeczne (Social Courses), whose co-organizer was Blessed Rev. Jerzy Matulewicz. In the period between the two world wars Prof. Helena Radlińska was an initiator and organizer of a system of educating social workers. The first schools educating social workers were established in 1966. A further development of educating social workers at the university level should be associated with opening Zaoczne Studium Pracowników Służb Socjalnych (Extramural Department of Social Work) at the University of Warsaw in 1977. Social work as the first degree university studies was introduced only in the 2006/2007 academic year. At the Catholic University of Lublin such a field of study has existed since the 2010/2011 academic year.

In this study, the author draws attention to some of the dysfunctions inherent both in education regarding social work, and in the form of postgraduate education and training courses. Dysfunctions are already a social fact; they have emerged as a result of excessive tendencies of the Ministry of Labour and Social Policy to unify and standardize the process of education and as a result of the excessive control over the whole process of training of social workers. The analysis in thispaper shows several major dysfunctions resulting from double standards in education, but also dysfunctions manifested in underdeveloped aims of M.A. programmes, in the misunderstanding of and underperformance in the process of professionalization, and in the excessive tendency to form narrow specializations in the profession of a social worker. The author is aware that many other anomalies that lie in the education and training of socialworkers deserve a separate study and a more thorough analysis.
W prezentowanym artykule autorka zwraca uwagę na niektóre dysfunkcje nieodłącznie związane z kształceniem w zakresie pracy socjalnej i formą kształcenia podyplomowego oraz kursów szkoleniowych. Dysfunkcje są już faktem społecznym; wyłoniły się jako wynik tendencji ze strony Ministerstwa Pracy i Polityki Społecznej do nadmiernego ujednolicenia i standaryzacji procesu kształcenia oraz jako skutek nadmiernej kontroli nad całym procesem szkolenia pracowników socjalnych. Analiza prowadzona w pracy ukazuje kilka poważnych dysfunkcji wynikających z podwójnych standardów w kształceniu, ale także dysfunkcji wyrażających się w słabo rozwiniętych celach programów studiów magisterskich, niezrozumieniu i słabych wynikach procesu profesjonalizacji oraz tendencji do nadmiernego tworzenia wąskich specjalizacji w zawodzie pracownika socjalnego. Autorka ma świadomość, iż wiele nieprawidłowości w kształceniu i szkoleniu pracowników socjalnych zasługuje na oddzielne badanie i bardziej dogłębną analizę.

Opis:
Prace socjalne są również w szpitalach niezbędnym filarem w opiece zdrowotnej pacjentów (Homfeldt, 2012, s. 489). Szpitalne służby socjalne wspierają pacjentów w przetwarzaniu stresujących diagnoz i radzeniu sobie z konsekwencjami chorób (Gödecker-Geenen, 2005, s. 19). Poprzez aktualny rozwój sytuacji problemowych oraz obecną strukturę opieki zdrowotnej i społecznej prace socjalne nabierają coraz większego znaczenia (Schaub, 2008, s. 17; Hofmann, 2004, s. 413). Zmiany demograficzne niosą ze sobą wzrost liczby osób starszych i stały wzrost ich średniej długości życia. Brak zasobów rodzinnych lub finansowych tworzy luki w podaży, którym poświęcone są służby socjalne w szpitalach (Meyer, 2019, s. 9). Jednak zmiana spektrum zagrożeń dla zdrowia i chorób z przeważnie ostrych na przewlekłe uzasadnia znaczenie prac socjalnych w tych placówkach (Schaub, 2008, s. 17; Lützenkirchen, 2005, s. 10–14). Pandemia COVID-19 stanowi szczególne wyzwanie, które rozprzestrzeniło się na całym świecie od końca 2019 r. To ona wpływa na wszystkie obszary życia i sytuacje życiowe (Schmitt, 2020, s. 177-181). Środki ochronne mające na celu powstrzymanie wirusa, takie jak zakaz masowych zgromadzeń, ograniczenia kontaktu, przepisy dotyczące minimalnych odległości, środki higieny i maski, determinują życie codzienne oraz towarzyskie. Zapobieganie wizytom krewnych, pastorów i pracowników socjalnych stawia w nowym świetle holistyczne spojrzenie na zdrowie oraz chorobę, a także jej społeczne uwarunkowania (Kröll i in., 2020, s. 7–38). Przepisy dotyczące ochrony przed infekcjami ograniczają również służbom społecznym kontakt z pacjentami i personelem szpitala. Procesy pracy oraz komunikacja muszą się zmienić, a istniejące systemy muszą zostać przeprojektowane (Truell, 2020).
Social work is also an indispensable pillar in the healthcare of patients in hospitals (Homfeldt, 2012, p. 489). Hospital social services support patients in processing stressful diagnoses and coping with the consequences of diseases (Gödecker-Geenen, 2005, p. 19). Due to the current development of problem situations and the current structure of health and social care, social work is gaining more and more importance (Schaub, 2008, p. 17; Hofmann, 2004, p. 413). Demographic changes result in an increase in the number of elderly people and a steady increase in their life expectancy. The lack of family or financial resources creates gaps in the supply of hospital social services (Meyer, 2019, p. 9). However, the change in the spectrum of health risks and diseases from predominantly acute to chronic ones, justifies the importance of social work in these facilities (Schaub, 2008, p. 17; Lützenkirchen, 2005, pp. 10–14). The Covid-19 pandemic presents a particular challenge that has spread around the world since late 2019. It affects all areas of life and life situations (Schmitt, 2020, p. 177). Protective measures to contain the virus, such as mass gathering prohibitions, contact restrictions, minimum distance regulations, hygiene measures and masks, determine daily and social life. Preventing visits from relatives, pastors and social workers puts a new light on the holistic view of health and the disease and its social determinants (Kröll et al., 2020, pp. 7–38). Infection protection legislation also restricts community services from interacting with patients and hospital staff. Work processes and communication must change, and existing systems must be redesigned (Truell, 2020).

Prezentowany artykuł jest próbą ukazania roli edukacji w procesie profesjonalizacji pracowników socjalnych. Ponadto artykuł przedstawia formy edukacji formalnej i pozaformalnej wśród pracowników socjalnych na terenie województwa podkarpackiego.
Success in the labor market requires to gain of professional qualifications and their updating. This process should last a lifetime and can take the form of formal and non-formal education. It is particularly important in the case of professions whose help other people, i.a. social workers. The presented article is an attempt to show the role of education in the process of professionalization of social workers. The article presents also forms of formal and non-formal education among social workers in the Podkarpackie Province.

The spread of the epidemic of the SARS-CoV-2 coronavirus and the announcement of the state of epidemic emergency determined the necessity of the changes in the functioning of the social welfare units. This article is an analysis of the literature sources related to the functioning of the social workers during natural disasters, that have served as the basis for conclusions. In addition, twelve pilot interviews with social workers were conducted. Previously the institutions were not prepared for such a threat, did not have procedures nor regulations and means of self-protection. In the times of the epidemic the feminization of the profession of a social worker and the fact of the necessity of taking care of the children of the age of up to 8 years, resulted in the staff shortages. The new reality created the necessity to reorganize the work system of the social assistance units especially in the area of the safety regulations that is to say teleworking, rotational work and shift work, limitations in dealing with the clients and fieldwork, conducting community interviews by phone. Working at residential care facilities, which were closed to protect their residents from infection, has become of particular nature. Due to the epidemic situation, normative acts regarding benefits for persons threatened by the infection of SARS-CoV-2 virus, implementation of assistance for persons experiencing violence or support for people in crisis of homelessness are constantly changing. The text discusses in detail five factors hindering the performance of professional activities for employees of social assistance units: organizational and legal, physical, interpersonal, ethical and psychological. Finally, it is essential to start working by applying the method of organizing local communities (and using social capital), as its absence will be a barrier to the development of Polish municipalities after the epidemic.

Wskazano także, jak postrzegano społecznie pracowników socjalnych w różnych okresach ewolucji systemu pomocy społecznej i jak oceniano regulacje ich statusu prawnego.
This article presents – in the context of the evolution of the Polish public social assistance system – the genesis and shaping of the personnel of this system, with particular emphasis on the place and role of social workers in this system. Attention was drawn to the direction of the evolution of the personnel of the Polish social assistance system: from the honorary activities of social workers in the times of the Second Polish Republic (1918-1939), through a mixed model of full-time social workers supported by a network of socially active local social workers in the times of the Polish People’s Republic, to professional social service, performing the regulated profession of a social worker in modern times. It also indicated how social workers were perceived in different periods of the evolution of the social welfare system and how the regulations of their legal status were assessed.

Opis:
The main aim of social system is to reduce poverty and minimizing social problems. The adequate social infrastructure and human resources are necessary to accomplish this goal. One of the most important group among social services are social workers. The quality of their work has strong influence on the effectiveness of the social assistance system. The article presents the results of a survey conducted among 378 social workers from the Podkarpacie Province. The results of empirical research has identified some conditions of the profession of social workers. The article is also an attempt to identify the level of burnout among social workers in Podkarpacie Province.
